THE HOME PROGRAM WAS ESTABLISHED IN 1990 THROUGH TITLE II OF THE CRANSTON-GONZALEZ NATIONAL AFFORDABLE HOUSING ACT (NAHA). SINCE ITS INCEPTION, THE HOME PROGRAM HAS DISTRIBUTED MORE THAN $39 BILLION TO CREATE OVER 1,350,000 UNITS OF AFFORDABLE HOUSING AND PROVIDE TENANT BASED RENTAL ASSISTANCE TO MORE THAN 375,000 HOUSEHOLDS THROUGHOUT THE NATION. HOME FUNDS ARE APPROPRIATED ANNUALLY TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), WHICH IN TURN DISTRIBUTES THE FUNDS TO STATES AND LOCAL GOVERNMENTS THAT QUALIFY AS PARTICIPATING JURISDICTIONS. FORTY PERCENT OF HOME FUNDS ARE ALLOCATED TO STATES AND 60 PERCENT ARE ALLOCATED TO LOCALITIES. PARTICIPATING JURISDICTIONS (PJS) CAN UNDERTAKE HOME PROJECTS DIRECTLY OR PROVIDE HOME FUNDS TO DEVELOPERS OR OWNERS OF AFFORDABLE HOUSING OR OTHER PARTNERS. AS THE LEAD LEA, IEMPIRE ACADEMY WILL WORK CLOSELY WITH ALL SCHOOLS TO IMPLEMENT OUR SAN BERNARDINO COUNTY CHARTER SCHOOL CONSORTIUM FOR STOP SCHOOL VIOLENCE PREVENTION PROGRAM (“SBCC”). SBCC SERVES A DIVERSE, HIGH-NEEDS POPULATION AT 17 SCHOOL SITES: 84% ARE CLASSIFIED AS ECONOMICALLY DISADVANTAGED BY THE CALIFORNIA DEPARTMENT OF EDUCATION; 71% ARE HISPANIC, 21% AFRICAN AMERICAN, 4% WHITE, AND 4% OF MIXED-RACE. MORE THAN 60% OF OUR STUDENTS LIVE IN SINGLE-FAMILY HOMES, WITH A HIGH SCHOOL GRADUATION RATE OF ONLY 68%. UNFORTUNATELY, SAN BERNARDINO RANKED 19TH AMONGST THE MOST DANGEROUS CITIES IN THE U.S. FOR 2021. AND IS THE MOST DANGEROUS CITY IN CALIFORNIA. SAN BERNARDINO FILED BANKRUPTCY IN 2012 FOLLOWING THE 2008 FINANCIAL CRISIS WHICH SEVERELY IMPACTED THE CITY’S ABILITY TO ADDRESS VIOLENCE IN OUR COMMUNITY. CONSORTIUM SCHOOLS HAVE A SIGNIFICANT NEED FOR STOP GRANT FUNDING AND RESIDE IN A FEDERALLY DESIGNATED QUALIFIED OPPORTUNITY ZONE. OUR REQUEST IS ALIGNED WITH THE FIVE PURPOSE AREAS: 1) IMPLEMENTING SCHOOL SAFETY TECHNOLOGY; 2) DEVELOPING AND IMPLEMENTING MULTI-DISCIPLINARY BEHAVIORAL THREAT ASSESSMENT TEAMS (BTA) WHICH WILL CONDUCT EVALUATIONS THAT TRACK DATA PERTAINING TO THE USE OF BTA, THE DEMOGRAPHIC CHARACTERISTICS OF THOSE WHO UNDERGO ASSESSMENTS AND THE REFERRAL RESULTS OF THOSE ASSESSMENTS; 3) TRAINING SCHOOL PERSONNEL AND EDUCATING STUDENTS ON PREVENTING SCHOOL VIOLENCE; 4) CONDUCTING SPECIALIZED TRAINING FOR LAW ENFORCEMENT WHO WORK IN SCHOOLS AND WITH SCHOOL-AGE POPULATION; AND 5) HIRING SCHOOL PERSONNEL TO DIRECTLY SUPPORT THE PREVENTION OF SCHOOL VIOLENCE. PROGRAMS, TRAINING AND ACTIVITIES TO SUPPORT OUR GOALS ARE EVIDENCE-BASED, COMPREHENSIVE, AND DESIGNED TO MEET THE INDIVIDUAL NEEDS OF OUR STAFF, STUDENTS AND COMMUNITY. OUR APPLICATION INCLUDES RESUMES FOR KEY PERSONNEL, A TIMELINE, AND A MEMORANDUM OF UNDERSTANDING WITH COMMUNITY PARTNERS. THE HOME PROGRAM WAS ESTABLISHED IN 1990 THROUGH TITLE II OF THE CRANSTON-GONZALEZ NATIONAL AFFORDABLE HOUSING ACT (NAHA). SINCE ITS INCEPTION, THE HOME PROGRAM HAS DISTRIBUTED MORE THAN $39 BILLION TO CREATE OVER 1,350,000 UNITS OF AFFORDABLE HOUSING AND PROVIDE TENANT BASED RENTAL ASSISTANCE TO MORE THAN 375,000 HOUSEHOLDS THROUGHOUT THE NATION. HOME FUNDS ARE APPROPRIATED ANNUALLY TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD), WHICH IN TURN DISTRIBUTES THE FUNDS TO STATES AND LOCAL GOVERNMENTS THAT QUALIFY AS PARTICIPATING JURISDICTIONS. FORTY PERCENT OF HOME FUNDS ARE ALLOCATED TO STATES AND 60 PERCENT ARE ALLOCATED TO LOCALITIES. HOME ASSISTED HOUSING MUST ALSO MEET CERTAIN DEFINITIONS OF AFFORDABILITY AND MUST CONTINUE TO REMAIN AFFORDABLE TO LOW-INCOME HOUSEHOLDS FOR 5, 10, 15, OR 20 YEARS DEPENDING ON THE TYPE OF ACTIVITY FOR WHICH FUNDS ARE USED AND THE AMOUNT OF HOME FUNDING CONTRIBUTED TO THE PROJECT. PARTICIPATING JURISDICTIONS (PJS) CAN UNDERTAKE HOME PROJECTS DIRECTLY OR PROVIDE HOME FUNDS TO DEVELOPERS OR OWNERS OF AFFORDABLE HOUSING OR OTHER PARTNERS. HOME FUNDS ARE TYPICALLY PROVIDED AS GRANTS, VARIOUS TYPES OF LOANS, LOAN GUARANTEES TO LENDING ORGANIZATIONS, INTEREST RATE SUBSIDIES, OR EQUITY INVESTMENTS.; EXPECTED OUTCOMES: BASED ON THE PRIORITIES IDENTIFIED IN A FIVE-YEAR CONSOLIDATED PLAN AND ANNUAL ACTION PLAN SUBMITTED TO HUD, PARTICIPATING JURISDICTIONS USE HOME FUNDS TO ACQUIRE OWNER OR RENTER OCCUPIED HOUSING IN STANDARD CONDITION TO BE OCCUPIED BY LOW-INCOME HOUSEHOLDS; NEWLY CONSTRUCT OR REHABILITATE AFFORDABLE RENTAL OR OWNER-OCCUPIED HOUSING, PROVIDE HOMEOWNERSHIP ASSISTANCE TO LOW-INCOME HOMEBUYERS, AND/OR PROVIDE TENANT BASED RENTAL ASSISTANCE TO LOW-INCOME HOUSEHOLDS. BY STATUTE, EACH PARTICIPATING JURISDICTION MUST RESERVE AT LEAST 15 PERCENT OF ITS HOME FUNDING FOR PROJECTS OWNED, DEVELOPED, OR SPONSORED BY COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS (CHDOS). ADDITIONALLY, A PARTICIPATING JURISDICTION MAY USE UP TO 10 PERCENT OF ITS HOME ALLOCATION FOR PROGRAM ADMINISTRATION. THE QUANTIFIABLE RESULTS OF THIS PROGRAM CHANGE ON A CONSTANT BASIS. HOWEVER, THEY CAN BE TRACKED VIA THE HOME NATIONAL PRODUCTION REPORT. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. PURPOSE: THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROVIDES ANNUAL GRANTS ON A FORMULA BASIS TO STATES, CITIES, AND COUNTIES TO DEVELOP VIABLE URBAN COMMUNITIES BY PROVIDING DECENT HOUSING AND A SUITABLE LIVING ENVIRONMENT, AND BY EXPANDING ECONOMIC OPPORTUNITIES, PRINCIPALLY FOR LOW- AND MODERATE-INCOME PERSONS. THE PROGRAM IS AUTHORIZED UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW 93-383, AS AMENDED 42 U.S.C. 5301 ET SEQ. THE CDBG PROGRAM COVERS FOUR DISTINCT PROGRAMS, EACH WITH THEIR OWN SET OF GOVERNING REGULATIONS: CDBG ENTITLEMENT, CDBG NON-ENTITLED COUNTIES IN HAWAII, CDBG INSULAR AREAS, AND STATE CDBG. IN THE CDBG ENTITLEMENT PROGRAM, HUD AWARDS GRANTS TO ENTITLEMENT COMMUNITY GRANTEES TO CARRY OUT A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES. ENTITLEMENT COMMUNITIES DEVELOP THEIR OWN PROGRAMS AND FUNDING PRIORITIES. IN THE CDBG NON-ENTITLED COUNTIES IN HAWAII PROGRAM, THREE COUNTIES QUALIFY: HAWAII, KAUAI, AND MAUI. THE FY 2004 APPROPRIATIONS ACT REQUIRED THE GOVERNOR OF HAWAII TO DECIDE IF THE STATE WISHED TO PARTICIPATE IN THE STATE CDBG PROGRAM BY JULY 31, 2004. THE STATE MADE THE DECISION NOT TO PARTICIPATE IN THE PROGRAM. AS A RESULT OF THIS DECISION HUD'S HONOLULU FIELD OFFICE ADMINISTERS THE NON-ENTITLED GRANTS IN HAWAII. FUNDS ARE ALLOCATED USING A FORMULA BASED ON POPULATION, POVERTY, AND HOUSING OVERCROWDING, WITH THE POVERTY FACTOR CARRYING A DOUBLE WEIGHT. FOR THE CDBG INSULAR AREAS PROGRAM, HUD ANNUALLY ALLOCATES CDBG GRANTS TO FOUR DESIGNATED AREAS: AMERICAN SAMOA; GUAM; NORTHERN MARIANA ISLANDS; AND THE U.S. VIRGIN ISLANDS. THE FUNDS ARE ALLOCATED IN PROPORTION TO THE POPULATIONS OF THE ELIGIBLE TERRITORIES. THE PROGRAM IS ADMINISTERED BY HUD'S FIELD OFFICES IN PUERTO RICO AND HAWAII. UNDER THE STATE CDBG PROGRAM, STATES PASS THROUGH CDBG GRANTS TO UNITS OF GENERAL LOCAL GOVERNMENT. ANNUALLY, EACH STATE DEVELOPS FUNDING PRIORITIES AND CRITERIA FOR SELECTING PROJECTS. SINCE STATES ARE IN THE BEST POSITION TO KNOW, AND TO RESPOND TO, THE NEEDS OF LOCAL GOVERNMENTS, CONGRESS AMENDED THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (HCD ACT) IN 1981 TO GIVE EACH STATE THE OPPORTUNITY TO ADMINISTER CDBG FUNDS FOR NON-ENTITLEMENT AREAS. NON-ENTITLEMENT AREAS INCLUDE THOSE UNITS OF GENERAL LOCAL GOVERNMENT WHICH DO NOT RECEIVE CDBG FUNDS DIRECTLY FROM HUD. GENERALLY, NON-ENTITLEMENT AREAS ARE CITIES WITH POPULATIONS OF LESS THAN 50,000 (EXCEPT CITIES THAT ARE DESIGNATED PRINCIPAL CITIES OF METROPOLITAN STATISTICAL AREAS), AND COUNTIES WITH POPULATIONS OF LESS THAN 200,000. EACH ACTIVITY MUST MEET ONE OF THE FOLLOWING NATIONAL OBJECTIVES FOR THE PROGRAM: BENEFIT LOW- AND MODERATE-INCOME PERSONS, PREVENTION OR ELIMINATION OF SLUMS OR BLIGHT, OR ADDRESS COMMUNITY DEVELOPMENT NEEDS HAVING A PARTICULAR URGENCY BECAUSE EXISTING CONDITIONS POSE A SERIOUS AND IMMEDIATE THREAT TO THE HEALTH OR WELFARE OF THE COMMUNITY FOR WHICH OTHER FUNDING IS NOT AVAILABLE. GENERALLY, THE FOLLOWING TYPES OF ACTIVITIES ARE INELIGIBLE: ACQUISITION, CONSTRUCTION, OR RECONSTRUCTION OF BUILDINGS FOR THE GENERAL CONDUCT OF GOVERNMENT; POLITICAL ACTIVITIES; CERTAIN INCOME PAYMENTS; CONSTRUCTION OF NEW HOUSING (WITH SOME EXCEPTIONS). UNDER THE STATE CDBG PROGRAM, STATES MAY USE $100,000 PLUS UP TO A MAXIMUM OF THREE PERCENT OF ITS CDBG ALLOCATION. AMOUNTS EXPENDED ON ADMINISTRATION IN EXCESS OF $100,000 MUST BE MATCHED. STATES MAY EXPEND UP TO THREE PERCENT OF THEIR CDBG ALLOCATION ON TECHNICAL ASSISTANCE ACTIVITIES. HOWEVER, THE TOTAL A STATE SPENDS ON BOTH ADMINISTRATIVE AND TECHNICAL ASSISTANCE EXPENSES MAY NOT EXCEED $100,000 PLUS THREE PERCENT OF THE STATE'S ALLOCATION. CPD HAS DEVELOPED PROFILES THAT DISPLAY GRANTEE-REPORTED ACCOMPLISHMENTS FOR SELECTED HOUSING, ECONOMIC DEVELOPMENT, PUBLIC IMPROVEMENT, AND PUBLIC SERVICE ACTIVITIES. PROFILES FOR GRANTEES WILL VARY, AS GRANTEES HAVE FLEXIBILITY IN DETERMINING THE HOUSING, ECONOMIC, AND COMMUNITY DEVELOPMENT ACTIVITIES THEY CARRY OUT WITH CDBG FUNDS. IEMPIRE ACADEMY, PART OF THE REAL JOURNEY ACADEMIES NETWORK, IS THE LEAD LOCAL EDUCATION AGENCY (LEA) FOR A CONSORTIUM OF SEVENTEEN PUBLIC CHARTER SCHOOLS IN SAN BERNARDINO COUNTY, CALIFORNIA, SERVING 9,898 STUDENTS IN GRADES K-12. AS THE LEAD LEA, IEMPIRE ACADEMY WILL WORK CLOSELY WITH ALL SCHOOLS TO IMPLEMENT OUR SAN BERNARDINO COUNTY CHARTER SCHOOL CONSORTIUM FOR STOP SCHOOL VIOLENCE PREVENTION PROGRAM (“SBCC”). SBCC SERVES A DIVERSE, HIGH-NEEDS POPULATION AT 17 SCHOOL SITES: 84% ARE CLASSIFIED AS ECONOMICALLY DISADVANTAGED BY THE CALIFORNIA DEPARTMENT OF EDUCATION; 71% ARE HISPANIC, 21% AFRICAN AMERICAN, 4% WHITE, AND 4% OF MIXED-RACE. MORE THAN 60% OF OUR STUDENTS LIVE IN SINGLE-FAMILY HOMES, WITH A HIGH SCHOOL GRADUATION RATE OF ONLY 68%. UNFORTUNATELY, SAN BERNARDINO RANKED 19TH AMONGST THE MOST DANGEROUS CITIES IN THE U.S. FOR 2021. AND IS THE MOST DANGEROUS CITY IN CALIFORNIA. SAN BERNARDINO FILED BANKRUPTCY IN 2012 FOLLOWING THE 2008 FINANCIAL CRISIS WHICH SEVERELY IMPACTED THE CITY’S ABILITY TO ADDRESS VIOLENCE IN OUR COMMUNITY. CONSORTIUM SCHOOLS HAVE A SIGNIFICANT NEED FOR STOP GRANT FUNDING AND RESIDE IN A FEDERALLY DESIGNATED QUALIFIED OPPORTUNITY ZONE. OUR REQUEST IS ALIGNED WITH THE FIVE PURPOSE AREAS: 1) IMPLEMENTING SCHOOL SAFETY TECHNOLOGY; 2) DEVELOPING AND IMPLEMENTING MULTI-DISCIPLINARY BEHAVIORAL THREAT ASSESSMENT TEAMS (BTA) WHICH WILL CONDUCT EVALUATIONS THAT TRACK DATA PERTAINING TO THE USE OF BTA, THE DEMOGRAPHIC CHARACTERISTICS OF THOSE WHO UNDERGO ASSESSMENTS AND THE REFERRAL RESULTS OF THOSE ASSESSMENTS; 3) TRAINING SCHOOL PERSONNEL AND EDUCATING STUDENTS ON PREVENTING SCHOOL VIOLENCE; 4) CONDUCTING SPECIALIZED TRAINING FOR LAW ENFORCEMENT WHO WORK IN SCHOOLS AND WITH SCHOOL-AGE POPULATION; AND 5) HIRING SCHOOL PERSONNEL TO DIRECTLY SUPPORT THE PREVENTION OF SCHOOL VIOLENCE. PROGRAMS, TRAINING AND ACTIVITIES TO SUPPORT OUR GOALS ARE EVIDENCE-BASED, COMPREHENSIVE, AND DESIGNED TO MEET THE INDIVIDUAL NEEDS OF OUR STAFF, STUDENTS AND COMMUNITY. OUR APPLICATION INCLUDES RESUMES FOR KEY PERSONNEL, A TIMELINE, AND A MEMORANDUM OF UNDERSTANDING WITH COMMUNITY PARTNERS. OUR OVERARCHING OBJECTIVE IS TO IMPROVE SECURITY AT SBCC SCHOOLS BY PROVIDING STUDENTS AND TEACHERS WITH THE TOOLS THEY NEED TO RECOGNIZE, RESPOND QUICKLY TO, AND HELP PREVENT ACTS OF VIOLENCE AND ENSURE A POSITIVE SCHOOL CLIMATE. THE RELATED GOALS, OBJECTIVES AND SPECIFIC OUTCOMES ARE INCLUDED IN THE NARRATIVE SECTION OF OUR APPLICATION. IEMPIRE ACADEMY HAS DESIGNED A MANAGEMENT PLAN TO ACHIEVE ALL THE OBJECTIVES OF THE PROPOSED PROGRAM ON TIME AND WITHIN BUDGET, INCLUDING CLEARLY DEFINED RESPONSIBILITIES OF STAFF, COMMUNITY PARTNERS, AND CONTRACTED SERVICE PROVIDERS.

IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS.
