ACTIVITIES TO BE PERFORMED: THROUGH ITS COLLABORATIONS AT THE FEDERAL, STATE, AND LOCAL LEVELS, THE CENTER PLANS TO ENHANCE MANUFACTURING IN RHODE ISLAND BY CONTINUING TO DELIVER CRITICAL SERVICES TO MANUFACTURERS IN FOUR AREAS: OPERATIONAL EXCELLENCE, WORKFORCE DEVELOPMENT, GROWTH STRATEGIES, AND SUPPLY CHAIN OPTIMIZATION. THE CENTER WOULD SERVE AS A TRUSTED BUSINESS ADVISOR TO DELIVER A COMPREHENSIVE ARRAY OF INTERNAL PRODUCTS AND SERVICES AS WELL AS MANAGE EXTERNAL RESOURCES FROM PARTNERS AND THIRD-PARTY VENDORS. EXPECTED OUTCOMES: THE OBJECTIVE OF THE MEP PROGRAM IS TO ENHANCE COMPETITIVENESS, PRODUCTIVITY, AND TECHNOLOGICAL PERFORMANCE IN UNITED STATES MANUFACTURING. THE CENTER?S ACTIVITIES WOULD HELP SMALL AND MEDIUM-SIZED MANUFACTURERS IN RHODE ISLAND TO REMAIN COMPETITIVE IN THE GLOBAL MANUFACTURING MARKETPLACE. THESE ADHESIONS ARE A LEADING CAUSE OF INFERTILITY, PAIN, AND INCREASED DELIVERY TIME FOR SUBSEQUENT BIRTHS, AND THE DISPROPORTIONATE ADMINISTRATION OF THESE PROCEDURES IN MINORITY COMMUNITIES (I.E. THESE WOMEN ARE 33% MORE LIKELY TO UNDERGO CESAREAN DELIVERY) MEANS THESE REPERCUSSIONS MAY BE FOUND MORE FREQUENTLY IN THESE POPULATIONS. CURRENT PRODUCTS FOR ADHESION PREVENTION ARE DIFFICULT TO APPLY IN GYNECOLOGIC PROCEDURES AND FAIL TO PROPERLY ADDRESS THIS SEVERE SURGICAL COMPLICATION. LUNA LABS’ PATENTED AEROVEIL TECHNOLOGY, A TWO-COMPONENT SPRAYABLE HYDROGEL, HAS BEEN DEMONSTRATED EFFECTIVE IN DECREASING THE INCIDENCE AND SEVERITY OF ABDOMINAL ADHESION FORMATION IN RAT AND RABBIT MODELS. INVESTMENTS IN THE BLUE TECHNOLOGY SECTOR WILL BE CRITICAL TO THE STATE AS THE WORLD'S OCEAN ECONOMY IS EXPECTED TO OUTPERFORM OVERALL GLOBAL ECONOMIC GROWTH BY THE YEAR 2030.ACTIVITIES TO BE PERFORMED: THIS PROPOSED PROJECT WILL CONTINUE TO BUILD ON THE UNIVERSITY'S MISSION-BASED IMPACTS TO SUPPORT RHODE ISLAND AND CONNECT PROGRAMS TO THE URBAN CORE OF PROVIDENCE IN ORDER TO BRIDGE THE GAP BETWEEN THE UNDERSERVED COMMUNITIES AND THE ENTREPRENEURIAL ECOSYSTEM. WITHIN THE RHODE ISLAND INNOVATES 2.0 (STATE ECONOMIC STRATEGY) REPORT, SEVERAL RECOMMENDATIONS WERE MADE TO HELP GROW THE STATE'S ECONOMY, INCLUDING CREATING A UNIFYING INITIATIVE AROUND THE EMERGING BLUE ECONOMY IN THE STATE THAT WOULD BUILD ON THE ASSETS FOUND AT URI, THE NAVAL UNDERSEA WARFARE CENTER, AND OTHER ENTITIES WITHIN THE STATE AND THE REGION. THROUGH CAREFUL PLANNING AND DELIBERATE IMPLEMENTATION, THIS PROPOSED BLUE TECHNOLOGY INNOVATION CENTER WOULD PROVIDE AN OPPORTUNITY FOR ALL STAKEHOLDERS ENGAGED TO LEVERAGE EXISTING STATE RESOURCES, AND BUILD THE CENTRALIZED INFRASTRUCTURE AND PROGRAMMING NEEDED TO GROW THE OCEAN ECONOMY IN THE STATE.EXPECTED OUTCOMES: THE PROSER ENVISIONS THE LARGER BLUE ECONOMY CLUSTER TO RECOGNIZE THE FOLLOWING ECONOMIC IMPACTS WHICH WILL BE CATALYZED BY THE PLANNING AND PILOT PROGRAMS IN THIS PROPOSAL: 1) INCREASED JOB CREATION AND RETENTION IN UNDERSERVED AND MINORITY COMMUNITIES; 2) DEVELOPMENT OF NEW COMPANIES AND EXPANSION OF EXISTING COMPANIES; 3) INCREASED STATE AND FEDERAL TAX REVENUE; 4) INCREASED ACADEMIC AND COMMERCIAL RESEARCH AND DEVELOPMENT CAPACITY AND ACTIVITY; 5) INCREASE THE CAPABILITIES AND CAPACITY OF THE BLUE ECONOMY BY HAVING BTIC SERVE AS AN INTERMEDIARY BETWEEN COMPANIES, ACADEMIC INSTITUTIONS, STATE ORGANIZATIONS, AND OTHER STAKEHOLDERS; AND 6) REDUCE BARRIERS TO BUSINESSES OPERATING WITHIN RHODE ISLAND BY WORKING DIRECTLY WITH THE STATE TO EXPAND AND BUILD NEW PROGRAMS, EXPAND RESOURCES, AND MAKE TECHNOLOGICAL ADVANCES. INTENDED BENEFICIARIES: URIRF WILL ENGAGE WITH MULTIPLE PARTNERS TO EXECUTE IMPACTFUL PILOT PROGRAMMING TO DETERMINE MOST EFFECTIVE ECONOMIC AND JOB PROGRAMS IN THE BLUE ECONOMY INDUSTRY. ALTHOUGH MANY STRATEGIES HAVE BEEN ATTEMPTED; NONE HAS BEEN SUCCESSFULLY ESTABLISHED. EVEN A PARTIALLY EFFECTIVE VACCINE COULD DECREASE THE NUMBER OF PEOPLE WHO ARE INFECTED WITH HIV, FURTHER REDUCING THE NUMBER OF PEOPLE WHO CAN PASS THE VIRUS ON TO OTHERS. BY SUBSTANTIALLY REDUCING THE NUMBER OF NEW INFECTIONS, WE COULD EVENTUALLY STOP THE PANDEMIC. TO DATE, THE ELICITATION OF BROADLY NEUTRALIZING ANTIBODIES (BNABS) HAS PROVEN EXTREMELY DIFFICULT TO ACHIEVE WHICH BROUGHT A LOT OF EFFORT ON THE NOVEL TRIMER DESIGN AND MODIFICATION. AT THE SAME TIME, IT WAS FOUND THAT INDUCED HIV- SPECIFIC CD8+ T CELL RESPONSES COULD LIMIT BOTH THE TRANSMISSION AND ESTABLISHMENT OF PERSISTENT VIRAL RESERVOIRS. ALL THE EVIDENCE SUGGEST THAT NO INDIVIDUAL FACTOR WILL DETERMINE THE ULTIMATE SUCCESS OF A BNAB-INDUCING HIV-1 VACCINE, WHICH WILL LIKELY REQUIRE A COMBINATION OF EFFICIENT PRECURSOR B CELL PRIMING, OPTIMIZATION OF ENV DESIGN AND PRESENTATION, SUSTAINED HETEROLOGOUS ENV BOOSTING, A T CELL-BASED STRATEGY, AND NEWLY DEVELOPED DELIVERY SYSTEMS OR ADJUVANTS. ADJUVANTS OR DELIVERY SYSTEMS CAN STIMULATE DIFFERENT ARMS OF THE IMMUNE SYSTEM AND ARE VITAL COMPONENTS OF SUBUNIT VACCINES, ESPECIALLY IN THE CASE OF POORLY IMMUNOGENIC ENVELOPE GLYCOPROTEIN. DELIVER SYSTEMS CAN ALSO BE DESIGNED TO ADDRESS INSTABILITY OF MRNA-BASED VACCINES. THESE NEW PATHWAYS INTEND TO PROVIDE INDIVIDUALS WITH PRIOR TECHNICAL ENGINEERING EXPERIENCE INCREASED ACCESS TO SPECIALIZED TRAINING AND ULTIMATELY TO WELL-PAID JOBS. COLLABORATIONS WITH HIGH SCHOOLS AND OTHER TWO-YEAR COLLEGES ARE LIKELY TO EXPAND UPON THIS PROJECT TO PROVIDE CONCURRENT ENROLLMENT PATHWAYS AND CO-DELIVERY OPTIONS. ULTIMATELY, THE RESULTS SHOULD PROVIDE NUMEROUS OPPORTUNITIES FOR STUDENTS TO DEVELOP THE SPECIALIZED KNOWLEDGE AND SKILLS NEEDED TO OBTAIN EMPLOYMENT IN A RAPIDLY EXPANDING INDUSTRY. AMMONIA IS THEN BURNED USING OXYGEN (O2) FROM AIR TO PRODUCE NITRIC ACID THROUGH THE OSTWALD PROCESS. THESE TWO PROCESSES ARE SO ENERGY INTENSIVE THAT WORLDWIDE AMMONIA AND NITRIC ACID PRODUCTION BY THE HABER AND OSTWALD PROCESSES, RESPECTIVELY, CONSUMES 1 - 2 % OF GLOBAL ENERGY GENERATION AND PRODUCES ABOUT 3 % OF GLOBAL ANTHROPOGENIC CO2 EMISSIONS. THE DIRECT OXIDATION OF NITROGEN TO NITRIC ACID USING AIR AND STEAM (H2O), HOWEVER, COULD USE AS LITTLE AS A TENTH OF THE ENERGY COMPARED TO THE HABER-OSTWALD PROCESSES. LUNA IS THEREFORE DEVELOPING A DUAL PHASE CATALYTIC MEMBRANE REACTOR TO DIRECTLY OXIDIZE NITROGEN TO NITRIC ACID THROUGH THE LUNOX PROCESS. THE SEPARATION OF GASEOUS REACTANTS AND PRODUCTS WITH THE LUNOX MEMBRANE IS THE KEY TO THERMODYNAMICALLY ACHIEVING NITRIC ACID PRODUCTION. THE DRAMATIC POTENTIAL REDUCTIONS IN ENERGY REQUIREMENTS BY THE LUNOX PROCESS ARE EXPECTED TO ENABLE SIGNIFICANT DECREASES IN NITRATE PRODUCTION COSTS.THE EXPECTED OUTCOME OF THE MULTI-PHASE SBIR PROGRAM IS A NEW TECHNOLOGY THAT SIGNIFICANTLY LOWERS BOTH THE PRODUCTION AND TRANSPORTATION COSTS OF NITROGENOUS FERTILIZERS TO FARMERS. TRANSPORTATION TYPICALLY REPRESENTS 10 - 30 % OF NITROGENOUS FERTILIZER COSTS, DEPENDING ON DISTANCE FROM PRODUCTION FACILITIES OR AMMONIA PIPELINE TERMINALS. THE LUNOX PROCESS CAN SIGNIFICANTLY LOWER TRANSPORTATION COSTS BY ENABLING THE TRANSITION FROM NITRIC ACID PRODUCTION FROM AMMONIA PRODUCTION FACILITIES TO PRODUCTION AT AMMONIA PIPELINE TERMINALS. THE USE OF MORE LOCAL ENERGY RESOURCES TO PRODUCE NITRIC ACID WOULD SUPPORT MORE EFFECTIVE INTEGRATION OF INTERMITTENT RENEWABLE ENERGY (WIND, SOLAR) RESOURCES WITH FOSSIL FUEL POWER PLANTS. IDEALLY, THE STEAM AND HEAT OF HEAT RECOVERY STEAM GENERATORS (HRSG) AND BOILERS OF FOSSIL FLUE POWER PLANTS WOULD POWER THE LUNOX PROCESS ON DEMAND WHILE INTERMITTENT RENEWABLE ENERGY RESOURCES SUPPLY ELECTRICITY TO THE GRID. IT IS THEREFORE ESSENTIAL FOR THE SUCCESS OF TWO-YEAR COLLEGE STEM STUDENTS THAT ALTERNATIVE RESEARCH PATHWAYS ARE DEVELOPED AND IMPLEMENTED BROADLY ACROSS THE NATION. THIS PROJECT INTENDS TO LEVERAGE EXISTING PARTNERSHIPS WITH NEARBY FOUR-YEAR RESEARCH UNIVERSITIES TO CREATE PAID ONE- TO TWO-WEEK RESEARCH EXPERIENCES FOR TWO-YEAR COLLEGE STUDENTS. PARTICIPATION IN SHORT-TERM RESEARCH EXPERIENCES IS HYPOTHESIZED TO INCREASE THE NUMBER OF FULL-TIME OR PART-TIME TWO-YEAR COLLEGE STUDENTS THAT ARE RETAINED IN STEM. ULTIMATELY, THIS PROJECT INTENDS TO BUILD A TRANSFERRABLE MODEL FOR ENGAGING TWO-YEAR COLLEGE STUDENTS IN STEM RESEARCH THAT RESULTS IN INCREASED SENSE OF BELONGING, GROWTH MINDSET, AND PERSEVERANCE TOWARDS TRANSFERRING AND OBTAINING A BACHELOR?S DEGREE IN STEM. THE GOAL OF THIS PROJECT IS TO INCREASE THE NUMBER OF STEM STUDENTS EXPERIENCING AUTHENTIC SCIENCE RESEARCH BEFORE TRANSFERRING TO THEIR BACHELOR?S DEGREE PROGRAM. SPECIFICALLY, THE PROJECT AIMS TO BUILD ON AN EXISTING PROGRAM BY CREATING NEW PAID RESEARCH OPPORTUNITIES AT LOCAL UNIVERSITIES FOR TWO-YEAR COLLEGE STUDENTS. FOUR PRIMARY OBJECTIVES WILL GUIDE THIS PROJECT: 1) FOSTER PARTNERSHIPS WITH FOUR-YEAR UNIVERSITIES THAT WILL HOST SHORTER DURATION UNDERGRADUATE RESEARCH EXPERIENCES; 2) DESIGN AND IMPLEMENT A HOME INSTITUTION SPONSORED RESEARCH EXPERIENCE PROGRAM FOR 15-30 STUDENTS ANNUALLY; 3) DEVELOP AND IMPLEMENT LEADERSHIP AND MENTORING TRAINING FOR FOUR-YEAR COLLEGE GRADUATE ASSISTANTS WORKING WITH THE UNDERGRADUATE RESEARCHERS; AND 4) HOST A RESEARCH SYMPOSIUM FOR STUDENT RESEARCHERS TO PRESENT THEIR WORK. THE PROJECT'S SUCCESS WILL DEMONSTRATE AN INCREASE IN RETENTION IN STEM MAJORS AND INCREASED TRANSFER RATES FOR STUDENT PARTICIPANTS. ASSESSMENT METHODS WILL BE GEARED TOWARDS CAPTURING GROWTH IN STUDENTS? SENSE OF BELONGING IN THE SCIENCE COMMUNITY, CONFIDENCE LEVEL IN A SCIENCE LABORATORY, AND THE DEVELOPMENT OF A GROWTH MINDSET. AN EXTERNAL EVALUATOR WILL PARTNER WITH THE PROJECT TEAM TO PROVIDE BOTH FORMATIVE AND SUMMATIVE FEEDBACK AT REGULAR INTERVALS THROUGHOUT THE PROJECT. THE NEED FOR CHIPS HAS RISEN SHARPLY WHILE THE SUPPLY HAS FALLEN SHORT OF THE DEMAND WORLDWIDE. BEFORE THE END OF THE LAST CENTURY THE UNITED STATES (US) LED THE WORLD IN CHIPMAKING. HOWEVER, THE US NOW PROVIDES LESS THAN 10% OF THE WORLD NEED, AND THE LEADERSHIP OF CHIP SUPPLY IS DOMINATED BY OTHER COUNTRIES. SEMICONDUCTOR PRODUCTS ARE CRITICAL TO OUR ECONOMIC AND NATIONAL SECURITY AND RANK THE FIFTH LARGEST US EXPORT SECTOR PROVIDING APPROXIMATELY 250,000 JOBS IN THE UNITED STATES. THIS PROJECT WILL EXPLORE AN INNOVATIVE WAY TO INCREASE THE CHIPMAKING WORKFORCE NUMBERS REQUIRED TO MEET THIS NATIONAL NEED BY ELIMINATING THE EXPENSIVE AND COMPLEX INFRASTRUCTURE (E.G., CLEANROOMS, FABRICATION EQUIPMENT) TRADITIONALLY REQUIRED TO TRAIN AND EDUCATE INDIVIDUALS IN THIS AREA. THIS PROJECT WILL DEVELOP A LAB MANUAL FEATURING LOW-COST EXPERIMENTS THAT CLOSELY REPRESENT THE METHODS USED IN THE CHIPMAKING INDUSTRY. THE MANUAL WILL FEATURE EXPERIMENTS FOR STUDENTS TO DEMONSTRATE THEIR LEARNING IN A HANDS-ON FASHION. THE LESSONS IN THE MANUAL WILL SPECIFICALLY BE DESIGNED TO BE TRANSFERRABLE TO ANY COMMUNITY COLLEGE (CC) SEEKING TO OFFER DEGREE TRACKS IN MICRO AND NANOTECHNOLOGY (I.E., CHIPMAKING) TO DYNAMICALLY MEET THE LOCAL INDUSTRY DEMAND. IMPROVING MATERNAL OUTCOMES OF CESAREAN DELIVERY WITH THE PREVENTION OF POSTOPERATIVE ADHESIONS - ABSTRACT AN INCREASED INCIDENCE OF VARIOUS PRE-EXISTING CONDITIONS LIKE DIABETES AND HYPERTENSION, COMBINED WITH SYSTEMIC ISSUES SURROUNDING THE QUALITY OF MATERNAL HEALTH CARE PROVIDED, HAS RESULTED IN A SIGNIFICANT INCREASE IN THE CESAREAN DELIVERY RATE IN MINORITY COMMUNITIES. THESE SURGICAL PROCEDURES CONTRIBUTE TO DISPARITIES IN MATERNAL HEALTH OUTCOMES AND POSTOPERATIVE COMPLICATIONS, AS C-SECTIONS INCREASE THE LIKELIHOOD OF PELVIC ADHESION FORMATION. THESE ADHESIONS ARE A LEADING CAUSE OF INFERTILITY, PAIN, AND INCREASED DELIVERY TIME FOR SUBSEQUENT BIRTHS, AND THE DISPROPORTIONATE ADMINISTRATION OF THESE PROCEDURES IN MINORITY COMMUNITIES (I.E. THESE WOMEN ARE 33% MORE LIKELY TO UNDERGO CESAREAN DELIVERY) MEANS THESE REPERCUSSIONS MAY BE FOUND MORE FREQUENTLY IN THESE POPULATIONS. CURRENT PRODUCTS FOR ADHESION PREVENTION ARE DIFFICULT TO APPLY IN GYNECOLOGIC PROCEDURES AND FAIL TO PROPERLY ADDRESS THIS SEVERE SURGICAL COMPLICATION. LUNA LABS’ PATENTED AEROVEIL TECHNOLOGY, A TWO-COMPONENT SPRAYABLE HYDROGEL, HAS BEEN DEMONSTRATED EFFECTIVE IN DECREASING THE INCIDENCE AND SEVERITY OF ABDOMINAL ADHESION FORMATION IN RAT AND RABBIT MODELS. THE PROPOSED PROGRAM WILL FOCUS ON TRANSITIONING PRODUCT APPLICATION FROM THESE ABDOMINAL ADHESION MODELS INTO WOUND HEALING AND EFFICACY MODELS OF GYNECOLOGIC APPLICATIONS TO EVALUATE THE SAFETY AND EFFICACY OF PRODUCT APPLICATION IN THIS SPACE. THROUGH CAREFUL PLANNING AND DELIBERATE IMPLEMENTATION, THIS PROPOSED BLUE TECHNOLOGY INNOVATION CENTER WOULD PROVIDE AN OPPORTUNITY FOR ALL STAKEHOLDERS ENGAGED TO LEVERAGE EXISTING STATE RESOURCES, AND BUILD THE CENTRALIZED INFRASTRUCTURE AND PROGRAMMING NEEDED TO GROW THE OCEAN ECONOMY IN THE STATE.EXPECTED OUTCOMES: THE PROSER ENVISIONS THE LARGER BLUE ECONOMY CLUSTER TO RECOGNIZE THE FOLLOWING ECONOMIC IMPACTS WHICH WILL BE CATALYZED BY THE PLANNING AND PILOT PROGRAMS IN THIS PROPOSAL: 1) INCREASED JOB CREATION AND RETENTION IN UNDERSERVED AND MINORITY COMMUNITIES; 2) DEVELOPMENT OF NEW COMPANIES AND EXPANSION OF EXISTING COMPANIES; 3) INCREASED STATE AND FEDERAL TAX REVENUE; 4) INCREASED ACADEMIC AND COMMERCIAL RESEARCH AND DEVELOPMENT CAPACITY AND ACTIVITY; 5) INCREASE THE CAPABILITIES AND CAPACITY OF THE BLUE ECONOMY BY HAVING BTIC SERVE AS AN INTERMEDIARY BETWEEN COMPANIES, ACADEMIC INSTITUTIONS, STATE ORGANIZATIONS, AND OTHER STAKEHOLDERS; AND 6) REDUCE BARRIERS TO BUSINESSES OPERATING WITHIN RHODE ISLAND BY WORKING DIRECTLY WITH THE STATE TO EXPAND AND BUILD NEW PROGRAMS, EXPAND RESOURCES, AND MAKE TECHNOLOGICAL ADVANCES. INTENDED BENEFICIARIES: URIRF WILL ENGAGE WITH MULTIPLE PARTNERS TO EXECUTE IMPACTFUL PILOT PROGRAMMING TO DETERMINE MOST EFFECTIVE ECONOMIC AND JOB PROGRAMS IN THE BLUE ECONOMY INDUSTRY. THE PROGRAMMING WILL TARGET BOTH STARTUP AND EXISTING COMPANY GROWTH AND ENSURE ENGAGEMENT OF A DIVERSE POPULATION INCLUDING STUDENTS AND UNDERSERVED COMMUNITIES.SUBRECIPIENT ACTIVITIES: A TOTAL OF $1,200,000 IS REQUESTED TO SUPPORT CONTRACTING SUPPORT SERVICES FROM PARTNERS. PARTNERS WILL BE COMPETITIVELY BID AND CONTRACTED ACCORDING TO CODE OF FEDERAL REGULATIONS SPECIFIED BY THE FEDERAL FUNDING SOURCE. CONTRACT FUNDING IS REQUESTED FOR THE FOLLOWING: 1) ARCHITECTURE AND DESIGN SERVICES FOR THE BLUE INNOVATION TECHNOLOGY CENTER AT PROJECT COST OF $750,000; 2) BLUE TECHNOLOGY ACCELERATION AND MENTORING PILOT PROGRAMS FOR TOTAL OF $200,000; AND 3) FACILITIES/EQUIPMENT UTILIZATION PILOT PROGRAMMING FOR INSTITUTIONS WITH FACILITIES/EQUIPMENT RELEVANT TO START-UPS FOR TOTAL OF $250,000.

CARBON NANOTUBE ENABLED DELIVERY OF MRNA FOR AN HIV VACCINE CANDIDATE - PROJECT SUMMARY SIGNIFICANT RESEARCH HAS GONE INTO THE DEVELOPMENT OF A SAFE AND EFFECTIVE VACCINE FOR HIV-1. ALTHOUGH MANY STRATEGIES HAVE BEEN ATTEMPTED; NONE HAS BEEN SUCCESSFULLY ESTABLISHED. EVEN A PARTIALLY EFFECTIVE VACCINE COULD DECREASE THE NUMBER OF PEOPLE WHO ARE INFECTED WITH HIV, FURTHER REDUCING THE NUMBER OF PEOPLE WHO CAN PASS THE VIRUS ON TO OTHERS. BY SUBSTANTIALLY REDUCING THE NUMBER OF NEW INFECTIONS, WE COULD EVENTUALLY STOP THE PANDEMIC. TO DATE, THE ELICITATION OF BROADLY NEUTRALIZING ANTIBODIES (BNABS) HAS PROVEN EXTREMELY DIFFICULT TO ACHIEVE WHICH BROUGHT A LOT OF EFFORT ON THE NOVEL TRIMER DESIGN AND MODIFICATION. AT THE SAME TIME, IT WAS FOUND THAT INDUCED HIV- SPECIFIC CD8+ T CELL RESPONSES COULD LIMIT BOTH THE TRANSMISSION AND ESTABLISHMENT OF PERSISTENT VIRAL RESERVOIRS. ALL THE EVIDENCE SUGGEST THAT NO INDIVIDUAL FACTOR WILL DETERMINE THE ULTIMATE SUCCESS OF A BNAB-INDUCING HIV-1 VACCINE, WHICH WILL LIKELY REQUIRE A COMBINATION OF EFFICIENT PRECURSOR B CELL PRIMING, OPTIMIZATION OF ENV DESIGN AND PRESENTATION, SUSTAINED HETEROLOGOUS ENV BOOSTING, A T CELL-BASED STRATEGY, AND NEWLY DEVELOPED DELIVERY SYSTEMS OR ADJUVANTS. ADJUVANTS OR DELIVERY SYSTEMS CAN STIMULATE DIFFERENT ARMS OF THE IMMUNE SYSTEM AND ARE VITAL COMPONENTS OF SUBUNIT VACCINES, ESPECIALLY IN THE CASE OF POORLY IMMUNOGENIC ENVELOPE GLYCOPROTEIN. DELIVER SYSTEMS CAN ALSO BE DESIGNED TO ADDRESS INSTABILITY OF MRNA-BASED VACCINES. THE GOAL OF THIS PROGRAM IS THEREFORE TO OVERCOME CHALLENGES WITH HIV-1 VACCINATION AND DELIVER A SAFE AND EFFECTIVE VACCINE USING A BIOCOMPATIBLE, BIODEGRADABLE, EASILY MANUFACTURED SHORT CARBON NANOTUBE (CNTVAC) PLATFORM. ENV-TRIMER AND MRNA ENCODING PEPTIDE WILL BE ANTIGENS FOR DELIVERY AND WILL TARGET GENERATION OF BOTH HUMORAL AND CELLULAR RESPONSES. A HUMANIZED MOUSE MODEL AND A NON-HUMAN PRIMATE MODEL WILL BE USED FOR IMMUNOGENICITY AND EFFICACY STUDIES. AS THE NOVEL NON-VIRAL GENE TRANSFER VECTOR FOR HIV-1 VACCINE DELIVERY, WE WILL ESTABLISH METHODOLOGY FOR POTENTIAL GMP PRODUCTION AND GENERATE SAFETY PROFILES UNDER FDA REQUIREMENTS.

THE TWO COLLEGES SHARE REGIONAL ENVIRONMENTS THAT HAVE SEEN A REVITALIZATION OF FORMER INDUSTRIAL REGIONS THROUGH NEW EMERGING INDUSTRIES, WITH SPECIFIC SYNERGY CURRENTLY UNDERWAY IN HIGH-VOLUME ADVANCED MANUFACTURING AND RECENT DEVELOPMENTS IN THE SEMICONDUCTOR INDUSTRY. THE GROWTH OF EMERGING INDUSTRIES IN BOTH REGIONS WILL BE A WORKFORCE CATALYST, AND CSCC AND OCC AIM TO INCREASE RESEARCH AND TRAINING OPPORTUNITIES TO ADDRESS INDUSTRY NEEDS AND BETTER SERVE THEIR COMMUNITIES. CSCC AND OCC SHARE GAPS IN FINDING QUALIFIED AND AVAILABLE FACULTY, IN COLLABORATING WITH OTHER FOUR- AND TWO-YEAR INSTITUTIONS, IN THE NEED TO ENGAGE EMPLOYER PARTNERS MORE DEEPLY, AND IN A DESIRE TO INCREASE CAPACITY FOR RESOURCE DEVELOPMENT ALIGNED TO EMERGING TECHNOLOGIES. THE COHORT GOALS WILL GROW PARTNERSHIPS FOR THE REGIONAL INNOVATION ECOSYSTEM TO CREATE A MORE DIVERSE WORKFORCE TO MEET THE TALENT DEMAND. THE COHORT WILL EXPAND THE RESEARCH DEVELOPMENT CAPACITY OF EACH COLLEGE AND HELP OTHER INSTITUTIONS WITH SIMILAR GOALS TO PURSUE NEW OPPORTUNITIES AND BETTER ENGAGE IN LARGE-SCALE COLLABORATIONS. EQUITY-FOCUSED STRATEGIES WILL BE INCORPORATED THROUGHOUT THE DESIGN AND GUIDE HOW DIVERSE POPULATIONS ARE ENGAGED. THROUGH THIS PROJECT, THE COHORT WILL DEVELOP A BLUEPRINT FOR OTHER INSTITUTIONS WITH SIMILAR CHALLENGES AND NEEDS TO EFFECTIVELY ENGAGE WITH THEIR REGIONAL INNOVATION ECOSYSTEM TO IN EMERGING TECHNOLOGY. LUNA IS DEVELOPING THE LUNOX PROCESS TO PRODUCE NITRATES FOR USE IN NITROGENOUS FERTILIZERS WITH LESS COST AND LOWER ENERGY REQUIREMENTS. NITRIC ACID (HNO3), WHICH IS THE PROTONATED NITRATE ION, IS PRIMARILY USED BY THE FERTILIZER INDUSTRY TO MAKE GRANULAR AMMONIUM NITRATE OR UREA AMMONIUM NITRATE (UAN) SOLUTIONS. THE CONVENTIONAL INDUSTRIAL APPROACH FIRST PRODUCES AMMONIA (NH3) FROM NITROGEN (N2) USING NATURAL GAS (CH4) RESOURCES THROUGH THE HABER PROCESS. AMMONIA IS THEN BURNED USING OXYGEN (O2) FROM AIR TO PRODUCE NITRIC ACID THROUGH THE OSTWALD PROCESS. THESE TWO PROCESSES ARE SO ENERGY INTENSIVE THAT WORLDWIDE AMMONIA AND NITRIC ACID PRODUCTION BY THE HABER AND OSTWALD PROCESSES, RESPECTIVELY, CONSUMES 1 - 2 % OF GLOBAL ENERGY GENERATION AND PRODUCES ABOUT 3 % OF GLOBAL ANTHROPOGENIC CO2 EMISSIONS. THE DIRECT OXIDATION OF NITROGEN TO NITRIC ACID USING AIR AND STEAM (H2O), HOWEVER, COULD USE AS LITTLE AS A TENTH OF THE ENERGY COMPARED TO THE HABER-OSTWALD PROCESSES. LUNA IS THEREFORE DEVELOPING A DUAL PHASE CATALYTIC MEMBRANE REACTOR TO DIRECTLY OXIDIZE NITROGEN TO NITRIC ACID THROUGH THE LUNOX PROCESS. THE SEPARATION OF GASEOUS REACTANTS AND PRODUCTS WITH THE LUNOX MEMBRANE IS THE KEY TO THERMODYNAMICALLY ACHIEVING NITRIC ACID PRODUCTION. THE DRAMATIC POTENTIAL REDUCTIONS IN ENERGY REQUIREMENTS BY THE LUNOX PROCESS ARE EXPECTED TO ENABLE SIGNIFICANT DECREASES IN NITRATE PRODUCTION COSTS.THE EXPECTED OUTCOME OF THE MULTI-PHASE SBIR PROGRAM IS A NEW TECHNOLOGY THAT SIGNIFICANTLY LOWERS BOTH THE PRODUCTION AND TRANSPORTATION COSTS OF NITROGENOUS FERTILIZERS TO FARMERS. TRANSPORTATION TYPICALLY REPRESENTS 10 - 30 % OF NITROGENOUS FERTILIZER COSTS, DEPENDING ON DISTANCE FROM PRODUCTION FACILITIES OR AMMONIA PIPELINE TERMINALS. THE LUNOX PROCESS CAN SIGNIFICANTLY LOWER TRANSPORTATION COSTS BY ENABLING THE TRANSITION FROM NITRIC ACID PRODUCTION FROM AMMONIA PRODUCTION FACILITIES TO PRODUCTION AT AMMONIA PIPELINE TERMINALS. THE USE OF MORE LOCAL ENERGY RESOURCES TO PRODUCE NITRIC ACID WOULD SUPPORT MORE EFFECTIVE INTEGRATION OF INTERMITTENT RENEWABLE ENERGY (WIND, SOLAR) RESOURCES WITH FOSSIL FUEL POWER PLANTS. IDEALLY, THE STEAM AND HEAT OF HEAT RECOVERY STEAM GENERATORS (HRSG) AND BOILERS OF FOSSIL FLUE POWER PLANTS WOULD POWER THE LUNOX PROCESS ON DEMAND WHILE INTERMITTENT RENEWABLE ENERGY RESOURCES SUPPLY ELECTRICITY TO THE GRID. ALTOGETHER, THE LUNOX PROCESS IS EXPECTED TO ENHANCE AGRICULTURAL PROFITABILITY BY LOWERING ENERGY COSTS BY 70 - 90 %, FEEDSTOCK/FERTILIZER TRANSPORTATION COSTS BY 30 - 50 %, AND THE OVERALL COSTS OF PRODUCING CORN AND SOY CROPS BY 1 - 2 %.THE OVERALL GOALS OF THE PROPOSED PHASE II PROGRAM ARE TO SCALE UP THE MEMBRANE REACTOR TECHNOLOGY INTO A REPRESENTATIVE PROTOTYPE MODULE AND DEMONSTRATE THE POTENTIAL FOR COMMERCIAL NITRIC ACID PRODUCTION. THE TECHNICAL EFFORT IS DESIGNED TO SHOW THAT THE MEMBRANES CAN PRACTICALLY FUNCTION AS INTENDED BY REFINING THE MEMBRANE MATERIAL COMPOSITIONS FOR IMPROVED PERFORMANCE AND STABILITY, ADVANCING THE MEMBRANE MANUFACTURING AND TESTING CAPABILITIES TO SCALE UP THE LUNOX PROCESS BY A FACTOR OF >100×, AND EVALUATING THE SCALED UP PROCESS PERFORMANCE IN RELEVANT OPERATIONAL CONDITIONS. THIS TECHNICAL EFFORT PREPARES THE LUNOX PROCESS FOR TECHNO-ECONOMIC EVALUATION TO QUANTITATIVELY ESTIMATE THE PROFITABILITY OF LUNA'S PROPOSED NITRIC ACID PRODUCTION PROCESS. A FAVORABLE TECHNO-ECONOMIC ANALYSIS GENERATED BY A REPUTABLE ENGINEERING FIRM, SUCH AS TRIMERIC CORPORATION (A PHASE II PARTNER), IS CRITICAL FOR ESTABLISHING POTENTIAL CUSTOMER AND END-USER CONFIDENCE FOR NEW INDUSTRIAL PROCESSES. THE SUCCESSFUL PHASE II DEMONSTRATIONS OF TECHNICAL AND ECONOMIC FEASIBILITIES WILL BE USED TO SECURE PHASE III PARTNERSHIPS AND INVESTMENTS.

TRADITIONAL, EIGHT- TO TEN- WEEK RESIDENTIAL RESEARCH EXPERIENCES THAT REQUIRE STUDENTS TO MOVE AWAY FROM HOME FOR WEEKS AT A TIME CAN PRESENT A SIGNIFICANT CHALLENGE TO RESEARCH PARTICIPATION. IT IS THEREFORE ESSENTIAL FOR THE SUCCESS OF TWO-YEAR COLLEGE STEM STUDENTS THAT ALTERNATIVE RESEARCH PATHWAYS ARE DEVELOPED AND IMPLEMENTED BROADLY ACROSS THE NATION. THIS PROJECT INTENDS TO LEVERAGE EXISTING PARTNERSHIPS WITH NEARBY FOUR-YEAR RESEARCH UNIVERSITIES TO CREATE PAID ONE- TO TWO-WEEK RESEARCH EXPERIENCES FOR TWO-YEAR COLLEGE STUDENTS. PARTICIPATION IN SHORT-TERM RESEARCH EXPERIENCES IS HYPOTHESIZED TO INCREASE THE NUMBER OF FULL-TIME OR PART-TIME TWO-YEAR COLLEGE STUDENTS THAT ARE RETAINED IN STEM. ULTIMATELY, THIS PROJECT INTENDS TO BUILD A TRANSFERRABLE MODEL FOR ENGAGING TWO-YEAR COLLEGE STUDENTS IN STEM RESEARCH THAT RESULTS IN INCREASED SENSE OF BELONGING, GROWTH MINDSET, AND PERSEVERANCE TOWARDS TRANSFERRING AND OBTAINING A BACHELOR?S DEGREE IN STEM. THE GOAL OF THIS PROJECT IS TO INCREASE THE NUMBER OF STEM STUDENTS EXPERIENCING AUTHENTIC SCIENCE RESEARCH BEFORE TRANSFERRING TO THEIR BACHELOR?S DEGREE PROGRAM. SPECIFICALLY, THE PROJECT AIMS TO BUILD ON AN EXISTING PROGRAM BY CREATING NEW PAID RESEARCH OPPORTUNITIES AT LOCAL UNIVERSITIES FOR TWO-YEAR COLLEGE STUDENTS. FOUR PRIMARY OBJECTIVES WILL GUIDE THIS PROJECT: 1) FOSTER PARTNERSHIPS WITH FOUR-YEAR UNIVERSITIES THAT WILL HOST SHORTER DURATION UNDERGRADUATE RESEARCH EXPERIENCES; 2) DESIGN AND IMPLEMENT A HOME INSTITUTION SPONSORED RESEARCH EXPERIENCE PROGRAM FOR 15-30 STUDENTS ANNUALLY; 3) DEVELOP AND IMPLEMENT LEADERSHIP AND MENTORING TRAINING FOR FOUR-YEAR COLLEGE GRADUATE ASSISTANTS WORKING WITH THE UNDERGRADUATE RESEARCHERS; AND 4) HOST A RESEARCH SYMPOSIUM FOR STUDENT RESEARCHERS TO PRESENT THEIR WORK. THE PROJECT'S SUCCESS WILL DEMONSTRATE AN INCREASE IN RETENTION IN STEM MAJORS AND INCREASED TRANSFER RATES FOR STUDENT PARTICIPANTS. ASSESSMENT METHODS WILL BE GEARED TOWARDS CAPTURING GROWTH IN STUDENTS? SENSE OF BELONGING IN THE SCIENCE COMMUNITY, CONFIDENCE LEVEL IN A SCIENCE LABORATORY, AND THE DEVELOPMENT OF A GROWTH MINDSET. AN EXTERNAL EVALUATOR WILL PARTNER WITH THE PROJECT TEAM TO PROVIDE BOTH FORMATIVE AND SUMMATIVE FEEDBACK AT REGULAR INTERVALS THROUGHOUT THE PROJECT. COLLABORATIVE RESEARCH: DEVELOPMENT OF A NANOFABRICATION LAB MANUAL FEATURING A SUITE OF LOW-COST EXPERIMENTS TO ENABLE HANDS-ON TRAINING AT COMMUNITY AND TECHNICAL COLLEGES -SEMICONDUCTORS IN THE FORM OF INTEGRATED CIRCUITS (ICS), OR CHIPS, ARE AN INTEGRAL PART OF OUR TECHNOLOGY-DRIVEN WORLD. THE NEED FOR CHIPS HAS RISEN SHARPLY WHILE THE SUPPLY HAS FALLEN SHORT OF THE DEMAND WORLDWIDE. BEFORE THE END OF THE LAST CENTURY THE UNITED STATES (US) LED THE WORLD IN CHIPMAKING. HOWEVER, THE US NOW PROVIDES LESS THAN 10% OF THE WORLD NEED, AND THE LEADERSHIP OF CHIP SUPPLY IS DOMINATED BY OTHER COUNTRIES. SEMICONDUCTOR PRODUCTS ARE CRITICAL TO OUR ECONOMIC AND NATIONAL SECURITY AND RANK THE FIFTH LARGEST US EXPORT SECTOR PROVIDING APPROXIMATELY 250,000 JOBS IN THE UNITED STATES. THIS PROJECT WILL EXPLORE AN INNOVATIVE WAY TO INCREASE THE CHIPMAKING WORKFORCE NUMBERS REQUIRED TO MEET THIS NATIONAL NEED BY ELIMINATING THE EXPENSIVE AND COMPLEX INFRASTRUCTURE (E.G., CLEANROOMS, FABRICATION EQUIPMENT) TRADITIONALLY REQUIRED TO TRAIN AND EDUCATE INDIVIDUALS IN THIS AREA. THIS PROJECT WILL DEVELOP A LAB MANUAL FEATURING LOW-COST EXPERIMENTS THAT CLOSELY REPRESENT THE METHODS USED IN THE CHIPMAKING INDUSTRY. THE MANUAL WILL FEATURE EXPERIMENTS FOR STUDENTS TO DEMONSTRATE THEIR LEARNING IN A HANDS-ON FASHION. THE LESSONS IN THE MANUAL WILL SPECIFICALLY BE DESIGNED TO BE TRANSFERRABLE TO ANY COMMUNITY COLLEGE (CC) SEEKING TO OFFER DEGREE TRACKS IN MICRO AND NANOTECHNOLOGY (I.E., CHIPMAKING) TO DYNAMICALLY MEET THE LOCAL INDUSTRY DEMAND. INSTRUCTOR GUIDES WILL INCLUDE STUDENT ASSESSMENT RUBRICS TO MEASURE LEARNING OUTCOMES. AFTER DEVELOPMENT, PARTNERING CC?S WILL REVIEW THE MANUAL AND EVALUATE THE EXPERIMENTS. THE MANUAL WILL BE FURTHER OPTIMIZED AND EVALUATED BEFORE WIDESPREAD DISSEMINATION THROUGH NATIONAL CONFERENCES AND PROFESSIONAL DEVELOPMENT ACTIVITIES. THIS MANUAL WILL BE USED AS BOTH AN OUTREACH TOOL AND A TRAINING RESOURCE TO HELP CULTIVATE AND DEVELOP THE WORKFORCE REQUIRED TO FILL THE US CHIPMAKING SECTOR. THIS PROJECT, IN RESPONSE TO THE ENHANCING ENGINEERING TECHNOLOGY AND ADVANCED SEMICONDUCTOR MANUFACTURING TECHNICIAN EDUCATION DEAR COLLEAGUE LETTER (22-120), IS FUNDED BY THE ADVANCED TECHNOLOGICAL EDUCATION PROGRAM THAT FOCUSES ON THE EDUCATION OF TECHNICIANS FOR THE ADVANCED-TECHNOLOGY FIELDS THAT DRIVE THE NATION'S ECONOMY.
