PURPOSE: THE VOLUNTEER INCOME TAX ASSISTANCE (VITA) GRANT WAS ESTABLISHED AS A MATCHING GRANT PROGRAM TO PROVIDE FUNDING FOR ORGANIZATIONS WHO SUPPORT COMMUNITY VOLUNTEER INCOME TAX ASSISTANCE. ACTIVITIES TO BE PERFORMED: THE VITA GRANT PROGRAM PROVIDES FINANCIAL SUPPORT TO ORGANIZATIONS WHO 1) EXTEND SERVICES TO UNDERSERVED POPULATIONS IN HARDEST TO REACH AREAS BOTH URBAN AND NON-URBAN; 2) INCREASE THE CAPACITY TO FILE RETURNS ELECTRONICALLY; 3) HEIGHTEN QUALITY CONTROL; 4) ENHANCE TRAINING OF VOLUNTEERS; AND 5) SIGNIFICANTLY IMPROVE THE ACCURACY RATE OF RETURNS PREPARED AT VITA SITES. END GOAL/EXPECTED OUTCOMES: VITA GRANT RECIPIENTS ARE EXPECTED TO 1) FOLLOW EXISTING GUIDANCE GOVERNING VITA SITE OPERATIONS; 2) ENSURE AT LEAST 90% OF RETURNS PREPARED ARE FOR INDIVIDUALS WHOSE INCOME IS EQUAL TO OR LESS THAN THE MAXIMUM EARNED INCOME TAX CREDIT (EITC) THRESHOLDS; 2) FILE ALL ELIGIBLE RETURNS ELECTRONICALLY; 3) ACHIEVE 100% OF THEIR RETURN PRODUCTION GOALS; 4) BECOME MORE EFFICIENT WITH GRANT FUNDS; AND 5) SHOW INCREMENTAL INCREASES IN RETURN PREPARATION EACH YEAR. INTENDED BENEFICIARIES: TAXPAYERS WHO ARE LOW TO MODERATE INCOME INDIVIDUALS, PERSONS WITH DISABILITIES, THOSE FOR WHOM ENGLISH IS A SECOND LANGUAGE, NATIVE AMERICANS, INDIVIDUALS LIVING IN RURAL AREAS, MEMBERS OF THE ARMED FORCES AND THEIR FAMILIES, AND THE ELDERLY. SUBRECIPIENT ACTIVITIES: SUBRECIPIENTS MAY BE UTILIZED BY GRANT RECIPIENTS TO HELP DELIVER KEY ELEMENTS OF THE PROGRAM AND MUST ADHERE TO GRANT PROGRAM GUIDELINES. UNITED WAY OF ESCAMBIA COUNTY HAS BEEN SERVING ESCAMBIA COUNTY SINCE 1924. IN THAT TIME, WE HAVE CLOSELY EVALUATED THE NEEDS IN OUR COMMUNITY AND ADJUSTED OUR PRIORITIES TO MAXIMIZE THE USE OF LOCAL RESOURCES THROUGH PARTNERSHIPS THAT LEVERAGE COMMUNITY ASSETS TO RETURN OUTCOMES THAT CREATE SUSTAINABLE POSITIVE CHANGE. IN OUR 93 YEARS, WE HAVE LAUNCHED SEVERAL PROJECTS THAT HAVE EVOLVED INTO KEY COMMUNITY ORGANIZATIONS THAT HAVE GROWN THE IMPACTS THAT ORIGINATED WITH UNITED WAY'S VISION OF HOW TO BEST MEET A COMMUNITY NEED THROUGH SUSTAINABLE CHANGE. SOME OF THE ENTITIES THAT UNITED WAY PLAYED A ROLE IN BIRTHING LOCALLY INCLUDE: BRACE (BE READY ALLIANCE COORDINATING FOR EMERGENCIES) --AN ORGANIZATION BIRTHED OUT OF THE RECOGNITION THAT OUR COMMUNITY WAS UNPREPARED TO RECOVER FROM AN EVENT LIKE HURRICANE IVAN THAT DEVASTATED CITIZENS IN 2004. BRACE NOW HELPS ENSURE THAT WE ARE READY TO CONVENE PARTNERS NECESSARY FOR LONG-TERM RECOVERY FROM THE NATURAL DISASTERS THAT PLAGUE FLORIDA'S GULF COAST. * NATURAL DISASTERS HAVE HISTORICALLY DEVASTATED LOW-INCOME POPULATIONS AND CAN BE THE TRIGGER FOR ENTRY INTO BANKRUPTCY, HOMELESSNESS AND/OR POVERTY. WITH 41% OF LOCAL HOUSEHOLDS STRUGGLING TO MEET CURRENT BILLS AND FINANCIAL OBLIGATIONS, NATURAL DISASTERS ARE SOMETHING THAT BRACE HELPS CITIZENS FACE AND RECOVER FROM. BIG BROTHERS BIG SISTERS OF NORTHWEST FLORIDA STARTED LOCALLY FROM A PARTNERSHIP HOUSED WITHIN UNITED WAY AND LAUNCHED TO SUSTAIN THE ONE-ON-ONE MENTORING SERVICES FOR CHILDREN IN ESCAMBIA, SANTA ROSA, OKALOOSA, WALTON AND BAY COUNTIES. * A SOLID EDUCATION AND SUPPORT STRUCTURE ARE OFTEN THE BARRIERS THAT PREVENT STUDENTS FROM ENTERING CRIMINAL ACTIVITY AND CAN RESCUE THEM FROM A FUTURE OF LIMITED OPPORTUNITIES THAT EXIST WHEN A STUDENT DROPS OUT OF SCHOOL. BIG BROTHERS AND SISTERS MENTORING PROGRAMS ARE BASED ON PROVEN CASE MANAGEMENT PROTOCOLS THAT SEE CHILDREN FROM SINGLE PARENT HOUSEHOLDS THROUGH THE STRUGGLES THAT THEY FACE WHEN THERE IS NO POSITIVE ADULT ROLE MODEL IN THE HOME. BY ENCOURAGING EDUCATION, STUDY HABITS AND ACCEPTANCE, BIGS ENCOURAGE THEIR LITTLE TO SEE THE POSITIVES THAT LIFE CAN OFFER AND MODEL BEST PRACTICES THAT PREVENT A CHILD FROM CONTINUING A CYCLE OF GENERATIONAL POVERTY THAT MAY CONTINUE WITHOUT THEIR SUPPORT. THE FIRST CALL FOR HELP LOCALLY EVOLVED INTO OUR CURRENT STATE AND NATIONALLY ACCREDITED SERVICE THAT PROVIDES THREE-DIGIT PHONE ACCESS AND COMPUTER ACCESS TO LOCAL RESOURCES AND REFERRAL MANAGEMENT NEEDED TO MEET SOCIAL AND HUMAN SERVICE NEEDS. * LOCALLY, OUR 211 TEAM SUSTAINS THE SERVICE TO OVER 30,000 CALLERS AND OVER 150,000 WEBSITE VIEWERS ANNUALLY. THEY SERVE 7 COUNTIES IN NORTHWEST FLORIDA AND MAINTAIN OVER 2,000 LOCAL RESOURCES THAT ARE ACCESSIBLE TO LOCAL CITIZENS. 211 IS A HEALTH AND HUMAN SERVICE HELPLINE THAT HELPS CITIZENS NAVIGATE THE COMPLEXITIES OF THE SERVICE SECTOR. ADDITIONALLY, ADVOCACY FOR LOCAL CALLERS HELP CITIZENS TRANSITION FROM DESPERATION TO HOPE AS THEY PROVIDE INSIGHT INTO LOCAL RESOURCES CLIENTS CAN ACCESS TO HELP THEM BRIDGE THE GAP BETWEEN STABILITY AND HOPELESSNESS. CURRENTLY, OUR LOCAL 211 TRACKS THE INSTANCES IN WHICH THEY ARE ABLE TO HELP RESOLVE EVICTION OR FORECLOSURE ISSUES THAT WOULD CATAPULT THEM FURTHER INTO POVERTY WITHOUT THIS SERVICE. WHILE THESE PROGRAMS AND ORGANIZATIONS STARTED AS VOLUNTEER DRIVEN, GRANT FUNDED OR COMMUNITY FUNDED INITIATIVES; THEY HAVE GROWN INTO INDEPENDENT 501C3 ORGANIZATIONS AND CORE PROGRAMS THAT HAVE THE CAPACITY TO SERVE LOCAL CITIZENS IN A WAY THAT PREVENTS THEIR ENTRY INTO POVERTY OR LIFTS THEM OUT OF THAT SITUATION. WE ARE EXCITED BY THE OPPORTUNITY TO SERVE AS A GEOGRAPHIC INTERMEDIARY FOR OUR LOCAL COMMUNITY. CURRENTLY, OUR COMMUNITY IS POISED TO LAUNCH INTO A LONG-TERM PROCESS THAT HELPS MOVE CITIZENS ALONG THE CRADLE TO CAREER CONTINUUM UNTIL THEY REACH A COMMUNITY-HELD VISION OF PROSPERITY THAT SEES EACH INDIVIDUAL RECOGNIZE THEIR POTENTIAL FOR THE GREATER GOOD OF THE WHOLE.
