THIS PROPOSAL CALLS FOR THE ACQUISITION OF HIGH PERFORMANCE COMPUTING RESOURCES, LOCATED AT MISSISSIPPI STATE UNIVERSITY (MSU) AND SUPPORTING INFRASTRUCTURE, TO BUILD HPC CAPACITY IN SUPPORT OF NOAA RESEARCH AND DEVELOPMENT ACTIVITIES. THIS COMPUTING RESOURCE WILL PROVIDE HPC CAPACITY TO RUN LARGER, MORE COMPLEX, AND MORE DETAILED ENVIRONMENTAL MODELS, WHILE ADVANCING THE HISTORICAL AND ON-GOING RELATIONSHIPS BETWEEN NOAA AND NOAA COLLABORATORS AND MSU SCIENTISTS. THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) IS PROVIDING $7.992.000 IN FEDERAL FUNDING TO THE MISSISSIPPI STATE UNIVERSITY IN MISSISSIPPI STATE, MS FOR THE REGIONAL GEOSPATIAL MODELING GRANT. SPECIFICALLY, MISSISSIPPI STATE UNIVERSITY WILL USE THESE FUNDS TO SUPPORT COASTAL COMMUNITIES ALONG THE GULF OF AMERICA BY ACQUIRING AND APPLYING GEOSPATIAL DATA TO ENHANCE PREPAREDNESS AND ECONOMIC RESILIENCE AGAINST THE REGIONS UNIQUE THREATS AND HAZARDS. RII TRACK-2 FEC: AN INTERDISCIPLINARY PROGRAM FOR RESEARCH, EDUCATION, AND OUTREACH ON CLIMATE CHANGE AND ADAPTIVE RESILIENCE IN THE YAZOO - MISSISSIPPI DELTA -IN THIS COLLABORATIVE INTERDISCIPLINARY RESEARCH PROGRAM, MISSISSIPPI STATE UNIVERSITY, THE UNIVERSITY OF SOUTH CAROLINA, AND MISSISSIPPI VALLEY STATE UNIVERSITY WORK TOGETHER TO BUILD A CLIMATE CHANGE EDUCATION AND RESEARCH PROGRAM IN COMMUNITIES DISPROPORTIONATELY AFFECTED BY CLIMATE CHANGE IN THE YAZOO-MISSISSIPPI DELTA (THE DELTA). THE DELTA RESIDENTS ARE OFTEN AFFECTED BY FLOODS, DROUGHTS, AND TORNADOES. IN SPITE OF ITS RICH AGRICULTURAL HERITAGE, THE DELTA HAS HIGH POVERTY RATES, OBESITY, DIABETES, AND FOOD INSECURITY. IN THIS PROJECT, WE WILL DEVELOP A CLIMATE MODEL FOR THE DELTA, STUDY SOCIAL VULNERABILITY TO ENVIRONMENTAL HAZARDS, AND ESTIMATE RESILIENCE TO CLIMATE CHANGE. WE'LL ALSO STUDY CLIMATE IMPACTS ON HEALTH, AND CLIMATE RISK AS IT'S EXPERIENCED AND LIVED. THE PROJECT WILL PROVIDE CLIMATE LITERACY TO K-12 STUDENTS, AS WELL AS WORKFORCE DEVELOPMENT FOR LOCAL COMMUNITIES. IN ADDITION, THIS PROJECT DEVELOPS GEOSPATIAL TECHNOLOGY AND CLIMATE CHANGE COURSES FOR MISSISSIPPI COMMUNITY COLLEGES. THUS, MANY UNDERGRADUATE STUDENTS IN THE STATE WILL GAIN CLIMATE LITERACY AND BE PREPARED FOR GRADUATE SCHOOL. RESEARCH RESULTS WILL PROVIDE A ROAD MAP OF COMMUNITIES' RISKS AND VULNERABILITIES TO CLIMATE-RELATED EXTREME EVENTS. THIS PROJECT INVESTIGATES HOW HISTORICAL AND CURRENT LAND USE PATTERNS INTERSECT WITH UNEVEN CLIMATE VULNERABILITY IN THE YAZOO-MISSISSIPPI DELTA (THE DELTA). IT ALSO DETERMINES THE EXTENT OF RESILIENCE AND ADAPTIVE CAPACITY OF UNDERSERVED COMMUNITIES IN THE DELTA. THE OBJECTIVES OF THE PROJECT ARE: (1) TO DEVELOP A SCENARIO-BASED CLIMATE CHANGE MODEL AND CONDUCT A PROBABILISTIC RISK ANALYSIS FOR LAND USE AND LAND COVER CHANGES IN THE DELTA (2) TO ASSESS THE CURRENT SOCIAL VULNERABILITY TO ENVIRONMENTAL HAZARDS AND TO ESTIMATE RESILIENCE CAPACITY TO CLIMATE CHANGE; (3) TO BRIDGE THE GAP BETWEEN SPATIAL INDICATORS OF VULNERABILITY AND CLIMATE RISK AS IT IS LIVED AND EXPERIENCED; (4) TO DETERMINE THE IMPACTS OF THE INTERSECTIONS OF CLIMATE-VULNERABILITY AND PEOPLE?S HEALTH; (5) TO INCREASE CLIMATE LITERACY AND DEVELOP A WORKFORCE IN THE UNDERSERVED COMMUNITIES; AND (6) TO HELP IMPROVE ADAPTIVE CAPACITY OF THE UNDERSERVED COMMUNITIES BY WORKING WITH COMMUNITY ORGANIZATIONS. THE RESEARCH WILL USE AN INTERDISCIPLINARY APPROACH INCLUDING CLIMATE MODELING, SPATIAL AND STATISTICAL MODELING, INTERVIEWS, PHOTOVOICE, AND DOCUMENTATION OF ENVIRONMENTAL ORAL HISTORIES. THE SAGEIN PROGRAM CREATES A COMPREHENSIVE TRAINING ECOSYSTEM WHERE RESEARCH INNOVATIONS CAN BE EFFECTIVELY TRANSLATED INTO PRACTICAL SOLUTIONS THAT DRIVE RURAL ECONOMIC DEVELOPMENT. THE UNIQUE STAKEHOLDER-DRIVEN FRAMEWORK IDENTIFIES AUTHENTIC RURAL ENERGY CHALLENGES WHILE PROVIDING DIRECT PATHWAYS FOR IMPLEMENTATION AND TECHNOLOGY TRANSFER. THE PROJECT ANTICIPATES TRAINING THREE HUNDRED AND FIFTY (350) MS AND PHD STUDENTS, INCLUDING FIFTEEN (15) FUNDED TRAINEES, FROM MECHANICAL ENGINEERING, AGRICULTURAL SCIENCES, ECONOMICS, AND HUMAN SCIENCES, PREPARING THEM TO BECOME RESEARCH ENTREPRENEURS AND TECHNICAL EXPERTS IN THE RAPIDLY EVOLVING RURAL ENERGY SECTOR. THE SAGEIN PROGRAM IMPLEMENTS A THREE-PHASE EDUCATIONAL MODEL DESIGNED TO TRANSFORM GRADUATE STUDENTS INTO RESEARCH ENTREPRENEURS THROUGH INTEGRATED TECHNICAL AND PROFESSIONAL TRAINING PATHWAYS. TECHNICAL TRAINING CONSISTS OF A 12-CREDIT CERTIFICATION PROGRAM COVERING FOUR SEQUENTIAL COURSES: RENEWABLE ENERGY ASSESSMENT, SMART AGRICULTURE INTEGRATION, AI-DRIVEN SOLUTIONS, AND ENTREPRENEURIAL VENTURES. THE RESEARCH AGENDA ADVANCES KNOWLEDGE THROUGH THREE CONVERGENT THEMES THAT TEST SPECIFIC HYPOTHESES: (1) INTEGRATED LOCAL ENERGY SYSTEMS, INCLUDING SOLAR, WIND, SMALL HYDRO, AND LOW-CARBON THERMAL TECHNOLOGIES, CAN BE CO-LOCATED WITH AGRICULTURAL OPERATIONS TO ENHANCE LAND-USE EFFICIENCY AND SUPPORT ANIMAL AGRICULTURE THROUGH OPTIMIZED PHYSICAL-BIOLOGICAL INTERACTIONS; (2) MIXTURE-OF-EXPERT AI FRAMEWORKS CAN EFFECTIVELY BALANCE COMPETING OBJECTIVES IN COMPLEX RURAL ENERGY-AGRICULTURE SYSTEMS; AND (3) MULTI-DIMENSIONAL RESILIENCE METRICS CAN QUANTIFY VULNERABILITY ACROSS COUPLED RURAL DISTRIBUTED ENERGY INFRASTRUCTURE AND AGRICULTURAL OPERATIONS. THE PROGRAM WILL ADVANCE FUNDAMENTAL KNOWLEDGE INTEGRATING AGRICULTURE AND ENERGY USING INTELLIGENT RESOURCE MANAGEMENT AND ASSESSING THE RESILIENCE OF RURAL INFRASTRUCTURE. OUTCOMES WILL INCLUDE NEW FRAMEWORKS FOR SUSTAINABLE RURAL ENERGY DEVELOPMENT, DATA-DRIVEN TOOLS FOR SYSTEM OPTIMIZATION, AND PRACTICAL STRATEGIES FOR BRINGING INNOVATIONS TO MARKET WHILE PREPARING A WORKFORCE READY TO LEAD IN AN EVOLVING ENERGY ECONOMY. THE NSF RESEARCH TRAINEESHIP (NRT) PROGRAM IS DESIGNED TO ENCOURAGE THE DEVELOPMENT AND IMPLEMENTATION OF BOLD, NEW, AND POTENTIALLY TRANSFORMATIVE MODELS FOR STEM GRADUATE EDUCATION TRAINING. PROJECT SUMMARY/ABSTRACT MANY OF THE ORGANOPHOSPHATE (OP) ANTICHOLINESTERASES, SUCH AS NERVE AGENTS, ARE HIGHLY TOXIC. TERRORIST ACTIONS OR ACCIDENTS INVOLVING OPS COULD LEAD TO MASS CASUALTIES WITH POTENTIALLY HIGH LEVELS OF LETHALITY. THE CURRENT THERAPY CONSISTS OF THE MUSCARINIC RECEPTOR ANTAGONIST ATROPINE AND AN OXIME REACTIVATOR OF THE INHIBITED ACETYLCHOLINESTERASE (2-PAM IN THE US). HOWEVER, 2-PAM IS NOT ALWAYS EFFECTIVE AT SAVING LIVES AND CANNOT EFFECTIVELY PENETRATE THE BLOOD BRAIN BARRIER, SO 2-PAM CAN LEAVE VICTIMS POORLY PROTECTED. AN IMPROVED OXIME THERAPEUTIC IS NEEDED TO COUNTERACT NERVE AGENT LETHALITY AND ASSIST WITH NEUROPROTECTION, SO THAT BOTH LIFE AND BRAIN FUNCTION MAY BE PRESERVED. OUR LABORATORIES HAVE INVENTED, PATENTED AND LICENSED A PLATFORM OF SUBSTITUTED PHENOXYALKYL PYRIDINIUM OXIMES THAT HAVE SHOWN BETTER SURVIVAL EFFICACY THAN 2-PAM AND, UNLIKE 2- PAM, ATTENUATION OF SIGNS OF SEIZURE-LIKE BEHAVIOR AND NEUROPATHOLOGY IN RATS EXPOSED TO HIGH LEVELS OF HIGHLY RELEVANT NERVE AGENT SURROGATES. LIMITED STUDIES IN MALE GUINEA PIGS AGAINST SARIN HAVE ALSO SHOWN EFFICACY. WITH OUR CURRENT COUNTERACT LEAD IDENTIFICATION U01 THE EFFICACIOUS COMPOUNDS (THE “ACTIVES”) HAVE BEEN DOWN-SELECTED TO A LEAD AND AN ALTERNATE, WITH OXIME 20 BEING PROPOSED AS THE ACTIVE PHARMACEUTICAL INGREDIENT (API). THE PROPOSED PROJECT WILL BUILD ON THE PRESENT SURVIVAL EFFICACY, PHARMACOKINETIC AND API TOXICITY INFORMATION IN RATS. INITIALLY A SUPERIOR VEHICLE FOR THE API WILL BE DEVELOPED AS A BETTER SOLVENT FOR THE LIPOPHILIC API. A PHARMACODYNAMIC AIM (AIM 1) WILL DETERMINE IN RATS (BOTH SEXES) WHETHER A LOWER DOSAGE OF THE API WILL BE EFFECTIVE IN PROMOTING SURVIVAL OF LETHAL DOSAGES OF A SARIN SURROGATE (NITROPHENYL ISOPROPYL METHYLPHOSPHONATE, NIMP; A G AGENT CHEMISTRY) AND A VX SURROGATE (NITROPHENYL ETHYL METHYLPHOSPHONATE, NEMP; A V AGENT CHEMISTRY) ALONE OR IN COMBINATION WITH 2-PAM. A PHARMACOKINETIC (PK) AIM (AIM 2) WILL DETERMINE THE PK OF THE API IN THE NEW VEHICLE, PLASMA PROTEIN BINDING AND HEPATIC MICROSOMAL METABOLISM IN RATS OF BOTH SEXES AND WILL INTRODUCE STUDIES OF A LARGER NON-RODENT TEST SPECIES, THE GOTTINGEN MINIPIG, BOTH SEXES. AN OXIME TOXICITY AIM (AIM 3) WILL INVESTIGATE DOSE RESPONSES OF THE API FOR GROSS PATHOLOGICAL, HISTOPATHOLOGICAL, CLINICAL CHEMISTRY AND HEMATOLOGY ADVERSE RESULTS IN RATS AND MINIPIGS OF BOTH SEXES TO IDENTIFY A MAXIMUM TOLERATED DOSAGE AND A NO OBSERVED ADVERSE EFFECT LEVEL, AS WELL AS IN VITRO GENOTOXICITY AND DRUG-DRUG INTERACTIONS FOR CYPS AND TRANSPORTERS. A CHEMISTRY AIM (AIM 4) WILL SUPPORT THE PREVIOUS 3 AIMS BY PROVIDING THE SYNTHESIS OF NIMP, NEMP AND THE API, PRODUCE A NEW VEHICLE WITH IMPROVED SOLVENT PROPERTIES, EVALUATE API STABILITY, AND PROVIDE INITIAL PLANS FOR MANUFACTURING AND CHEMICAL MANUFACTURING CONTROLS. ALL STUDIES WILL BE NON-GLP AND WILL FOLLOW FDA GUIDANCE FROM PRE-IND MEETINGS. OBESITY IS ASSOCIATED WITH A RANGE OF DISEASES AND IS ESTIMATED TO INCREASE U.S. HEALTHCARE SPENDING BY $170 BILLION ANNUALLY. MISSISSIPPI STATE UNIVERSITY (MSU) EXTENSION SERVICE AND ITS PARTNERS ARE PROPOSING TO EXPAND ITS CURRENT WORK TO ADDRESS OBESITY AND ITS ASSOCIATED FACTORS IN 14 MISSISSIPPI COUNTIES WITH ADULT OBESITY PREVALENCE OF GREATER THAN 40%. OF MISSISSIPPI’S 82 COUNTIES, 54 (66%) ARE ELIGIBLE FOR THE HOP PROGRAM, THE HIGHEST PERCENTAGE OF ANY STATE IN THE U.S. THE PROJECT, “ADVANCING, INSPIRING, AND MOTIVATING FOR COMMUNITY HEALTH THROUGH EXTENSION” (REFERRED TO AS AIM FOR CHANGE-2), WILL TARGET THE COUNTIES OF BOLIVAR, CHICKASAW, CLAIBORNE, CLAY, HOLMES, HUMPHRIES, ISSAQUENA, KEMPER, NOXUBEE, SHARKEY, SUNFLOWER, WASHINGTON, WEBSTER, AND YAZOO. ALL OF THESE COUNTIES ARE RURAL AND HAVE HIGHER PERCENTAGES OF POVERTY THAN NATIONAL AVERAGES. THE PURPOSE OF THE PROPOSED AIM FOR CHANGE-2 PROJECT IS TO PROMOTE HEALTH EQUITY BY EFFECTIVELY ADDRESSING OBESITY AND ITS ASSOCIATED FACTORS IN 14 MISSISSIPPI COUNTIES BY (1) IDENTIFYING AND MAPPING LOCAL ASSETS AND OPPORTUNITIES WITHIN EACH COUNTY FOR ENHANCING FOOD SYSTEMS AND NUTRITION-RELATED CHALLENGES; (2) ADDRESSING COUNTY-SPECIFIC FACTORS IMPACTING PHYSICAL ACTIVITY; AND (3) IMPLEMENTING PROGRAMS RELATED TO FAMILY HEALTHY WEIGHT. ITS FOCUS WILL BE ON REACHING AND SUPPORTING THE TARGETED COUNTIES’ COMMUNITIES OF COLOR TO REDUCE RACIAL HEALTH DISPARITIES. AIM FOR CHANGE-2 WILL COLLABORATE AND COORDINATE ITS WORK WITH EXISTING AND FUTURE CDC-FUNDED PROGRAMS THAT COMPLEMENT ITS WORK, INCLUDING MISSISSIPPI’S STATE PHYSICAL ACTIVITY AND NUTRITION (SPAN) PROGRAM, HEADQUARTERED IN THE MISSISSIPPI STATE DEPARTMENT OF HEALTH, AND THE MISSISSIPPI RACIAL AND ETHNIC APPROACHES TO COMMUNITIES PROGRAM (REACH) PROGRAM, HEADQUARTERED IN THE MISSISSIPPI PUBLIC HEALTH INSTITUTE. THESE PROGRAMS HAVE AGREED TO RETAIN THE SERVICES OF THE MISSISSIPPI PUBLIC HEALTH ASSOCIATION TO SERVE AS AN INDEPENDENT CONVENER OF THE SPAN, REACH, AND AIM FOR CHANGE-2 TEAMS, AND TO LAUNCH WORKING TOGETHER WITH A COLLABORATIVE HEALTH EQUITY SUMMIT. ADDITIONALLY, AIM FOR CHANGE-2 WILL COLLABORATE WITH AARP OF MISSISSIPPI; ALCORN STATE UNIVERSITY; DOUBLE UP FOOD BUCKS OF MISSISSIPPI; MISSISSIPPI DEPARTMENT OF AGRICULTURE AND COMMERCE; MISSISSIPPI DEPARTMENT OF TRANSPORTATION; MISSISSIPPI FOOD NETWORK; MISSISSIPPI MEDICAID; MISSISSIPPI’S SNAP-ED AND EFNEP PROGRAMS, WHICH OPERATE THROUGH MSU EXTENSION; TOUGALOO COLLEGE; TUFTS UNIVERSITY; UMMC, AND OTHERS. SEVERAL OF THESE ORGANIZATIONS WILL BE REPRESENTED ON THE AIM ADVISORY BOARD. AIM FOR CHANGE-2 WILL WORK CLOSELY WITH EXTENSION AGENTS AND THEIR RESPECTIVE COUNTY ADVISORY COUNCILS (CACS). THESE CACS TYPICALLY INVOLVE MULTIPLE SECTORS OF THE COMMUNITY THAT COME TOGETHER TO ADDRESS COMMUNITY NEEDS AND SOLVE COMMUNITY PROBLEMS THAT ONE PERSON OR ORGANIZATION COULD NOT DO ALONE. AIM FOR CHANGE-2 WILL ALSO UTILIZE RESOURCE ROUNDTABLES FOR SHARING DATA, DECISION-MAKING ABOUT GEOGRAPHIC AREAS OF FOCUS, AND COLLABORATIVE DECISION-MAKING. LOCAL PROJECT INVESTMENTS (LPIS) WILL BE AWARDED TO COMMUNITIES BASED ON NEEDS AND OPPORTUNITIES IDENTIFIED THROUGH INITIAL ASSET MAPPING EFFORTS. AS DATA ARE COLLECTED AND ASSIMILATED, PROJECT TEAM LEADERS WILL COLLABORATE WITH THE CACS TO IDENTIFY LPIS THAT WILL YIELD THE OPTIMAL OPPORTUNITY FOR RETURNS ON THE INVESTMENT. THIS PROJECT WILL SERVE AS AN EXAMPLE OF THE FUTURE OF PUBLIC HEALTH IN MISSISSIPPI, MOVING THE STATE TOWARD A SEAMLESS MODEL OF SERVICE DELIVERY AT THE COMMUNITY LEVEL. THE PRIMARY GOAL OF THIS PROJECT IS TO EXPAND AND ENHANCE MENTAL AND BEHAVIORAL HEALTH RESOURCES AND FACILITIES TO SUPPORT FACULTY, STAFF, STUDENTS AND THE LOCAL COMMUNITY AT MSU. MISSISSIPPI STATE UNIVERSITY IS COMMITTED TO PROVIDING HIGH-QUALITY MENTAL AND BEHAVIORAL HEALTH SERVICES AND TRAINING OPPORTUNITIES TO VARIOUS POPULATIONS, INCLUDING COLLEGE STUDENTS, CHILDREN, ADOLESCENTS, ADULTS, COUPLES, FAMILIES, RURAL RESIDENTS, LOW-INCOME INDIVIDUALS, AND MINORITIES. CYBERCORPS: SCHOLARSHIP FOR SERVICE (RENEWAL): A CONTINUATION PROGRAM AT MISSISSIPPI STATE UNIVERSITY -MISSISSIPPI STATE UNIVERSITY (MSU) PROPOSES TO CONTINUE AND EXPAND ITS PARTICIPATION IN THE CYBERCORPS(R): SCHOLARSHIP FOR SERVICE (SFS) PROGRAM. AS A DESIGNATED NATIONAL CENTER OF ACADEMIC EXCELLENCE IN CYBER DEFENSE (CAE CD), CYBER RESEARCH (CAE-R), AND CYBER OPERATIONS (CAE-CO), MSU IS UNIQUELY POSITIONED TO PREPARE HIGHLY QUALIFIED CYBERSECURITY PROFESSIONALS FOR ENTRY INTO THE GOVERNMENT WORKFORCE. THE PROJECT WILL HAVE AN IMMEDIATE IMPACT ON THE INFORMATION ASSURANCE AND FORENSICS CAPABILITIES OF THE FEDERAL WORKFORCE BY DEVELOPING WELL-TRAINED CYBERSECURITY PROFESSIONALS. MSU WILL CONTINUE A STRONG WORKING RELATIONSHIP WITH SEVERAL UNIVERSITIES, TWO-YEAR COLLEGES, AND THE LAW ENFORCEMENT COMMUNITY. THE PROGRAM AT MSU WILL OFFER STUDENTS INNOVATIVE TECHNICAL RESEARCH OPPORTUNITIES, HIGHLY QUALIFIED FACULTY, OPPORTUNITIES FOR PROFESSIONAL EXPOSURE, AND PRODUCTIVE INSTITUTIONAL ASSISTANCE FOR INTERNSHIPS AND JOB PLACEMENT. THE SFS PROGRAM FUNDS PROJECTS THAT ADDRESS CYBERSECURITY EDUCATION AND WORKFORCE DEVELOPMENT, INCLUDING FUNDING TO AWARD SCHOLARSHIPS TO STUDENTS IN CYBERSECURITY. MSU WILL LEVERAGE THEIR EXTENSIVE OPERATIONAL EXPERIENCE AND PROGRAM MATURITY TO GRADUATE APPROXIMATELY 12 SFS STUDENTS A YEAR FOR THE GOVERNMENT. STUDENTS WILL BE SELECTED FROM SEVERAL DEGREE PROGRAMS INCLUDING COMPUTER SCIENCE, CYBERSECURITY, SOFTWARE ENGINEERING, COMPUTER ENGINEERING, ELECTRICAL ENGINEERING, INDUSTRIAL AND SYSTEMS ENGINEERING, AND MANAGEMENT INFORMATION SYSTEMS. ALL STUDENTS WILL TAKE COURSES IN INFORMATION AND COMPUTER SECURITY INCLUDING A LAB WITH A STRONG EMPHASIS ON PENETRATION TESTING; SOFTWARE REVERSE ENGINEERING TECHNIQUES; DIGITAL AND COMPUTER FORENSICS FOCUSING ON COMPUTER CRIME AND THE STUDY OF EVIDENCE FOR SOLVING SUCH CRIMES; AND CRYPTOGRAPHY AND NETWORK SECURITY WITH A STRONG EMPHASIS ON NETWORK PROTOCOL VULNERABILITIES. SFS STUDENTS WILL APPLY THEIR KNOWLEDGE IN COMPUTER SECURITY LABORATORIES, ADVANCED CYBER OPERATIONS LABORATORIES, AND IN ISOLATED LABS TO COMPLETE AN INTENSIVE, TEAM-ORIENTED RESEARCH EXPERIENCE. THIS PROJECT IS SUPPORTED BY THE CYBERCORPS? SCHOLARSHIP FOR SERVICE (SFS) PROGRAM, WHICH FUNDS PROPOSALS ESTABLISHING OR CONTINUING SCHOLARSHIP PROGRAMS IN CYBERSECURITY AND ALIGNS WITH THE U.S. NATIONAL CYBER STRATEGY TO DEVELOP A SUPERIOR CYBERSECURITY WORKFORCE. BUILDING ON A COLLABORATION AMONG MISSISSIPPI STATE UNIVERSITY, NORTH DAKOTA STATE UNIVERSITY, INDIANA WESLEYAN UNIVERSITY, UNIVERSITY OF NORTH ALABAMA, AND TEXAS TECH UNIVERSITY, THE PROJECT WILL DEVELOP A STRATEGIC ALLIANCE AMONG RURAL SERVING INSTITUTIONS (RSIS) TO COLLABORATE AND CONDUCT RESEARCH AIMED AT INCREASING RURAL, LOW-INCOME COLLEGE STUDENTS? SUCCESS IN STEM MAJORS AND PARTICIPATION IN STEM CAREERS. IN PARTICULAR, THE ALLIANCE SEEKS TO BUILD CAPACITY TO CONDUCT RESEARCH ABOUT IMPORTANT ASPECTS OF BELONGING THAT CAN DEVELOP, ACCOMMODATE, AND SUPPORT THE GRADUATION OF DOMESTIC, RURAL, LOW-INCOME STEM STUDENTS. AS A RESULT THE PROJECT WILL INFORM WAYS THAT RSIS CAN SUPPORT THE GROWTH OF THE STEM WORKFORCE IN RURAL COMMUNITIES. AGRICULTURAL SYSTEM, THESE THREATS ARE EVEN GREATER DUE TO OUR LARGE AND CONCENTRATED PRODUCTION AREAS BE THEY ANIMALS OR CROPS, THE TOTAL OUTPUT OF WORLD AGRICULTURAL PRODUCTION NEEDS TO BE PROTECTED. DISEASE, ESPECIALLY FOREIGN ANIMAL DISEASE AND NON-NATIVE PESTS CAN BE EXTREMELY DEBILITATING TO PRODUCTION SYSTEMS DUE TO THE LACK OF NATURAL RESISTANCE OR NATIVE PREDATORS THAT CAN CONTROL THE PESTS. ALSO AGRONOMIC PRACTICES THAT CAN MITIGATE THE PROBLEM ARE OFTEN NOT DEVELOPED OR PUT INTO PRACTICE BEFORE THE DISEASE OR PEST BECOMES A MAJOR ISSUE AND THREATENS AGRICULTURAL PRODUCTION. EQUALLY BAD ARE THOSE PATHOGENS THAT ARE NATIVE TO THE PRODUCTION AREA. WITH DOMESTIC DISEASES AND PESTS, THE NATURAL OCCURRENCE OF MUTATIONS THAT CAN ENHANCE THEIR PATHOGENICITY CAN OCCUR. NATURAL ENVIRONMENTAL EVENTS OR BAD AGRONOMIC PRACTICES CAN CAUSE POPULATION SHIFTS THAT CAN INCREASE MORE PATHOGENIC SUBPOPULATIONS TO INCREASE AND NEGATIVELY IMPACT AGRICULTURAL PRODUCTION. THE THREAT FROM THESE INTRODUCTIONS CAN BE LONG OR QUICK IN DEVELOPMENT. GENOMIC TOOLS ALLOW FOR THE UNDERSTANDING OF THE PESTS AND THEIR INCREASED PATHOGENICITY. THE SAME TOOLS CAN BE USED FOR EARLY DETECTION AND IDENTIFICATION OF PESTS OR CHARACTERIZATION OF POPULATIONS. GENOMICS IS USED TO DISCOVER THE LOCATION AND SUBSEQUENT TRANSMISSION PATHWAY OF A PATHOGEN OUTBREAK. PROTEOMICS CAN BE SIMILARLY USED FOR SOME ANALYSIS. HOWEVER, THE STUDY OF THE DISEASE/PEST IS ONLY HALF THE ISSUE. THE DEVELOPMENT OF SUPERIOR CULTIVARS OR GENETIC STOCK THAT CAN RESIST OR OVERCOME THESE DISEASES/PESTS OR OTHER LIMITATIONS IS ALSO REQUIRED. TO FULLY UTILIZE THESE TECHNOLOGIES COMPUTATIONAL ANALYSIS OF BIG DATA IS NEEDED. IN TURN, THE TECHNIQUES NEED ACCESS TO HIGH PERFORMANCE COMPUTING (HPC) FOR COMPLEX DATA ANALYSIS AND MODELING. ALSO, COMPUTATIONAL TOOLS NEED TO RUN OPTIMALLY ON AN HPC ENVIRONMENT AND THIS TAKES SPECIALIZED DEVELOPMENT. ALL OF THIS NEEDS TO BE DEVELOPED AND PUT INTO PLACE WITH TRAINING FOR PROPER ANALYSIS.

MRI: ACQUISITION OF THE FIRST 800 MHZ NMR WITH CRYOPROBE IN THE STATE OF MISSISSIPPI FOR BIOLOGICAL AND CHEMICAL RESEARCH AND TEACHING -AN AWARD IS MADE TO MISSISSIPPI STATE UNIVERSITY (MSU) TO SUPPORT THE ACQUISITION OF AN 800 MHZ NUCLEAR MAGNETIC RESONANCE (NMR) SPECTROMETER. THIS INSTRUMENT WILL SUPPORT RESEARCHERS THROUGHOUT MISSISSIPPI AND THE SOUTHEAST, ENABLING NEW RESEARCH AVENUES IN BIOMOLECULAR INTERACTIONS, ORGANOMETALLIC CHEMISTRY, AND POLYMERIC MATERIALS. THIS PROJECT WILL SUPPORT A DIVERSE COMMUNITY OF RESEARCHERS AT ALL LEVELS, FROM UNDERGRADUATE STUDENTS TO FACULTY AT NEARBY PUIS AND HBCUS. STUDENTS CAN ACCESS THE NEW INSTRUMENT FIRSTHAND THROUGH COURSE OFFERINGS AT MSU, INCLUDING ?THEORY OF SOLUTION NMR SPECTROSCOPY.? MOREOVER, MSU?S ?ENVIRONMENTAL CHEMISTRY? COURSE WILL FEATURE INSTRUMENT INSTALLATION AND HELIUM USE. A TOTAL OF 19 INVESTIGATORS, 64 GRADUATE STUDENTS, 72 UNDERGRADUATE STUDENTS, AND 7 POSTDOCTORAL TRAINEES WILL BE DIRECTLY AND IMMEDIATELY IMPACTED BY THIS PROJECT, IN ADDITION TO OTHER USERS WHO BENEFIT THROUGH CLASSES AND WORKSHOPS OFFERED AT MSU. MANY OF THESE TRAINEES WILL REPRESENT ETHNIC MINORITIES OR FIRST-GENERATION COLLEGE STUDENTS. THE NEW INSTRUMENT WILL ENABLE BIOMOLECULAR AND CHEMICAL RESEARCH NOT CURRENTLY POSSIBLE IN MISSISSIPPI. THIS IS BECAUSE THE NEW INSTRUMENT HAS SIGNIFICANTLY INCREASED SENSITIVITY AND RESOLUTION OVER THE CURRENT INSTRUMENTATION AVAILABLE IN THE REGION. BIOLOGICAL RESEARCHERS WILL USE THIS NEW NMR SPECTROMETER (1) TO EXPLORE HOW MICROORGANISMS ATTACH TO SURFACES, (2) TO UNDERSTAND HOW ION CHANNELS ARE REGULATED IN THE HEART, (3) TO CHARACTERIZE THE MECHANISM OF METAL-ION-BASED GENE REGULATION, AND (4) TO MONITOR HOW SMALL MOLECULES RESPOND TO CHANGES IN METABOLISM. DESPITE RECENT PROGRESS IN THIS AREA, MISSISSIPPI STILL LACKS BOTH CRIME-RELATED DATA AND PUBLICLY AVAILABLE INFORMATION (PAI) ABOUT LAW ENFORCEMENT AND VICTIM SERVICES AGENCIES. THIS PROJECTS PURPOSE IS TO ENHANCE CRIME-RELATED DATA AND ACCESS TO THOSE DATA IN MISSISSIPPI. FIRST, THE PROJECT WILL MERGE EXISTING DATABASES TO CREATE A PUBLICLY AVAILABLE DIRECTORY OF OVER 400 LAW ENFORCEMENT AGENCIES IN MISSISSIPPI. IN ADDITION TO TRADITIONAL DIRECTORY INFORMATION (E.G., ADDRESS, PHONE NUMBER), THIS DIRECTORY WILL INCLUDE SOCIAL MEDIA SITES AND OTHER AGENCY INFORMATION. SECOND, THE PROJECT WILL CREATE A VICTIM SERVICES DIRECTORY FOR MISSISSIPPI THAT ORGANIZES VICTIM SERVICES BY COUNTY. CURRENTLY, NO SUCH DIRECTORY EXISTS FOR MISSISSIPPI RESIDENTS WHO HAVE BEEN VICTIMS OF CRIME. BOTH DIRECTORIES WILL BE HOUSED ON WEBSITES MAINTAINED BY MISSISSIPPI STATE UNIVERSITY (MSU). NEXT, THE PROJECT WILL CONDUCT A STATEWIDE TELEPHONE SURVEY TO BETTER UNDERSTAND THE PREVALENCE AND INCIDENCE OF CRIME IN MISSISSIPPI. USING THE SURVEY RESEARCH LAB AT MSU, APPROXIMATELY 600 MISSISSIPPI ADULT RESIDENTS WILL BE INTERVIEWED ABOUT THEIR PERCEPTIONS AND EXPERIENCES WITH VIOLENT, PROPERTY, AND CYBER-CRIME IN MISSISSIPPI. THIS PROJECT WILL THEN SUPPLEMENT THESE VICTIMIZATION DATA WITH PAI INCLUDING SURFACE WEB, DARK WEB, SOCIAL MEDIA, BLOGS, AND NEWS RELATED DATA. VICTIMIZATION SURVEY DATA SUPPLEMENTED WITH PAI WILL PROVIDE A BETTER UNDERSTANDING OF THE CONTEXT OF CRIME VICTIMIZATION AND THE LIKELIHOOD OF REPORTING CRIME BY VICTIMS IN MISSISSIPPI. FINALLY, THIS PROJECT WILL WORK WITH SEVERAL HOSPITAL EMERGENCY ROOMS TO PILOT A NEW MODEL OF CRIME DATA COLLECTION (THE CARDIFF MODEL) THAT USES EMERGENCY ROOM DATA TO SUPPLEMENT POLICE AGENCY DATA. TO ACCOMPLISH THIS, WE WILL CREATE PUBLIC SAFETY RESEARCH PARTNERSHIPS IN SEVERAL CITIES THROUGHOUT THE STATE WHERE LEADERS FROM LOCAL HOSPITALS AND LAW ENFORCEMENT AGENCIES WILL MEET REGULARLY TO SHARE DATA ABOUT CRIME IN THEIR COMMUNITIES. THIS MULTI-PRONGED APPROACH TO IMPROVING CRIME DATA IN MISSISSIPPI WILL IMPROVE BOTH THE QUALITY AND AVAILABILITY OF CRIME DATA AND PUBLIC CONFIDENCE IN THOSE DATA. EXPECTED OUTCOMES INCLUDE BOTH A PUBLICLY AVAILABLE LAW ENFORCEMENT AND VICTIM SERVICES DIRECTORY, A PUBLICLY AVAILABLE REPORT ON CRIME VICTIMIZATION IN MISSISSIPPI, AND PUBLIC SAFETY LEADERSHIP COUNCILS THAT PARTNER HOSPITALS AND LAW ENFORCEMENT IN SEVERAL COMMUNITIES THROUGHOUT THE STATE. BENEFICIARIES OF THIS PROJECT WILL INCLUDE MISSISSIPPI RESIDENTS, LEGISLATORS, AND LAW ENFORCEMENT OFFICERS THAT PROTECT THE COMMUNITIES IN WHICH THEY LIVE.

THIS PROJECT PLANS TO SUPPORT 24 FELLOWS SPECIALIZING IN COMPUTER SCIENCES, ENGINEERING, BIOLOGICAL SCIENCES, MATHEMATICS AND STATISTICS, AND PHYSICAL SCIENCES BY OFFERING COMPREHENSIVE TEACHING FELLOWSHIPS, INCLUDING SCHOLARSHIPS, TEACHING LICENSURE EXAMS FEES, TEXTBOOKS, STRUCTURED MENTORING AND SALARY SUPPLEMENTS. PROJECT COMPONENTS ARE DESIGNED TO ENABLE HIGH-ACHIEVING PROSPECTIVE TEACHERS TO BECOME ELEMENTARY AND SECONDARY STEM EDUCATORS PROFICIENT IN ACTIVE LEARNING, REFLECTIVE PRACTICES, AND INSTRUCTIONAL EXCELLENCE. THIS PROJECT AT MISSISSIPPI STATE UNIVERSITY INCLUDES PARTNERSHIPS WITH MULTIPLE HIGH-NEED LOCAL EDUCATION AGENCIES (LEAS) IN PROXIMITY TO STARKVILLE AND MERIDIAN, MISSISSIPPI, AS WELL AS THE EAST MISSISSIPPI CENTER FOR EDUCATIONAL DEVELOPMENT (EMCED), MISSISSIPPI CHILDREN'S MUSEUM-MERIDIAN, AND MISSISSIPPI ARTS AND ENTERTAINMENT EXPERIENCE (THE MAX). PROJECT GOALS INCLUDE RECRUITING AND PREPARING 24 NEW STEM TEACHERS OVER TWO COHORTS, INCREASING STEM ENROLLMENTS AND COMPLETION RATES WITHIN THE MISSISSIPPI ALTERNATE ROUTING TEACHING (MAT) PROGRAMS, AND ENSURING FELLOWS' SUSTAINED RETENTION IN THE STEM TEACHING POSITIONS. THIS PROJECT IS POISED TO IMPLEMENT AN ITERATIVE EVALUATION STRATEGY. MISSISSIPPI HAS LIMITED PUBLIC TRANSPORTATION AND HEALTHCARE ACCESS IN SOME LOCALITIES. THE GEOGRAPHIC ISOLATION, HIGH POVERTY, AND UNEMPLOYMENT IN THESE AREAS POSE BARRIERS, MAKING IT CHALLENGING FOR RESIDENTS TO OBTAIN FRESH, AFFORDABLE FOOD, LEADING TO HIGH LEVELS OF FOOD INSECURITY. FACTORS LISTED HERE MAKE MS A UNIQUE SETTING: 0.6% MS POPULATION DECLINE RATE OVER THE PAST 4 YEARS COMPARED TO AN AVERAGE GROWTH RATE OF 2.6% IN THE UNITED STATES (US), 54.4% OF RESIDENTS LIVING IN RURAL AREAS, 18% OF RESIDENTS LIVE IN POVERTY COMPARED TO 11.1% US, AND 27.9% OF CHILDREN LIVE IN POVERTY. MS HAS THE HIGHEST PERCENTAGE OF CHILDREN IN THEIR GRANDPARENTS' CARE IN THE US (7%), COMPARED TO 3% IN THE US. DIETARY INTAKE AND PHYSICAL INACTIVITY ARE TWO BEHAVIORS RELATED TO POOR HEALTH CONDITIONS. IN RECENT DATA, 4.1% OF ADULTS REPORTED CONSUMING 2 OR MORE FRUITS AND 3 OR MORE VEGETABLES DAILY, COMPARED TO 7.4% OF THE US. ADDITIONALLY, 13.4% OF MS STUDENTS DID NOT EAT FRUIT OR DRINK JUICES, AND 16.6% DID NOT EAT VEGETABLES OVER 7 DAYS. SIMILARLY, 33.4% OF MS ADULTS REPORTED NO PHYSICAL ACTIVITY OR EXERCISE OTHER THAN THEIR REGULAR JOB IN THE PAST 30 DAYS COMPARED TO THE US AVERAGE OF 24.2%, AND 24.8% OF YOUTH DID NOT DO 60 MINUTES OF PHYSICAL ACTIVITY ON AT LEAST 1 DAY, COMPARED TO 15.8% NATIONALLY. MISSISSIPPI'S EFNEP FOCUSES ON SNAP-ELIGIBLE FAMILIES AND YOUTH. AN EMPHASIS IS PLACED ON PARENTS AND OTHER ADULT CAREGIVERS (I.E., GRANDPARENTS) WHO HAVE PRIMARY RESPONSIBILITY FOR FEEDING YOUNG CHILDREN, PREGNANT TEENS, YOUTH, AND SCHOOL-AGED CHILDREN (KINDERGARTEN AND ABOVE), AS WELL AS PREGNANT WOMEN AND EMANCIPATED TEEN PARENTS OR TEENS WITH CHILDCARE RESPONSIBILITIES. WE WILL ENHANCE OUR EFFORTS TO REACH ADULT PARTICIPANTS IN COMMUNITIES WHERE THEY LIVE AND COLLABORATE WITH OTHER AGENCIES SERVING LIMITED-RESOURCE FAMILIES. ADULTS WILL BE REACHED THROUGH HOUSING AUTHORITIES, CHURCHES, COUNTY HEALTH OFFICES, DEPARTMENT OF HUMAN SERVICES OFFICES, FOOD PANTRIES, PARENT MEETINGS AT PUBLIC SCHOOLS OR HEAD START, COMMUNITY ACTION CENTERS, AND LIBRARIES. WE HAVE SUCCESSFULLY USED DIGITAL FLYERS POSTED ON SOCIAL MEDIA TO RECRUIT ADULT PARTICIPANTS. PARENTS ALSO RECEIVE INFORMATION INDIRECTLY FROM THEIR CHILDREN WHO PARTICIPATE IN EFNEP. YOUTH PARTICIPANTS WILL BE REACHED THROUGH PUBLIC SCHOOLS (99.7% OF MS STUDENTS QUALIFY FOR FREE AND/OR REDUCED LUNCH), BOYS AND GIRLS CLUBS, AFTERSCHOOL PROGRAMS, SUMMER PROGRAMS, LIMITED RESOURCE 4-H CLUBS AND SCOUT TROOPS, SUMMER FEEDING SITES, HOUSING AUTHORITIES, PARK AND RECREATION SETTINGS, AND CHURCHES. MISSISSIPPI IS PREDOMINANTLY RURAL, WITH A POPULATION OF LESS THAN THREE MILLION, CONSISTING OF SMALL TOWNS WITH LOW POPULATION DENSITY, SLOW POPULATION GROWTH, AND HIGH POVERTY RATES. OVER HALF OF ITS COUNTIES ARE CLASSIFIED AS PERSISTENTLY POOR, AND APPROXIMATELY 19.2% OF HOUSEHOLDS RECEIVED SNAP BENEFITS IN 2023. MISSISSIPPI HAS LIMITED PUBLIC TRANSPORTATION AND LACKS INTERNET ACCESSIBILITY AND HEALTHCARE ACCESS IN SOME LOCALITIES. THE GEOGRAPHIC ISOLATION, HIGH POVERTY, AND UNEMPLOYMENT IN THESE AREAS POSE BARRIERS, MAKING IT CHALLENGING FOR RESIDENTS TO OBTAIN FRESH, AFFORDABLE FOOD, LEADING TO HIGH LEVELS OF FOOD INSECURITY. FACTORS SUCH AS THE ONES LISTED HERE MAKE MS A UNIQUE SETTING: 0.03% MS POPULATION GROWTH RATE COMPARED TO 0.88% UNITED STATES (US), 51.2% OF RESIDENTS LIVING IN RURAL AREAS, 19.1% OF RESIDENTS LIVE IN POVERTY COMPARED TO 11.5% US, AND 27.9% OF CHILDREN LIVE IN POVERTY. MS HAS THE HIGHEST PERCENTAGE OF CHILDREN IN THE CARE OF THEIR GRANDPARENTS IN THE US (7%), COMPARED TO 3% IN THE US. DIETARY INTAKE AND PHYSICAL INACTIVITY ARE TWO BEHAVIORS RELATED TO POOR HEALTH CONDITIONS. IN THE MOST RECENT DATA, 4.1% OF ADULTS REPORTED CONSUMING TWO OR MORE FRUITS AND THREE OR MORE VEGETABLES DAILY, COMPARED TO 7.4% OF THE US. ADDITIONALLY, 13.4% OF MS STUDENTS DID NOT EAT FRUIT OR DRINK JUICES, AND 16.6% DID NOT EAT VEGETABLES OVER SEVEN DAYS. SIMILARLY, 31.9% OF MS ADULTS REPORTED NO PHYSICAL ACTIVITY OR EXERCISE OTHER THAN THEIR REGULAR JOB IN THE PAST 30 DAYS COMPARED TO THE US AVERAGE OF 23.4%, AND 24.8% OF YOUTH DID NOT DO 60 MINUTES OF PHYSICAL ACTIVITY ON AT LEAST ONE DAY, COMPARED TO 15.8% NATIONALLY. MISSISSIPPI'S EFNEP FOCUSES ON SNAP-ELIGIBLE FAMILIES AND YOUTH. AN EMPHASIS IS PLACED ON PARENTS AND OTHER ADULT CAREGIVERS (I.E., GRANDPARENTS) WHO HAVE PRIMARY RESPONSIBILITY FOR FEEDING YOUNG CHILDREN, PREGNANT TEENS, YOUTH, AND SCHOOL-AGED CHILDREN (KINDERGARTEN AND ABOVE), AS WELL AS PREGNANT WOMEN AND EMANCIPATED TEEN PARENTS OR TEENS WITH CHILDCARE RESPONSIBILITIES. WE WILL ENHANCE OUR EFFORTS TO REACH ADULT PARTICIPANTS IN COMMUNITIES WHERE THEY LIVE AND COLLABORATE WITH OTHER AGENCIES SERVING LIMITED-RESOURCE FAMILIES. ADULTS WILL BE REACHED THROUGH HOUSING AUTHORITIES, CHURCHES, COUNTY HEALTH OFFICES, DEPARTMENT OF HUMAN SERVICES OFFICES, FOOD PANTRIES, PARENT MEETINGS AT PUBLIC SCHOOLS OR HEAD START, COMMUNITY ACTION CENTERS, AND LIBRARIES. YOUTH PARTICIPANTS WILL BE REACHED THROUGH PUBLIC SCHOOLS (78.2% OF MS STUDENTS QUALIFY FOR FREE AND/OR REDUCED LUNCH), BOYS AND GIRLS CLUBS, AFTERSCHOOL PROGRAMS, SUMMER PROGRAMS, LIMITED RESOURCE 4-H CLUBS AND SCOUT TROOPS, SUMMER FEEDING SITES, HOUSING AUTHORITIES, PARK AND RECREATION SETTINGS, AND CHURCHES. ADVANCEMENT OF UAS/UAV APPLICATION SYSTEMS - ARS OBJECTIVE: DEVELOP ADVANCED UAS/UAV APPLICATION SYSTEMS AND DATA MANAGEMENT SYSTEMS AND BIOINFORMATICS TOOLS THAT INTEGRATE DEVELOPED G X E X M DATA INTO PRECISION AGRICULTURAL CROP MANAGEMENT FOR MID-SOUTH CROPS. THE SYSTEMS AND TOOLS SHOULD LEAD TO IMPROVEMENTS IN AGRICULTURAL PRODUCTIVITY AND AGRICULTURAL SYSTEM LANDSCAPE MANAGEMENT. OBJECTIVES AND APPROACHES TO BE DEVELOPED JOINTLY BETWEEN ARS AND MSU OBJECTIVES: TO COOPERATE IN THE DEVELOPMENT OF ADVANCED UAS/UAV APPLICATION SYSTEMS AND DATA MANAGEMENT SYSTEMS AND BIOINFORMATICS TOOLS THAT INTEGRATE GXEXM DATA INTO PRECISION AGRICULTURAL CROP MANAGEMENT FOR REGIONAL RELEVANT CROPS. **AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** THERE HAS BEEN AN UNPRECEDENTED INCREASE IN THE FREQUENCY AND SEVERITY OF WILDFIRES, WITH 2020 MARKED AS THE MOST ACTIVE WILDFIRE YEAR ACROSS THE WESTERN UNITED STATES. FOLLOWING WILDFIRES, CASCADING HAZARDS SUCH AS DEBRIS FLOW AND FLOODING MAY OCCUR, RESULTING IN POTENTIALLY CATASTROPHIC SEQUENCES. THE ESCALATING RISK OF CASCADING HAZARDS REQUIRES DECISION-MAKERS, ENGINEERS, SOCIAL SCIENTISTS, AND OTHER STAKEHOLDERS TO WORK TOGETHER TO ENABLE RURAL COMMUNITIES TO BETTER CONFRONT CASCADING HAZARDS. THE OVERARCHING GOAL OF THIS MULTIDISCIPLINARY PROJECT IS TO REDUCE THE VULNERABILITY OF RURAL COMMUNITIES TO THE IMPACTS OF WILDFIRE-RELATED CASCADING HAZARDS UNDER CHANGING ENVIRONMENTAL CONDITIONS. THE PROJECT HAS BEEN PROPOSED IN CLOSE COLLABORATION WITH EMERGENCY PLANNING AUTHORITIES AND WILL BE CONDUCTED IN LAKE COUNTY, CALIFORNIA, A RURAL COUNTY THAT POSSESSES KEY CHARACTERISTICS OF A COMMUNITY AT RISK FOR CASCADING HAZARDS. EMPLOYING A SUITE OF ENGINEERING AND SOCIAL SCIENCE METHODS, THE PROJECT OBJECTIVES ARE TO: (1) ADVANCE CURRENT MODELING CAPABILITIES FOR UNDERSTANDING THE COMPLEX SPATIOTEMPORAL FACTORS DEFINING THE EVOLUTION OF CASCADING HAZARDS (DROUGHT, WILDFIRES, DEBRIS FLOW, AND FLOODING) AND THEIR IMPACTS UNDER CHANGING ENVIRONMENTAL CONDITIONS, (2) IDENTIFY INFORMATION SHORTFALLS AND BEHAVIORAL RESPONSES OF EMERGENCY MANAGERS, PLANNERS, AND VULNERABLE COMMUNITIES AS THEY PREPARE FOR AND RESPOND TO CASCADING HAZARDS, AND (3) DEVELOP INTERACTIVE, SCENARIO-BASED, MULTILINGUAL TOOLS THAT WILL ENABLE EMERGENCY MANAGERS AND PLANNERS TO MAKE AND COMMUNICATE TIMELY DECISIONS ABOUT CASCADING HAZARDS.THE PROPOSED PROJECT OUTLINES A MULTIDISCIPLINARY APPROACH FOR MITIGATING THE IMPACTS OF CASCADING HAZARDS BY INTEGRATING SCIENCE, COMMUNITY, AND EMERGENCY PLANNING PERSPECTIVES. WE ADVANCE THE STATE-OF-THE-ART ON HOW CASCADING HAZARDS MAY DRIVE ONE ANOTHER, AND ALSO HOW THESE HAZARDS IMPACT COMMUNITIES AND MAY BE MITIGATED IN BOTH TIME AND SPACE. THERE HAS BEEN LIMITED RESEARCH TO FORECAST SPATIOTEMPORAL IMPACTS OF CASCADING HAZARDS ON COMMUNITIES. THE PROPOSED EFFORTS WILL BRING TOGETHER WHAT HAS OFTEN BEEN AN ISOLATED AND RETROSPECTIVE ACTIVITY, AND MAKE IT INTEGRATIVE AND PROSPECTIVE. WE FURTHER WILL ADVANCE RISK MANAGEMENT AND CRISIS COMMUNICATION BY SHOWING HOW DIVERSE SOURCES OF DATA (PROCESSES, COMMUNITY AWARENESS, AND EMERGENCY PLANNING TECHNIQUES) CAN BE INTEGRATED TO IMPROVE DECISION-MAKING AND COMMUNITY ENGAGEMENT. WE WILL PROVIDE INSIGHTS INTO HOW PHYSICAL, SOCIAL AND INFRASTRUCTURAL VULNERABILITIES IN RURAL COMMUNITIES MAY BE EXACERBATED BY CASCADING EVENTS. THROUGH AN INTEGRATED PLATFORM, WE WILL INTERTWINE BOTH ENGINEERING AND SOCIAL SCIENCE DIMENSIONS IN A NOVEL SPATIOTEMPORAL FRAMEWORK. THE MODELING OF CASCADING HAZARDS AND THEIR IMPACTS WILL BE UNIQUE AS THEY WILL ACCOUNT FOR BOTH CURRENT AND FUTURE SCENARIOS. WHILE APPLIED TO THE SEQUENCE OF DROUGHT, WILDFIRES, DEBRIS FLOW, AND FLOODING, THIS FRAMEWORK IS DIRECTLY TRANSLATABLE,TO ANY SET OF CASCADING HAZARDS, AND THE PROPOSED PLATFORM MAY BE EXPANDED TO BETTER UNDERSTAND OTHER HAZARD SEQUENCES (E.G., EARTHQUAKES, TSUNAMIS). THE PROPOSED EFFORTS WILL ALSO PROVIDE A UNIQUE OPPORTUNITY TO ENHANCE THE SCIENCE OF RISK AND MULTILINGUAL CRISIS COMMUNICATION IN VULNERABLE COMMUNITIES BY EXPLORING THE EVOLVING ROLE OF INFORMATION AND COMMUNICATION TECHNOLOGIES FOR DISASTER PREPAREDNESS AND RESPONSE.THE PROPOSED EFFORTS BRIDGE THE GAP BETWEEN ENGINEERING, SCIENTIFIC AND SOCIAL SCIENCE DIMENSIONS THAT HAVE BEEN STRIVING TO REDUCE THE CONSEQUENCES OF CASCADING HAZARDS, OFTEN IN ISOLATION OF ONE ANOTHER. BY INTEGRATING SPATIOTEMPORAL MODELING OF HAZARDS, COMMUNITY VULNERABILITY, CRISIS COMMUNICATION, AND COMMUNITY ENGAGEMENT, WE HAVE A UNIQUE OPPORTUNITY TO BETTER EQUIP EMERGENCY PLANNERS WITH THE KNOWLEDGE AND SCIENCE-BASED TOOLS NEEDED TO MAKE INFORMED DECISIONS AND REDUCE CONSEQUENCES OF CASCADING HAZARDS ON RURAL COMMUNITIES. THE ABILITY TO TRANSLATE REAL-TIME MODEL OUTPUTS AND CREATE A STRATEGIC CRISIS COMMUNICATION PLAN WILL ENSURE THAT THE COMMUNITY IS BOTH SMART AND CONNECTED - AN APPROACH THAT IS TRANSLATABLE TO VULNERABLE COMMUNITIES IN THE UNITED STATES AND BEYOND. THIS PROJECT WILL PROVIDE EDUCATIONAL OPPORTUNITIES IN MULTI-DISCIPLINARY, COLLABORATIVE RESEARCH FOR PHD STUDENTS, RESEARCH AND LEADERSHIP OPPORTUNITIES FOR EARLY CAREER SCIENTISTS, AND PLACE-BASED CURRICULUM FOR SCIENCE AND SOCIAL STUDIES CLASSROOMS IN LAKE COUNTY HIGH SCHOOLS, AND THE BROADER CALIFORNIA SCIENCE EDUCATION COMMUNITY.

LOSS OF, IMPROPER, OR UNTIMELY FUNCTION, CAN EACH CAUSE OR CONTRIBUTE TO DISEASE. MANY INDIVIDUAL POINT MUTATIONS IN THE GENES OF NAV OR ACCESSORY PROTEINS HAVE BEEN ASSOCIATED WITH DISEASE; SOME OF WHICH CAN BE LIFE THREATENING. MANY DISEASE ASSOCIATED MUTATIONS ARE LOCATED AT OR ARE NEAR NAV ACCESSORY PROTEIN BINDING SITES; THEREFORE SIGNIFICANT EFFORT HAS BEEN PUT FORTH BY MANY INVESTIGATORS TO CHARACTERIZE THE MECHANISMS THAT UNDERLIE ION CHANNEL GATING MODIFICATION AND IN PHYSIOLOGY AND DISEASE. IT IS WELL ESTABLISHED THAT CA2+ ALTERS NAV FUNCTION, AND THE CA2+ SENSING PROTEIN CALMODULIN (CAM) HAS A PROMINENT ROLE IN THIS PROCESS. STRUCTURAL INVESTIGATIONS HAVE IDENTIFIED SEVERAL DISTINCT CAM-NAV INTERACTIONS. HOWEVER, THE POSITED PHYSIOLOGICAL FUNCTION AND INTERPRETATION OF DATA ARE CONTROVERSIAL. EARLY STUDIES RELIED ON MEASURING NAV FUNCTION IN THE ABSENCE OR PRESENCE OF CA2+ AND GENERATED SEEMINGLY DISPARATE RESULTS. SUBSEQUENT INVESTIGATION REVEALED THE MECHANISM(S) OF CA2+DRIVEN NAV MODIFICATION ARE COMPLEX AND INVOLVE MULTIPLE ACCESSORY PROTEINS, THEREBY RENDERING MUCH OF THE DATA AMBIGUOUS. RECENTLY, I IDENTIFIED A HIGH-AFFINITY INTERACTION BETWEEN CAM AND PART OF NAV THAT IS DIRECTLY RESPONSIBLE FOR INACTIVATING NAV CONDUCTION. I WAS ABLE TO UTILIZE MY IN-DEPTH STRUCTURAL CHARACTERIZATION TO IMPAIR THE INTERACTION WITHOUT CONFERRING ADDITIONAL MODIFICATION TO NAV FUNCTION. THIS IS A NOTABLE ACCOMPLISHMENT GIVEN THIS PART OF THE CHANNEL UNDERGOES RAPID CONFORMATIONAL CHANGE DURING EACH FUNCTIONAL CYCLE. BECAUSE OF THIS, I COULD FOR THE FIRST TIME CLEARLY ATTRIBUTE MODIFIED NAV FUNCTION TO REDUCED CAM BINDING. MY DATA DEMONSTRATE THAT CHANNELS WITH THIS REDUCED CAM INTERACTION REQUIRE LONGER TO RECOVER FROM THE INACTIVATED STATE. CONSIDERING MY STRUCTURE / FUNCTION FINDINGS WITH AVAILABLE LITERATURE SUGGEST A PARADIGM OF CAM FACILITATED RECOVERY FROM INACTIVATION (CFRI). AS DEMONSTRATED IN MY RECENT PAPERS AND PRELIMINARY DATA, CAM ENGAGES SEVERAL NAV ISOFORMS WITH HIGH AFFINITY, SUGGESTING A UNIVERSAL MODEL OF REGULATION. MY FINDINGS ARE IN DIRECT CONFLICT WITH OTHER REPORTS THAT POSIT MODELS OF CAM DEPENDENT INACTIVATION (CDI) AND [CA2+] INSENSITIVITY. THESE OPPOSING MODELS ARISE FROM KNOWLEDGE GAPS REGARDING (I) THE KINETIC RATES OF CAM INTERACTIONS AND (II) THE PRECISE ROLE OF EACH CAM INTERACTION IN AN EXCITABLE CELL THAT CONTAINS OSCILLATING [CA2+]. MY PROPOSAL ADDRESSES THESE KNOWLEDGE GAPS BY UNIQUELY COMBINING STRUCTURAL BIOLOGY, STOPPED-FLOW KINETICS, AND ELECTROPHYSIOLOGY TO DISSECT THE ROLES OF THE CAM-NAV INTERACTIONS IN EXCITABLE CELLS. I WILL THEN EXPLORE IF I CAN ALTER THE KINETICS OF SPECIFIC INTERACTIONS BY ENGINEERING A SMALL MOLECULE PROBE. THIS WORK WILL TEST CFRI (PHYSIOLOGY AND DISEASE), AS WELL AS EXPLORE NOVEL STRATEGIES FOR TREATING NAV CHANNELOPATHIES.

IN GENERAL, UV-VIS, FLUORESCENCE, SCATTERING, AND CIRCULAR DICHROISM ARE WIDELY USED OPTICAL SPECTROSCOPIC TECHNIQUES BY RESEARCHERS IN ACADEMIA AND INDUSTRY AS WELL AS IN SCIENTIFIC EDUCATION. THE NEW INSTRUMENT INTRODUCES SEVERAL INNOVATIVE CIRCULARLY POLARIZED SPECTROSCOPIC METHODS THAT ARE NOT CURRENTLY POSSIBLE WITH ANY COMMERCIAL OR PUBLISHED TOOLS. THE INSTRUMENT ALSO SIGNIFICANTLY ENHANCES THE CAPABILITIES OF LINEARLY POLARIZED AND INTEGRATING-SPHERE-ASSISTED SPECTROSCOPIC TECHNIQUES. THE INSTRUMENT HAS A MODULAR DESIGN THAT ALLOWS FOR AGILE CONTROLS OF A NUMBER OF PARAMETERS AND ENABLES THE IMPLEMENTATION OF NUMEROUS ADDITIONAL SPECTROSCOPIC MODALITIES USING THE SAME SPECTROMETER. THIS INSTRUMENT'S DEVELOPMENT INVOLVES A COLLABORATION WITH SCIENCETECH INC, A CANADIAN COMPANY RECOGNIZED FOR THEIR PROFICIENCY IN CREATING ENGINEERING SOLUTIONS FOR OPTICAL INSTRUMENTATION. THIS INSTRUMENT ENHANCES THE EDUCATIONAL, RESEARCH, AND TEACHING EFFORTS OF STUDENTS AT ALL LEVELS IN SEVERAL DEPARTMENTS AT THE MISSISSIPPI STATE UNIVERSITY AND THE UNIVERSITY OF CENTRAL FLORIDA. MISSISSIPPI STATE UNIVERSITY BOASTS A DIVERSE STUDENT POPULATION, WITH 23% FROM UNDERREPRESENTED GROUPS, PRIMARILY BLACK OR AFRICAN AMERICAN. THROUGH THE RESEARCH ACTIVITIES ENABLED BY THIS INSTRUMENT, NUMEROUS UNDERGRADUATE AND GRADUATE STUDENTS, AS WELL AS POSTDOCS, AND SENIOR RESEARCHERS ACROSS THE NATION, WILL RECEIVE INTERDISCIPLINARY TRAINING. THE MISSISSIPPI AGRICULTURAL AND FORESTRY EXPERIMENT STATION (MAFES) USES ITS HATCH CAPACITY FORMULA FUNDS TO SUPPORT THE CREATION OF INFORMATION THROUGH FUNDAMENTAL AND APPLIED RESEARCH IN THE FIELDS OF SCIENCE RELATED TO AGRICULTURE, FOOD, NATURAL RESOURCES, THE NATURAL ENVIRONMENT, PEOPLE, BIOTECHNOLOGY ADVANCEMENTS, AND THROUGH SUPPORTING HEALTHY COMMUNITIES. OUR GOAL IS TO PROVIDE SAFE, NUTRITIOUS, AND ACCESSIBLE FOOD AND FIBER PRODUCTS AND PROCESSES FOR CONSUMERS, AND TO ASSURE THAT BUSINESSES THAT COMPRISE MISSISSIPPI'S AGRICULTURAL INDUSTRY HAVE THE INFORMATION REQUIRED TO REMAIN COMPETITIVE IN A GLOBAL MARKETPLACE. MAFES HAS TEN DISCIPLINE-SPECIFIC DEPARTMENTS, RESEARCH INVESTMENTS IN SEVERAL CENTERS/ INSTITUTES, AND FOUR REGIONAL RESEARCH AND EXTENSION (R<(>&<)>E) CENTERS LOCATED ACROSS THE STATE (NORTH MS, MS DELTA REGION, CENTRAL MS, COASTAL MS) THAT SERVE AS RESEARCH HUBS. EACH R<(>&<)>E CENTER ALSO HAS SATELLITE BRANCH STATIONS WHERE SCIENTISTS CONDUCT RESEARCH SPECIFIC TO EACH REGION AND ARE PART OF COORDINATED STATEWIDE PROGRAMS. THE LOCATIONS OF THESE STATIONS ALLOW US TO RESEARCH DIFFERENT COMMODITIES RELATIVE TO SOIL TYPES, CLIMATE (E.G., COASTAL VS. UPPER MS DELTA), PEST PRESSURES, AND REGIONAL INTERESTS AND CHALLENGES, AS WELL AS TO PERFORM NEEDED COMPARISONS AND OPTIMIZATIONS OF SALIENT AGRICULTURAL PRODUCTION ENTERPRISES AND AGRONOMIC PRACTICES. OUR PRIMARY STAKEHOLDERS INCLUDE INDIVIDUAL PRODUCERS, INDUSTRY PARTNERS, STATE AND FEDERAL AGENCIES, AND OTHER REGIONAL AND NATIONAL STRATEGIC COLLABORATORS. MAFES RESEARCH SUPPORTS FOUR CRITICAL ISSUES, SHARED WITH NIFA: ENHANCING THE VIABILITY AND SUSTAINABILITY OF DIVERSE AGRICULTURE TO ENSURE FOOD SECURITY, SAFETY, AND QUALITY; GROWING VIBRANT, SUCCESSFUL, AND SUSTAINABLE COMMUNITIES AND BUSINESSES; STRENGTHENING AND SUSTAINING FAMILIES TO FACILITATE HEALTHY OUTCOMES AND WELLBEING; AND SUSTAINING NATURAL RESOURCES AND ENVIRONMENT AND PROMOTING SUSTAINABLE ENERGY. INCREASED PRODUCTION; BEST MANAGEMENT PRACTICES; CONSERVATION; DISEASE CONTROL, TREATMENT, AND PREVENTION; TECHNOLOGY DEVELOPMENT AND MANY OTHER TARGETS ARE COMMON ELEMENTS OF OUR RESEARCH FOCUS. COMMODITIES CURRENTLY BEING RESEARCHED INCLUDE ANIMALS (E.G., BEEF, DAIRY, SWINE, SMALL RUMINANTS, CATFISH AND OTHER AQUACULTURE, POULTRY, SEAFOOD, AND BEES), ROW- AND ROOT-CROPS (E.G., COTTON, SOYBEANS, CORN, RICE, WHEAT, GRAIN SORGHUM, PEANUTS, SWEET POTATOES), AND HORTICULTURE CROPS (E.G., GREENHOUSE VEGETABLES AND FRUIT/NUT TREES, TURF GRASS, FLORICULTURE, ORNAMENTAL NURSERIES). RESEARCH THAT INVOLVES THE HUMAN SCIENCES AND HUMAN HEALTH (NUTRITION, HEALTH PROMOTION, DISEASE AND ILLNESS), AGRICULTURAL EDUCATION AND LEADERSHIP, LANDSCAPE DESIGN IN AGRICULTURAL OR RURAL COMMUNITIES, AND THE INTERFACE BETWEEN AGRICULTURAL AND ENVIRONMENTAL SYSTEMS ARE ALSO A FOCUS OF MAFES INITIATIVES WITHIN THE STATE AND REGIONALLY. AMONG ANTICIPATED RESEARCH OUTCOMES ARE INCREASED PLANT AND ANIMAL PRODUCTION OR EFFICIENCY, GREATER CONSERVATION OF WATER, SOIL, REDUCTION OF INPUTS TO CROP PRODUCTION/MANAGEMENT, HEALTH IMPACTS THAT CONTRIBUTE TO ENHANCED QUALITY OF LIFE, AND INNOVATIVE IDEAS AND INTELLECTUAL PROPERTY THAT PROVIDES FOR ECONOMIC GAINS ON THE PART OF OUR STATE CONSTITUENTS. HISTORICALLY, RESEARCHERS HAVE FOCUSED ON GENOTYPE BY ENVIRONMENT INTERACTIONS, BUT NEW TECHNOLOGY IS ALLOWING FOR THE OVERLAY OF MANAGEMENT. THUS, THE NEW PARADIGM IS GENOTYPE BY ENVIRONMENT BY MANAGEMENT. THIS CALLS FOR THE GENERATION OF INPUT VIA DIFFERENT TECHNOLOGIES AND METHODS [UNMANNED AIRCRAFT SYSTEMS (UAS)/UNMANNED AERIAL VEHICLES (UAV), MICROBIOME, CROP GENETICS, CLIMATE DATA, ANIMAL WASTE AND OTHER ITEMS RELATED TO CROP PRODUCTIVITY], CREATION OF A BIG DATA PARADIGMS, DEVELOPMENT OF NEW ANALYSIS TECHNIQUES (E.G. GEOSPATIAL STATISTICS, BIOINFORMATICS) AND THE NEED FOR HIGH-PERFORMANCE COMPUTATIONAL SYSTEM. TO FULLY UTILIZE THESE TECHNOLOGIES, COMPUTATIONAL ANALYSIS OF BIG DATA OF VAST TYPES IS NEEDED. IN TURN, THE TECHNIQUES NEED ACCESS TO HIGH-PERFORMANCE COMPUTING (HPC) FOR COMPLEX DATA ANALYSIS, MODELING AND MACHINE LEARNING. SCC-IRG: RESILIENT AND AFFORDABLE HOUSING FOR RURAL COMMUNITIES -MANY RURAL US RESIDENTS LIVE IN AGING, SUBSTANDARD HOUSING WITH LIMITED ACCESS TO INSURANCE, INFRASTRUCTURE, AND SERVICES, LEAVING THEM AT RISK OF DISPLACEMENT AND FINANCIAL LOSS FROM EXTREME WEATHER EVENTS. THIS SMART & CONNECTED COMMUNITIES INTEGRATIVE RESEARCH GRANT (SCC-IRG) PROJECT ADDRESSES A CRITICAL NATIONAL CHALLENGE: HOW TO HELP RURAL COMMUNITIES BETTER FORECAST AND PLAN FOR HOUSING RESILIENCE IN THE FACE OF NATURAL HAZARDS. THE PROJECT IS DEVELOPING A NEW RISK ASSESSMENT AND HOUSING PLANNING TOOL THAT WILL FIRST BE PILOTED IN RURAL COMMUNITIES ACROSS THE MISSISSIPPI DELTA AND GULF COAST REGIONS, WHERE GROWING RISKS FROM FLOODING, HURRICANES, AND OTHER NATURAL HAZARDS POSE THREATS TO LIVES, HOMES, AND LIVELIHOODS. THE ASSESSMENT AND PLANNING TOOL AIMS TO HELP LOCAL DECISION-MAKERS AND PUBLIC WORKERS ASSESS HOUSING VULNERABILITIES, EXPLORE ADAPTATION STRATEGIES, AND PRIORITIZE INVESTMENTS THAT PROTECT LIVES AND IMPROVE AFFORDABILITY. THIS WORK ADVANCES SCIENTIFIC UNDERSTANDING AND COMMUNITY ENGAGEMENT, AND DELIVERS PRACTICAL SOLUTIONS TO IMPROVE SAFETY AND SUSTAINABILITY IN RURAL REGIONS. THE PROJECT ALSO CONTRIBUTES TO STEM EDUCATION THROUGH CREATIVE OUTREACH, INCLUDING HANDS-ON EXPERIENCE, EXHIBITS, AND DESIGN WORKSHOPS FOR RURAL K-6 STUDENTS. THIS PROJECT IS USING GEO-SENSING, ARTIFICIAL INTELLIGENCE, PARTICIPATORY RESEARCH, SYSTEMS ENGINEERING, AND EDUCATIONAL OUTREACH TO ADVANCE UNDERSTANDING OF RISK AND IS DEVELOPING AN INTEGRATED, MULTI-SCALE DECISION-SUPPORT PLATFORM. THE PLATFORM COMBINES AI-DRIVEN BUILDING RISK DETECTION, AGENT-BASED MODELING, AND COMMUNITY-DEFINED PRIORITIES TO GUIDE RURAL HOUSING RESILIENCE STRATEGIES. THE RESEARCH HAS THE CORE OBJECTIVES OF ASSESSING STRUCTURAL AND SOCIAL VULNERABILITIES BY INTEGRATING SATELLITE IMAGERY, DEMOGRAPHIC DATA, AND QUALITATIVE INPUTS FROM RESIDENTS, DEVELOPING AND VALIDATING A HOUSING EVALUATION INDEX THROUGH A HYBRID AGENT-BASED MODEL ENHANCED WITH DEEP REINFORCEMENT LEARNING, AND CO-DESIGNING ADAPTATION STRATEGIES WITH LOCAL STAKEHOLDERS, SUPPORTED BY SCENARIO TESTING AND PARTICIPATORY EVALUATION. THE PLATFORM AIMS TO DELIVER REAL-TIME SIMULATIONS AND VISUALIZATIONS OF HAZARD IMPACTS, HOUSING OUTCOMES, AND INTERVENTION TRADE-OFFS. DATA COLLECTION INCLUDES FOCUS GROUPS, INTERVIEWS, AND PARTICIPATORY MAPPING IN SIX RURAL COUNTIES. OUTPUTS ARE DESIGNED TO INFORM ZONING, MITIGATION PLANNING, HOUSING INVESTMENTS, AND PUBLIC HEALTH EFFORTS. THROUGH HANDS-ON TRAINING AND INFORMAL STEM EDUCATION, THE PROJECT ENSURES BOTH CAPACITY BUILDING AND THE ETHICAL, COMMUNITY-DRIVEN APPLICATION OF SMART TECHNOLOGIES.
