THE RURAL IMPACT DEMONSTRATION PROJECT IS A NATIONAL PARTNERSHIP INCLUDING THE WHITE HOUSE RURAL COUNCIL, THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, THE AMERICAN PEDIATRICS ASSOCIATION, COMMUNITY ACTION PARTNERSHIP, THE DEPARTMENT OF EDUCATION, THE DEPARTMENT OF AGRICULTURE, THE DEPARTMENT OF LABOR AND THE CORPORATION FOR NATIONAL COMMUNITY SERVICE. LOCALLY, EACH OF THE RURAL IMPACT BACKBONE AGENCIES BRING A CADRES OF COMMUNITY PARTNERS WHO WILL COLLABORATE TO SUPPORT THIS INITIATIVE AIMED TO DECREASE RURAL AND TRIBAL CHILD POVERTY BY USING THE TWO GENERATION APPROACH. RURAL IMPACT IS, AT THE HIGHEST LEVEL, A STRATEGY TO REDUCE CHILD POVERTY IN RURAL AND TRIBAL AREAS. RURAL IMPACT HYPOTHESIZES THAT WITH A VARIETY OF TECHNICAL ASSISTANCE SERVICES AND INTENTIONAL EFFORTS BY THE FEDERAL GOVERNMENT TO BREAK POLICY BARRIERS AND ENCOURAGE COOPERATION AND ALIGNMENT AMONG FEDERAL PROGRAMS, RURAL AND TRIBAL COMMUNITIES WILL MAKE CHANGES IN THE WAY SERVICES ARE DELIVERED AND TRACKED SUCH THAT THE NEEDS OF LOW-INCOME CHILDREN AND PARENTS ARE ADDRESSED TOGETHER IN A TWO-GENERATION APPROACH. WHILE ADDRESSING THE NEEDS OF FAMILIES IS NOT A NEW APPROACH TO FIGHTING POVERTY, THE CURRENT WAVE OF TWO-GENERATION STRATEGIES IS CUTTING-EDGE IN THAT IT SEEKS TO INTENTIONALLY INTEGRATE HIGH-QUALITY SERVICES FOR CHILDREN AND PARENTS IN NEW AND EXPLICIT WAYS. AT THE END OF THE PROJECT, THE GOAL IS TO HAVE A SET OF 10 INNOVATIVE TWO-GENERATION MODELS, 4 OR 5 ACTUAL INNOVATIONS TESTED DURING THE SIX-MONTH IMPLEMENTATION PHASE, AND A NUMBER OF EXAMPLES OF FAMILIES THAT HAVE RECEIVED SERVICES IN A WAY THEY WOULD NOT HAVE RECEIVED THEM PRIOR TO RURAL IMPACT. THE LONGER TERM OUTCOMES INCLUDE INCREASED ENROLLMENT IN QUALITY EARLY CHILDHOOD PROGRAMS, INCREASED HIGH SCHOOL / GED AND POST-SECONDARY CREDENTIALS FOR PARENTS, INCREASED PARENTAL EMPLOYMENT, INCREASED CHILD AND FAMILY WELL-BEING, AND ULTIMATELY, A REDUCTION IN RURAL AND TRIBAL CHILD POVERTY. RURAL IMPACT IS A SUSTAINED CAMPAIGN TO ADDRESS RURAL CHILD POVERTY BY SUPPORTING IMPROVED WELL-BEING AND UPWARD ECONOMIC MOBILITY OF CHILDREN IN RURAL AND TRIBAL PLACES. THERE ARE SEVERAL GOALS FOR THE PROPOSED EFFORT WHICH ARE AS FOLLOWS: * ENHANCE PUBLIC AWARENESS OF RURAL CHILD POVERTY AND ITS IMPACT ON THE FUTURE OF RURAL COMMUNITIES AND AMERICA'S GLOBAL COMPETITIVENESS; * AMPLIFY THE ADMINISTRATION'S ANTI-POVERTY AND ECONOMIC MOBILITY AGENDA THROUGH A RURAL LENS; * IMPROVE IMPLEMENTATION AND ACCESSIBILITY OF PROGRAMS TO BETTER SERVE RURAL CHILDREN AND FAMILIES; AND * DEVELOP A MODEL FOR FUTURE FEDERAL ACTION AROUND CHILD POVERTY THROUGH FOCUSED INVESTMENTS IN RURAL PLACES ENGAGING IN TWO-GENERATION, BUNDLED SERVICES APPROACHES. THE COMMUNITY ACTION PARTNERSHIP, THROUGH ITS LEARNING COMMUNITY RESOURCE CENTER, WILL WORK WITH THE CORPORATION FOR NATIONAL & COMMUNITY SERVICE (CNCS) TO PROVIDE SUPPORT TO THE WHITE HOUSE RURAL COUNCIL'S RURAL IMPACT EFFORT. THE PARTNERSHIP WILL WORK WITH CNCS TO MANAGE THE VISTA SELECTION, PLACEMENT, AND VISTA VOLUNTEER MANAGEMENT PROCESSES.
