PURPOSE/SCOPE: THE PURPOSE OF THIS REQUEST IS FOR THE CONSTRUCTION OF A NEW BIOSCIENCE RESEARCH AND TECHNOLOGY CENTER 40,000 TO 60,000 GROSS SQUARE FEET) THAT WILL SERVE AS THE CENTRAL CORE FOR SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) AT CLAFLIN UNIVERSITY. THE 3-STORY OPTION WILL ALLOW FOR THE UNIVERSITY TO INCLUDE CYBERSECURITY LABORATORY AND MAKERSPACE TO THE BUILDING. WHEN COMPLETED, THIS WILL PUT CLAFLIN UNIVERSITY IN A MAJOR COMPETITIVE POSITION TO CONTINUE RECRUITING LEADING SCIENTISTS TO GROW THE RESEARCH ENTERPRISE OF THE SCHOOL OF NATURAL SCIENCES AND MATHEMATICS; THEREBY, HELPING TO REALIZE THE INSTITUTION'S VISION OF BECOMING ONE OF THE PREMIER LIBERAL ARTS INSTITUTIONS IN AMERICA.ACTIVITIES TO BE PERFORMED: PLANS ARE FOR THE NEW BUILDING TO BE A STATE-OF-THE-ART SCIENCE AND TECHNOLOGY CENTER FOR RECRUITING AND RETAINING STUDENTS. CLAFLIN UNIVERSITY IS COMMITTED TO ACADEMIC EXCELLENCE AND TO TRAINING STEM GRADUATES TO BE HIGHLY COMPETENT AND ABLE TO COMPETE WITH STUDENTS FROM RESEARCH 1 INSTITUTIONS. THE NEW SCIENCE AND TECHNOLOGY CENTER WILL EXPAND THE IN-HOUSE RESEARCH INFRASTRUCTURE TO A CUTTING-EDGE LEVEL. IN ADDITION TO PRODUCING GLOBALLY COMPETITIVE STUDENTS MAJORING IN THE DEPARTMENT OF COMMERCE AND NIST PROGRAM PRIORITY AREAS, THIS NEW BUILDING WILL ALLOW FACULTY TO EMERGE AS PROMINENT RESEARCHERS AND SCHOLARS.EXPECTED OUTCOMES: THE UNIVERSITY STRATEGIC PLAN OUTLINES VISION OF ACADEMIC PROGRAMS WITH EMPHASIS ON 1. IMPLEMENT STEAM EDUCATION ACROSS THE CURRICULUM. 2. PLAN AND IMPLEMENT A SCHOOL OF NURSING AND PUBLIC HEALTH. 3. PLAN AND ESTABLISH THE CENTER FOR SOCIAL JUSTICE TO ADDRESS PERTINENT NATIONAL AND INTERNATIONAL ISSUES AS WARRANTED. 4. ACCREDIT ALL ACCREDITABLE PROGRAMS AND MAINTAIN CURRENT AFFIRMATIONS WITHOUT ANY RECOMMENDATIONS. 5. PLAN AND IMPLEMENT, SELECT BACHELOR'S AND MASTER'S PROGRAMS IN LINE WITH THE NEEDS OF THE 21ST CENTURY WORKFORCE AND TO ENHANCE INSTITUTIONAL COMPETITIVENESS AND OPPORTUNITIES FOR STUDENTS. THE UNIVERSITY PURSUES GRANT PROGRAMS THAT EXPAND OUR EFFORTS IN MEETING THE NATION'S RESEARCH NEEDS BY LAUNCHING A BIOTECHNOLOGY WORKFORCE-TRAINING PROGRAM TO ADDRESS HEALTH DISPARITIES (DEPT. OF LABOR) AND A DNA FORENSIC LABORATORY (DEPT. OF JUSTICE), IN PARTNERSHIP WITH THE ORANGEBURG DEPARTMENT OF PUBLIC SAFETY. CLAFLIN'S ACADEMIC PROGRAMS CONTINUE TO EARN NATIONAL AND SPECIAL RECOGNITION INCLUDING THE AMERICAN CHEMICAL SOCIETY (ACS) APPROVAL OF THE CHEMISTRY DEPARTMENT. THE CU CHEMISTRY PROGRAM IS ONE OF ONLY EIGHT INSTITUTIONS OF HIGHER EDUCATION IN SOUTH CAROLINA, TWO OF WHICH ARE PRIVATE, TO EARN ACS APPROVAL. CU HAS PRODUCED THE THIRD LARGEST NUMBER OF AFRICAN AMERICAN UNDERGRADUATE STUDENTS IN SCIENCE AND MATHEMATICS OF ANY HBCU IN THE STATE OF SOUTH CAROLINA, AND THE FIFTH LARGEST NUMBER AMONGST ALL UNIVERSITIES WITHIN THE STATE. CLAFLIN UNIVERSITY ENJOYS A PARTICULARLY STRONG, AWARD-WINNING FACULTY.INTENDED BENEFICIARIES:WITH THE ALREADY LOOMING SHORTAGE OF SCIENTISTS AND ENGINEERS, HBCUS CAN PLAY A VITAL ROLE IN OVERCOMING THESE INEVITABLE CHALLENGES. THE GRADUATION DATA SHOW THAT CLAFLIN UNIVERSITY IS MAKING GREAT STRIDES IN CONTRIBUTING LEADERS TO THE STEM WORKFORCE. IT SHOULD ALSO BE NOTED THAT THE SIX-YEAR GRADUATION RATE FOR THE INCOMING CLASS WAS 54%. ADDITIONALLY, SINCE 2001 CLAFLIN UNIVERSITY HAS GRADUATED 294 STEM MAJORS WITH 49% OF THOSE GRADUATES HAVING APPLIED FOR AND BEEN ACCEPTED TO GRADUATE AND PROFESSIONAL SCHOOLS. IT SHOULD, THEREFORE, BE CLEAR THAT FUNDING THIS PROPOSAL WILL BE AN IMPORTANT FACTOR IN ALLOWING CLAFLIN TO CONTINUE TO BE A FOREMOST CONTRIBUTOR TO THE STEM WORKFORCE AND THE NATIONAL ECONOMIC GROWTH.SUBRECIPIENT ACTIVITIES: NONE

COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING - CONSTRUCTION - THE CONSTRUCTION OF THE CLAFLIN UNIVERSITY PUBLIC HEALTH CENTER WILL ADDRESS THE CRITICAL NEEDS FOR NURSING IN OUR STATE, ESPECIALLY IN RURAL AREAS WHERE THERE IS THE GREATEST NEED. SOUTH CAROLINA RANKS AMONG THE TOP FOUR STATES IN THE NATION WITH THE HIGHEST SHORTAGE OF NURSES PER CAPITA. IT IS ESTIMATED THAT BY 2030, THE STATE WILL HAVE A SHORTAGE OF UP TO 10,000 NURSES, ACCORDING TO WWW.REGISTEREDNURSING.ORG. THIS SHORTAGE IS MORE ALARMING IN RURAL AREAS LOCATED IN THE LOWER SAVANNAH REGION. WHILE THE NUMBER OF REGISTERED NURSES IN THE STATE GREW BY 21% BETWEEN 2010 AND 2020, RURAL AREAS STATEWIDE EXPERIENCED A DECREASE OF 27%. IN ADDITION, MANY NURSES ARE RETIRING EARLY DUE TO HEAVY DEMANDS IN THE PROFESSION. THIS INITIATIVE WILL HELP TO ADDRESS THIS CRUCIAL SHORTAGE BY CREATING A VIABLE PIPELINE OF QUALIFIED NURSES. THIS INITIATIVE ADDRESSES ONE OF CLAFLIN UNIVERSITY’S KEY STRATEGIC GOALS OF DESIGNING AND IMPLEMENTING A STATEOF- THE-ART NURSING AND PUBLIC HEALTH CENTER TO HELP TACKLE THE DAUNTING NURSING SHORTAGE IN THE STATE OF SOUTH CAROLINA. THIS CLINICAL FACILITY WILL ENHANCE TEACHING AND LEARNING AND PROVIDE FUNCTIONAL INSTRUCTIONAL CAPABILITIES, MODERN FACULTY OFFICES, AND RESEARCH SPACES. STUDENTS, FACULTY, AND THE COMMUNITY WILL BENEFIT FROM THE EDUCATIONAL PROGRAMS OFFERED BECAUSE THIS NEW CENTER WILL INCLUDE THE RELOCATION OF CLAFLIN’S STUDENT HEALTH CENTER. TODAY’S AND FUTURE STUDENTS ARE THE MAIN STAKEHOLDERS FOR CLAFLIN UNIVERSITY’S FIRST-EVER NURSING AND PUBLIC HEALTH CENTER DESIGNED FOR NURSING CLINICAL SIMULATION EDUCATION. IN PLANNING THIS CENTER, THE UNIVERSITY SOUGHT TO CREATE ENGAGING LEARNING SPACES THAT STUDENTS NEED FOR CLINICAL PRACTICE. BECAUSE NURSING SCHOOLS WITH CAPACITY ARE NEEDED TO CONFRONT THE REGIONAL NURSING SHORTAGE, FUNDING FOR THIS BUILDING WILL INCREASE THE NUMBER OF NURSES NEEDED TO ACCOMMODATE NURSING NEEDS FOR THE STATE, ESPECIALLY FOR THE RURAL POPULATIONS OF SOUTH CAROLINA. THIS INITIATIVE AIMS TO INCREASE BACCALAUREATE REGISTERED NURSES, NURSING LEADERS, AND FAMILY NURSE PRACTITIONER WORKFORCE IN SOUTH CAROLINA’S RURAL AREAS AND PROVIDE GREATER STUDENT ACCESS TO HEALTHCARE. THIS NEW FACILITY AND ASSOCIATED FEATURES WILL ALLOW CLAFLIN TO GROW THE NURSING WORKFORCE BY INCREASING NURSE CLINICIANS' RECRUITMENT, EDUCATION, AND GRADUATION TO DELIVER COMMUNITY-BASED NURSING CARE IN RURAL SOUTH CAROLINA. FOUNDED IN 1869, CU IS THE OLDEST HISTORICALLY BLACK COLLEGE/UNIVERSITY (HBCU) IN SOUTH CAROLINA. OVER 90% OF THE STUDENT BODY IS AFRICAN AMERICAN AND 39% ARE FIRST GENERATION COLLEGE STUDENTS, MAKING CU A VITAL PART OF LOCAL, REGIONAL, AND NATIONAL EFFORTS TO RECRUIT MINORITY AND FEMALE STUDENTS INTO ADVANCED DEGREES AND RESEARCH-ORIENTED CAREERS IN THE SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS (STEM) FIELDS. PROGRAMS IN BIOMEDICAL-FOCUSED AREAS. AS A RESULT, WE AIM TO PLACE 33% OF TRAINEES (2 GRADUATING TRAINEES) INTO PH.D. PROGRAMS YEARLY AFTER THE THIRD YEAR, 6 AT THE END OF 5 YEARS, WITHIN 3 YEARS OF GRADUATION, BUILDING UPON STRATEGIC PLANS FOR RECRUITMENT, SELECTION, AND RETENTION AS WELL AS UPON IMPLEMENTATION OF EFFICIENT TRACKING TO COMPLETION. THIS PARTNERSHIP ALLOWS RESEARCHERS AT CLAFLIN UNIVERSITY TO BE IMMEDIATELY PRODUCTIVE AND BENEFIT FROM AN ADVANCED DATA CENTER STAFFED WITH EXPERIENCED ENGINEERS AND SUPPORT PERSONNEL. IN ADDITION, THIS PARTNERSHIP?S AIM IS TO SUPPORT CLAFLIN UNIVERSITY WHILE THEY BUILD CAPACITY WITHIN THEIR IT DEPARTMENT TO SUPPORT THIS TYPE OF RESOURCE, BASED ON THE EXTENSIVE EXPERIENCE CLEMSON HAS WITH A RESEARCH SUPPORT MODEL. THIS RESOURCE ADDRESSES THE NEEDS OF RESEARCHERS AT CLAFLIN UNIVERSITY FOR ADVANCEMENT OF THEIR RESEARCH PROJECTS IN BIOPHYSICS, CHEMISTRY, CYBERSECURITY, AND MATHEMATICS. FURTHER, THE HPC CLUSTER ENABLES THE INCORPORATION OF ADVANCED COMPUTING INTO CURRICULUM, PRODUCING STUDENTS BETTER PREPARED FOR GRADUATE SCHOOL AND WORKFORCE. THE HPC CLUSTER ALLOCATES 20% OF THE TOTAL COMPUTE CYCLES TO SUPPORT ?THE OSG CONSORTIUM? A DISTRIBUTED HIGH THROUGHPUT COMPUTING SERVICE SUPPORTING OPEN SCIENCE AND RESEARCHERS NATIONALLY. THE NEW HPC CLUSTER SUPPORTS FOUR STEM RESEARCH AREAS, WHILE CONTINUING TO BROADEN CAMPUS PARTICIPATION. IN ADDITION, THE CLUSTER ENABLES THE HIRING OF NEW CLAFLIN UNIVERSITY FACULTY LOOKING TO SUPPORT THEIR RESEARCH EFFORTS. THE FOUR AREAS OF IMMEDIATE RESEARCH NEEDS ARE CYBERSECURITY, MATHEMATICS, CHEMISTRY, AND BIOLOGY. TO SUPPORT THESE NEEDS, THE CLUSTER BUILD CONSISTS OF A COMBINATION OF DIFFERENT TYPES OF GPUS, CPU?S, AND HIGH MEMORY. EACH ONE OF THESE COMBINATIONS MEETS THE MINIMUM RESEARCH RESOURCES REQUIRED BY THE NAMED RESEARCHERS. THE CLUSTER IS BUILT ON DELL POWEREDGE R760 CHASSIS USING ROCKY LINUX 8 OS IMAGE. THIS COMBINATION BEST SUPPORTED CURRENT NEEDS WHILE ALLOWING ROOM FOR GROWTH IN ANTICIPATION OF ADDITIONAL COMPUTE CYCLE REQUESTS AND RESEARCH SUPPORT EXPANSION. CLAFLIN USERS HAVE ACCESS TO CLEMSON?S PALMETTO LOGIN NODES TO SUBMIT SLURM JOBS, OPEN ONDEMAND FOR POINT-AND-CLICK HPC, DATA TRANSFER NODES RUNNING GLOBUS, GITLAB, AND MATTERMOST USER COMMUNITY SPACE. THE CLAFLIN CI FACILITATOR WORKS CLOSELY WITH THE CLEMSON RESEARCH TEAM TO IDENTIFY OPPORTUNITIES, ISSUES AND MAKE RESOLUTIONS OR SUGGESTIONS TO SATISFY THE REQUEST. PREVIOUS RESEARCH SUGGESTS THAT THE HISTORICALLY UNDERSERVED, MINORITY COMMUNITIES OFTEN FACE DISPROPORTIONATE VULNERABILITIES TO CLIMATE UNCERTAINTY DUE TO VARIOUS SOCIO-ECONOMIC, AND ENVIRONMENTAL FACTORS. THEREFORE, A MULTIPRONGED APPROACH EQUIPPED WITH INTERDISCIPLINARY RESEARCH AND TRAINING IS NEEDED TO MITIGATE THE CHALLENGES POSED BY CLIMATE UNCERTAINTY. TO THIS END, AN INTERDISCIPLINARY TRAINING OF STUDENTS FROM UNDERSERVED REGIONS, A WORKSHOP FOR FACULTY MEMBERS, AND A STUDY OF COMMUNITY STAKEHOLDERS? PREFERENCES FOR ECONOMIC AND ENTREPRENEURIAL DEVELOPMENT WILL STRENGTHEN ADAPTIVE, RESILIENT COMMUNITIES. THE TRAINING OF STUDENTS FROM THE UNDERSERVED REGIONS AND COMMUNITIES WILL IMPROVE THEIR INTERDISCIPLINARY LEARNING AND KNOWLEDGE BASE WHICH WILL EMBOLDEN THEIR ADAPTATION SKILLS, RESILIENCY, AND ENTREPRENEURIAL ACUMEN TO TACKLE WITH ENVIRONMENTAL CHALLENGES. THE WORKSHOP FOR FACULTY MEMBERS WILL FOSTER BOTH INTRA-INSTITUTIONAL AND INTER-INSTITUTIONAL RESEARCH COLLABORATION AMONG PEERS. THESE MULTIPRONGED ACTIVITIES WILL ENHANCE UNDERSERVED COMMUNITIES? BUILDING OF SUCH ADAPTIVE AND RESILIENT COMMUNITIES TO BETTER COPE WITH AND BOUNCE BACK FROM SETBACKS INDUCED BY ADVERSE EVENTS OR NATURAL DISASTERS WILL STRENGTHEN THE OVERALL SOCIO-ECONOMIC RESILIENCE FOR ALL AMERICANS. THE PROGRAMMATIC FOCUS OF THIS PROJECT IS TO STRENGTHEN ADAPTABILITY TO CLIMATE UNCERTAINTY OF UNDERSERVED COMMUNITIES THAT LAG IN SOCIO-ECONOMIC AND DEMOGRAPHIC INDICATORS. THE TRAINING OF THE MINORITY STUDENTS FROM UNDERSERVED COUNTIES WILL PREPARE COHORTS OF ADAPTIVE, DIVERSE WORKFORCE TO MEET THE NEEDS OF FUTURE WORKPLACES. A PANEL OF SUBJECT MATTER EXPERTS WILL TRAIN STUDENTS ON CLIMATE CHANGE ADAPTATION AND RESILIENCY FROM THE PERSPECTIVES OF SOCIAL SCIENCE, NATURAL SCIENCE, ENTREPRENEURIAL ECONOMICS, FOOD SECURITY, AND HEALTH. THE TRAINING OF YOUNG STUDENTS WILL YIELD LONG-TERM BENEFITS AS THE TRAINEES WILL SERVE THE LOCAL AND U.S. WORKFORCE FOR DECADES TO COME. THE FOCUS OF THE FACULTY RESEARCH COLLABORATION WORKSHOP IS TO STUDY CLIMATE UNCERTAINTY ADAPTATION AND RESILIENCE OPTIONS AND TO EXPLORE ENVIRONMENTALLY SUSTAINABLE ECONOMIC DEVELOPMENT STRATEGIES FOR HISTORICALLY UNDERSERVED REGIONS. THIS COLLABORATION WORKSHOP WILL ALSO FACILITATE LEVERAGING INTER-INSTITUTIONAL SHARING OF HUMAN CAPITAL, INFRASTRUCTURES, AND OTHER RESOURCES FOR CLIMATE UNCERTAINTY RESEARCH. EXCELLENCE IN RESEARCH: DEVELOPING A MODEL SYSTEM FOR STUDYING THE DETERMINANTS OF FLOWER MORPHOLOGY IN TROPICAL DIOECIOUS TREES -IN MANY PLANT SPECIES, ONE CAN FIND PRESENCE OF MALE AND FEMALE FLOWERS ON SEPARATE PLANTS OR ON SAME PLANTS OR SINGLE FLOWERS CARRYING BOTH THE STAMENS (MALE) AND PISTIL (FEMALE) PARTS. THE INTERPLAY BETWEEN GENETICS AND THE ENVIRONMENT IN DETERMINING THE FLOWER TYPE AND DEVELOPMENT OF FLORAL ORGANS IN SUCH PLANTS REMAINS LARGELY UNINVESTIGATED. TO STUDY THIS PHENOMENON, THE PROJECT TEAM WILL USE COCCOLOBA DIVERSIFOLIA (PIGEONPLUM), A NATIVE OF NEOTROPICAL COASTAL AREAS OF SOUTHERN FLORIDA, CARIBBEAN, SOUTHERN MEXICO AND CENTRAL AMERICA. IT IS AN IMPORTANT NATIVE TROPICAL TREE AND SHOWS A VARYING DEGREE OF FLOWER PATTERNS MENTIONED ABOVE. THE TEAM WILL SEQUENCE THE GENOME OF THIS PLANT SPECIES AND PROFILE THE GENETICS AND FLOWERING PATTERNS FOUND IN A WILD POPULATION TO IDENTIFY THE REGIONS OF GENOME THAT PLAY A ROLE IN REGULATING THE DEVELOPMENT OF FLOWERS AND FLORAL ORGANS. THE PROPOSED EXPERIMENTS, DATA COLLECTION AND ANALYSES WILL PROVIDE AN EXCELLENT OPPORTUNITY AND SOURCE MATERIAL TO TRAIN THE GRADUATE AND UNDERGRADUATE STUDENTS REPRESENTING THE FULL SPECTRUM OF DIVERSE TALENT IN GENOMICS, BIOINFORMATICS, BIOLOGICAL DATA SCIENCE AND CONSERVATION. AMONG DIOECIOUS TAXA, THE FACTORS AND MECHANISMS DETERMINING WHICH BIOLOGICAL INDIVIDUALS ARE PISTILLATE AND WHICH ARE STAMINATE ARE STILL NOT WELL UNDERSTOOD. IN A SMALL MINORITY OF CASES, HETEROMORPHIC CHROMOSOMES HAVE BEEN IDENTIFIED AS ONE MAJOR DETERMINANT. IN OTHER CASES, ENVIRONMENTAL FACTORS HAVE BEEN IDENTIFIED AS MAJOR DETERMINANTS. YET EVEN THESE CASES APPEAR NOT TO IDENTIFY STRICT DETERMINANTS. MOREOVER, THE BIOLOGICAL SYSTEMS IN WHICH THESE PHENOMENA ARE STUDIED, HAVE BEEN OVERWHELMINGLY HERBACEOUS AND TEMPERATE. THE PROJECT LOOKS TO EXAMINE THE INTERPLAY OF GENETICS AND THE ENVIRONMENT IN THE DETERMINATION OF PISTILLATE AND STAMINATE INDIVIDUALS IN A TROPICAL TREE WITH VARIABLE FLORAL EXPRESSION. THE PROJECT WILL (1) ASSEMBLE AND ANNOTATE THE COMPLETE NUCLEAR GENOME OF THE STUDY TAXON COCCOLOBA DIVERSIFOLIA USING A COMBINATION OF SHORT- AND LONG-READ DNA SEQUENCING ALONG WITH PROXIMITY LIGATION, (2) IDENTIFY THE GENETIC REGIONS CONTRIBUTING TO THE DETERMINATION OF PISTILLATE OR STAMINATE INDIVIDUALS THROUGH POPULATION SAMPLING, SHALLOW WHOLE GENOME SHOTGUN SEQUENCING AND THE IDENTIFICATION OF MORPHOLOGY-SPECIFIC READS, AND (3) ASSESS THE CONTRIBUTION OF ENVIRONMENT IN DETERMINING FLOWER MORPHOLOGY THROUGH THE DOCUMENTATION OF FLOWER MORPHOLOGY RATIOS IN RELATION TO ENVIRONMENTAL CONDITIONS FOR POPULATIONS OF C. DIVERSIFOLIA IN SOUTH FLORIDA. THIS WILL BENEFIT APPROXIMATELY 1,000 LOW-INCOME INDIVIDUALS AND FAMILIES.
