OYSTER RESTORATION WILL PROVIDE DIRECT BENEFITS TO KEY RECREATIONAL AND COMMERCIAL SPECIES SUCH AS STRIPED BASS. ADDITIONALLY, NCCF WILL JOIN WITH NORTH CAROLINA STATE UNIVERSITY'S CENTER FOR MARINE SCIENCES AND TECHNOLOGY AND NORTH CAROLINA CENTRAL UNIVERSITY TO PROVIDE HANDS-ON OPPORTUNITIES FOR UNDERREPRESENTED GRADUATE AND UNDERGRADUATE STUDENTS STUDYING MARINE SCIENCES. PROJECT ABSTRACT PURPOSE: THIS PROJECT SEEKS TO STRENGTHEN NORTH CAROLINAS SHELLFISH MARICULTURE INDUSTRY BY ADDRESSING KEY CHALLENGES THAT LIMIT ITS EXPANSION AND ECONOMIC POTENTIAL. THESE INCLUDE CONFLICTS OVER COASTAL WATER USE, LOGISTICAL AND INFRASTRUCTURE CONSTRAINTS, LIMITED SEED SUPPLY, AND PUBLIC AWARENESS GAPS. THE ULTIMATE GOAL IS TO DRIVE JOB CREATION, SUPPORT AQUACULTURE BUSINESSES, AND INCREASE THE OVERALL ECONOMIC IMPACT OF SHELLFISH FARMING ACROSS THE STATE. ACTIVITIES TO BE PERFORMED: 1. UPDATE THE SHELLFISH MARICULTURE STRATEGIC PLAN: CONDUCT PARTICIPATORY GIS MAPPING WITH KEY STAKEHOLDERS TO IDENTIFY AND RESOLVE SITING CONFLICTS IN PUBLIC WATERS, ENSURING THE CONTINUED AVAILABILITY OF SUITABLE GROWING AREAS FOR SHELLFISH FARMS. 2. DEVELOP A SUSTAINABLE SEED SUPPLY STRATEGY: ASSESS INDUSTRY DEMAND, EVALUATE HATCHERY CAPACITY, AND CREATE A STRATEGIC PLAN FOR PRODUCING NORTH CAROLINA-SPECIFIC OYSTER SEED AT A COMMERCIAL SCALE. 3. OPERATIONALIZE THE SHELLFISH MARICULTURE HUB: LAUNCH AND MANAGE THE STATES FIRST DEDICATED MARICULTURE LOGISTICS HUB IN CARTERET COUNTY. THIS FACILITY WILL OFFER WATERFRONT ACCESS, STORAGE, REFRIGERATION, AND DISTRIBUTION SERVICES TO REDUCE OVERHEAD COSTS AND IMPROVE MARKET ACCESS FOR SHELLFISH GROWERS. 4. EXPAND THE NORTH CAROLINA OYSTER TRAIL: PROMOTE SHELLFISH BUSINESSES THROUGH TOURISM AND OUTREACH, INCREASING CONSUMER DEMAND AND SUPPORTING DIRECT SALES FOR GROWERS. EXPECTED OUTCOMES: STREAMLINED AND CONFLICT-FREE SITING PROCESS TO PROTECT AND EXPAND ACCESS TO COASTAL GROWING WATERS. RELIABLE, IN-STATE OYSTER SEED PRODUCTION CAPACITY TO SUPPORT CONTINUED INDUSTRY EXPANSION. A FULLY FUNCTIONAL, COST-EFFICIENT SHELLFISH MARICULTURE HUB THAT IMPROVES SUPPLY CHAIN LOGISTICS AND REDUCES OPERATIONAL BARRIERS FOR GROWERS. INCREASED CONSUMER DEMAND FOR NORTH CAROLINA FARMED SHELLFISH, SUPPORTING BUSINESS REVENUE GROWTH AND REGIONAL ECONOMIC DEVELOPMENT. A REPLICABLE BUSINESS AND INFRASTRUCTURE MODEL FOR EXPANDING SHELLFISH MARICULTURE SUPPORT FACILITIES IN OTHER AREAS OF THE STATE. INTENDED BENEFICIARIES: SHELLFISH GROWERS WILL GAIN IMPROVED ACCESS TO GROWING SITES, SEED SUPPLY, AND CRITICAL INFRASTRUCTURE TO LOWER COSTS AND GROW THEIR BUSINESSES. LOCAL AND REGIONAL ECONOMIES WILL BENEFIT FROM JOB CREATION, INCREASED SEAFOOD PRODUCTION, AND ENHANCED TOURISM REVENUE. STATE AGENCIES AND DECISION-MAKERS WILL RECEIVE DATA-DRIVEN TOOLS TO INFORM MARICULTURE POLICY AND RESOURCE MANAGEMENT. AQUARIUM IN PINE KNOLL SHORES IN ORDER TO CONTINUE RESTORING ERODED ESTUARINE FISH HABITAT IN BOGUE SOUND AND PROTECT MORE THAN 290 ACRES OF EXISTING OYSTER, SALT MARSH AND MARITIME FOREST HABITATS, AS WELL AS THE AQUARIUM S PUBLIC EDUCATION INFRASTRUCTURE.THE LIVING SHORELINE WILL REDUCE WAVE ENERGY AND HOLD SEDIMENT IN PLACE, RESTORING THE SIGNIFICANT AMOUNT OF SALT MARSH AND OYSTER HABITAT THAT HAS ERODED THROUGH THE YEARS DUE TO STORM-INDUCED WAVES AND ABOVE-AVERAGE WATER LEVELS. THE SOURCE OF THE EROSION IS STORMS, WHICH ARE INCREASING IN INTENSITY AND FREQUENCY DUE TO CLIMATE CHANGE. LIVING SHORELINES HAVE BEEN PROVEN TO WORK BETTER THAN BULKHEADS DURING HURRICANES AND OTHER STORMS. THE LIVING SHORELINE WILL ALSO PROVIDE VALUABLE FISH HABITAT AND HELP TO IMPROVE THE WATER QUALITY OF BOGUE SOUND.THE LIVING SHORELINE SILL WILL BE BUILT PARALLEL TO SHORE AT WATER DEPTHS THAT ENSURE MAXIMUM OYSTER RECRUITMENT. THE SILL WILL CONSIST OF NATURAL MATERIALS AND SALT MARSH GRASS WILL BE PLANTED LANDWARD OF THE SILL.IN ADDITION TO THE FISH HABITAT AND WATER QUALITY BENEFITS OF LIVING SHORELINES, THE PROPOSED LIVING SHORELINE AT THIS SPECIFIC LOCATION WILL PROTECT THE SALTWATER INTAKE INFRASTRUCTURE OF THE N.C. AQUARIUM AT PINE KNOLL SHORES, AN IMPORTANT PUBLIC, EDUCATIONAL AND ECONOMIC RESOURCE CRITICAL FOR THE HUSBANDRY OF THOUSANDS OF FISH AND OTHER AQUATIC ORGANISMS INSIDE THE AQUARIUM. THE AQUARIUM DRAWS FORM THIS WATER SUPPLY TO SUSTAIN AND CULTURE A VAST RANGE OF AQUATIC ORGANISMS ON DISPLAY FOR OVER 380,000 VISITORS EACH YEAR.THE N.C. AQUARIUM AT PINE KNOLL SHORES IS AN IDEAL PLACE TO LEARN ABOUT COASTAL HABITATS AND THE PLANTS AND ANIMALS THAT LIVE THERE HOWEVER, IT IS ALSO ONE OF THE MANY PLACES ALONG THE COAST OF NORTH CAROLINA EXPERIENCING SHORELINE EROSION. IN 2001, THE NORTH CAROLINA COASTAL FEDERATION PERFORMED AN INNOVATIVE SHORELINE STABILIZATION PROJECT A THE AQUARIUM TO RESTORE 400 LINEAR FEET OF THE SHORELINE HABITAT TO ITS NATURAL STATE. THEN, IN 2018, THE FEDERATION COORDINATED THE CONSTRUCTION OF ANOTHER 185 LINEAR FOOT LIVING SHORELINE THROUGH A PREVIOUS SARP GRANT AWARD.EROSION CONTINUES TO OCCUR ALONG THE SHORELINE OF THE AQUARIUM AT LOCATIONS THAT HAVE NOT YET BEEN PROTECTED WITH LIVING SHORELINES. THIS PROJECT WILL BUILD AN ADDITIONAL LIVING SHORELINE SEGMENT (130 LINEAR FEET OF A TOTAL ADDITIONAL 3,000 LINEAR FEET) ALONG THE SHORELINE OF THE AQUARIUM.
