PROJECT PURPOSE: SHAW UNIVERSITY'S BUILDING BRIDGES TO CYBER OPERATIONS AND DIGITAL EQUITY (BUILDING BRIDGES TO CODE) PROJECT AIMS TO IMPROVE THE LEARNING CAPACITY AND CAPABILITIES OF STUDENTS WHO ARE CURRENTLY ENROLLED AT THE UNIVERSITY. IT ALSO AIMS TO ENABLE STUDENTS TO ENGAGE IN SUPPLEMENTAL LEARNING WITH A HYBRID LEARNING MODEL, AND LOW-INCOME STUDENTS WILL BE ABLE TO UNLOCK THE POTENTIAL OF DIGITAL LEARNING WITH ITS OWN DIGITAL RESOURCES.ACTIVITIES:THE UNIVERSITY WILL FOCUS ON THE IMPROVEMENT OF BROADBAND INFRASTRUCTURE TO INCREASE CAPACITY AND CONNECTIVITY, WHILE ALSO IMPROVING RELIABILITY AND AVAILABILITY TO MEET THE CURRENT AND FUTURE DEMANDS OF STUDENTS. THE BUILDING BRIDGES TO CODE TEAM WILL UPGRADE THE CURRENT INFRASTRUCTURE TO IMPROVE ITS CURRENT CAPACITY OF 1 GBPS TO SUPPORT A 10 GBPS CONNECTION TO THE INTERNET. THE PROJECT TEAM WILL PRIORITIZE A PERCENTAGE OF STUDENTS DEEMED TO BE LOW-INCOME TO RECEIVE A PERSONAL LEARNING DEVICE AND TO RECEIVE SUPPORT AND SERVICE FOR THIS DEVICE THROUGH THE UNIVERSITY'S INFORMATION TECHNOLOGY DEPARTMENT. SHAW UNIVERSITY'S PROJECT TEAM WILL SHIFT FOCUS TO CREATING A VIRTUAL CAMPUS FOR CURRENT AND FUTURE STUDENTS, ALONG WITH UPGRADING TECHNOLOGY IN CLASSROOMS TO ENHANCE EDUCATION DELIVERY FOR BOTH VIRTUAL AND IN-PERSON STUDENTS. BUILDING BRIDGES TO CODE WILL FUND THE DEVELOPMENT AND DELIVERY OF THE SHAW UNIVERSITY CENTER FOR CYBER EDUCATION AND RESEARCH (C-CER) ACADEMIC, OUTREACH, AND RESEARCH ACTIVITIES. THE RESULT WILL BE THE CREATION OF A SCALABLE PROGRAM THAT CAN PLACE HBCU STUDENTS INTO HIGH-PAYING AND LONG-LASTING CAREERS, WHILE ALSO HELPING TO ADDRESS THE GLOBAL DEMAND FOR SKILLED CYBERSECURITY PROFESSIONALS.OUTCOMES:AS A RESULT OF THIS PROJECT, IMPROVED BROADBAND INFRASTRUCTURE WILL IMPROVE LEARNING AND EDUCATIONAL ATTAINMENT FOR BOTH FULL-TIME AND NON-TRADITIONAL STUDENTS. THE VIRTUAL CAMPUS WILL PROVIDE STUDENTS WITH MORE FLEXIBILITY, WHICH IN TURN WILL LEAD TO MORE STUDENTS GRADUATING ON-TIME. IT WILL ALSO BOOST ENROLLMENT NUMBERS FOR SHAW UNIVERSITY, ATTRACTING MORE DUAL ENROLLMENT, NON-TRADITIONAL AND FULL-TIME STUDENTS. THE CENTER FOR CYBER EDUCATION AND RESEARCH WILL ATTRACT MORE STUDENTS TO CAMPUS, BE SCALABLE TO ALL HBCUS, LEAD TO MORE STUDENTS AT SHAW, AND ALLOW MORE STUDENTS TO ENTER STEM AND STEAM FIELD. BENEFICIARIES:THE FACULTY AND STUDENTS AT SHAW UNIVERSITY, LOCATED IN RALEIGH, NORTH CAROLINA, WILL GAIN ACCESS TO A MORE ROBUST BROADBAND INFRASTRUCTURE, WHICH WILL ALLOW STUDENTS TO CONNECT TO DIGITAL LEARNING AND TO MORE READILY ACCESS CLASS WORK, CLASSROOMS AND OTHER INFORMATION AROUND CAMPUS. LOW-INCOME STUDENTS WILL RECEIVE ACCESS TO A PERSONAL DEVICE TO ENABLE DIGITAL LEARNING AND INFORMATION ACCESS. HOWEVER, THE LITERATURE IS SPORADIC AND NOT SUFFICIENT FOR INTERESTED STAKEHOLDERS TO GATHER RELEVANT INFORMATION TO DESIGN, DEVELOP, AND IMPLEMENT TOOLS AND STRATEGIES TO PROTECT USERS. AS THE UNITED STATES GOVERNMENT SEEKS TO ESTABLISH A FEDERAL PRIVACY LAW, STATES ARE INTRODUCING AND ENACTING LAWS TO PROTECT THEIR CONSTITUENCIES. THE FINDINGS OF THIS PROJECT CAN PROVIDE INSIGHT INTO THE CONCERNS OF INDIVIDUALS LIVING IN THE UNITED STATES AND PROVIDE RECOMMENDATIONS FOR INCLUSIVE POLICIES, LAWS, AND REGULATIONS TO PROTECT INDIVIDUALS AND THE DATA COLLECTED BY SMART TECHNOLOGY AND THEIR DEVICES. THIS RESEARCH AT A HISTORICALLY BLACK COLLEGE OR UNIVERSITY ALLOWS MINORITY AND UNDERREPRESENTED UNDERGRADUATE STUDENTS TO ENGAGE IN AND ADVANCE INTERDISCIPLINARY RESEARCH AT LOCAL AND NATIONAL LEVELS. TECHNICAL ABSTRACT: THE PROJECT SEEKS TO PROVIDE A COMPREHENSIVE OVERVIEW OF THE STATE OF SMART TECHNOLOGY PRIVACY STUDIES AND EXAMINE WHETHER ANY DISPARITIES. SHAW UNIVERSITY SEEKS TO ESTABLISH A DEDICATED CYBER OPERATIONS LAB ON CAMPUS. THE LAB WILL CONSIST OF WORKSTATIONS CAPABLE OF HOSTING VIRTUALIZED ENVIRONMENTS WHERE STUDENTS CAN ENGAGE IN SIMULATED CYBER OPERATIONS, SUCH AS, RED-TEAM/BLUE-TEAM EXERCISES, VULNERABILITY ASSESSMENTS, CAPTURE-THE-FLAG-COMPETITIONS, ETC. THE LAB WILL ALSO PROVIDE STUDENTS A SECURE AND ISOLATED ENVIRONMENT TO PRACTICE SKILLS WHICH SHOULD NOT BE EXERCISED IN PUBLIC DOMAINS, SUCH AS VULNERABILITY SCANNING AND PENETRATION TESTING. THE CYBER OPERATIONS LAB WILL SUPPORT THE CYBER OPERATIONS 12-COURSE CONCENTRATION OF THE BACHELOR OF SCIENCE IN COMPUTER SCIENCE DEGREE AT SHAW UNIVERSITY. THE CYBER OPERATIONS CONCENTRATION PROVIDE STUDENTS WITH A FOUNDATION IN PROGRAMMING, DATA STRUCTURES, NETWORKS, SECURITY POLICY AND RISK, VIRTUALIZATION, MALWARE ANALYSIS, AND ETHICAL HACKING. A PHYSICAL LAB IS REQUIRED FOR STUDENTS TO LEARN THOSE SKILLS ON ACTUAL HARDWARE AND SOFTWARE THEY CAN EXPECT TO ENCOUNTER IN THEIR FUTURE CYBERSECURITY ROLES. ACCORDINGLY, THIS PROJECT WILL SUPPORT THE ESTABLISHMENT OF A LAB WITH HARDWARE CAPABLE OF RUNNING MULTIPLE VIRTUAL MACHINES WITH ISOLATED NETWORK ENVIRONMENTS AND SOFTWARE, SUCH AS PACKET TRACER, WIRESHARK, PROCESS HACKER, AND PROCDOT, TO CONDUCT NETWORK AND MALWARE ANALYSIS. IN ADDITION, THE CYBER OPERATIONS LAB WILL BE USED TO OFFER CYBERSECURITY-RELATED EVENTS FOR HIGH SCHOOL STUDENTS TO INCREASE INTEREST AND BUILD A PIPELINE FOR THEM TO ENTER THE WORKFORCE THROUGH SHAW UNIVERSITY. FINALLY, THE CYBER OPERATIONS LAB WILL HOUSE THE CY(BEAR)SECURITY RESEARCH GROUP WHICH IS FOCUSED ON INTERNET OF THINGS INTRUSION DETECTION USING ARTIFICIAL IMMUNE SYSTEMS AND DEEP NEURAL NETWORK FOR DYNAMIC NETWORK MONITORING AND MEDICAL DEVICE PENETRATION TESTING TO IDENTIFY ANY VULNERABILITIES OR WEAKNESSES. THE JAMES E. CHEEK LEARNING RESOURCE CENTER AT SHAW UNIVERSITY WILL IMPROVE THE CARE, MANAGEMENT, AND ACCESSIBILITY OF THE SPECIAL COLLECTIONS IN THE UNIVERSITY ARCHIVES. LIBRARY STAFF WILL WORK WITH THREE PAID STUDENT INTERNS TO INVENTORY, REHOUSE, AND CATALOG EACH COLLECTION. THE PROJECT TEAM WILL CREATE TWO ON-SITE EXHIBITS DISPLAYING SELECT ITEMS FROM PRIORITY RECORD GROUPS, INCLUDING AN ONLINE EXHIBIT FEATURING A SELECTION OF DIGITIZED RECORDS. STAFF WILL HOLD A WORKSHOP FOR FACULTY TO FOSTER AWARENESS AND INCREASE THE USE OF ARCHIVAL MATERIAL IN COURSE CURRICULA AND WILL ALSO ORGANIZE A SYMPOSIUM TO FEATURE EXAMPLES OF STUDENT WORK THAT INCORPORATES ARCHIVAL MATERIAL IN COURSE ASSIGNMENTS. THE PROJECT WILL IMPROVE THE COLLECTION STORAGE CONDITIONS, ENHANCE STAFF KNOWLEDGE OF THE COLLECTIONS AND SKILLS IN COLLECTIONS CARE, AND INCREASE AWARENESS AMONG FACULTY AND STAFF ABOUT THE USE OF ARCHIVES AS SOURCES OF KNOWLEDGE.

THE PROJECT WILL RESULT IN IMPROVED PHYSICAL ORGANIZATION OF THE LIBRARY'S ARCHIVES, ENHANCED ACCESS TO THE COLLECTION ONLINE, AND INCREASED CAPACITY TO HOST FUTURE EXHIBITIONS, DISPLAYS AND CULTURAL EVENTS. THE PROJECT WILL PROVIDE CRITICAL WORK STUDY OPPORTUNITIES FOR STUDENTS THAT MAY LEAD TO ARCHIVE, MUSEUM AND LIBRARY PROFESSIONALS AND PROVIDE VALUABLE WORK EXPERIENCE AND PROFESSIONAL DEVELOPMENT FOR A GRADUATE INTERN AND FUTURE LIBRARY PROFESSIONAL.
