BRIEF DESCRIPTION OF THE TARGET POPULATION: THE LIFESPAN SERVICE AREA INCLUDES HARDIN, MCNAIRY, AND W AYNE COUNTIES, TN. THE TOTAL POPULATION IS 68,117 (ACS: 2016-2020, CENSUS BUREAU, 2021). MORE THAN FOUR OF EVERY FIVE (82.3%) SERVICE AREA RESIDENTS LIVE IN RURAL AREAS (CENSUS 2010, CENSUS BUREAU, 2011). ALL THREE COUNTIES ARE ELIGIBLE FOR RURAL HEALTH GRANTS ACCORDING TO THE HRSA RURAL HEALTH GRANT ELIGIBILITY ANALYZER (HRSA, 2022). THE SERVICE AREA HAS BEEN SEVERELY IMPACTED BY THE OPIOID EPIDEMIC. BETWEEN 2016 AND 2020, 83 SERVICE AREA RESIDENTS DIED FROM DRUG-INDUCED CAUSES, A MORTALITY RATE OF 24.7 PER 100,000 (AGE-ADJUSTED) (WONDER, CDC). SERVICE AREA RESIDENTS ARE PRIMARILY WHITE (92.2%), WHILE 5.1% ARE BLACK OR AFRICAN AMERICAN. LESS THAN 2% OF RESIDENTS ARE ASIAN, HAWAIIAN/PACIFIC ISLANDER, OR MULTIRACIAL, AND 2.3% ARE HISPANIC OR LATINO. ONLY 0.3% IS AMERICAN INDIAN/ALASKA NATIVE, AND THAT IS NOT A TARGET POPULATION FOR THIS GRANT (ACS: 2016-2020, CENSUS BUREAU, 2021). THE RCORP-BHS CONSORTIUM WILL BUILD ON EXISTING COLLABORATION TO REDUCE THE MORBIDITY AND MORTALITY OF SUD/OUD IN THE SERVICE AREA. FOUR OF THE SIX CONSORTIUM MEMBERS (66.67%) ARE HEADQUARTERED IN RURAL AREAS, AND ALL RCORP-BHS SERVICE DELIVERY WILL OCCUR FROM SITES LOCATED IN RURAL AREAS. THE CONSORTIUM WILL FOCUS ACTIVITIES ON INDIVIDUALS AT RISK FOR SUD/OUD AND/OR CO-OCCURRING MENTAL DISORDERS, INDIVIDUALS DIAGNOSED WITH SUD/OUD AND/OR CO-OCCURRING MENTAL DISORDERS, INDIVIDUALS IN TREATMENT AND/OR RECOVERY FOR SUD/OUD AND/OR OTHER CO-OCCURRING MENTAL DISORDERS, THEIR FAMILIES AND/OR CAREGIVERS, AND IMPACTED COMMUNITY MEMBERS WHO RESIDE IN THE RURAL TARGET SERVICE AREA, WITH A PARTICULAR FOCUS ON LOW-INCOME, UNINSURED, AND UNDERINSURED RESIDENTS. VULNERABLE SUB-POPULATIONS THAT WILL BE SPECIFICALLY REACHED BY THIS PROJECT INCLUDE ADOLESCENTS/YOUTH, INDIVIDUALS EXPERIENCING HOMELESSNESS, JUSTICE-INVOLVED POPULATIONS, AND OTHER SOCIOECONOMICALLY DISADVANTAGED POPULATIONS.
