DEVELOPING AND STUDYING A THREE HOUR DOCUMENTARY SERIES AND LIVE GAME STREAMING SHOWING THE RELATIONSHIP OF ENGINEERING TO THE EVERYDAY BUILT WORLD -ENGINEERING IS ARGUABLY ONE OF THE MOST CRITICAL SKILLS IN ANY SOCIETY, FROM BUILDING BRIDGES AND HOMES, TO DESIGNING CELL PHONES AND LIFE-SAVING MEDICAL DEVICES. YET MANY AMERICANS DO NOT CONSIDER ENGINEERING TO BE ESSENTIAL OR RELEVANT TO THEIR EVERYDAY LIVES, AND MAY EVEN QUESTION ITS POSITIVE IMPACT ON SOCIETY. WHILE THERE HAVE BEEN GAINS IN THE NUMBER OF WOMEN AND UNDERREPRESENTED MINORITIES IN STEM PROFESSIONS OVER THE PAST FEW DECADES, THEIR NUMBERS IN THE FIELD REMAIN DISPROPORTIONATELY LOW. THE BUILT WORLD INTEGRATED MULTIMEDIA AND RESEARCH PROJECT THEREFORE AIMS TO EXPAND ACCESS TO ENGINEERING CONTENT THROUGH THE LENS OF ?INCLUSIVE ENGINEERING,? WHICH HIGHLIGHTS HOW PROBLEM-SOLVERS OF ALL AGES, GENDERS, BACKGROUNDS, AND PERSPECTIVES APPROACH AND OVERCOME CHALLENGES TO INNOVATE. THE PROJECT APPLIES THIS CONCEPT THROUGH THE CREATION OF BUILT WORLD, A THREE-HOUR DOCUMENTARY SERIES FOR BROADCAST ON PBS STATIONS NATIONWIDE, AND A COMPLEMENTARY INTERACTIVE ESCAPE GAME STREAMED LIVE ON TWITCH, WHERE INDIVIDUALS OF ALL AGES AND BACKGROUNDS CAN PLAY AND SOLVE ENGINEERING CHALLENGES TOGETHER. THERE IS A NEED FOR EFFECTIVE REMOTE AND VIRTUAL INTERACTION TO SUPPORT INFORMAL STEM LEARNING, AND LIVE STREAMING GAME PLATFORMS PRESENT A PROMISING APPROACH TO FILLING THIS NEED. BUILT WORLD IS POISED TO ADVANCE THE FIELD THROUGH: (1) CONTENT - CREATING HIGH-QUALITY INCLUSIVE ENGINEERING CONTENT ACROSS MULTIPLE PLATFORMS TO REACH A WIDE AUDIENCE (BUILT WORLD DOCUMENTARY, DIGITAL REPORTING AND SHORT FORM VIDEOS, COMMUNITY OUTREACH CAMPAIGN); (2) APPLIED RESEARCH - DESIGNING AND STUDYING HOW LIVE-STREAMING, COLLABORATIVE PLATFORMS CAN SERVE AS SAFE AND INCLUSIVE SPACES FOR ENGINEERING LEARNING; AND (3) BEST PRACTICES - EXPLORING HOW AUDIENCES ENGAGE WITH INCLUSIVE ENGINEERING ON DIFFERENT PLATFORMS?A TRADITIONAL DOCUMENTARY FORMAT (BUILT WORLD) VERSUS AN INTERACTIVE, COLLABORATIVE SPACE (TWITCH GAME)?AND IDENTIFYING WHAT LEARNING OUTCOMES MIGHT BE EXPECTED ON EACH. A THREE-PHASE RESEARCH DESIGN AIMS TO UNDERSTAND WHAT MOTIVATES USERS TO ENGAGE WITH STEM CONTENT ON TWITCH; HOW TO DEFINE AND MEASURE LEARNING OUTCOMES ASSOCIATED WITH THE PLATFORM; AND HOW TO MITIGATE THE RISK OF TOXIC ENVIRONMENTS IN ONLINE COMMUNITIES BY FOSTERING SAFE SPACES FOR A DIVERSITY OF GAMERS. PHASE 1 INFORMS THE INITIAL DESIGN OF THE TWITCH GAME AND AUDIENCE INTERACTION STRATEGIES AND SEEKS TO ANSWER: WHAT IS THE BEST WAY TO MEASURE INFORMAL LEARNING ON TWITCH? WHAT IS THE BEST WAY TO DESIGN A TWITCH CHANNEL TO CREATE AN INCLUSIVE SPACE WHILE OPTIMIZING LEARNER ENGAGEMENT? PHASE 2 IS THE CORE FOCUS OF THE RESEARCH AND USES A SEMI-EXPERIMENTAL DESIGN TO ANSWER QUESTIONS SUCH AS: IS THERE EVIDENCE OF LEARNING ON TWITCH, AND WHAT TYPE OF LEARNING IS HAPPENING? WHAT IS THE DIGITAL CULTURE THAT EMERGES? PHASE 3 ASSESSES THE PAIRING OF THE DOCUMENTARY SERIES WITH THE TWITCH GAME TO MAXIMIZE INFORMAL STEM LEARNING AND IS GUIDED BY QUESTIONS SUCH AS: HOW DOES INCLUSIVE ENGINEERING CONTENT PRESENTED ON TWO PLATFORMS (TWITCH GAME AND BUILT WORLD SERIES) MEDIATE LEARNING OUTCOMES? HOW DOES INCLUSIVE ENGINEERING CONTENT PRESENTED ON TWO PLATFORMS SHAPE LEARNERS? EXPERIENCES OF INCLUSIVITY AND BELONGING? KNOWLEDGE GENERATED THROUGH THE BUILT WORLD PROJECT WILL OFFER TOOLS AND BEST PRACTICES TO OTHER STEM MEDIA PRODUCERS SO THAT THEY MAY ALSO LEVERAGE LIVE STREAMING PLATFORMS FOR LEARNING. THIS PROJECT IS FUNDED BY THE ADVANCING INFORMAL STEM LEARNING (AISL) PROGRAM, WHICH SEEKS TO (A) ADVANCE NEW APPROACHES TO AND EVIDENCE-BASED UNDERSTANDING OF THE DESIGN AND DEVELOPMENT OF STEM LEARNING IN INFORMAL ENVIRONMENTS; (B) PROVIDE MULTIPLE PATHWAYS FOR BROADENING ACCESS TO AND ENGAGEMENT IN STEM LEARNING EXPERIENCES; (C) ADVANCE INNOVATIVE RESEARCH ON AND ASSESSMENT OF STEM LEARNING IN INFORMAL ENVIRONMENTS; AND (D) ENGAGE THE PUBLIC OF ALL AGES IN LEARNING STEM IN INFORMAL ENVIRONMENTS. CO-DESIGNING MEDIA TO FOSTER JOINT PEER-TO-PEER ENGAGEMENT, PROMOTE ENGINEERING LEARNING, AND EXPAND REACH TO YOUNG CHILDREN -SUCCESSFUL PEER-TO-PEER PRACTICES IN INFORMAL SCIENCE LEARNING (ISL) ARE OFTEN NOT WELL DEFINED, BUT FURTHER INVESTIGATION HAS THE POTENTIAL TO HELP UNCOVER HOW TO MOTIVATE AND SCAFFOLD CHILDREN'S JOINT LEARNING IN SCIENCE AND ENGINEERING. TEAM HAMSTER!, A PBS KIDS INTERACTIVE DIGITAL SERIES THAT HELPS YOUTH THINK CREATIVELY AND USE ENGINEERING SKILLS TO SOLVE PROBLEMS WITH EVERYDAY TOOLS, WILL BE USED TO ACHIEVE THE GOALS OF THIS PROJECT. ONE GOAL IS TO INVESTIGATE HOW ENGINEERING MEDIA CAN BE INTENTIONALLY CO-DESIGNED WITH CHILDREN FROM DIVERSE, ECONOMICALLY DISADVANTAGED BACKGROUNDS IN ORDER TO FOSTER PEER-TO-PEER ENGAGEMENT AND LEARNING. THESE NATURALLY OCCURRING, PEER-TO-PEER INTERACTIONS COULD BE INVESTIGATED TO DETERMINE WHICH HOLD THE MOST POTENTIAL FOR FOSTERING LEARNING IN SCIENCE AND ENGINEERING. ADDITIONALLY, THIS PROJECT SEEKS TO PROVIDE A NEW STANDARD FOR HOW PRODUCERS CAN CO-CREATE MEDIA THAT REFLECTS THE INTERESTS, HABITS, AND LIVED EXPERIENCES OF THE CHILDREN THEY AIM TO SERVE. GIVEN THE MEDIA HABITS OF TODAY'S CHILDREN, WHO OFTEN VIEW VIDEOS, PLAY VIDEO GAMES, AND DISCUSS STRATEGIES AND PREFERENCES WITH THEIR FRIENDS AND SIBLINGS, TEAM HAMSTER!'S 35 MILLION DIGITAL GAME PLAYS AND 55 MILLION VIDEO VIEWS CAN HAVE A SIGNIFICANT REACH AND IMPACT ON THE YOUTH WHO ARE SERVED. THE PROJECT USES A PARTICIPATORY CO-DESIGN APPROACH WITH FOUR GROUPS OF COLLABORATORS: YOUTH, MEDIA DESIGNERS, YOUTH DEVELOPMENT EXPERTS, AND STEM EXPERTS. THERE WILL BE AN IMPACT STUDY UTILIZING AN EXPERIMENTAL-CONTROL/PRE-TEST-POST-TEST DESIGN, WITH EQUAL GROUPS OF APPROXIMATELY 120 CHILDREN AND THEIR CAREGIVERS. DATA FROM TECHNOLOGY PROBES WILL BE ANALYZED TO CREATE PROFILES OF YOUTH USAGE, WITH A FOCUS ON PEER-TO-PEER ENGAGEMENT. RESEARCH WILL BE USED TO ADDRESS THESE QUESTIONS: 1) WHAT PEER-TO-PEER JOINT MEDIA ENGAGEMENT PRACTICES ARE MOST PROMISING FOR FOSTERING ENGINEERING LEARNING AND EXPLORATION AMONG DIVERSE, ECONOMICALLY DISADVANTAGED 5 TO 7 YEAR-OLD CHILDREN, AND HOW MIGHT NEW DESIGN FEATURES OF DIGITAL GAMES AND SUPPORTING VIDEOS PROMOTE THESE PRACTICES? 2) WHAT DESIGN FEATURES OF DIGITAL GAMES AND SUPPORTING VIDEOS BEST PROMOTE MEDIA-BASED PEER-TO-PEER ENGAGEMENT AROUND ENGINEERING LEARNING AND EXPLORATION? 3) TO WHAT EXTENT DO THE DIGITAL GAMES DEVELOPED THROUGH THIS PROJECT FOSTER ENGINEERING LEARNING AND EXPLORATION? 4) WHAT ARE BEST PRACTICES FOR DEVELOPING A PARTICIPATORY CO-DESIGN PROCESS, OCCURRING BOTH ONLINE AND IN PERSON, THAT IS CENTERED ON THE CREATION OF DIGITAL GAME FEATURES AND SUPPORTING VIDEOS THAT EXPAND THE REACH OF DIGITAL ENGINEERING GAMES? THIS TYPE 5, RESEARCH IN SUPPORT OF WIDE-REACHING PUBLIC ENGAGEMENT WITH STEM, PROJECT IS FUNDED BY THE ADVANCING INFORMAL STEM LEARNING (AISL) PROGRAM, WHICH SUPPORTS PROJECTS THAT: (A) CONTRIBUTE TO RESEARCH AND PRACTICE THAT CONSIDERS INFORMAL STEM LEARNING'S ROLE IN EQUITY AND BELONGING IN STEM; (B) PROMOTE PERSONAL AND EDUCATIONAL SUCCESS IN STEM; (C) ADVANCE PUBLIC ENGAGEMENT IN SCIENTIFIC DISCOVERY; (D) FOSTER INTEREST IN STEM CAREERS; (E) CREATE AND ENHANCE THE THEORETICAL AND EMPIRICAL FOUNDATIONS FOR EFFECTIVE INFORMAL STEM LEARNING; (F) IMPROVE COMMUNITY VIBRANCY; AND/OR (G) ENHANCE SCIENCE COMMUNICATION AND THE PUBLIC'S ENGAGEMENT IN AND UNDERSTANDING OF STEM AND STEM PROCESSES. RURAL PENNSYLVANIA MENTAL AND SUBSTANCE ABUSE INITIATIVE - THROUGH THE RURAL PENNSYLVANIA MENTAL AND SUBSTANCE ABUSE INITIATIVE, CEFF IS LOOKING TO EXPOSE THE REGION'S RURAL POPULATION TO THE LATEST TECHNIQUES AVAILABLE IN THE TREATMENT AND PREVENTION OF MENTAL HEALTH ISSUES, PARTICULARLY DRUG AND ALCOHOL ABUSE SUCH AS OPIOID ADDICTION. ACROSS THE U.S., THE PERCENTAGE OF ADULTS AGED 18 OR OLDER WITH A MENTAL ILLNESS HAS INCREASED. INDIVIDUALS WITH MENTAL ILLNESS ARE UP TO 40% MORE LIKELY THAN THOSE WITHOUT MENTAL ILLNESS TO USE ILLICIT SUBSTANCES. THE PROGRAM AIMS TO REDUCE THE IMPACT OF SUBSTANCE ABUSE AND MENTAL ILLNESS IN RURAL PENNSYLVANIA. BEYOND THE PERSON DIRECTLY USING SUBSTANCES, ADDICTION IMPACTS THE PHYSICAL, MENTAL, AND ECONOMIC HEALTH AND WELL-BEING OF CHILDREN, FAMILIES, AND THE COMMUNITY. CEFF WILL FOCUS ITS WORK ON THE COUNTIES OF NORTH-CENTRAL PENNSYLVANIA, INCLUDING BLAIR, CLEARFIELD, CAMERON, CENTRE, ELK, JEFFERSON, AND MCKEAN. FROM 2015-2020 THERE WERE 505 REPORTED ACCIDENTAL OVERDOSE DEATHS IN THOSE COUNTIES (OVERDOSEFREEPA, N.D.). RURAL AREAS OF PENNSYLVANIA ARE AT GREATER RISK DUE TO A LACK OF TRANSPORTATION, FINANCIAL INSTABILITY, AND RESOURCES OR HEALTH SERVICES TO ADDRESS THEIR ADDICTION. THESE REGIONS OFTEN LACK ACCESSIBLE HEALTH SERVICES, ESPECIALLY THOSE CONSIDERED "SPECIALIZED" SERVICES, SUCH AS ADDICTION TREATMENT. TO SUPPORT RURAL COMMUNITIES IN NEED, CEFF WILL PARTNER WITH MENTAL AND BEHAVIORAL HEALTH PROVIDERS TO OFFER COMPASSIONATE, EXPERIENCED CARE, FROM COUNSELING TO ARRANGING TREATMENT IN A COMPREHENSIVE, EVIDENCE-BASED PROGRAM. CEFF WILL ALSO EXAMINE EMERGING BEST PRACTICES AND LOCATE APPROPRIATE RESOURCES, IDENTIFY KNOWLEDGE GAPS AND IMPLEMENTATION CHALLENGES, OFFER USEFUL RESOURCES FOR THOSE WITH SUBSTANCE USE DISORDERS OR MENTAL HEALTH ISSUES, AND INCREASE AWARENESS OF THE RISKS ASSOCIATED WITH PRESCRIPTION OPIOID USE AND MISUSE.

PURPOSE: THE NATIONAL RESTAURANT ASSOCIATION EDUCATIONAL FOUNDATION (NRAEF) REQUESTS $900,000 TO SUPPORT THE EXPANSION OF THE HOSPITALITY OPPORTUNITIES FOR PEOPLE (RE)ENTERING SOCIETY (HOPES) PROGRAM TO ADULTS AGES 25 AND OLDER IN THREE COMMUNITIES: CHICAGO, ILLINOIS AND RICHMOND AND FARMVILLE, VIRGINIA. NRAEF AND ITS PARTNERS WILL SERVICE A MINIMUM OF 120 INDIVIDUALS DURING THE GRANT PERIOD ($7,500 PER PARTICIPANT). PRIMARY ACTIVITIES: HOPES IS A HOSPITALITY SECTOR STRATEGY THAT USES A COMMUNITY COLLABORATIVE MODEL TO DELIVER SEQUENCED JOB READINESS TRAINING, SUPPORT SERVICES, OCCUPATIONAL TRAINING, INDUSTRY CREDENTIALS, EMPLOYMENT CONNECTIONS, AND ADVANCEMENT OPPORTUNITIES. THE GOAL OF THE PROGRAM IS TO CREATE A SEAMLESS PATHWAY FOR PARTICIPANTS FROM CORRECTIONAL FACILITY TO COMMUNITY TO EMPLOYMENT. COLLABORATIVE PARTNERS INCLUDE: 1) DEPARTMENTS OF CORRECTIONS (DOCS) OFFERING CULINARY AND FOODSERVICE TRAINING AND EMPLOYMENT; 2) COMMUNITY BASED ORGANIZATIONS (CBOS) PROVIDING INDIVIDUALIZED PRE- AND POST-RELEASE CASE MANAGEMENT, JOB READINESS TRAINING, AND CONTINUED INDUSTRY EDUCATION; AND 3) STATE RESTAURANT ASSOCIATIONS (SRA) WITH A PROVEN ABILITY TO LINK PROGRAM PARTICIPANTS WITH EMPLOYERS WHO SUPPORT APPRENTICESHIP. NRAEF SERVES AS AN INTERMEDIARY ORGANIZATION, CONNECTING STAKEHOLDER GROUPS IN EACH OF THE TARGET COMMUNITIES. OUTCOMES: OUTCOMES FOR HOPES INCLUDE HIGH ENROLLMENT AND RETENTION RATES, INCREASED TRAINING AND MEASURABLE SKILLS GAIN, INCREASED EMPLOYMENT PLACEMENTS, GREATER RETENTION AND EARNINGS, AND REDUCED RECIDIVISM. SERVICE AREA: NRAEF AND HOPES PARTNERS WILL SERVICE INDIVIDUALS RETURNING TO THREE COMMUNITIES: 1) CHICAGO, ILLINOIS (COOK COUNTY); 2) FARMVILLE, VIRGINIA (CUMBERLAND COUNTY); AND 3) RICHMOND, VIRGINIA (RICHMOND COUNTY). BENEFICIARIES: THE TARGET AUDIENCE IS INDIVIDUALS WHO ARE AGES 25 AND OLDER, RETURNING TO THE SERVICE AREAS, AND MEET THE ELIGIBILITY AND SUITABILITY REQUIREMENTS DEFINED IN THE PROPOSAL NARRATIVE. NRAEF AND HOPES PARTNERS WILL SERVICE A MINIMUM OF 40 PARTICIPANTS IN EACH OF THE SERVICE AREAS. SUBRECIPIENTS: NRAEF WILL WORK WITH DOCS (ILLINOIS DEPARTMENT OF CORRECTIONS, VIRGINIA DEPARTMENT OF CORRECTIONS), CBOS (LAWRENCE HALL, LOC FAMILY SERVICES, OAR OF RICHMOND), AND SRAS (ILLINOIS RESTAURANT ASSOCIATION EDUCATIONAL FOUNDATION, VIRGINIA RESTAURANT, LODGING & TRAVEL ASSOCIATION FOUNDATION) TO SERVICE THE THREE TARGET COMMUNITIES. SINCE 2019, NRAEF HAS WORKED WITH THE IDENTIFIED PARTNERS TO IMPLEMENT HOPES, WITH A FOCUS ON YOUNG ADULTS (AGES 18-24). SUPPORTING SUCCESS AND DIVERSITY FOR LOW INCOME COMPUTER EDUCATION STUDENTS -THIS PROJECT WILL CONTRIBUTE TO THE NATIONAL NEED FOR WELL-EDUCATED SCIENTISTS, MATHEMATICIANS, ENGINEERS, AND TECHNICIANS BY SUPPORTING THE RETENTION AND GRADUATION OF HIGH-ACHIEVING, LOW-INCOME STUDENTS WITH DEMONSTRATED FINANCIAL NEED AT WILLIAM RAINEY HARPER COLLEGE (HARPER), A HISPANIC SERVING INSTITUTION IN THE NORTHWEST SUBURBS OF CHICAGO. OVER ITS 6-YEAR DURATION, THIS PROJECT WILL FUND SCHOLARSHIPS TO APPROXIMATELY 40 UNIQUE FULL-TIME AND PART-TIME STUDENTS WHO ARE PURSUING ASSOCIATE?S DEGREES IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS. IN ADDITION TO THE SCHOLARSHIPS, THIS PROJECT WILL INCLUDE WRAP AROUND SUPPORT AND ACADEMIC ACTIVITIES THAT REINFORCE THE STUDENTS' LEARNING. THESE INCLUDE BUILDING ROBOTS WITH OTHER SCHOLARSHIP RECIPIENTS, ATTENDING PROGRAMMING COMPETITIONS, CAREER OVERVIEWS, AND MENTORING FROM FACULTY MEMBERS. WITH THE ADDITIONAL SUPPORT AND ACTIVITIES, HARPER AIMS TO INCREASE THE SCHOLARSHIP RECIPIENTS' SUCCESS RATES THROUGH HIGHER GRADES, INCREASED GRADUATION, AND INCREASED TRANSFER RATES TO A FOUR-YEAR UNIVERSITY. THE PROJECT INCLUDES EVALUATION OF THE SUCCESS OF THESE ACTIVITIES TO DETERMINE IF OTHER STUDENTS AND ACADEMIC DEPARTMENTS COULD BENEFIT FROM THEM. HARPER SEEKS TO INCREASE REPRESENTATION OF STUDENTS FROM UNDERREPRESENTED GROUPS IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS BY SHOWING STUDENTS THAT THESE ARE VIABLE CAREER PATHWAYS. THE OVERALL GOAL OF THIS PROJECT IS TO INCREASE STEM DEGREE COMPLETION OF LOW-INCOME, HIGH-ACHIEVING UNDERGRADUATES WITH DEMONSTRATED FINANCIAL NEED. BY EXPANDING OPPORTUNITIES FOR LOW-INCOME STUDENTS IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS, HARPER SEEKS TO IMPROVE THE STUDENT OUTCOMES FOR THE SCHOLARSHIP RECIPIENTS THROUGH FINANCIAL SUPPORT AND CO-CURRICULAR ACTIVITIES. SCHOLARSHIPS WILL BE AWARDED TO FOUR COHORTS OF TEN LOW-INCOME STUDENTS. TARGETED RECRUITMENT WILL BE CONDUCTED AT THE LOCAL HIGH SCHOOLS TO ENCOURAGE APPLICATIONS FROM STUDENTS FROM GROUPS UNDERREPRESENTED IN THESE FIELDS. CO-CURRICULAR ACTIVITIES ARE ALSO INTEGRATED INTO THE PROGRAM TO PROVIDE ACADEMIC, SOCIAL, AND EMOTIONAL SUPPORT TO STUDENTS. THESE ACTIVITIES INCLUDE, BUT ARE NOT LIMITED TO, CAREER OVERVIEWS, TRANSFER TRAINING, PROGRAMMING COMPETITIONS, ROBOTICS KITS, AND FACULTY MENTORING. THE CO-CURRICULAR ACTIVITIES WILL INCREASE THE RETENTION RATE (EXPECTED TO BE AT LEAST 95%) THROUGH THE FACULTY MENTORING AND PEER CONNECTION. TRANSFER RATES ARE EXPECTED TO BE AT LEAST 35% THROUGH THE IMPLEMENTATION OF TRANSFER TRAINING SESSIONS. GRADUATION RATES ARE EXPECTED TO BE AT LEAST 80% WITH AN INCREASED UNDERSTANDING OF CAREER OPTIONS THROUGH THE CAREER OVERVIEW SESSIONS AND REINFORCED LEARNING OF THE CURRICULA. THE EFFECTIVENESS OF THE ACTIVITIES WILL BE DETERMINED BASED ON THE STUDENT OUTCOMES OF THE SCHOLARSHIP COHORTS COMPARED AGAINST OTHER STUDENT POPULATIONS AT THE COLLEGE AND THROUGH ANNUAL SURVEYS. THIS PROJECT IS FUNDED BY NSF?S SCHOLARSHIPS IN SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS PROGRAM, WHICH SEEKS TO INCREASE THE NUMBER OF LOW-INCOME ACADEMICALLY TALENTED STUDENTS WITH DEMONSTRATED FINANCIAL NEED WHO EARN DEGREES IN STEM FIELDS. IT ALSO AIMS TO IMPROVE THE EDUCATION OF FUTURE STEM WORKERS, AND TO GENERATE KNOWLEDGE ABOUT ACADEMIC SUCCESS, RETENTION, TRANSFER, GRADUATION, AND ACADEMIC/CAREER PATHWAYS OF LOW-INCOME STUDENTS. OVER ITS THREE-YEAR DURATION, THIS PROJECT WILL FUND THE DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF EACH INSTITUTION?S NEW CAPACITY TO MEANINGFULLY ENGAGE IN CROSS-SECTOR PARTNERSHIPS TO ADVANCE EFFORTS IN WORKFORCE DEVELOPMENT. THE COLLABORATING INSTITUTIONS (THE COHORT) WILL ENGAGE EMPLOYERS IN WAYS THAT HAVE NOT BEEN DONE BEFORE AT THEIR INSTITUTIONS BY IMPLEMENTING THE BUSINESS AND INDUSTRY LEADERSHIP TEAM (BILT) ADVISORY COUNCIL MODEL. THIS MODEL IS SUBSTANTIALLY DIFFERENT FROM THE TRADITIONAL ADVISORY COMMITTEES CURRENTLY USED AT THE COLLEGES THAT GENERALLY MEET TWICE PER YEAR, LACK EMPLOYER INVOLVEMENT, AND ARE NOT CONSIDERING FUTURE LABOR MARKET NEEDS. IN THE BILT, REGIONAL EMPLOYERS HAVE CO-LEADERSHIP ROLES AND COLLABORATE WITH FACULTY TO DEVELOP AND UPDATE COURSE CONTENT BY SHARING THE KNOWLEDGE AND SKILLS NEEDED FOR THE WORKFORCE 12 TO 36 MONTHS INTO THE FUTURE. THIS DEEPER LEVEL OF ENGAGEMENT WILL SIGNIFICANTLY IMPACT THE QUALITY AND RELEVANCY OF ACADEMIC PROGRAMS AND WILL MAKE STUDENTS BETTER PREPARED FOR THE WORKFORCE. BUILDING RELATIONSHIPS WITH REGIONAL BUSINESS LEADERS WILL ENSURE CLASSROOM CONTENT IS CURRENT AND CREATE OPPORTUNITIES FOR STUDENT INTERNSHIPS, APPRENTICESHIPS, MENTORSHIP, AND GUEST SPEAKERS. INSTITUTIONS WILL IMPLEMENT THE BILT PROCESS USING PUBLICLY AVAILABLE BILT RESOURCES AND A BILT CONSULTANT FOR THE REGIONAL-SPECIFIC INDUSTRY PARTNERSHIPS BEING TARGETED. THE COLLEGES WILL SHARE LESSONS LEARNED, BEST PRACTICES, PROGRESS ON INDIVIDUAL INSTITUTIONAL PLANS, AND SOLUTIONS TO BARRIERS TO IMPLEMENTING COLLEGE-WIDE CHANGE. HIGH CHRONIC DISEASE PREVALENCE PLAGUES COMMUNITY MEMBERS IN SUNFLOWER COUNTY, MISSISSIPPI. THE RESULT IS THAT SUNFLOWER COUNTY RANKS AS ONE OF THE LEAST HEALTHY COUNTIES IN MISSISSIPPI, AS #71 OF 82 RANKED COUNTIES. WHILE MOST OF THE COUNTY IDENTIFIES AS ONLY BLACK OR AFRICAN AMERICAN (77%), THE MEDIAN HOUSEHOLD INCOME DIFFERS BY $47,300 BETWEEN BLACK RESIDENTS ($26,500) AND WHITE RESIDENTS ($73,800). TO FULLY SERVE THE MOST MEDICALLY UNDERSERVED COMMUNITY MEMBERS IN SUNFLOWER COUNTY, MEANING THE LOW-INCOME BLACK RESIDENTS, SSCH STAFF CONDUCTED A COMMUNITY HEALTH NEEDS ASSESSMENT (CHNA) IN 2022. AN ONLINE COMMUNITY SURVEY (N=59) OFFERING INSIGHTS INTO THE HEALTH OF THE SUNFLOWER COUNTY FROM THE PERSPECTIVE OF THE COUNTY’S RESIDENTS. RESPONDENTS IDENTIFIED ACCESS TO HEALTHCARE AS THE MOST IMPORTANT FEATURE OF A HEALTHY COMMUNITY AND NOTED HIGH BLOOD PRESSURE, DIABETES, AND OBESITY AS DISEASES OF CONCERN. MEANWHILE, ONE THIRD OF ALL RESPONDENTS NOTED CONCERN REGARDING RACISM WITHIN THEIR COMMUNITY. WHILE SERVING RESIDENTS WITHIN THIS COMPLEX CONTEXT, SSCH HAS RECEIVED PRIOR TECHNICAL ASSISTANCE AS PART OF THE 2018 COHORT OF HOSPITALS IN THE DELTA REGION COMMUNITY HEALTH SYSTEMS DEVELOPMENT PROGRAM (DRCHSD). THOSE TECHNICAL ASSISTANCE RECOMMENDATIONS LED TO IMPROVEMENTS AT SSCH IN THEIR FINANCES AND CLINICAL OPERATIONS AND TO ADDITIONS IN SERVICE LINES NEEDED TO ADDRESS LOCAL COMMUNITY HEALTH CONCERNS. OF THE QUALITY IMPROVEMENT INITIATIVES THAT HAVE BEEN LAUNCHED AT SSCH, NONE TO DATE ADDRESS THE ISSUES OF HIGH NURSE TURNOVER AND HIGH NURSE VACANCY RATES, BOTH OF WHICH ARE WORKFORCE CONCERNS FACED BROADLY THE STATE OF MISSISSIPPI. RESPONSE SSCH REQUIRES SUPPORT IN TRAINING AND RETAINING QUALIFIED NURSING STAFF. NURSE RETENTION CAN IMPROVE QUALITY OF CARE AND COMMUNITY TRUST IN THE LOCAL HEALTH SYSTEM. HOWEVER, FINANCING NURSE STUDENT EXTERNSHIPS CAN BE COST PROHIBITIVE FOR A SMALL, RURAL HOSPITAL WITH A TIGHT OPERATING BUDGET. THUS , THE MS EARN PILOT PROGRAM WILL PROVIDE PAID, THREE-SEMESTER LONG EXTERNSHIPS TO ASSOCIATE DEGREE NURSING STUDENTS MATCHED WITH SSCH OVER THE 2024-25 ACADEMIC YEAR. THE PROPOSED PROJECT BUILDS UPON THE CURRENT MS SUMMER STUDENT EXTERNSHIP PROGRAM BY OFFERING A LONGER PERIOD OF TRAINING WITH OPPORTUNITIES FOR EXTERN AND HOSPITAL STAFF PROFESSIONAL DEVELOPMENT REGARDING HEALTH EQUITY AND COMMUNITY ENGAGEMENT IN CLINICAL SETTINGS. THE RETIRED SENIOR VOLUNTEER PROGRAM (RSVP) OF WESTMORELAND COUNTY HAS BEEN SPONSORED BY WESTMORELAND COUNTY COMMUNITY COLLEGE (WCCC) SINCE 1971. AN ESTIMATED 533 RSVP VOLUNTEERS WILL SERVE THE COMMUNITY, 217 OF THESE WILL BE PLACED IN OUTCOME BASED ASSIGNMENTS DURING THE NEXT THREE-YEAR FUNDING CYCLE. VOLUNTEER ASSIGNMENTS INCLUDE PREPARING AND DELIVERING MEALS TO THE HOME-BOUND; SERVING IN FOOD BANKS, FOOD PANTRIES, AND SOUP KITCHENS; PROVIDING FREE INCOME TAX ASSISTANCE; SERVING AS COUNSELORS THROUGH THE APPRISE AND APPRISE TELECENTER PROGRAMS, THE STATE HEALTH INSURANCE COUNSELING PROGRAM FOR INDIVIDUALS ON MEDICARE. THE PRIMARY FOCUS AREA FOR RSVP IS HEALTHY FUTURES. AT THE END OF THE THREE-YEAR GRANT, PROGRAM OUTCOMES WILL DEMONSTRATE THAT HOME-BOUND PARTICIPANTS RECEIVING VOLUNTEER ASSISTANCE WILL BE MORE LIKELY TO REMAIN LIVING INDEPENDENTLY IN THEIR HOMES AND INCREASE THEIR SOCIAL INTERACTION THROUGH MEAL DELIVERY, TELEPHONE REASSURANCE CALLS, AND FRIENDLY VISITORS. PA MEDICARE BENEFICIARIES WILL RECEIVE FREE, CONFIDENTIAL, AND UNBIASED INFORMATION ON MEDICARE AND/OR HEALTH INSURANCE-RELATED ISSUES. THEY WILL BE ABLE TO MAKE MORE EDUCATED DECISIONS REGARDING THEIR HEALTHCARE AND HOPEFULLY SAVE MONEY. INDIVIDUALS WILL BE ASSISTED IN APPLYING FOR PROGRAMS TO ASSIST IN LOWERING THEIR PRESCRIPTION AND INSURANCE PREMIUM COSTS. THESE SERVICE ACTIVITIES WILL BE ACCOMPLISHED THROUGH WORKING WITH OUR NETWORK OF VOLUNTEER STATIONS AND COMMUNITY PARTNERS. THE TARGET POPULATIONS TO BE SERVED INCLUDES FRAIL SENIORS, VETERANS, AND INDIVIDUALS LIVING IN LOW-INCOME SITUATIONS. THE CORPORATION FOR NATIONAL AND COMMUNITY SERVICE (CNCS) FEDERAL INVESTMENT OF 70,997 WILL BE SUPPORTED BY 75,978 OF NON FEDERAL FUNDING.

THE PROJECT TEAM WILL PARTNER WITH THE BRANDEIS UNIVERSITY COMPUTATIONAL LINGUISTICS DEPARTMENT TO IMPROVE THE TRANSCRIPT OUTPUT OF KALDI, AN OPEN SOURCE SPEECH-TO-TEXT TOOLKIT, BY UPGRADING TO A MODERN NEURAL NETWORK-BASED LANGUAGE MODEL. GBH STAFF WILL SIMULTANEOUSLY UPDATE AND IMPROVE FIX IT+, A CROWDSOURCING TOOL TO EDIT TRANSCRIPTS, BY AUTOMATING FORMERLY MANUAL WORKFLOWS TO MAKE IT EASIER FOR A NON-DEVELOPER TO IMPLEMENT. THE PROJECT TEAM WILL ENCOURAGE INSTALLATION AND USE OF THE TOOLS BY DISTRIBUTING THE CODE AND CONDUCTING OUTREACH TO THE LIBRARY AND ARCHIVES COMMUNITIES SO THEY CAN CREATE AFFORDABLE AND ACCURATE TRANSCRIPTS THAT WILL IMPROVE DISCOVERABILITY OF DIGITAL AUDIOVISUAL MATERIALS IN COLLECTIONS. SUBRECIPIENT, BRANDEIS, WILL BE RESPONSIBLE FOR IMPROVING THE KALDI SPEECH TO TEXT TOOLKIT TO INCREASE ACCURACY OF MACHINE CREATED TRANSCRIPTS AND WILL HELP DISSEMINATE PROJECT RESULTS AT CONFERENCES.
