ELIGIBLE LANDS MUST FALL WITHIN THE AUTHORIZED PLACE OF USE OF THE KLAMATH PROJECT, BE UNDER RECLAMATION CONTRACT, AND HAVE BEEN IRRIGATED OR ENROLLED IN A DRA PROGRAM WITHIN ONE OF THE PRIOR THREE CROP YEARS. PARTICIPATING PRODUCERS WILL RECEIVE PARTIAL PAYMENT AFTER VERIFICATION OF COMPLIANCE. IN ADDITION TO BASE PAYMENTS FOR NONIRRIGATION, THE PROGRAM WILL INCORPORATE A TIERED STRUCTURE THAT PROVIDES SUPPLEMENTAL INCENTIVES FOR ECOSYSTEMBENEFICIAL PRACTICES. AT LEAST TWENTY PERCENT OF TOTAL PRODUCER PAYMENTS WILL SUPPORT ACTIONS SUCH AS COVER CROPPING, SOIL HEALTH IMPROVEMENTS, WILDLIFEFRIENDLY MANAGEMENT, POLLINATORPOSITIVE HABITAT, AND OTHER PRACTICES THAT PROMOTE HEALTHY, FUNCTIONING ECOSYSTEMS AND BIODIVERSITY. THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. ELIGIBLE LANDS MUST FALL WITHIN THE AUTHORIZED PLACE OF USE OF THE KLAMATH PROJECT, BE UNDER RECLAMATION CONTRACT, AND HAVE BEEN IRRIGATED OR ENROLLED IN A DRA PROGRAM WITHIN ONE OF THE PRIOR THREE CROP YEARS. PARTICIPATING PRODUCERS WILL RECEIVE PARTIAL PAYMENT AFTER VERIFICATION OF COMPLIANCE. IN ADDITION TO BASE PAYMENTS FOR NONIRRIGATION, THE PROGRAM WILL INCORPORATE A TIERED STRUCTURE THAT PROVIDES SUPPLEMENTAL INCENTIVES FOR ECOSYSTEMBENEFICIAL PRACTICES. AT LEAST TWENTY PERCENT OF TOTAL PRODUCER PAYMENTS WILL SUPPORT ACTIONS SUCH AS COVER CROPPING, SOIL HEALTH IMPROVEMENTS, WILDLIFEFRIENDLY MANAGEMENT, POLLINATORPOSITIVE HABITAT, AND OTHER PRACTICES THAT PROMOTE HEALTHY, FUNCTIONING ECOSYSTEMS AND BIODIVERSITY. ROTATIONAL NONIRRIGATION STRATEGIES WILL BE PERMITTED WITHIN A PRODUCERS OPERATIONAL CONTROL.THE MODIFIED PRACTICES EMPHASIS PROGRAM WILL OPERATE WITHIN THE SAME OVERARCHING AGREEMENT AND WILL PROVIDE ASSISTANCE TO PRODUCERS WHO ADJUST AGRICULTURAL PRACTICES TO REDUCE WATER USE WITHOUT FULL NONIRRIGATION. THROUGH THIS NEW OVW RURAL PROGRAM PROJECT, SEXUAL TRAUMA AWARENESS & RESPONSE (STAR) CENTER, IN PARTNERSHIP WITH THE LOUISIANA DEPARTMENT OF JUSTICE AND THE LOUISIANA FOUNDATION AGAINST SEXUAL ASSAULT, WILL IMPLEMENT THE CENTRAL LOUISIANA RURAL SEXUAL ASSAULT RESPONSE PROJECT. THIS VICTIM SERVICE PROJECT ADDRESSES THE FOLLOWING PURPOSE AREAS: 1, 2, AND 3 FOR AVOYELLES, CATAHOULA, CONCORDIA, GRANT, LASALLE, VERNON, AND WINN PARISHES. RURAL PROGRAM FUNDS ARE USED TO SUPPORT PROGRAMS THAT: 1) IDENTIFY, ASSESS, AND APPROPRIATELY RESPOND TO CHILD, YOUTH, AND ADULT VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING IN RURAL COMMUNITIES; 2) ESTABLISH AND EXPAND VICTIM SERVICES IN RURAL COMMUNITIES TO CHILD, YOUTH, AND ADULT VICTIMS; 3) INCREASE THE SAFETY AND WELL-BEING OF WOMEN AND CHILDREN IN RURAL COMMUNITIES, BY (A) DEALING DIRECTLY AND IMMEDIATELY WITH DOMESTIC VIOLENCE, SEXUAL ASSAULT, DATING VIOLENCE, AND STALKING; AND (B) CREATING AND IMPLEMENTING STRATEGIES TO INCREASE AWARENESS AND PREVENT THESE CRIMES; AND 4) DEVELOP, EXPAND, IMPLEMENT, AND IMPROVE THE QUALITY OF SEXUAL ASSAULT FORENSIC MEDICAL EXAMINATION OR SEXUAL ASSAULT NURSE EXAMINER PROGRAMS. GRANTEES MUST USE AT LEAST ONE OF THE FOLLOWING STRATEGIES IN IMPLEMENTING THEIR PROJECTS: 1) IMPLEMENT, EXPAND, AND ESTABLISH COOPERATIVE EFFORTS AND PROJECTS AMONG LAW ENFORCEMENT OFFICERS, PROSECUTORS, VICTIM SERVICE PROVIDERS, AND OTHER RELATED PARTIES TO INVESTIGATE AND PROSECUTE INCIDENTS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING; 2) PROVIDE TREATMENT, COUNSELING, ADVOCACY, LEGAL ASSISTANCE, AND OTHER LONG-TERM AND SHORT-TERM VICTIM AND POPULATION SPECIFIC SERVICES TO ADULT AND MINOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING IN RURAL COMMUNITIES; 3) WORK IN COOPERATION WITH THE COMMUNITY TO DEVELOP EDUCATION AND PREVENTION STRATEGIES DIRECTED TOWARD SUCH ISSUES; 4) DEVELOP, ENLARGE, OR STRENGTHEN PROGRAMS ADDRESSING SEXUAL ASSAULT; AND 5) DEVELOP PROGRAMS AND STRATEGIES THAT FOCUS ON THE SPECIFIC NEEDS OF VICTIMS OF WHO RESIDE IN REMOTE RURAL AND GEOGRAPHICALLY ISOLATED AREAS. THROUGH THIS NEW OVW RURAL PROGRAM PROJECT, RESPONSE, IN PARTNERSHIP WITH ASPEN FAMILY CONNECTIONS, WILL IMPLEMENT THE SURVIVOR SUPPORT SERVICES PROJECT. THIS VICTIM SERVICE AND OUTREACH PROJECT ADDRESSES THE FOLLOWING PURPOSE AREAS: 1, 2, AND 3 FOR PITKIN, EAGLE AND GARFIELD COUNTIES IN COLORADO. SPECIFIC ACTIVITIES WILL INCLUDE:1) FACILITATING A COMMUNITY RESPONSE TEAM TO IMPROVE COLLABORATIVE EFFORTS IN SERVING SURVIVORS; 2) ENSURING THAT ALL LOCAL LAW ENFORCEMENT AGENCIES ARE KNOWLEDGEABLE ABOUT RESPONSE AND SERVICES FOR SURVIVORS;3) PROVIDING ASSISTANCE FOR SURVIVORS INCLUDING HOUSING, FINANCIAL AND CIVIL LEGAL ASSISTANCE; 4) PROVIDING SOCIO-EMOTIONAL SUPPORTS FOR SURVIVORS, PARTICULARLY THOSE RECOVERING FROM SEXUAL ASSAULT; 5) PROVIDING CRISIS INTERVENTION FOR SURVIVORS; 6) INCREASING OUTREACH AND EDUCATION EFFORTS AROUND SEXUAL ASSAULT, DOMESTIC VIOLENCE, TEEN DATING VIOLENCE AND STALKING; AND 7) STRENGTHENING AWARENESS WITH PARTNER ORGANIZATIONS AND COMMUNITY STAKEHOLDERS TO INCREASE AWARENESS OF SERVICES FOR AND PREVENTION OF SEXUAL ASSAULT.

THIS AWARD IS FUNDED AS AN ADMINISTRATIVE FUNDING ADJUSTMENT OF 15PBJA-21-GG-04301-MENT. THE RCR AGENCY (A MUNICIPAL SERVICES ORGANIZATION REPRESENTING THE POLICE DEPARTMENTS OF BOTHELL, KENMORE, KIRKLAND, LAKE FOREST PARK, AND SHORELINE, WA, WITH CITY MANAGERS AS SIGNING AUTHORITIES FOR THE ESTABLISHING INTER-LOCAL AGREEMENT) REPRESENTS THE LAW ENFORCEMENT ENTITY OF THE PROJECT. THE CENTER FOR HUMAN SERVICES REPRESENTS THE MENTAL HEALTH AGENCY OF THE PROJECT. THE PROJECT IS AIMED AT INDIVIDUALS WITH MI/CMISA AT THE LAW ENFORCEMENT INTERCEPT POINT DUE TO THEIR MI AND CMISA, WHO HAVE HISTORICALLY NOT SUCCESSFULLY ENGAGED WITH THE TREATMENT SYSTEM.THE NUMBER OF INDIVIDUALS TO BE SERVED WILL BE DEFINED DURING THE PLANNING YEAR AND WITH THE BJA TRAINING AND TECHNICAL ASSISTANCE PARTNER. THE NORTH KING COUNTY REGION WHICH WOULD BE SERVED UNDER THIS FUNDING INCLUDES THE CITIES OF SHORELINE, LAKE FOREST PARK, KENMORE, BOTHELL, AND KIRKLAND, WA.APPROXIMATE POPULATION OF 227,000 PEOPLE, 245 SWORN OFFICERS, COVERS APPROXIMATELY 53.11 SQUARE MILES, AND79% WHITE, 21% BLACK, INDIGENOUS, AND PEOPLE OF COLOR.AN AVERAGE OF 4.8% OF THE POPULATION BELOW THE POVERTY LINE. IN ORDER TO BETTER MEET THE NEEDS OF PEOPLE WITH MI/CMISA, THE FIVE REPRESENTED RCR AGENCY PRINCIPALS POLICE DEPARTMENTS WILL PARTNER WITH THE CENTER FOR HUMAN SERVICES TO CREATE A BRIDGE FROM THE LAW ENFORCEMENT INTERCEPT TO TREATMENT VIA A FULL-TIME MENTAL HEALTH PROFESSIONAL TREATMENT NAVIGATOR POSITION AND ADDITIONAL CO-RESPONSE CRISIS RESPONDER CAPACITY.THE CO-RESPONSE CRISIS RESPONDERS WILL RESPOND WITH OFFICERS TO IN-PROGRESS CALLS AND FOLLOW UP WITH PEOPLE WITH MI/CMISA TO GET THEM ENROLLED IN TREATMENT AT CENTER FOR HUMAN SERVICES. DELIVERABLES WILL INCLUDE A PLANNING AND IMPLEMENTATION GUIDE, HIRING TWO STAFFERS (PLANNING YEAR); PROVIDING SERVICES FOR PEOPLE WITH MI/CMISA; AND A REPORT OR WHITE PAPER SHARING OUR DATA, RESULTS, AND FUNDING WITH OTHER JURISDICTIONS (IMPLEMENTATION YEARS). THIS FUNDING WILL ENHANCE AN EXISTING CO-RESPONSE PROGRAM BY CREATING AND FORMALIZING A BRIDGE TO THE COMMUNITY MENTAL HEALTH TREATMENT SYSTEM. THE GOALS AND OBJECTIVES OF THIS ALL-VOLUNTEER GROUP ARE TO BECOME MORE EFFICIENT AS FIRST RESPONDERS IN HUMPBACK WHALE ENTANGLEMENT RESPONSES. DURING THE LAST FULL HUMPBACK WHALE SEASON (2018-2019), OUR GOALS WERE TO REDUCE OUR RESPONSE TIMES ON A CALL-OUT FROM 3 TO 4 HOURS DOWN TO LESS THAN 1 HOUR, FROM RECEIVING THE "GO" ON A RESPONSE CALL, TO THE TIME THAT THE BOATS LEAVES THE DOCK, HEADING OUT TO WHERE THE WHALE IS LOCATED. WE ACHIEVED THOSE GOALS. THE 2019-2020 WHALE SEASON WAS INTERRUPTED BY THE COVID-19 VIRUS, AS WELL AS THE 2020- 2021 WHALE SEASON. THIS YEAR, OUR GOALS ARE TO BECOME MORE PROFICIENT WITH ALL OF OUR EQUIPMENT AND WITH WORKING IN THE DIFFERENT POSITIONS ON THE RESPONSE BOATS, SO THAT IT BECOMES SECOND NATURE FOR ALL OF OUR RESPONDERS.
