THE SOUTHERN MISSISSIPPI PLANNING AND DEVELOPMENT DISTRICT (SMPDD), ONE OF TEN PLANNING DISTRICTS IN THE STATE, HAS A BRANCH OFFICE LOCATED IN HATTIESBURG, MISSISSIPPI. THIS BRANCH OFFICE HOUSES THE WORKFORCE DEVELOPMENT DEPARTMENT, A MEDICARE WAIVER PROGRAM, AND A WORKFORCE INVESTMENT ACT YOUTH PROGRAM. THESE DEPARTMENTS ARE TIED DIRECTLY TO OUR EFFORTS TO IMPROVE ECONOMIC DEVELOPMENT AND THE LIVES OF OUR CITIZENS THROUGHOUT THE FIFTEEN COUNTY SERVICE AREA. THE MAIN OFFICE, LOCATED IN GULFPORT, MS, HOUSES THE AREA AGENCY ON AGING, THE SENIOR AIDES PROGRAM, AND VARIOUS OTHERS DEPARTMENTS NECESSARY TO ACHIEVE THE MISSION ENVISIONED BY OUR BOARDS AND EXECUTIVE DIRECTOR. IT IS THROUGH THE AREA AGENCY ON AGING THAT THE HATTIESBURG FOSTER GRANDPARENT PROGRAM (HFGP) IS MOST SUCCESSFUL. THE HFGP PROPOSES A SENIOR CORPS FOSTER GRANDPARENT PROGRAM PROJECT WITH 30 VOLUNTEER SERVICE YEARS (VSYS) FOR A TOTAL OF $179,544. ACCORDING TO THE FEDERAL NO CHILD LEFT BEHIND ACT, SCHOOLS MUST MEET ADEQUATE YEARLY PROGRESS (AYP), MEANING THAT A CERTAIN PERCENTAGE OF STUDENTS MUST ACHIEVE AT THE PROFICIENT LEVEL OR ABOVE. ABOUT 50% OF MISSISSIPPI SCHOOLS DID NOT MEET ALL THREE COMPONENTS OF AYP (READING/LANGUAGE ARTS, MATHEMATICS AND OTHER INDICATORS). WHEN LOOKING AT EACH COMPONENT, 86% OF SCHOOLS MET AYP IN READING/LANGUAGE ARTS; 84% MET AYP IN MATHEMATICS; AND 54% MET AYP IN THE AREA OF OTHER INDICATORS. IN ADDITION, MISSISSIPPI HAS THE HIGHEST DROPOUT RATE IN THE NATION. MANY OF THESE YOUTH FIND THEIR WAY TO OUT-OF-SCHOOL PROGRAMS FOR OCCUPATIONAL TRAINING AND GEDS. EMPLOYMENT FOR THESE INDIVIDUALS IS ONLY A GLIMMER IN THE FUTURE, NOT A CERTAINTY IN LIGHT OF THE UNEMPLOYMENT RATE, THE LACK OF SUPPORT, SKILLS, AND TRAINING. THIS PROJECT CAN AIDE, IF ONLY BY EXAMPLE, THE CHARACTERISTICS NECESSARY TO ALLOW THESE CHILDREN THE PROMISE OF A SELF-SUFFICIENT TOMORROW. THE HFGP PROJECT WILL ADDRESS THE FOLLOWING FOCUS AREA: EDUCATION (AFTERSCHOOL PROGRAMS, ELEMENTARY EDUCATION, HEAD START, PRE-ELEMENTARY DAY CARE, SPECIAL EDUCATION, AND OUT-OF-SCHOOL YOUTH.) COLLECTION METHODS TO BE USED INCLUDE: ASSIGNMENT PLANS, TEACHER ASSESSMENT (PRE-/PRE- TEST), EVALUATION OF VOLUNTEER, SITE MONITORING TOOL, AND AGENCY IMPACT SURVEY. INCREASING STUDENT GROWTH AND PROFICIENCY IN ALL TESTED AREAS THROUGH PROFESSIONAL DEVELOPMENT AND STATE SUPPORT 2. FOCUSING ON EDUCATIONAL EQUITY THROUGH INCREASED ACCESS AND OPPORTUNITIES FOR ALL STUDENTS TO CLOSE OPPORTUNITY AND ACHIEVEMENT GAPS 3. ENSURING HIGH-QUALITY CLASSROOM INSTRUCTION AND SCHOOL LEADERSHIP THROUGH PROFESSIONAL DEVELOPMENT AND MEANINGFUL FEEDBACK FROM EDUCATORS 4. SETTING THE EXPECTATION THAT EVERY STUDENT GRADUATES FROM HIGH SCHOOL AND IS READY FOR COLLEGE AND CAREER 5. SUPPORTING AND IMPROVING UNDER-PERFORMING SCHOOLS THROUGH LOCAL AND STATE TECHNICAL ASSISTANCE AND INTERVENTION THE MISSISSIPPI STATEWIDE ACCOUNTABILITY SYSTEM IS A SINGLE "A" THROUGH "F" SCHOOL AND DISTRICT ACCOUNTABILITY SYSTEM BASED ON THE REQUIREMENTS OF MISSISSIPPI CODE 37-17-6 AND THE FEDERAL ELEMENTARY AND SECONDARY EDUCATION ACT OF 1965 (ESEA). THE ACCOUNTABILITY SYSTEM ASSIGNS PERFORMANCE CLASSIFICATIONS BASED ON: (A) STUDENT ACHIEVEMENT, (B) STUDENT GROWTH, (C) GRADUATION RATES, (D) PARTICIPATION RATE, AND (E) OTHER OUTCOME MEASURES. HATTIESBURG PUBLIC SCHOOLS SCORED A "D" AND MARION COUNTY SCHOOLS SCORED A "C" IN THE 2018-2019 SCHOOL YEAR. IN ADDITION, MISSISSIPPI HAS ONE OF THE HIGHEST DROPOUT RATES IN THE NATION. MANY OF THESE YOUTH FIND THEIR WAY TO OUT-OF-SCHOOL PROGRAMS FOR OCCUPATIONAL TRAINING AND GEDS. EMPLOYMENT FOR THESE INDIVIDUALS IS ONLY A GLIMMER IN THE FUTURE, NOT A CERTAINTY IN LIGHT OF THE UNEMPLOYMENT RATE, THE LACK OF SUPPORT, SKILLS, AND TRAINING.
