ACTIVITIES TO BE PERFORMED: RECIPIENT’S FUNDING WILL PARTIALLY OFFSET COSTS TO COMMERCIAL POULTRY PRODUCERS FOR AI TESTING PERFORMED BY KY NATIONAL ANIMAL HEALTH LABORATORY NETWORK (NAHLN) LABS. THE RECIPIENT WILL COMPILE DATA AND MAINTAIN A DATABASE OF ALL SURVEILLANCE TESTING CONDUCTED BY COMMERCIAL UNITS IN KY. THE RECIPIENT WILL ALSO ENTER AND MAINTAIN DATA INVOLVING COMMERCIAL POULTRY MOVEMENTS (ESPECIALLY MOVEMENT INTO THE STATE). THE RECIPIENT WILL PERFORM REQUIRED FACILITY INSPECTIONS, RECORDS INSPECTIONS, AND AUDITS TO ENSURE THAT COMMERCIAL NPIP PARTICIPANTS ARE MEETING NPIP REQUIREMENTS FOR SANITATION, BIOSECURITY, DISEASE SURVEILLANCE, RECORDKEEPING AND OTHER APPLICABLE NPIP REQUIREMENTS. SPECIFIC TO DISEASE OUTBREAK PREPAREDNESS, THE RECIPIENT WILL WORK WITH THE KIFCO COMPANY TO FACILITATE MAINTENANCE OF AND TRAINING IN USE OF THE RECIPIENT’S DEPOPULATION FOAM MACHINES. THE RECIPIENT WILL ALSO CONDUCT A REVIEW OF KENTUCKY’S LPAI ISRCP WITH THE NEW KY STATE VETERINARIAN, DEPUTY STATE VETERINARIAN AND PHAC DURING THE 2023 GRANT CYCLE. DELIVERABLES AND EXPECTED OUTCOMES: THESE INCLUDE: CONTINUED IMPLEMENTATION OF THE NPIP LPAI H5/H7 MONITORED PROGRAM AND THE AVIAN I NFLUENZA CLEAN PROGRAM FOR COMMERCIAL OPERATIONS; SUMMARIES OF AI SURVEILLANCE TESTING CONDUCTED; SUMMARIES OF FACILITY INSPECTIONS AND AUDITS PERFORMED; OPPORTUNITIES FOR INDUSTRY, KY DEPARTMENT OF AGRICULTURE (KDA), KPF, STATE NAHLN LABS AND USDA TO COMMUNICATE AND ADDRESS COMMON DISEASE CONCERNS; A RELEVANT, APPROVED, AND EXERCISED LPAI ISRCP; OTHER DISEASE RESPONSE PREPARATIONS (MAPPING, MOUS, PERMITTING FOR LPAI INCIDENTS, SUBMISSION FORMS, ETC.). INTENDED BENEFICIARIES: PARTIALLY SUBSIDIZED TESTING AT KY NAHLN LABS WILL ALLOW THESE LABS TO MAINTAIN THEIR TESTING INFRASTRUCTURE AND PROFICIENCY FOR AI TESTING. THIS ALLOWS THE KY LABS TO OFFER TESTING THAT MIGHT NOT OTHERWISE BE AVAILABLE, FOR NON-COMMERCIAL KENTUCKY POULTRY PRODUCERS. THIS CAPABILITY ALSO ALLOWS THE KY NAHLN LABS TO SERVE IN A “SURGE” CAPACITY IF AN AI OUTBREAK OCCURS WITHIN THE STATE. ADMINISTRATION OF THE NPIP BY THE RECIPIENT PROVIDES A HUGE BENEFIT TO KY’S COMMERCIAL INDUSTRY, AS WELL AS NON-COMMERCIAL PRODUCERS BY PROVIDING WELL ESTABLISHED GUIDELINES AND MEASURES TO ELIMINATE OR MANAGE PRODUCTION DISEASES THAT GREATLY IMPACT PRODUCTION EFFICIENCY AND EVEN CONSUMER (HUMAN) HEALTH. AWARD PURPOSE: THE PURPOSES OF THE 2023-24 KENTUCKY POULTRY FEDERATION – AVIAN HEALTH/ NATIONAL POULTRY IMPROVEMENT PLAN (NPIP) COOPERATIVE AGREEMENT INCLUDE: CONTRIBUTION TO SURVEILLANCE TESTING FOR EARLY DETECTION OF NOTIFIABLE (H5/H7 NAI SUBTYPES) AVIAN INFLUENZA (AI) IN KENTUCKY (KY) COMMERCIAL BREEDER AND BROILER FLOCKS; ENSURING THAT KY COMMERCIAL POULTRY NPIP PARTICIPANTS ARE ADHERING TO PROGRAM REQUIREMENTS FOR NPIP; CONTINUING TO REFINE, UPDATE AND EXERCISE KY’S LOW PATHOGENIC AVIAN INFLUENZA (LPAI) INITIAL STATE RESPONSE AND CONTAINMENT PLAN (ISRCP); AND OTHERWISE MAINTAINING PREPAREDNESS FOR AN AI OUTBREAK AFFECTING KY’S COMMERCIAL POULTRY PRODUCTION UNITS. ACTIVITIES TO BE PERFORMED: RECIPIENT’S FUNDING WILL PARTIALLY OFFSET COSTS TO COMMERCIAL POULTRY PRODUCERS FOR AI TESTING PERFORMED BY KY NATIONAL ANIMAL HEALTH LABORATORY NETWORK (NAHLN) LABS. THE RECIPIENT WILL COMPILE DATA AND MAINTAIN A DATABASE OF ALL SURVEILLANCE TESTING CONDUCTED BY COMMERCIAL UNITS IN KY. THE RECIPIENT WILL ALSO ENTER AND MAINTAIN DATA INVOLVING COMMERCIAL POULTRY MOVEMENTS (ESPECIALLY MOVEMENT INTO THE STATE). THE RECIPIENT WILL PERFORM REQUIRED FACILITY INSPECTIONS, RECORDS INSPECTIONS, AND AUDITS TO ENSURE THAT COMMERCIAL NPIP PARTICIPANTS ARE MEETING NPIP REQUIREMENTS FOR SANITATION, BIOSECURITY, DISEASE SURVEILLANCE, RECORDKEEPING AND OTHER APPLICABLE NPIP REQUIREMENTS. SPECIFIC TO DISEASE OUTBREAK PREPAREDNESS, THE RECIPIENT WILL WORK WITH THE KIFCO COMPANY TO FACILITATE MAINTENANCE OF AND TRAINING IN USE OF THE RECIPIENT’S DEPOPULATION FOAM MACHINES. THE RECIPIENT WILL ALSO CONDUCT A REVIEW OF KENTUCKY’S LPAI ISRCP WITH THE NEW KY STATE VETERINARIAN, DEPUTY STATE VETERINARIAN AND PHAC DURING THE 2023 GRANT CYCLE. DELIVERABLES AND EXPECTED OUTCOMES: THESE INCLUDE: CONTINUED IMPLEMENTATION OF THE NPIP LPAI H5/H7 MONITORED PROGRAM AND THE AVIAN I NFLUENZA CLEAN PROGRAM FOR COMMERCIAL OPERATIONS; SUMMARIES OF AI SURVEILLANCE TESTING CONDUCTED; SUMMARIES OF FACILITY INSPECTIONS AND AUDITS PERFORMED; OPPORTUNITIES FOR INDUSTRY, KY DEPARTMENT OF AGRICULTURE (KDA), KPF, STATE NAHLN LABS AND USDA TO COMMUNICATE AND ADDRESS COMMON DISEASE CONCERNS; A RELEVANT, APPROVED, AND EXERCISED LPAI ISRCP; OTHER DISEASE RESPONSE PREPARATIONS (MAPPING, MOUS, PERMITTING FOR LPAI INCIDENTS, SUBMISSION FORMS, ETC.). INTENDED BENEFICIARIES: PARTIALLY SUBSIDIZED TESTING AT KY NAHLN LABS WILL ALLOW THESE LABS TO MAINTAIN THEIR TESTING INFRASTRUCTURE AND PROFICIENCY FOR AI TESTING. THIS ALLOWS THE KY LABS TO OFFER TESTING THAT MIGHT NOT OTHERWISE BE AVAILABLE, FOR NON-COMMERCIAL KENTUCKY POULTRY PRODUCERS. THIS CAPABILITY ALSO ALLOWS THE KY NAHLN LABS TO SERVE IN A “SURGE” CAPACITY IF AN AI OUTBREAK OCCURS WITHIN THE STATE. ADMINISTRATION OF THE NPIP BY THE RECIPIENT PROVIDES A HUGE BENEFIT TO KY’S COMMERCIAL INDUSTRY, AS WELL AS NON-COMMERCIAL PRODUCERS BY PROVIDING WELL ESTABLISHED GUIDELINES AND MEASURES TO ELIMINATE OR MANAGE PRODUCTION DISEASES THAT GREATLY IMPACT PRODUCTION EFFICIENCY AND EVEN CONSUMER (HUMAN) HEALTH. SIMILARLY, THE RECIPIENT’S CONTRIBUTION TO DEVELOPMENT, MAINTENANCE, AND EXERCISE OF KY’S LPAI ISRCP BENEFITS COMMERCIAL AND NON-COMMERCIAL PRODUCERS IN KENTUCKY OR ADJACENT STATES BY HAVING AN EFFECTIVE, WELL THOUGHT-OUT RESPONSE PLAN TO MITIGATE AN H5/H7 LPAI OUTBREAK. SUBRECIPIENT ACTIVITIES: THE RECIPIENT HAS INCLUDED A SUBAWARD IN ITS WORK PLAN TO REIMBURSE KIFCO (HAVANA, IL) FOR ROUTINE MAINTENANCE OF THE RECIPIENT’S TWO FOAMING UNITS, WHICH ARE MANUFACTURED BY KIFCO AND THAT ARE CRITICAL FOR DEPOPULATION EFFORTS IN COMMERCIAL BROILER OPERATIONS IN THE EVENT OF AN AI DISEASE OUTBREAK.
