PURPOSE: THE PURPOSE OF THE PROJECT IS TO CREATE A HEALTHCARE SUPPLY CHAIN DATA ENGINEERING CENTER (CENTER) AT LINCOLN MEMORIAL UNIVERSITY'S (LMU) SCHOOL OF ENGINEERING TO PROVIDE TECHNOLOGICAL INFRASTRUCTURE AND SERVE AS AN ENGINE OF PROGRESS FOR THE REGION THUS LEADING TO ECONOMIC DIVERSIFICATION, MODERNIZATION, AND GENERAL GROWTH IN EAST TENNESSEE AND BEYOND. THE CENTER WILL PROVIDE AN OPEN-SOURCE CODE BASE AND SEVERAL PILOT PROJECTS TO EDUCATE HISTORICALLY DISADVANTAGED AND RURAL AREAS WITH APPALACHIA.TECHNOLOGIES TO BE EMPLOYED BY THE ESTABLISHMENT OF A STATE-OF-THE-ART COMPUTER SCIENCE RESEARCH FACILITY INCLUDE USE OF STANDARDIZED ELECTRONIC DATA INTERCHANGE (EDI) FORMATS (E.G., USED IN COMMON ENCODING FOR PRODUCTION AND SHIPPING PLANNING, ROUTING INSTRUCTIONS AND CARBON FOOTPRINT TRACKING), ELLIPTIC CURVE CRYPTOGRAPHY (ENSURES TRANSACTIONS PROVIDE PRIVACY AND ACCOUNTABILITY), DEVICE IDENTIFICATION (CAPITALIZING ON AND USING THE GLOBAL UNIQUE DEVICE IDENTIFICATION DATABASE ESTABLISHED BY THE U.S. FOOD AND DRUG ADMINISTRATION) AND BLOCKCHAIN (TRACKING VIA HYPERLEDGER FOUNDATION). SUCH TECHNOLOGIES DESIGNED INTO THE PROJECT AID IN PROVIDING STANDARDIZED PART NOMENCLATURE, BROADENED USE OF EDI FOR LOGISTICS AND SUPPLY CHAIN MANAGEMENT. IN ADDITION TO THE TECHNOLOGIES, SUCH A CENTER PURPORTS TO MAKE USE OF, AND ADVANCEMENTS TO, TODAY'S SOMEWHAT LIMITED UPTAKE OF FDA'S UDI AND GS-1 STANDARDS WITHIN HEALTHCARE AND MEDICAL DEVICE DOMAINS AND NON-TRANSPARENT NATURE OF THE SUPPLY CHAIN FROM BOTH PRODUCT AND ECONOMIC PERSPECTIVES.ACTIVITIES TO BE PERFORMED: PROPOSER INTENDS TO ESTABLISH A HEALTHCARE SUPPLY CHAIN DATA ENGINEERING CENTER? (AT LINCOLN MEMORIAL UNIVERSITY (LMU) SCHOOL OF ENGINEERING LOCATED IN EAST TENNESSEE). THE TWO PRIMARY ACTIVITIES PROPOSED ARE THE CREATION OF AN OPEN-SOURCE DISTRIBUTION (OSD) PROJECT AND EDUCATIONAL OPPORTUNITIES (FOR BUSINESSES AND INITIALLY FOCUSED ON PEOPLE OF APPALACHIA) VIA STANDARDIZATION AND MODERNIZATION THROUGH CREATION OF A MULTI-DISCIPLINARY CENTER WITH AN EMPHASIS ON HEALTHCARE, ECONOMICS, SUPPLY CHAIN, AND COMPUTER SCIENCE. EXPECTED OUTCOMES: THE CENTER?S WORK PRODUCT WILL BE THE DEVELOPMENT AND PROMULGATION OF AN OPEN-SOURCE SOFTWARE PLATFORM WITH UNIFORM ACCESS TO ALL STAKEHOLDERS INVOLVED IN THE MEDICAL DEVICE SUPPLY CHAIN (MDSC). THE PROPOSER INTENDS TO ESTABLISH A HEALTHCARE SUPPLY CHAIN DATA ENGINEERING CENTER (AT LMU SCHOOL OF ENGINEERING). OUTCOMES AND IMPACTS PROPOSED INCLUDE ADDRESSING ANTIQUATED AND FRAGMENTED SYSTEMS IN PLACE; MAKING TRANSPARENT (CURRENT HIDDEN COSTS AND LACK OF TRANSPARENCY) FINANCIAL BOTTOM LINES AND TRUE COST OF DISTRIBUTION OF MEDICAL PRODUCTS (E.G., DEVICES); SUPPLY CHAIN VULNERABILITIES AND INHIBITED COMPETITION; AND ADDRESSING ADMINISTRATIVE BURDENS AND INEFFICIENCIES.INTENDED BENEFICIARIES: THIS CENTER INTENDS TO LEVERAGE MODERN TECHNOLOGY AND BEST PRACTICES TO CREATE A ROBUST, TRANSPARENT, AND EFFICIENT SUPPLY CHAIN SOLUTION THAT MEETS THE EVOLVING NEEDS OF HEALTHCARE PROVIDERS, SUPPLIERS, AND LOGISTICS PARTNERS. ADDRESSING PRESENT-DAY HIDDEN COSTS - AND GIVEN THE LACK OF TRANSPARENCY WITH THE MDSC - IT IS EXPECTED THAT HOSPITALS AND GROUP PURCHASING ORGANIZATIONS WILL BE IN A BETTER POSITION TO NEGOTIATE SUPPLY CHAIN PRODUCT PRICES. FURTHERMORE, NEARLY ALL STAKEHOLDERS IN THE SUPPLY CHAIN WILL BENEFIT FROM TRACKING, AND (PRESUMABLY) ENSURE TRANSPARENCY, SECURITY, AND IMMUTABILITY.EASTERN TENNESSEE AND PEOPLE FROM APPALACHIA WILL BENEFIT FROM AVAILABILITY OF A FREELY AVAILABLE LABORATORY, EDUCATIONAL, AND TEMPLATE RESOURCES AS LMU SCHOOL OF ENGINEERING WOULD SERVE AS A HUB FOR DEVELOPING AND IMPLEMENTING OSD.SUBRECIPIENT ACTIVITIES: THERE ARE NO PLANNED SUBAWARDS.

IT HINDERS THE BREEDING PROCESS IN MANY CASES. IT WOULD BE BENEFICIAL TO FIND A MARKER TO DETECT THE PRESENCE OF A UTERINE PROBLEM EARLIER IN THE COURSE OF THE DISEASE. HORSES DO NOT TYPICALLY SHOW OVERT CLINICAL SIGNS WHEN THEY HAVE A UTERINE ABNORMALITY. THE AIM OF THE STUDY IS TO CONDUCT A LARGE-SCALE EVALUATION OF NORMAL AND ABNORMAL (FIBROSED) UTERINE TISSUE TO DETERMINE THE RELATIONSHIP BETWEEN INFLAMMATION IN THE UTERUS, TISSUE REMODELING, AND DEVELOPMENT OF ABNORMAL UTERINE TISSUE IN MARES. WE HOPE TO DETERMINE IF THERE ARE IMPORTANT MARKERS FOUND IN BLOOD THAT CAN HELP DETECT DISEASES OF THE UTERUS EARLIER. TWO SAMPLES OF UTERINE TISSUE WILL BE OBTAINED (ROUTINE UTERINE BIOPSY) AND A BLOOD SAMPLE WILL ALSO BE OBTAINED. THE BIOPSIES WILL BE USED FOR TESTING FOR CYTOKINES VIA PCR, PROTEINS VIA MASS SPECTROPHOTOMETRY, AND HISTOLOGY/IMMUNOHISTOCHEMISTRY TO GRADE THE FIBROSIS PRESENT IN THE UTERUS. THE BLOOD SAMPLE WILL BE EVALUATED AS WELL TO DETERMINE IF THERE IS A CONSISTENT MARKER PRESENT WHEN THERE IS FIBROSIS PRESENT IN THE UTERUS.
