PROJECTS SELECTED FOR COMMUNITY PROJECT FUNDING/CONGRESSIONAL DIRECTED SPENDING ARE LISTED IN THE JOINT EXPLANATORY STATEMENT (JES) THAT ACCOMPANIES A SPECIFIC FISCAL YEAR’S APPROPRIATIONS ACT OR CONGRESSIONAL RECORD. THE JES LISTS PROJECT, RECIPIENT, STATE, AMOUNT AND CONGRESSIONAL SPONSOR.; ACTIVITIES TO BE PERFORMED: ECONOMIC DEVELOPMENT INITIATIVE, COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING AWARD PROJECTS INCLUDE A WIDE VARIETY OF ACTIVITIES THAT RESULT IN ECONOMIC DEVELOPMENT OR COMMUNITY DEVELOPMENT OUTCOMES. THE MISSION OF THE INDIAN WATERS COUNCIL, BOY SCOUTS OF AMERICA IS TO PREPARE YOUNG PEOPLE TO MAKE ETHICAL AND MORAL CHOICES OVER THEIR LIFETIMES BY INSTILLING IN THEM THE VALUES OF THE SCOUT OATH AND LAW. SCOUTING USES POSITIVE YOUTH DEVELOPMENT ACTIVITIES TO ACHIEVE SCOUTING'S AIMS OF HELPING YOUTH BUILD CHARACTER, TRAIN IN THE RESPONSIBILITIES OF CITIZENSHIP, AND DEVELOP PERSONAL FITNESS. THE PROPOSED VISTA PROJECT ALIGNS WITH THE CNCS EDUCATION FOCUS AREA. THE VISTA PROJECT WILL SEEK TO BUILD CAPACITY TO CREATE AND SUSTAIN NEW POSITIVE YOUTH DEVELOPMENT PROGRAMS IN UNDERSERVED AREAS OF THE SOUTH CAROLINA MIDLANDS, AND EXPECTS TO BENEFIT OVER 6,000 YOUTH AND THEIR FAMILIES. FOUR VISTA MEMBERS WILL CONTRIBUTE TO THE GOALS OF THE PROJECT BY PERFORMING ACTIVITIES SUCH AS IDENTIFYING AND CULTIVATING NEW PARTNERS FOR PROGRAM DELIVERY, NEW DONORS TO SUPPORT EXPANDED PROGRAMS AND NEW STRATEGIES FOR RECRUITING NEW YOUTH AND VOLUNTEERS OVER THE COURSE OF THREE YEARS.
