THE PROJECT'S FUNDAMENTAL RESEARCH QUESTIONS ARE: (1) WHAT ARE THE FEATURES OF INSTRUCTIONAL SCAFFOLDS THAT SUPPORT MIDDLE AND HIGH SCHOOL STUDENTS TO DEVELOP MORE CRITICAL SOURCE TRUSTWORTHINESS AND CLAIM PLAUSIBILITY EVALUATIONS? (2) WHEN ENGAGING IN THESE INSTRUCTIONAL SCAFFOLDS, HOW DO STUDENTS' EVALUATIONS RELATE TO THEIR SHIFTS IN TRUSTWORTHINESS AND PLAUSIBILITY JUDGMENTS TOWARD JUSTIFIABLE UNDERSTANDINGS (E.G., BASED ON EVIDENCE AND REASONING)? (3) HOW DO THESE EVALUATIONS AND JUDGMENTS RELATE TO CHANGES IN STUDENTS? CORE DISCIPLINARY KNOWLEDGE OF SOCIAL, CIVIC, AND SCIENTIFIC CONCEPTS RELATED TO SOCIOSCIENTIFIC ISSUES? THE PROJECT WILL DEVELOP COMPLEMENTARY INSTRUCTIONAL SCAFFOLDS TO SUPPORT SOURCE AND CLAIM EVALUATION AND CONDUCT PROFESSIONAL DEVELOPMENT SESSIONS WITH PAIRS OF MIDDLE AND HIGH SCHOOL SCIENCE AND SOCIAL STUDIES TEACHERS TO ENABLE THEM TO IMPLEMENT THESE SCAFFOLDS IN THEIR CLASSROOMS EFFECTIVELY. FURTHERMORE, THE PROJECT TEAM WILL CONDUCT RIGOROUS CLASSROOM-BASED TESTS TO GAUGE STUDENTS' ENGAGEMENT, REASONING, AND UNDERSTANDING OF THE FUNDAMENTAL SCIENTIFIC, SOCIAL, AND CIVIC PHENOMENA UNDERLYING THESE TOPICS. THE PROJECT TEAM ANTICIPATES THAT THESE SCAFFOLDS WILL SUPPORT STUDENTS' REASONING AND DEEPENING UNDERSTANDING OF SOCIOSCIENTIFIC PHENOMENA. THE DISCOVERY RESEARCH PREK-12 PROGRAM (DRK-12) SEEKS TO SIGNIFICANTLY ENHANCE THE LEARNING AND TEACHING OF SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) BY PREK-12 STUDENTS AND TEACHERS, THROUGH RESEARCH AND DEVELOPMENT OF INNOVATIVE RESOURCES, MODELS AND TOOLS. SEEING GREEN FOCUSES ON THE U.S. AGRICULTURE FINANCIAL SERVICES WATER AND HEALTH SECTORS. SINCE THE PROJECT COMMENCED IGES HAS CONVENED TWO WORKSHOPS ENGAGING MORE THAN 35 PRIVATE AND PUBLIC SECTOR REPRESENTATIVES INCLUDING SOME OF THE NATION S LARGEST EARTH OBSERVATION DATA USERS AND APPLICATIONS DEVELOPERS AS WELL AS NEWER CUTTING-EDGE DATA ANALYTICS COMPANIES SUCH AS BAYER BLOOMBERG IBM DESCARTES LABS AND AMAZON WEB SERVICES. THESE WORKSHOPS HAVE YIELDED VALUABLE INSIGHTS INTO HOW COMPANIES ARE USING NASA AND OTHER USG DATA ENABLING FACTORS TRENDS AND IDEAS FOR IMPROVED ENGAGEMENT AND FUTURE INCREASE IN DATA APPLICATIONS. RESULTS OF THE WORKSHOPS HAVE BEEN CAPTURED IN TWO DETAILED MEETING SUMMARIES. IN ADDITION PROGRESS HAS BEEN MADE ON DEVELOPING A DATABASE OF US COMPANIES USING NASA AND OTHER USG EO DATA. AS NASA DOES NOT TRACK PRIVATE SECTOR USERS THIS PRODUCT WILL PROVIDE NASA WITH SPECIFIC COMPANIES CONTACTS AND SHORT SUMMARIES OF HOW THIS EO IS BEING USED. AS NOTED DURING OUR OCTOBER 31ST MEETING THE WORK THAT IGES HAS CONDUCTED THUS FAR HAS SHOWN A HIGH LEVEL OF SOPHISTICATION IN THE AGRICULTURE AND FINANCIAL SERVICES SECTORS WHERE USERS AND USES HAVE BEEN RELATIVELY EASY TO IDENTIFY AS THERE IS A LONG HISTORY OF WEATHER AND LAND COVER APPLICATIONS. HOWEVER THE LEVEL OF SOPHISTICATION IN THE PRIVATE SECTOR WATER AND HEALTH SECTORS IS LOWER AND AS A RESULT MORE DIFFICULT TO CAPTURE. THE DATA ANALYTICS AND INFORMATION TECHNOLOGY SECTOR IS WELL REPRESENTED THROUGHOUT ALL OF THE SECTORS. CONSISTENT WITH THE ORIGINAL SCOPE OF WORK IGES IS REQUESTING AN AUGMENTATION TO NASA GRANT NNX16AM38G TO: 1. CONDUCT MORE IN-DEPTH EXAMINATION OF THE WATER AND HEALTH SECTORS; 2. THIS INITIATIVE CONNECTS HEALTH EDUCATION ENVIRONMENTAL AWARENESS SCIENTIFIC DISCOVERY AND COMMUNITY-BASED ACTION IN A CITIZEN SCIENCE EFFORT WITH DIRECT BENEFITS TO NASA SCIENCE AND PUBLIC HEALTH DECISION MAKING. THE MOUNTING PUBLIC AWARENESS AND CONCERN ABOUT VECTOR-BORNE DISEASE PROVIDES A UNIQUE OPPORTUNITY FOR NASA TO PROVIDE A COMPELLING DEMONSTRATION OF HOW BOTH EARTH SYSTEM DATA AND PUBLIC SCIENCE ENGAGEMENT VIA A CITIZEN SCIENCE PROGRAM CAN HAVE DRAMATIC AND MEASURABLE IMPACTS ON REAL WORLD PROBLEMS FACING HUMAN HEALTH AND SOCIETY. CHANGING SEASONALITY RESULTING FROM CLIMATE CHANGE IS EXACERBATING PROBLEMS WITH VECTOR-BORNE DISEASE WORLDWIDE AND NASA SCIENTISTS HAVE BEEN WORKING TO UNDERSTAND HOW SATELLITE DATA CAN IMPROVE PREDICTIONS ON THE TIMING AND LOCATION OF DISEASE OUTBREAKS. IN THIS PROJECT THE DATA COLLECTED BY CITIZEN SCIENTIST VOLUNTEERS WILL BE USED FOR GROUND VALIDATION OF LOCATION AND RANGE EXPANSION OF THE DISEASE VECTORS RESPONSIBLE FOR VIRUSES SUCH AS ZIKA WEST NILE YELLOW FEVER DENGUE AND PARASITES THAT CAUSE MALARIA AND FILARIASIS. THROUGH CONNECTIONS TO PUBLIC HEALTH DEPARTMENTS AND MOSQUITO CONTROL DISTRICTS THROUGHOUT THE U.S. AND INTERNATIONALLY THESE DATA WILL INFORM MANAGEMENT DECISIONS AND PROVIDE HEALTH BENEFITS TO SOCIETY. THIS PROJECT MOSQUITO MAPPERS PROPOSES A CITIZEN SCIENCE FOR EARTH SYSTEMS PROGRAM THAT ENGAGES THE GENERAL PUBLIC TO COLLECT REPORT AND ANALYZE PRESENCE/ABSENCE DATA ON MOSQUITO-VECTOR TAXA AND CHARACTERISTICS OF THEIR BREEDING ENVIRONMENT CONTRIBUTING TO OUR UNDERSTANDING OF HOW CHANGES IN THE EARTH SYSTEM PLAY A ROLE IN THE SPATIAL DISTRIBUTION OF MOSQUITO-BORNE DISEASE. STUDENTS LEARNING ABOUT THESE SOCIOSCIENTIFIC ISSUES ENCOUNTER BOTH SCIENTIFIC SOURCES THAT REPRESENT CURRENT CONSENSUS AND UNDERSTANDING AS WELL AS EVERYDAY INFORMATION SOURCES THAT MAY NOT BE CONSISTENT WITH CURRENT SCIENCE. THIS PROJECT ADDRESSES TOOLS TO SUPPORT STUDENTS IN READING AND EVALUATING A VARIETY OF SOURCES TO COMPARE VARIOUS CLAIMS ADDRESSING SOCIOSCIENTIFIC ISSUES. IT DRAWS ON LITERACY CONCEPTS FROM SCIENCE EDUCATION AND SOCIAL STUDIES TO DEVELOP AND IMPLEMENT SCAFFOLDING TOOLS THAT CAN SUPPORT STUDENTS' UNDERSTANDING OF THE LINKS AMONG DATA, EVIDENCE, AND CLAIMS WHILE CONSIDERING THE TRUSTWORTHINESS AND PLAUSIBILITY OF SOURCES. THE PROJECT WILL DESIGN AND TEST SUCH INSTRUCTIONAL SCAFFOLDS WITH THE GOAL OF HELPING MIDDLE AND HIGH SCHOOL SCIENCE AND SOCIAL STUDIES STUDENTS TO DEEPEN THEIR EVALUATION SKILLS AS THEY MAKE REASONED EVALUATIONS AS EXPECTED OF CITIZENS IN A FUNCTIONAL DEMOCRATIC SOCIETY. THE PROJECT'S FUNDAMENTAL RESEARCH QUESTIONS ARE: (1) WHAT ARE THE FEATURES OF INSTRUCTIONAL SCAFFOLDS THAT SUPPORT MIDDLE AND HIGH SCHOOL STUDENTS TO DEVELOP MORE CRITICAL SOURCE TRUSTWORTHINESS AND CLAIM PLAUSIBILITY EVALUATIONS? (2) WHEN ENGAGING IN THESE INSTRUCTIONAL SCAFFOLDS, HOW DO STUDENTS' EVALUATIONS RELATE TO THEIR SHIFTS IN TRUSTWORTHINESS AND PLAUSIBILITY JUDGMENTS TOWARD JUSTIFIABLE UNDERSTANDINGS (E.G., BASED ON EVIDENCE AND REASONING)? (3) HOW DO THESE EVALUATIONS AND JUDGMENTS RELATE TO CHANGES IN STUDENTS? CORE DISCIPLINARY KNOWLEDGE OF SOCIAL, CIVIC, AND SCIENTIFIC CONCEPTS RELATED TO SOCIOSCIENTIFIC ISSUES? THE PROJECT WILL DEVELOP COMPLEMENTARY INSTRUCTIONAL SCAFFOLDS TO SUPPORT SOURCE AND CLAIM EVALUATION AND CONDUCT PROFESSIONAL DEVELOPMENT SESSIONS WITH PAIRS OF MIDDLE AND HIGH SCHOOL SCIENCE AND SOCIAL STUDIES TEACHERS TO ENABLE THEM TO IMPLEMENT THESE SCAFFOLDS IN THEIR CLASSROOMS EFFECTIVELY. FURTHERMORE, THE PROJECT TEAM WILL CONDUCT RIGOROUS CLASSROOM-BASED TESTS TO GAUGE STUDENTS' ENGAGEMENT, REASONING, AND UNDERSTANDING OF THE FUNDAMENTAL SCIENTIFIC, SOCIAL, AND CIVIC PHENOMENA UNDERLYING THESE TOPICS. THE PROJECT TEAM ANTICIPATES THAT THESE SCAFFOLDS WILL SUPPORT STUDENTS' REASONING AND DEEPENING UNDERSTANDING OF SOCIOSCIENTIFIC PHENOMENA. THE DISCOVERY RESEARCH PREK-12 PROGRAM (DRK-12) SEEKS TO SIGNIFICANTLY ENHANCE THE LEARNING AND TEACHING OF SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) BY PREK-12 STUDENTS AND TEACHERS, THROUGH RESEARCH AND DEVELOPMENT OF INNOVATIVE RESOURCES, MODELS AND TOOLS. PROJECTS IN THE DRK-12 PROGRAM BUILD ON FUNDAMENTAL RESEARCH IN STEM EDUCATION AND PRIOR RESEARCH AND DEVELOPMENT EFFORTS THAT PROVIDE THEORETICAL AND EMPIRICAL JUSTIFICATION FOR PROPOSED PROJECTS. SEEING GREEN FOCUSES ON THE U.S. AGRICULTURE FINANCIAL SERVICES WATER AND HEALTH SECTORS. SINCE THE PROJECT COMMENCED IGES HAS CONVENED TWO WORKSHOPS ENGAGING MORE THAN 35 PRIVATE AND PUBLIC SECTOR REPRESENTATIVES INCLUDING SOME OF THE NATION S LARGEST EARTH OBSERVATION DATA USERS AND APPLICATIONS DEVELOPERS AS WELL AS NEWER CUTTING-EDGE DATA ANALYTICS COMPANIES SUCH AS BAYER BLOOMBERG IBM DESCARTES LABS AND AMAZON WEB SERVICES. THESE WORKSHOPS HAVE YIELDED VALUABLE INSIGHTS INTO HOW COMPANIES ARE USING NASA AND OTHER USG DATA ENABLING FACTORS TRENDS AND IDEAS FOR IMPROVED ENGAGEMENT AND FUTURE INCREASE IN DATA APPLICATIONS. RESULTS OF THE WORKSHOPS HAVE BEEN CAPTURED IN TWO DETAILED MEETING SUMMARIES. IN ADDITION PROGRESS HAS BEEN MADE ON DEVELOPING A DATABASE OF US COMPANIES USING NASA AND OTHER USG EO DATA. AS NASA DOES NOT TRACK PRIVATE SECTOR USERS THIS PRODUCT WILL PROVIDE NASA WITH SPECIFIC COMPANIES CONTACTS AND SHORT SUMMARIES OF HOW THIS EO IS BEING USED. AS NOTED DURING OUR OCTOBER 31ST MEETING THE WORK THAT IGES HAS CONDUCTED THUS FAR HAS SHOWN A HIGH LEVEL OF SOPHISTICATION IN THE AGRICULTURE AND FINANCIAL SERVICES SECTORS WHERE USERS AND USES HAVE BEEN RELATIVELY EASY TO IDENTIFY AS THERE IS A LONG HISTORY OF WEATHER AND LAND COVER APPLICATIONS. HOWEVER THE LEVEL OF SOPHISTICATION IN THE PRIVATE SECTOR WATER AND HEALTH SECTORS IS LOWER AND AS A RESULT MORE DIFFICULT TO CAPTURE. THE DATA ANALYTICS AND INFORMATION TECHNOLOGY SECTOR IS WELL REPRESENTED THROUGHOUT ALL OF THE SECTORS. CONSISTENT WITH THE ORIGINAL SCOPE OF WORK IGES IS REQUESTING AN AUGMENTATION TO NASA GRANT NNX16AM38G TO: 1. CONDUCT MORE IN-DEPTH EXAMINATION OF THE WATER AND HEALTH SECTORS; 2. MOSQUITO MAPPERSTHE GLOBAL HEALTH CRISIS POSED BY VECTOR-BORNE DISEASES IS SO GREAT IN SCOPE THAT IT IS CLEARLY INSURMOUNTABLE WITHOUT THE ACTIVE HELP OF TENS-OR HUNDREDS- OF THOUSANDS OF INDIVIDUALS WORKING TO ERADICATE RISK IN COMMUNITIES AROUND THE WORLD. OUR SOLUTION TO THIS GLOBAL HEALTH CHALLENGE IS ROOTED IN A CROWD SOURCED SCIENCE AND ACTION INITIATIVE LEVERAGING THE EXISTING CAPACITY AND NETWORKS OF SCIENTISTS TEACHERS STUDENTS AND CITIZEN SCIENTISTS PARTICIPATING IN THE GLOBE PROGRAM AND ITS PUBLIC CITIZEN SCIENCE COUNTERPART GLOBE OBSERVER. THIS INITIATIVE CONNECTS HEALTH EDUCATION ENVIRONMENTAL AWARENESS SCIENTIFIC DISCOVERY AND COMMUNITY-BASED ACTION IN A CITIZEN SCIENCE EFFORT WITH DIRECT BENEFITS TO NASA SCIENCE AND PUBLIC HEALTH DECISION MAKING. THE MOUNTING PUBLIC AWARENESS AND CONCERN ABOUT VECTOR-BORNE DISEASE PROVIDES A UNIQUE OPPORTUNITY FOR NASA TO PROVIDE A COMPELLING DEMONSTRATION OF HOW BOTH EARTH SYSTEM DATA AND PUBLIC SCIENCE ENGAGEMENT VIA A CITIZEN SCIENCE PROGRAM CAN HAVE DRAMATIC AND MEASURABLE IMPACTS ON REAL WORLD PROBLEMS FACING HUMAN HEALTH AND SOCIETY. CHANGING SEASONALITY RESULTING FROM CLIMATE CHANGE IS EXACERBATING PROBLEMS WITH VECTOR-BORNE DISEASE WORLDWIDE AND NASA SCIENTISTS HAVE BEEN WORKING TO UNDERSTAND HOW SATELLITE DATA CAN IMPROVE PREDICTIONS ON THE TIMING AND LOCATION OF DISEASE OUTBREAKS. IN THIS PROJECT THE DATA COLLECTED BY CITIZEN SCIENTIST VOLUNTEERS WILL BE USED FOR GROUND VALIDATION OF LOCATION AND RANGE EXPANSION OF THE DISEASE VECTORS RESPONSIBLE FOR VIRUSES SUCH AS ZIKA WEST NILE YELLOW FEVER DENGUE AND PARASITES THAT CAUSE MALARIA AND FILARIASIS. THROUGH CONNECTIONS TO PUBLIC HEALTH DEPARTMENTS AND MOSQUITO CONTROL DISTRICTS THROUGHOUT THE U.S. AND INTERNATIONALLY THESE DATA WILL INFORM MANAGEMENT DECISIONS AND PROVIDE HEALTH BENEFITS TO SOCIETY.
