IN THE RECENT PAST, FARMERS SERVED BY BIG RIVER FARMS HAVE REQUESTED MORE ROBUST ONE-ON-ONE ASSISTANCE WITH CROP PRODUCTION, BUSINESS AND FINANCIAL PLANNING, AND OTHER AREAS. AT THE SAME TIME, BIG RIVER FARMS HAS BEEN REPEATEDLY APPROACHED BY SMALL ORGANIZATIONS FOR ASSISTANCE WITH BUILDING THEIR OWN CAPACITY TO PROVIDE TECHNICAL ASSISTANCE TO UNDERSERVED FARMERS.THROUGH THIS PROJECT, BIG RIVER FARMS SEEKS TO STRENGTHEN OUR CAPACITY AND THAT OF OUR PROJECT PARTNERS TO PROVIDE TECHNICAL ASSISTANCE IN AGRICULTURAL PRODUCTION AND ACCESS TO USDA PROGRAMS AND SERVICES. IN 2021, WE OPENED THE PAND P MAKESHOP, A BUSINESS INCUBATOR FOR FOOD MANUFACTURING BUSINESSES OWNED BY WOMEN AND PEOPLE OF COLOR. WE CREATE NEW PATHS TO MARKET FOR LOCAL FOOD PRODUCERS AND CONNECT OUR COMMUNITY WITH LOCALLY MADE PRODUCTS.THIS GRANT WILL GIVE US THE OPPORTUNITY TO DOUBLE OUR LOCAL FOOD THROUGHPUT AND CREATE OPPORTUNITIES FOR TRADITIONALLY UNDERREPRESENTED AND UNDERSERVED POPULATIONS THROUGHOUT THE FOOD CHAIN, FROM FARM TO PRODUCER PROCESSOR TO HOME KITCHEN. EVIDENCE FOR EXISTING INEQUITIES AND VULNERABILITIES IS DOCUMENTED IN DATA FROM NUMEROUS LOCAL AND REGIONAL STUDIES AND REPORTS. WHILE THESE DATA SETS PROVIDE IMPORTANT INFORMATION, A MORE COMPREHENSIVE, REGIONAL ASSESSMENT IS NEEDED TO CAPTURE ADDITIONAL SUPPLY CHAIN GAPS (ANECDOTALLY KNOWN, BUT NOT REPRESENTED IN THE DATA), AND TO COMBINE DATA FROM DIFFERENT FOOD SYSTEM SECTORS TOGETHER. IN 2020, THE COVID-19 PANDEMIC EXACERBATED ALL OF OUR REGIONAL FOOD SYSTEMS GAPS AND WEAKNESSES. MANY SECTORS AND FOOD SYSTEM ENTITIES WERE DISRUPTED AND HAD TO INNOVATE AS QUICKLY AS POSSIBLE. THE PANDEMIC AMPLIFIED EXISTING FOOD SYSTEM INEQUITIES AS WELL. COMMUNITY MEMBERS HIT HARDEST BY PANDEMIC SUPPLY CHAIN DISRUPTIONS INCLUDED NOT ONLY INDIVIDUALS EXPERIENCING FOOD INSECURITY, BUT PARTICULARLY THE REGIONS PRODUCERS GROWERS AND SMALL- AND MEDIUM-SIZED FOOD BUSINESSES. THE PANDEMIC HAS ILLUMINATED THE LACK OF, AND URGENT NEED FOR, A COMPREHENSIVE REGIONAL FOOD SYSTEM PLAN FOR THE SOUTH CENTRAL WISCONSIN REGION. BUILDING ON THIS MOMENTUM WITH A COMPREHENSIVE AND INCLUSIVE REGIONAL FOOD ACTION PLAN WILL BETTER PROTECT OUR REGIONAL FOOD SYSTEM IN THE EVENT OF FUTURE EMERGENCIES. THIS GRANT SUPPORTS THE COSTS INCURRED TO IMPLEMENT MEASURES TO RESPOND TO THE NOVEL CORONAVIRUS 2019 (COVID-19), WHICH MAY INCLUDE WORKPLACE SAFETY, MARKET PIVOTS, RETROFITTING FACILITIES, TRANSPORTATION, WORKER HOUSING, AND MEDICAL EXPENSES. IT PROVIDES NEEDED RELIEF TO THE FOOD PROCESSORS, DISTRIBUTORS, FARMERS MARKETS, AND PRODUCERS FOR THEIR COSTS INCURRED BETWEEN JANUARY 27, 2020, THE DATE UPON WHICH THE PUBLIC HEALTH EMERGENCY WAS DECLARED BY THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICE (HHS) UNDER SECTION 319 OF THE PUBLIC HEALTH SERVICE ACT, AND DECEMBER 31, 2021. BENEFICIARIES INCLUDE THE EMPLOYEES OF THE FOOD PROCESSORS, DISTRIBUTORS, FARMERS MARKETS, AND PRODUCERS.
