ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE REPLACING THE RAW WATER MAIN ALONG RAWLEY PIKE WHICH CONVEYS RAW WATER FROM THE CITY OF HARRISONBURG'S DRY RIVER INTAKE TO THE GRAND VIEW DRIVE WATER TREATMENT PLANT. THIS PHASE OF THE PROJECT WILL INSTALL APPROXIMATELY 5,000 LINEAR FEET OF NEW GRAVITY-FED 30-INCH RAW WATERLINE ALONG VIRGINIA ROUTE 33, STARTING NEAR 4375 RAWLEY PIKE AND ENDING NEAR 5260 RAWLEY PIKE. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE THE REDUCTION OF ELECTRICITY CONSUMPTION AND THE COMMENSURATE MITIGATION OF CARBON DIOXIDE EMISSIONS WHICH ARE EXPECTED TO SAVE APPROXIMATELY 3,650,000 KWH OF ELECTRICAL CONSUMPTION PER YEAR DUE TO THE GRAVITY-FED DESIGN AND THE INCREASE IN WATER SUPPLY SECURITY FOR THE CITY OF HARRISONBURG. THE PRIMARY SERVICE AREA IS THE CITY OF HARRISONBURG (POP. 51,430). IT WILL ALSO BENEFIT THE SURROUNDING ROCKINGHAM COUNTY (POP. 84.394). THE HARRISONBURG POPULATION IS 7.2% BLACK AND 20.5% HISPANIC; HARRISONBURG IS A REFUGEE RESETTLEMENT COMMUNITY WITH MORE THAN 70 LANGUAGES SPOKEN IN THE CITY SCHOOLS. THIS PROPOSAL FILLS IMPORTANT GAPS IN THE REGIONS CURRENT MENTAL HEALTH CRISIS RESPONSE. THE PRIMARY BENEFICIARIES ARE INDIVIDUALS WITH MENTAL HEALTH DISORDERS (MHDS) OR CO-OCCURRING MENTAL HEALTH AND SUBSTANCE USE DISORDERS (MHSUDS). THE PURPOSE OF THE PROPOSED PROJECT IS TO IMPROVE THE DIVERSION OF INDIVIDUALS WITH MHDS AND MHSUDS FROM ARREST AND UNNECESSARY HOSPITALIZATION AND INCREASE ACCESS TO TREATMENT IN THE LEAST RESTRICTIVE ENVIRONMENT.PRIMARY ACTIVITIES INCLUDE:1) CREATING A NEW CO-RESPONSE PROGRAM WITHIN THE HPD, COMPRISED OF TWO BEHAVIORAL HEALTH PERSONNEL (E.G., CLINICIANS OR QUALIFIED MENTAL HEALTH PROFESSIONALS); 2) EXPANDING FIELD-BASED ASSESSMENT TO BETTER CONNECT INDIVIDUALS TO COMMUNITY-BASED MENTAL HEALTH, SUBSTANCE USE, AND OTHER SUPPORT SERVICES; 3) INCREASING FOLLOW-UP WITH INDIVIDUALS RELEASED FROM THE CRISIS ASSESSMENT CENTER, HOSPITALS, OR JAILS; 4) INCREASING CIT REFRESHER AND ADVANCED TOPICS TRAINING AMONG HPD OFFICERS; AND 5) EXPANDING DATA TRACKING, COORDINATION, AND UTILIZATION ACROSS REGIONAL JUSTICE AND MENTAL HEALTH PARTNERS. THE CITY OF HARRISONBURG WILL CONTRACT WITH INDEPENDENT EVALUATORS TO CONDUCT PROCESS AND OUTCOME EVALUATIONS.EXPECTED OUTCOMES INCLUDE A REDUCTION IN INDIVIDUALS WITH MHDS/MHSUDS WHO ARE ARRESTED OR TAKEN TO THE EMERGENCY DEPARTMENT ON MENTAL HEALTH CALLS FOR SERVICE (MH CFS), REDUCED LAW ENFORCEMENT TIME ON MH CFS, INCREASED REFERRALS TO COMMUNITY-BASED SERVICES, INCLUDING SPECIALIZED SERVICES FOR HIGH RISK/HIGH NEED FEMALE OFFENDERS, AND DECREASED RECIDIVISM AMONG THE TARGET POPULATION. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE REPLACING THE RAW WATER MAIN ALONG RAWLEY PIKE WHICH CONVEYS RAW WATER FROM THE CITY OF HARRISONBURG'S DRY RIVER INTAKE TO THE GRAND VIEW DRIVE WATER TREATMENT PLANT. THIS PHASE OF THE PROJECT WILL INSTALL APPROXIMATELY 5,000 LINEAR FEET OF NEW GRAVITY-FED 30-INCH RAW WATERLINE ALONG VIRGINIA ROUTE 33, STARTING NEAR 4375 RAWLEY PIKE AND ENDING NEAR 5260 RAWLEY PIKE. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE THE REDUCTION OF ELECTRICITY CONSUMPTION AND THE COMMENSURATE MITIGATION OF CARBON DIOXIDE EMISSIONS WHICH ARE EXPECTED TO SAVE APPROXIMATELY 3,650,000 KWH OF ELECTRICAL CONSUMPTION PER YEAR DUE TO THE GRAVITY-FED DESIGN AND THE INCREASE IN WATER SUPPLY SECURITY FOR THE CITY OF HARRISONBURG. THE CITY OF HARRISONBURG, VA IS REQUESTING $550,000 TO IMPLEMENT THE HARRISONBURG POLICE DEPARTMENT MENTAL HEALTH DIVERSION PROJECT (HPD MHDP), IN COLLABORATION WITH THE ROCKINGHAM HARRISONBURG JUSTICE AND MENTAL HEALTH COLLABORATION (RHJMHC), A MULTIJURISDICTIONAL LAW ENFORCEMENT AND MENTAL HEALTH PROGRAM OVERSEEN BY ROCKINGHAM-HARRISONBURG COURT SERVICES UNIT AND SUPPORTED BY HARRISONBURG-ROCKINGHAM COMMUNITY SERVICES BOARD AND THE ROCKINGHAM COUNTY SHERIFFS OFFICE. THE PRIMARY SERVICE AREA IS THE CITY OF HARRISONBURG (POP. 51,430). IT WILL ALSO BENEFIT THE SURROUNDING ROCKINGHAM COUNTY (POP. 84.394). THE HARRISONBURG POPULATION IS 7.2% BLACK AND 20.5% HISPANIC; HARRISONBURG IS A REFUGEE RESETTLEMENT COMMUNITY WITH MORE THAN 70 LANGUAGES SPOKEN IN THE CITY SCHOOLS. THIS PROPOSAL FILLS IMPORTANT GAPS IN THE REGIONS CURRENT MENTAL HEALTH CRISIS RESPONSE. THE PRIMARY BENEFICIARIES ARE INDIVIDUALS WITH MENTAL HEALTH DISORDERS (MHDS) OR CO-OCCURRING MENTAL HEALTH AND SUBSTANCE USE DISORDERS (MHSUDS). THE PURPOSE OF THE PROPOSED PROJECT IS TO IMPROVE THE DIVERSION OF INDIVIDUALS WITH MHDS AND MHSUDS FROM ARREST AND UNNECESSARY HOSPITALIZATION AND INCREASE ACCESS TO TREATMENT IN THE LEAST RESTRICTIVE ENVIRONMENT.PRIMARY ACTIVITIES INCLUDE:1) CREATING A NEW CO-RESPONSE PROGRAM WITHIN THE HPD, COMPRISED OF TWO BEHAVIORAL HEALTH PERSONNEL (E.G., CLINICIANS OR QUALIFIED MENTAL HEALTH PROFESSIONALS); 2) EXPANDING FIELD-BASED ASSESSMENT TO BETTER CONNECT INDIVIDUALS TO COMMUNITY-BASED MENTAL HEALTH, SUBSTANCE USE, AND OTHER SUPPORT SERVICES; 3) INCREASING FOLLOW-UP WITH INDIVIDUALS RELEASED FROM THE CRISIS ASSESSMENT CENTER, HOSPITALS, OR JAILS; 4) INCREASING CIT REFRESHER AND ADVANCED TOPICS TRAINING AMONG HPD OFFICERS; AND 5) EXPANDING DATA TRACKING, COORDINATION, AND UTILIZATION ACROSS REGIONAL JUSTICE AND MENTAL HEALTH PARTNERS. THE CITY OF HARRISONBURG WILL CONTRACT WITH INDEPENDENT EVALUATORS TO CONDUCT PROCESS AND OUTCOME EVALUATIONS.EXPECTED OUTCOMES INCLUDE A REDUCTION IN INDIVIDUALS WITH MHDS/MHSUDS WHO ARE ARRESTED OR TAKEN TO THE EMERGENCY DEPARTMENT ON MENTAL HEALTH CALLS FOR SERVICE (MH CFS), REDUCED LAW ENFORCEMENT TIME ON MH CFS, INCREASED REFERRALS TO COMMUNITY-BASED SERVICES, INCLUDING SPECIALIZED SERVICES FOR HIGH RISK/HIGH NEED FEMALE OFFENDERS, AND DECREASED RECIDIVISM AMONG THE TARGET POPULATION. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. GENERALLY, THE FOLLOWING TYPES OF ACTIVITIES ARE INELIGIBLE: ACQUISITION, CONSTRUCTION, OR RECONSTRUCTION OF BUILDINGS FOR THE GENERAL CONDUCT OF GOVERNMENT; POLITICAL ACTIVITIES; CERTAIN INCOME PAYMENTS; CONSTRUCTION OF NEW HOUSING (WITH SOME EXCEPTIONS). UNDER THE STATE CDBG PROGRAM, STATES MAY USE $100,000 PLUS UP TO A MAXIMUM OF THREE PERCENT OF ITS CDBG ALLOCATION. AMOUNTS EXPENDED ON ADMINISTRATION IN EXCESS OF $100,000 MUST BE MATCHED. STATES MAY EXPEND UP TO THREE PERCENT OF THEIR CDBG ALLOCATION ON TECHNICAL ASSISTANCE ACTIVITIES. HOWEVER, THE TOTAL A STATE SPENDS ON BOTH ADMINISTRATIVE AND TECHNICAL ASSISTANCE EXPENSES MAY NOT EXCEED $100,000 PLUS THREE PERCENT OF THE STATE'S ALLOCATION. PROFILES FOR GRANTEES WILL VARY, AS GRANTEES HAVE FLEXIBILITY IN DETERMINING THE HOUSING, ECONOMIC, AND COMMUNITY DEVELOPMENT ACTIVITIES THEY CARRY OUT WITH CDBG FUNDS. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. ALL THE AT-GRADE CROSSINGS SEE HIGH VEHICLE, BICYCLE, SCOOTER, AND PEDESTRIAN ACTIVITY, PRESENTING A SERIOUS SAFETY RISK THAT WILL ONLY INCREASE AS THE HARRISONBURG AND JMU CONTINUE TO GROW. TRACK RELOCATION WOULD REMOVE DAILY TRAIN TRAFFIC ALONG THIS CORRIDOR FROM THE DENSELY POPULATED AREAS OF HARRISONBURG AND JAMES MADISON UNIVERSITY (JMU) CAMPUS AREAS. RELOCATION OF THE EB LINE COULD REDUCE TRAFFIC CONGESTION INCREASE MOTORIST, CYCLIST, AND PEDESTRIAN SAFETY PROMOTE ENHANCED PUBLIC SERVICES AND IMPROVE RAILROAD OPERATIONS. ADDITIONALLY, RELOCATION OF THE EB LINE COULD LEAD TO INCREASED TRAIN SPEEDS, TRAIN FREQUENCY, AND RAILROAD EFFICIENCY, THEREBY SPURRING INDUSTRIAL INVESTMENT AND ECONOMIC GROWTH IN THE REGION, PARTICULARLY IN ROCKINGHAM COUNTYS INNOVATION VILLAGE AND HARRISONBURGS ACORN INDUSTRIAL AREA.A TRAIN SAFETY ENHANCEMENT PROJECT FEASIBILITY STUDY CONDUCTED IN 2005 EXAMINED THE POSSIBILITY OF RELOCATING THE EB LINE BUT DID NOT ADVANCE PAST THE FEASIBILITY PHASE. THIS PROJECT PLANNING PHASE WILL UPDATE AND BUILD UPON THE FORMER STUDYS EFFORTS BY FACTORING IN RECENT POPULATION GROWTH, PLANNED DEVELOPMENT, AND NEW FUNDING OPPORTUNITIES.
