LEGAL SERVICES WILL INCLUDE: 1) PROTECTIVE ORDER ASSISTANCE, COURT ACCOMPANIMENT, AND FULL REPRESENTATION; 2) LEGAL ADVICE, REFERRALS, AND LEGAL REPRESENTATION IN CUSTODY AND OTHER FAMILY LAW MATTERS; 3) LEGAL ADVICE AROUND IMMIGRATION ISSUES AND ASSISTANCE WITH U AND T-VISA APPLICATIONS AND VAWA SELF-PETITIONS; AND 4) IDENTIFYING AND NAVIGATING CASES WITH COMPLEX LEGAL ISSUES AND OFFERING EARLY LEGAL INTERVENTION TO SURVIVORS AROUND SIGNIFICANT SAFETY CONCERNS, CRIMINAL LAW INTERSECTIONS, OR BARRIERS TO ACCESSING FOUNDATIONAL RESOURCES. THE PRIMARY PURPOSE OF THE TRANSITIONAL HOUSING PROGRAM IS TO AID MINORS, ADULTS, AND THEIR DEPENDENTS WHO ARE HOMELESS, AS DEFINED BY 34 U.S.C. 12473(6), OR IN NEED OF TRANSITIONAL HOUSING OR OTHER HOUSING ASSISTANCE, AS A RESULT OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING, AND FOR WHOM EMERGENCY SHELTER SERVICES OR OTHER CRISIS INTERVENTION SERVICES ARE UNAVAILABLE OR INSUFFICIENT. THE PROGRAM SUPPORTS HOLISTIC, SURVIVOR-CENTERED APPROACHES TO PROVIDING TRANSITIONAL HOUSING AND SUPPORT SERVICES DESIGNED TO ENABLE A MINOR, AN ADULT, OR A DEPENDENT OF SUCH MINOR OR ADULT LOCATE AND SECURE PERMANENT HOUSING, SECURE EMPLOYMENT, AND INTEGRATE INTO A COMMUNITY. MONARCH SERVICES IS A NON-PROFIT ORGANIZATION LOCATED IN WATSONVILLE, CA, AN URBAN REGION OF THE STATE. THE ORGANIZATION WILL PROVIDE SCATTERED SITE RESIDENCES FOR 4 SURVIVORS AND THEIR FAMILIES THROUGH PRIVATELY OWNED HOUSING UNITS. MONARCH SERVICES WILL COLLABORATE WITH ITS PARTNER, COMMUNITY ACTION BOARD TO PROVIDE A HOLISTIC, VICTIM-CENTERED AND MULTIDISCIPLINARY APPROACH TO TRANSITIONAL HOUSING NEEDS IN THE COMMUNITY. THIS NEW PROJECT WILL USE FUNDS TO PROVIDE BOTH HOUSING AND SUPPORTIVE SERVICES TO MOVE SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING WHO ARE HOMELESS OR IN NEED OF HOUSING ASSISTANCE TO PERMANENT HOUSING. THE PROJECT WILL ASSIST CLIENTS FOR AN ANTICIPATED MINIMUM OF 6 MONTHS AND A MAXIMUM LENGTH OF 24 MONTHS. SERVICES OFFERED WILL FOCUS ON EXPANDING ECONOMIC JUSTICE TO TRANSITIONAL HOUSING PROGRAM PARTICIPANTS IN THE REGION. GRANT ACTIVITIES WILL BE TAILORED TO MEET THE NEEDS OF THE SURVIVORS. THE RANGE OF OPTIONAL SUPPORT SERVICES INCLUDE CASE MANAGEMENT, CHILDCARE SERVICES, CAREER COUNSELING, DIGITAL LITERACY, EDUCATION SERVICES, TRAUMA-INFORMED COUNSELING, EMPLOYMENT ASSISTANCE AND JOB TRAINING, AND EMPOWERMENT-BASED ADVOCACY. PROJECT PARTNERS FOR THIS PROJECT INCLUDETHE PAJARO VALLEY UNIFIED SCHOOL DISTRICT, SAN LORENZO VALLEY SCHOOL DISTRICT, SANTA CRUZ CITY SCHOOL DISTRICT, AND THE SANTA CRUZ COUNTY OFFICE OF EDUCATION. THE PROJECT WILL:1) PROVIDE DEVELOPMENTALLY APPROPRIATE SCHOOL SITE PRESENTATIONS TO EDUCATE STUDENTS ON DATING VIOLENCE, SEXUAL ASSAULT, STALKING AND SEX TRAFFICKING, 2) PROVIDE HEALTHY SUPPORT GROUPS FOR STUDENTS, AND 3) PROVIDE OUTREACH AND EDUCATION AT SCHOOL EVENTS. PROPOSED IS A TWO-YEAR CASE STUDY TO DETERMINE WHEN AND HOW MONARCHS USE AVAILABLE HABITAT WITHIN THE COSUMNES RIVER WATERSHED AND ENHANCE UP TO 5 ACRES OF HABITAT IN KEY AREAS TO SUPPORT MONARCH AND POLLINATOR HABITAT. THIS REGION ACTS AS AN IMPORTANT STOPOVER POINT, PROVIDING BREEDING AND MIGRATORY HABITAT FOR MONARCH BUTTERFLIES DURING THE SPRING, SUMMER, AND FALL. HOWEVER, THESPATIOTEMPORAL PATTERNS OF MONARCH ACTIVITY, HABITAT QUALITY AND AVAILABILITY REMAIN UNKNOWN. THROUGH A PREVIOUS STUDY, MJV HAS ESTABLISHED LONG-TERM MONITORING PLOTS ON BLM PROPERTY WITHIN THIS PRIORITY ZONE, WITH THE INTENTION OF EXPANDING OUR EFFORTS. ALSO PROPOSED IS TO UTILIZE THE BLM AND MJVS BROAD NETWORK OF PARTNERS TO SURVEY ADJACENT AND NEARBY PROPERTIES IN ORDER TO EVALUATE HABITAT CONNECTIVITY THROUGHOUT THE ENTIRE WATERSHED.EXPECTED OUTCOMES: A TWO-YEAR CASE STUDY TO DETERMINE WHEN AND HOW MONARCHS USE AVAILABLE HABITAT WITHIN THE COSUMNES RIVER WATERSHED AND ENHANCE UP TO 5 ACRES OF HABITAT IN KEY AREAS TO SUPPORT MONARCH AND POLLINATOR HABITAT. THE NORTHEAST INDIANA GLACIAL WETLANDS AND NATURAL LAKES REGION SERVES AS A FOCAL POINT FOR THE RESTORATION OF DIVERSE PRAIRIES, WETLANDS, AND OAK SAVANNA HABITATS, SUPPORTED THROUGH AN INNOVATIVE COLLABORATION BETWEEN THE MONARCH JOINT VENTURE (MJV) AND THE U.S. FISH AND WILDLIFE SERVICE S PARTNERS FOR FISH AND WILDLIFE PROGRAM (PFW). THIS INITIATIVE IS BOLSTERED BY FUNDING FROM THE GREAT LAKES RESTORATION INITIATIVE (GLRI) AND PFW 1121, BOTH OF WHICH PROVIDE VITAL RESOURCES AIMED AT ENHANCING ENVIRONMENTAL HEALTH AND SUPPORTING LOCAL COMMUNITIES. SINCE 1988, PFW HAS COMPLETED OVER 350 LANDOWNER PROJECTS IN THIS PRIORITY FOCUS AREA, REFLECTING A SUSTAINED INTEREST IN HABITAT RESTORATION THAT OFTEN EXCEEDS AVAILABLE FUNDING. SIMULTANEOUSLY, MJV HAS BEEN DEDICATED TO PROMOTING VOLUNTARY POLLINATOR HABITAT RESTORATION ACROSS THE NATION SINCE 2008.WITH THIS NEW COOPERATIVE AGREEMENT, THE TWO ORGANIZATIONS AIM TO WORK HAND-IN-HAND TO RESTORE CRITICAL HABITATS THAT WILL BENEFIT MIGRATORY BIRDS, FEDERALLY THREATENED SPECIES, POLLINATORS, AND OTHER FEDERAL TRUST SPECIES. THROUGH STRATEGIC COLLABORATION, THE PARTNERSHIP WILL PRIORITIZE THE RESTORATION OF WETLAND AND UPLAND COMPLEXES SPECIFICALLY TARGETING SITES TRANSITIONING OUT OF AGRICULTURAL PRODUCTION AS WELL AS EXISTING CONSERVATION AREAS. THIS FOCUS IS EXPECTED TO CREATE AN ECOLOGICAL NETWORK THAT SUPPORTS WILDLIFE AND PROMOTES THE HEALTH OF SURROUNDING COMMUNITIES. MJV WILL PLAY A CRITICAL ROLE IN ENGAGING PRIVATE LANDOWNERS THROUGH VARIOUS OUTREACH STRATEGIES, INCLUDING SOCIAL MEDIA EFFORTS, COMMUNITY GATHERINGS, AND EDUCATIONAL MATERIALS, TO ENCOURAGE THEIR PARTICIPATION IN RESTORATION ACTIVITIES. KEY PROJECT GOALS INCLUDE THE RESTORATION OF APPROXIMATELY 75 ACRES OF WETLAND AND PRAIRIE HABITATS, WHICH ARE ESSENTIAL FOR SUSTAINING MIGRATORY BIRDS, POLLINATORS, AND NUMEROUS FEDERALLY THREATENED AND ENDANGERED SPECIES. ADDITIONALLY, THESE RESTORATION EFFORTS WILL IMPROVE WATER QUALITY, PROVIDE FLOOD CONTROL, AND ENHANCE AGRICULTURAL PRODUCTIVITY BY REJUVENATING SOIL HEALTH AND REDUCING EROSION IN ADJACENT FIELDS.THE ECONOMIC IMPLICATIONS OF REVITALIZING THESE ECOSYSTEMS ARE PROFOUND. HEALTHY WETLANDS UNIQUELY SERVE AS NURSERIES FOR FISH POPULATIONS WHERE CONNECTED TO LAKES, BENEFITING BOTH COMMERCIAL AND RECREATIONAL FISHING INDUSTRIES, WHICH IN TURN STIMULATES LOCAL ECONOMIES. FURTHERMORE, THE RESTORED LANDSCAPES ARE EXPECTED TO DRAW TOURISTS, BIRDWATCHERS, AND NATURE ENTHUSIASTS, GENERATING REVENUE FOR LOCAL BUSINESSES LIKE HOTELS AND RESTAURANTS, AS WELL AS CREATING OPPORTUNITIES FOR LOCAL CONTRACTORS INVOLVED IN PROJECT IMPLEMENTATION.MOREOVER, THE FOCUS ON INFRASTRUCTURE PROTECTION THROUGH WETLAND RESTORATION WILL PROVIDE NATURAL FLOOD BUFFERS TO SAFEGUARD HOMES AND PUBLIC INFRASTRUCTURE AGAINST STORM DAMAGE, THEREBY ENHANCING COMMUNITY RESILIENCE AGAINST EXTREME WEATHER EVENTS.WITH BACKING FROM KEY POLITICAL FIGURES SUPPORTING INITIATIVES IN THE LAKE MICHIGAN AND LAKE ERIE WATERSHEDS AND BEYOND, THIS COOPERATIVE AGREEMENT ALIGNS LOCAL NEEDS WITH BROADER NATIONAL CONSERVATION GOALS. AS MJV AND PFW LAUNCH THIS TRANSFORMATIVE PARTNERSHIP, THEY ENVISION A FUTURE RICH WITH RESTORED ECOSYSTEMS, THRIVING COMMUNITIES, AND REALIZED ECONOMIC BENEFITS ACROSS INDIANA.THIS INITIATIVE REPRESENTS MORE THAN JUST A RESTORATION PROJECT IT SERVES AS A BLUEPRINT FOR SUSTAINING THE INTERCONNECTEDNESS OF NATURE, COMMUNITY, AND ECONOMY IN INDIANA FOR GENERATIONS TO COME. AT THAT TIME U.S. FISH AND WILDLIFE SERVICE WAS REQUIRED TO HOUSE THEIR INTEGRATED MONARCH MONITORING PROGRAM DATA INTERNALLY AND THERE WAS NO SYSTEM TO TRANSFER THEIR DATA TO THE BROADER MONARCH JOINT VENTURE INTEGRATED MONARCH MONITORING PROGRAM SYSTEM. ADDITIONALLY BOTH PARTIES MADE A SERIES OF SMALL MODIFICATIONS TO THE INTEGRATED MONARCH MONITORING PROGRAM CAUSING THE TWO VERSIONS TO NO LONGER ALIGN WITH ONE ANOTHER. U.S. FISH AND WILDLIFE SERVICE RECOGNIZES THE IMPORTANCE OF FACILITATING DATA SHARING AND IN 2023 DECIDED TO INCORPORATE ITS INTEGRATED MONARCH MONITORING PROGRAM DATA INTO MONARCH JOINT VENTURE S INTEGRATED MONARCH MONITORING PROGRAM DATA PORTAL. BECAUSE U.S. FISH AND WILDLIFE SERVICE S INTEGRATED MONARCH MONITORING PROGRAM DATA STRUCTURE MOST CLOSELY MATCHES THE FORMAT IN WHICH MONARCH JOINT VENTURE STORED INTEGRATED MONARCH MONITORING PROGRAM DATA FROM 20162019 ACCESS DATABASE THE STRUCTURE OF THE U.S. FISH AND WILDLIFE SERVICE S DATASET WILL BE MODIFIED TO FIT THE MONARCH JOINT VENTURE S 20162019 INTEGRATED MONARCH MONITORING PROGRAM DATASET AND THAT ENTIRE SUBSET OF DATA WILL BE INCORPORATED INTO THE CURRENT ONLINE INTEGRATED MONARCH MONITORING PROGRAM DATA PORTAL IMMPMONARCHJOINTVENTURE.ORG. THIS PROJECT ENABLES THE FULL INTEGRATED MONARCH MONITORING PROGRAM DATASET TO BE EASILY SHARED WITH RESEARCHERS AND EXPANDS THE CAPACITY TO SUMMARIZE MONARCHS AND THEIR HABITAT ACROSS THE BREEDING RANGE.

THIS PROJECT WILL DELIVER A ONE DAY, HANDS-ON TRAINING FOR MILITARY NATURAL RESOURCE MANAGERS AND INSTALLATION ENVIRONMENTAL STAFF TO STRENGTHEN POLLINATOR CONSERVATION. LOCAL FEDERAL, STATE, AND OTHER PARTNERS INTERESTED IN POLLINATOR CONSERVATION WILL BE INVITED TO ATTEND. THE PURPOSE OF THE WORKSHOP IS TO INCREASE CAPACITY ON MILITARY LANDS TO PLAN, IMPLEMENT, AND EVALUATE HABITAT ACTIONS FOR MONARCH BUTTERFLIES AND OTHER NATIVE POLLINATORS USING PRACTICAL, FIELD TESTED APPROACHES THAT FIT INSTALLATION OPERATIONS, SAFETY NEEDS, AND TRAINING CONSTRAINTS. THE WORKSHOP WILL INCLUDE AN OVERVIEW OF CURRENT INSTALLATION AND PARTNER EFFORTS, A BRIEFING ON CURRENT PROTECTIONS AND COMPLIANCE CONSIDERATIONS AFFECTING MONARCHS AND OTHER POLLINATORS, HABITAT BEST MANAGEMENT PRACTICES, IMPLEMENTATION TIPS AND TRICKS, AND HOW TO LEVERAGE PARTNERSHIPS TO SCALE RESULTS THROUGH A POLLINATOR PLUS APPROACH THAT ALIGNS ENVIRONMENTAL STEWARDSHIP WITH OPERATIONAL NEEDS. PARTICIPANTS WILL BE TRAINED TO IMPLEMENT THE MONARCH JOINT VENTURE S (MJV) INTEGRATED MONARCH MONITORING PROGRAM (IMMP) PROTOCOLS INCLUDING A FIELD PRACTICUM WHERE PARTICIPANTS PRACTICE SURVEY TECHNIQUES, COMPARE HABITAT CONDITIONS, AND PARTICIPATE IN A HABITAT MANAGEMENT TOUR AND DISCUSSION TO TRANSLATE CLASSROOM CONCEPTS INTO REAL WORLD APPLICATION. DELIVERABLES WILL INCLUDE A COMPLETE TRAINING AGENDA AND PARTICIPANT MATERIALS, AS WELL AS ACCESS TO MJVS ONLINE LEARNING PLATFORM. EXPECTED OUTCOMES INCLUDE INCREASED PARTICIPANT KNOWLEDGE, IMPROVED HABITAT MANAGEMENT PRACTICES ON MILITARY LANDS, AND EXPANDED USE OF STANDARDIZED MONITORING TO DOCUMENT HABITAT CONDITION FOR MONARCHS.THE PROJECT WILL ALSO INCLUDE SURVEYS TO VERIFY AND DOCUMENT THE PRESENCE OF POLLINATORS TO INCLUDE THE MONARCH BUTTERFLY AND BUMBLE BEES AS WELL AS DETERMINE THE PRESENCE OR ABSENCE OF LIKELY HABITAT FOR THESE POLLINATORS AT NIAGARA FALLS AIR RESERVE STATION (NFARS). MJV STAFF WILL PLAN AND CONDUCT THE FIELDWORK IN COLLABORATION WITH THE USFWS. FOLLOWING THE RECOMMENDATION OF THE DOD-WIDE CONSERVATION STRATEGY FOR THE MONARCH BUTTERFLY, SURVEYS WILL BE CARRIED OUT USING ESTABLISHED PROTOCOLS FROM THE IMMP, WHICH OUTLINES RECOMMENDATIONS AND PROTOCOLS FOR SITE ASSESSMENT, SURVEYING, AND DATA MANAGEMENT THAT ALLOW FOR ALIGNMENT OF EFFORTS AT A NATIONAL SCALE. THROUGH THE IMMP PROTOCOLS (ACTIVITIES 1-3), WE WILL COLLECT DATA ON MILKWEED DIVERSITY AND DENSITY, MONARCH PRESENCE AT ALL LIFE STAGES, AND FLOWERING PLANT ABUNDANCE AND RICHNESS. WE WILL ALSO CONDUCT BUMBLEBEE SURVEYS USING THE BUMBLE BEE ATLAS (BBA) PROTOCOL THAT WILL OCCUR SIMULTANEOUSLY WITH THE MONARCH SURVEYS. SURVEYS WILL BE CONDUCTED IN THE FIELD, DISPERSED THROUGHOUT THE POTENTIAL SUITABLE HABITAT ON THE INSTALLATION. MJV WILL CONDUCT 2 VISITS TO THE INSTALLATION FOR SURVEYS, ONE IN JUNE, CONCURRENT WITH THE SCHEDULED TRAINING WORKSHOP, AND AN ADDITIONAL VISIT IN AUGUST OR EARLY SEPTEMBER. ALL INSECT OBSERVATIONS WILL BE CONDUCTED USING NON-LETHAL SURVEYING METHODS. AS PER THE IMMP, MONARCH EGGS AND LARVAE WILL BE OBSERVED AND UNDISTURBED ON MILKWEED PLANTS. ADULT MONARCH BUTTERFLIES AND OTHER LEPIDOPTERA WILL BE OBSERVED USING A POLLARD WALK METHOD. FOLLOWING THE BBA, ALL BUMBLE BEES WILL BE OBSERVED USING CATCH AND RELEASE METHODS, VIA HAND NETTING AND CHILLING BEES TO PHOTOGRAPH IDENTIFY BEFORE RE-RELEASE INTO THEIR ORIGINAL HABITAT. BUMBLE BEE IDS WILL BE VERIFIED BY XERCES STAFF AFTER PHOTO SUBMISSION AS PART OF BBA PROTOCOL AND MAY ALSO BE ASSISTED BY USFWS BIOLOGISTS. PROJECT DELIVERABLES INCLUDE A FULL REPORT OF SURVEY EFFORTS GIS SHAPEFILES, FOLLOWING THE AIR FORCES GEOSPATIAL INFORMATION STANDARDS AND GPS-TAGGED PHOTOGRAPHS. DATA WILL BE ENTERED INTO THE MJV IMMP USER PORTAL, WHICH WILL GENERATE REPORTS ON MONARCH USE AND HABITAT. THESE REPORTS WILL ONLY BE AVAILABLE TO THE NFARS NR STAFF ONLINE THROUGH THE IMMP PORTAL AND WILL BE INCLUDED IN THE FINAL REPORT.

OBJ. 1-A: DURING THE GRANT PERIOD, MONARCH WILL COMPLETE OR OBTAIN A COMPREHENSIVE CLINICAL ASSESSMENT FOR 90% OF PEOPLE IN MONARCH'S CCBHC PROGRAM IN CLEVELAND COUNTY TO SCREEN FOR CO-OCCURRING SUBSTANCE USE AND MENTAL HEALTH DISORDERS. OBJ. 1-B: DURING THE GRANT PERIOD, MONARCH WILL ASSESS SOCIAL DETERMINANTS OF HEALTH FOR 90% OF INDIVIDUALS IN MONARCH'S CCBHC PROGRAM IN CLEVELAND COUNTY. OBJ. 2-A: DURING THE GRANT PERIOD, MONARCH WILL EDUCATION A MINIMUM OF 400 COMMUNITY MEMBERS ON MENTAL HEALTH AND SUBSTANCE USE DISORDER-RELATED TOPICS THROUGH DOCUMENTED CONTACTS TO CLEVELAND COUNTY SCHOOLS, THE GENERAL CLEVELAND COUNTY POPULATION, AND TARGETED POPULATIONS INCLUDING VETERANS, THE HISPANIC COMMUNITY, AND THE LGBTQ POPULATION. OBJ. 2-B: DURING THE GRANT PROGRAM, MONARCH WILL COMPLETE FIVE (5) COOPERATIVE AGREEMENTS PER YEAR TO ESTABLISH COOPERATIVE RELATIONSHIPS WITH A VARIETY OF PHYSICAL HEALTH PROVIDERS (PRIVATE CLINICS, LOCAL HOSPITALS, DETOX/RECOVERY ORGANIZATIONS) AND LOCAL SOCIAL SERVICES ORGANIZATIONS (FOOD BANKS, HOMELESS SHELTERS, EMPLOYMENT SERVICES) THAT WILL FACILITATE CARE COORDINATION/REFERRALS FOR PEOPLE SERVED. OBJ. 3-A: WITHIN ONE YEAR OF AWARD, MONARCH WILL BE IN COMPLIANCE WITH CCBHC CERTIFICATION CRITERIA. OBJ. 3-B: DURING THE GRANT PERIOD, MONARCH WILL EXPAND POST-HOSPITALIZATION SERVICES TO PROVIDE PATIENT FOLLOW UP BY NURSE CARE MANAGER OR PEER SUPPORT WITHIN 7 DAYS OF DISCHARGE FROM INPATIENT CARE, WITH 50% OF PATIENTS (ESTIMATED N = 75 PATIENTS) RECEIVING CONTACT. OBJ. 3-C: DURING THE GRANT PERIOD, MONARCH WILL IMPLEMENT THE MEDICATION-ASSISTED TREATMENT MODEL TO ADDRESS THE NEEDS OF INDIVIDUALS WITH OPIOID USE DISORDERS USING FDA-APPROVED BUPRENORPHINE (SUBOXONE) IN COMBINATION WITH EVIDENCE-BASED PSYCHOSOCIAL THERAPIES. OBJ. 3-D: DURING THE GRANT PERIOD, MONARCH WILL INCORPORATE OCCUPATIONAL THERAPY SERVICES SPECIFIC TO MH/SUD WITH 85% OF PATIENTS WITH DOCUMENTED NEED FOR OT SUPPORT RECEIVING INTERNAL REFERRALS. OBJ. 4-A: WITHIN FOUR MONTHS OF AWARD, MONARCH WILL RE-ENGAGE WITH NC HEALTHCONNEX TO SHARE DATA AND EVOLVE POPULATION HEALTH CAPACITIES DURING THE FOUR-YEAR CCBHC-PDI GRANT PERIOD. OBJ. 4-B: DURING THE GRANT PERIOD, MONARCH WILL INTEGRATE HEALTH RECORD AND INFORMATION WITH THE MEDISKED CARE COORDINATION SUITE TO ENHANCE CARE COORDINATION FOR CCBHC PATIENTS.
