INDUSTRY AND STATE STAKEHOLDERS THAT WORKED WITH THE NATIONAL MILK PRODUCERS FEDERATION (NMPF) ON THE INAUGURAL CREATION OF THE FARMERS ASSURING RESPONSIBLE MANAGEMENTTM (FARM) BIOSECURITY PROGRAM HAVE IDENTIFIED ADDITIONAL NEEDS TO SUPPORT DAIRY CATTLE BIOSECURITY MEASURES. WORKING WITH STAKEHOLDERS, NMPF PROPOSES TO INCREASE USE AND CAPABILITIES OF THE FARM DATABASE – ENHANCED BIOSECURITY TO CAPTURE SECURE MILK SUPPLY (SMS) ENHANCED BIOSECURITY PLANS (EBPS) AND SHARE WITH ADDITIONAL STATE AND FEDERAL DATA MANAGEMENT SYSTEMS. DAIRY PRODUCERS, COOPERATIVES, PROCESSORS, AND STATE OFFICIALS WILL BENEFIT. NEXT, EXPANDING FARM BIOSECURITY TRAINING TO COMBINE ONLINE MODULES WITH CLASSROOM AND ON-FARM EXPERIENTIAL LEARNING FOR UP TO 40 PEOPLE LED BY A NATIONAL BIOSECURITY EXPERT WOULD INCREASE THE GRASSROOTS SUPPORT TO DEVELOP SMS ENHANCED BIOSECURITY PLANS FOR DAIRIES WHICH IS DESPERATELY NEEDED BY STATES THAT HAVE LIMITED HUMAN RESOURCES. STATES COULD THEN FOCUS THEIR EFFORTS ON THE REVIEW PROCESS AS IT IS EXPECTED MORE DAIRIES WILL BE ABLE TO VOLUNTARILY SHARE THEIR EBPS FOR REVIEW. THIS ASPECT ALSO BENEFITS DAIRY PRODUCERS, COOPERATIVES, PROCESSORS, FARM PROGRAM EVALUATORS, AND CONSUMERS. TRAINING WILL BUILD CAPACITY TO SUPPORT BUSINESS CONTINUITY EFFORTS ACROSS THE MILK AND CATTLE SUPPLY CHAIN. LASTLY, ASSEMBLING A TECHNICAL COMMITTEE OF INDUSTRY, STATE, FEDERAL AND ACADEMIC STAKEHOLDERS TO REVIEW THE SMS PLAN GUIDANCE, RESOURCES, AND WEBSITE, THEN PROPOSE REVISIONS WILL ALLOW CLOSER ALIGNMENT WITH FEDERAL AND INTERNATIONAL GUIDANCE AND INDUSTRY BEST PRACTICES THAT HAVE OCCURRED SINCE THE GUIDANCE CREATION IN 2018. ENSURING COMPATIBILITY WITH OTHER SFS PLANS AND CAPABILITIES OF INDUSTRY AND REGULATORY OFFICIALS BENEFITS DAIRY PRODUCERS, COOPERATIVES, PROCESSORS, STATE, AND FEDERAL OFFICIALS. ONCE UPDATES ARE MADE, THEY NEED TO BE BROADLY AVAILABLE THROUGH THE SMS WEBSITE, WHICH ALSO NEEDS UPDATING TO ENSURE CURRENT SOFTWARE, SECURITY AND USER INTERFACE NEEDS ARE MET AND THE SITE IS CAPABLE OF HOSTING NEWLY CREATED MATERIALS. THIS PROJECT WOULD INCLUDE WORKING WITH VYLA, THE FARM DATABASE DEVELOPER, DR. DANELLE BICKETT-WEDDLE OF PREVENTALYTICS, BIOSECURITY AND SMS SUBJECT MATTER EXPERT, AND THE CENTER FOR FOOD SECURITY AND PUBLIC HEALTH AT IOWA STATE UNIVERSITY WHO MANAGES THE SMS WEBSITE. NMPF IS UNIQUELY QUALIFIED TO CARRY OUT THIS MULTIFACETED PROJECT IN A TRANSPARENT, INCLUSIVE, AND EFFECTIVE MANNER.

THE NATIONAL MILK PRODUCERS FEDERATION (NMPF) PROPOSES TO CONDUCT A GAP ANALYSIS AND CREATE A WHITE PAPER TO DESCRIBE THE CURRENT INDUSTRY CAPABILITIES, GAPS, AND SUGGESTED GUIDANCE FOR INDUSTRY AND POLICY MAKERS TO IMPLEMENT A FOOT-AND-MOUTH DISEASE (FMD) DIAGNOSTIC ASSAY USING BULK TANK MILK SAMPLES TO PROVIDE HERD-LEVEL DISEASE SURVEILLANCE IN THE EVENT OF AN OUTBREAK. THE WHITE PAPER WILL BE BASED UPON STAKEHOLDER FORUMS, INTERVIEWS WITH FMD EXPERTS, AND A LITERATURE REVIEW OF PUBLICATIONS FOCUSED ON THE FMD BULK MILK TANK TEST BUILDING ON USDA’S 2017 PUBLICATION DESCRIBING POTENTIAL USES FOR THE TEST. THIS PROPOSAL WITH SUPPORT TOPIC 4: SUPPORTING ANIMAL MOVEMENT DECISIONS IN A DISEASE OUTBREAK. STEP ONE IS TO CONVENE TWO STAKEHOLDER FORUMS WITH INDUSTRY STAKEHOLDERS INCLUDING DAIRY PRODUCERS, DAIRY COOPERATIVES AND PROCESSORS, MILK HAULERS, MILK TESTING LABS, STATE AND FEDERAL ANIMAL HEALTH OFFICIALS AND NATIONAL ANIMAL HEALTH LABORATORY NETWORK (NAHLN) LAB DIRECTORS AND STAFF TO BETTER UNDERSTAND INDUSTRY QUESTIONS, CONCERNS, CAPABILITIES OF SAMPLE COLLECTION, SUBMISSION, FREQUENCY OF TESTING, NAHLN LAB CAPABILITIES, SURGE CAPACITY, DEVIATION, PROFICIENCY TESTING, AND TEST RESULT INTERPRETATION AND REPORTING AS A HERD LEVEL SURVEILLANCE TOOL. STEP TWO IS CONNECTING WITH RESEARCHERS WHO HAVE DONE CONTINUED DIAGNOSTIC ASSAY WORK, INTERVIEWING FMD EXPERTS IN THE U.S. AND ABROAD, THEN DEVELOP A WHITE PAPER DESCRIBING THE CURRENT INDUSTRY CAPABILITIES, GAPS, AND SUGGESTED GUIDANCE FOR INDUSTRY AND POLICY MAKERS. STAKEHOLDERS, INCLUDING FEDERAL ANIMAL HEALTH OFFICIALS, WILL BE INVITED TO REVIEW. THE LAST STEP WILL BE CONDUCTING OUTREACH WITH STAKEHOLDER GROUPS TO SOCIALIZE THE WHITE PAPER TO GENERATE FURTHER DISCUSSION AND AWARENESS, IDENTIFY ACTION ITEMS, AND GATHER ADDITIONAL FEEDBACK. THE ABOVE TASKS WILL BE ACCOMPLISHED IN PARTNERSHIP WITH TWO SUB AWARDEES: DR. DANELLE BICKETT-WEDDLE OF PREVENTALYTICS LLC AND DR. JASON LOMBARD.
