| Environmental Protection Agency | DESCRIPTION:THE AGREEMENT PROVIDES FUNDING TO INTER AMERICAN UNIVERSITY OF PUERTO RICO METRO CAMPUS (IAUPR) TO BUILD THE CAPACITY OF COMMUNITY STAKEHOLDER, LOCAL LEADERS, AND COMMUNITY MEMBERS LOCATED IN PUERTO RICO, AND THE UNITED STATES VIRGIN ISLANDS. SPECIFICALLY, THE RECIPIENT WILL CREATE HUBS IN PUERTO RICO AND USVI USING A HIGHLY SUCCESSFUL MODEL PREVIOUSLY IMPLEMENTED IN BY IAUPR IN PUERTO RICO. THE RECIPIENTS' GOAL IS TO 'BUILD COMMUNITY CAPACITY, CLIMATE RESILIENCE AND MAXIMIZING BENEFITS TO OVERBURDENED AND UNDERSERVED COMMUNITIES INCREASING EPA SUPPORT FOR COMMUNITY-LED ACTION BY PROVIDING INVESTMENTS AND BENEFITS DIRECTLY TO COMMUNITIES WITH ENVIRONMENTAL JUSTICE CONCERNS AND BY INTEGRATING EQUITY THROUGHOUT AGENCY PROGRAMS.' OBJECTIVE IS TO PROVIDE TRAINING, TECHNICAL ASSISTANCE (TA), AND SUPPORT FOR CORE AREAS; COLLABORATIVE PROBLEM-SOLVING, GRANTS AND FUNDRAISING CAPACITY, AND ENVIRONMENTAL/ENERGY JUSTICE ADVOCACY.ACTIVITIES:THE ACTIVITIES INCLUDE: A SERIES OF MEETINGS, WORKSHOPS, AND WEBINARS, BOTH FACE-TO-FACE AND VIRTUAL; THE HUBS AND PARTNERS WILL ENGAGE GRASSROOT ORGANIZATIONS IN STRENGTHENING INSTITUTIONAL CAPACITY. THE STEP-BY-STEP UNPACKING OF THE IDENTIFYING ORGANIZATIONAL, TECHNICAL NEEDS, CREATION OF GUIDES AND MANUALS THAT ARE CULTURALLY AND LINGUISTICALLY APPROPRIATE AND A HANDS-ON-APPROACH FOR PROVIDING TECHNICAL ASSISTANCE AND SUPPORT TO PARTICIPANTS PRIMARILY IN PUERTO RICO AND U.S. VIRGIN ISLANDS. EAGEL WILL DEVELOP A HUB ONE STOP CENTER IN PUERTO RICO AND US VIRGIN ISLANDS TO PROVIDE ELIGIBLE SERVICES FOR ENVIRONMENTAL/ENERGY JUSTICE IN UNDERSERVED, RURAL, AND REMOTE COMMUNITIES. SUBRECIPIENT:INTER AMERICAN UNIVERSITY OF PUERTO RICO WILL ISSUE SUBAWARDS UNDER THIS ASSISTANT AGREEMENT. THE SUB AWARDEES WILL PROVIDE COORDINATION OF THE PROJECT, PREPARING MATERIALS, OUTREACH ACTIVITIES, GRANTSMANSHIP, ENVIRONMENTAL AND ENERGY JUSTICE ADVOCACY. OUTCOMES:IT IS ANTICIPATED THAT THIS PROJECT WILL RESULT IN THE FOLLOWING DELIVERABLES AND EXPECTED OUTCOMES: RECRUIT AND ENGAGE APPROXIMATE 340 ORGANIZATIONS IN STRENGTHENING THEIR INSTITUTIONAL CAPACITY THROUGH TRAINING AND TECHNICAL ASSISTANCE; TO PROVIDE 5500 HOURS OF TRAINING AND SERVICES TO GRASSROOTS ORGANIZATIONS. THROUGH THIS PROJECT THE RECIPIENT EXPECTS THAT UP TO 90% OF PARTICIPATING ORGANIZATION WILL INCREASE THEIR KNOWLEDGE OF GRANTSMANSHIP; 70% OF ORGANIZATIONS WILL INCREASE THE CAPABILITY TO APPLY AND RECEIVE GRANT FUNDING AS WELL AS TO ESTABLISH EDUCATIONAL AND TRAINING MODULES ON CORE AREAS FOR COLLABORATIVE PROBLEM-SOLVING AND LEADERSHIP FOR CIVIC ENGAGEMENT, GRANTSMANSHIP AND FUNDRAISING. BOTH INSTITUTIONS ARE COLLABORATING IN A FOUR-YEAR PROJECT, TO ESTABLISH A MEAT AND POULTRY PROCESSING WORKFORCE TRAINING CENTER IN PUERTO RICO. DUE TO THE ISLAND FINANCIAL CRISIS AND NATURAL DISASTERS, AGRICULTURE NOW REPRESENTS LESS THAN THE 1% OF THE PUERTO RICO GROSS DOMESTIC PRODUCT.1 THEREFORE, FOOD SECURITY IS AT HIGH RISK, DEPENDING ONLY FROM IMPORTS, WHEREAS, POOR FAMILIES IN RURAL AREAS HAVE BEEN NEGATIVELY AND DISPROPORTIONATELY AFFECTED. AGRICULTURE CAN PLAY A VITAL ROLE IN ENSURING FOOD SECURITY, EMPLOYMENT GENERATION, AND OVERALL ECONOMIC GROWTH. THIS PROPOSAL IS FOCUSED ON THE STRENGTH OF AGRICULTURE TO BECOME AN ECONOMIC VIABLE ACTIVITY IN PUERTO RICO, THROUGH THE DEVELOPMENT OF A WORKFORCE IN THE PRODUCTION AND PROCESSING OF MEAT AND POULTRY. A NEW CENTER AND UNIQUE IN PUERTO RICO, WILL BE DEVELOPED TO RECRUIT 110 STUDENTS, THAT WILL BE REGISTERED IN SPECIALIZED ACADEMIC PROGRAMS, THAT WILL PROVIDE THE SPECIFIC SKILLS, ACCORDING TO THE INDUSTRY STANDARDS. A LABORATORY WILL BE EQUIPPED IN EACH ONE OF THESE CAMPUSES, FOR TEACHING PURPOSES AND COMBINED WITH OPPORTUNITIES TO HAVE REAL PRACTICAL LEARNINGS EXPERIENCES AT THE INDUSTRIAL LEVEL. MEAT AND POULTRY FARMERS WILL BE TRAINED AND WILL RECEIVE A PROFESSIONAL CERTIFICATION, THAT WILL IMPROVE THEIR SKILLS FOR A BETTER QUALITY OF PRODUCTS. THE CENTER WILL PROVIDE SUPPORT FOR THE DEVELOPMENT OF A MODERN AGRICULTURE IN THE RURAL MOUNTAINOUS REGION OF PUERTO RICO. FSSA WILL CONSIST OF A BUILDING WITH A TOTAL AREA OF 3,224 FT2 OF CONSTRUCTION (62FT X 52FT), WITH SEVEN LABORATORIES REPRESENTING THE BASIC BIOPROCESSING STAGES FOR IN VITRO PLANT PRODUCTION AND LABORATORY ANALYSIS. THE LAND WHERE FSSA IS BEING CONSTRUCTED IS PART OF INTER AMERICAN UNIVERSITY OF PUERTO RICO-BARRANQUITAS CAMPUS. FEDERAL FUNDS WILL BE USED FOR SCIENTIFIC EQUIPMENT, INFORMATION TECHNOLOGY EQUIPMENT AND MATERIALS, AND EQUIPMENT FOR SOLAR BACKUP ENERGY SYSTEM. ACTIVITIES TO BE PERFORMED: THIS PROJECT WAS INITIATED TO HELP RECOVER THE PLANTAIN PLANTATIONS FROM HURRICANE MARIA IN THE NEARBY MUNICIPALITIES OF INTER AMERICAN UNIVERSITY OF PUERTO RICO-BARRANQUITAS CAMPUS. SOME ADVANTAGES OF THIS INITIATIVE, INCLUDES: 1) THE AVAILABILITY OF PROPAGATION MATERIALS FOR FARMERS, IN SPITE NATURAL PHENOMENA, SUCH AS HURRICANES, 2) THE OPPORTUNITY TO INCREASE THE REVENUE OF THE FARMERS, SINCE THEY RECEIVE HIGH QUALITY PLANTS FREE OF DISEASES, WHICH PRODUCE THE FRUIT FASTER THAN THE TRADITIONAL METHODS, 3) AN OPPORTUNITY TO PROVIDE TO CONSUMERS A BETTER PRODUCT.EXPECTED OUTCOMES: THE PROPOSED OUTCOME OF THIS PROJECT IS TO INCREASE AGRICULTURAL RESILIENCE, REDUCE FOOD INSECURITY, AND PROMOTE ECONOMIC DEVELOPMENT THROUGH APPLICATION OF BIOTECHNOLOGICAL TOOLS. A CONCERTED EFFORT ON PART OF THESE INSTITUTIONS WILL ADDRESS THE AFRI FARM BILL PRIORITY AREA OF AGRICULTURE SYSTEMS AND TECHNOLOGY IN THE CENTRAL REGION OF PUERTO RICO.THE FIRST OBJECTIVE OF THE PROJECT IS INTENSIVE, HANDS-ON TRAINING OF K-14 TEACHERS IN INQUIRY-BASED TEACHING AND EXPERIENTIAL LEARNING IN THE AREA OF AGRICULTURAL BIOTECHNOLOGY. IN LINE WITH THE VIEW TO 'TRAIN THE EDUCATORS', THE SECOND OBJECTIVE IS TO STRENGTHEN ONLINE TEACHING SKILLS OF TEACHERS BY TRAINING THEM IN CURRICULUM DEVELOPMENT THROUGH A CONTINUING EDUCATION CERTIFICATION PROGRAM. ALTHOUGH A LIMITED NUMBER OF COMPOUNDS HAVE BEEN PUT FORTH TO ADDRESS THE MRSA RESISTANCE PROBLEM, THERE IS STILL A CRITICAL NEED TO DEVELOP NOVEL COMPOUNDS WITH IMPROVED ANTIBACTERIAL ACTIVITY. SYNTHETIC UNSATURATED FATTY ACIDS (UFAS) ARE ATTRACTIVE CANDIDATES TO BECOME NEXT- GENERATION ANTIBACTERIAL AGENTS FOR TREATING MRSA INFECTIONS BECAUSE THEY APPEAR TO HAVE MULTIPLE MECHANISMS OF ACTION, MAKING IT MORE DIFFICULT FOR BACTERIA TO DEVELOP RESISTANCE. IN ADDITION, SYNTHETIC UFAS CAN DIRECTLY KILL MULTI-DRUG RESISTANT BACTERIA AT VERY LOW CONCENTRATIONS (I.E., AT THE MICROMOLAR AND NANOMOLAR LEVEL). RECENT EXPERIMENTAL DATA SUGGEST THAT THE CYTOTOXIC ACTIVITY OF EITHER 2-HEXADECYNOIC ACID (2- HDA, TRIPLE-BONDED FA) OR DAT-51(DOUBLE-BONDED FA) AGAINST MRSA IS DUE TO THEIR ABILITY TO DISRUPT THE CELL MEMBRANE, POSSIBLY BY PORE FORMATION. THE LONG-TERM GOAL OF THIS PROJECT IS TO DEFINE THE MECHANISMS THAT EXPLAIN THE TOTAL ANTIBACTERIAL ACTIVITY OF UFAS AND APPLY THIS KNOWLEDGE TO DEVELOP A NEXT-GENERATION OF SYNTHETIC UFAS WITH EVEN BETTER EFFICACY AS ANTIBACTERIAL AGENTS. OUR CENTRAL HYPOTHESIS IS THAT UFAS SUCH AS 2-HDA OR DAT-51 CAN INDUCE MEMBRANE DISRUPTION THROUGH DIRECT PORE FORMATION. TWO INDEPENDENT BUT RELATED SPECIFIC AIMS PROPOSED HERE WILL TEST OUR CENTRAL HYPOTHESIS. IN THE FIRST AIM, WE WILL DETERMINE IF 2-HDA AND/OR DAT- 51 DISRUPT THE CELL MEMBRANE OF S. AUREUS USING FLOW CYTOMETRY, DNA/RNA LEAKAGE ASSAYS, AND ELECTRON MICROSCOPY. THE SECOND AIM WILL DEFINE THE INHIBITORY EFFECTS OF 2-HDA OR DAT-51 ON S. AUREUS PEPTIDOGLYCAN BIOSYNTHESIS BY USING WESTERN BLOT AND STANDARD COLORIMETRIC ASSAYS. THE KNOWLEDGE ACQUIRED FROM THIS PROJECT WILL SIGNIFICANTLY IMPACT THE FIELD BECAUSE IT WILL ALLOW US TO ESTABLISH THE CHEMICAL AND BIOLOGICAL FOUNDATIONS REQUIRED FOR THE TARGETED DESIGN OF THE NEXT GENERATION OF SYNTHETIC UFAS WITH IMPROVED ANTIBACTERIAL ACTIVITY. SAIL WILL RECRUIT SIX (6) UNDERGRADUATE MINORITY STUDENTS PER YEAR FROM INTER AMERICAN UNIVERSITY OF PUERTO RICO (IAUPR) TO PARTICIPATE IN A 9-WEEK RESEARCH EXPERIENCE FOCUSING ON THE DESIGN AND CHARACTERIZATION OF ADVANCED NANOMATERIALS FOR ELECTRONIC AND PHOTONIC APPLICATIONS. CURRENTLY, NANOSCIENCE AND NANOTECHNOLOGY ARE UTILIZED IN MANY PUBLIC SECTORS, SUCH AS TRANSPORTATION, MEDICINE, AND ENERGY. HOWEVER, NANOTECHNOLOGY DEPENDS ON THE EXISTENCE AND CHARACTERIZATION OF NEW NANOMATERIALS. THE CONTROL OF NANOMATERIALS' COMPOSITION, SIZE, SHAPE, AND MORPHOLOGY ARE ESSENTIAL, AND THEIR COMPLEX FUNCTIONS REQUIRE FURTHER ADVANCEMENT IN PREPARATION AND MODIFICATION. FOR THIS REASON, THE DESIGN AND STUDY OF ADVANCED NANOMATERIALS ARE OF GREAT IMPORTANCE TO SOCIETY AND THE FUTURE. SAIL SCHOLARS WILL CONDUCT MENTORED, HIGH-QUALITY RESEARCH ACTIVITIES AND DEVELOP THE NECESSARY SKILLS TO MANAGE HIGH-PERFORMANCE EQUIPMENT. TWO INDEPENDENT CAMPUSES OF THE INTER AMERICAN UNIVERSITY OF PUERTO RICO, BAYAMON CAMPUS (IAUPR-BC) AND PONCE CAMPUS (IAUPR-PC) WILL ESTABLISH A COLLABORATIVE NETWORK TO SUPPORT THE STUDENTS IN THIS RESEARCH EXPERIENCE. SAIL SCHOLARS WILL WORK ON MULTIDISCIPLINARY (PHYSICS, CHEMISTRY, AND MATERIAL SCIENCE) PROJECTS BUT WITH A UNIFYING THEME THAT ENABLES A COHORT EXPERIENCE UNDER THE MENTORING OF EXPERT RESEARCHERS. THE RESULTS OF THE PROJECTS WILL GENERATE NEW KNOWLEDGE THAT WILL CONTRIBUTE TO THE ADVANCEMENT OF SCIENCE. THE SKILLS DEVELOPED BY MULTIDISCIPLINARY COLLABORATIVE RESEARCH WILL HELP STUDENTS IN THEIR FUTURE CAREERS AND RESEARCH OPPORTUNITIES. THE INTERNATIONAL AND CROSS-DISCIPLINARY COMPONENT OF THIS LEARNING EXPERIENCE GOES BEYOND WHAT IS ORDINARILY AVAILABLE TO LOW-INCOME UNDERGRADUATE STUDENTS IN PUERTO RICO. THE IAUPR IS A PRIVATE UNDERGRADUATE INSTITUTION WITH 99% HISPANIC, PRIMARILY FIRST-GENERATION/LOW-INCOME STUDENTS. THE PROPOSED ACTIVITIES WILL IMPACT UNDERREPRESENTED MINORITIES IN STEM, ENABLING CROSS-DISCIPLINARY RESEARCH AND PROMOTING CULTURAL COMPETENCE IN A COHORT MODEL. A GENDER BALANCE WILL BE SOUGHT DURING THE SELECTION PROCESS, AS HISPANIC WOMEN ARE EVEN MORE UNDERREPRESENTED IN THE STEM COMMUNITY. STUDENTS WILL PRESENT THEIR RESEARCH PROJECTS AT REGIONAL, NATIONAL AND INTERNATIONAL CONFERENCES TO IMPROVE THEIR NETWORKING AND PRESENTATION SKILLS. IAUPR IS A PRIVATE, NONPROFIT, FOUR-YEAR HISPANIC SERVING INSTITUTION LOCATED IN NW PUERTO RICO. TOTAL ENROLLMENT DURING THE 2019-2020 ACADEMIC TERM WAS 4,003 (3,806 UNDERGRADUATES AND 124 VETERANS) WITH 99.8% HISPANIC, 87% PELL-GRANT RECIPIENTS. STUDENT WELLBEING MUST BE UNDERSTOOD WITHIN THE CONTEXT OF TRAUMATIC STRESS RELATED CATASTROPHES INCLUDING HURRICANES, EARTHQUAKES AND THE PRESENT DAY COVID-19 PANDEMIC. AVAILABLE DATA SUGGESTS THAT OUR STUDENTS ARE SERIOUSLY THINKING ABOUT SUICIDE AND HAVE MADE SUICIDE ATTEMPTS AND, IN THE FALL OF 2019, ONE STUDENT DIED BY SUICIDE. TO MITIGATE THE STATE OF MENTAL HEALTH ON CAMPUS, THE PROGRAM WILL CENTER AROUND FOLLOWING GOALS AND OBJECTIVES: (G1) TO IMPROVE THE SUICIDE PREPAREDNESS INFRASTRUCTURE ON CAMPUS IN ORDER TO PREVENT AND RESPOND TO STUDENT SUICIDE, OBJ. 1A. DESCRIPTION:THE AGREEMENT PROVIDES FUNDING TO INTER AMERICAN UNIVERSITY OF PUERTO RICO METRO CAMPUS (IAUPR) TO BUILD THE CAPACITY OF COMMUNITY STAKEHOLDER, LOCAL LEADERS, AND COMMUNITY MEMBERS LOCATED IN PUERTO RICO, AND THE UNITED STATES VIRGIN ISLANDS. SPECIFICALLY, THE RECIPIENT WILL CREATE HUBS IN PUERTO RICO AND USVI USING A HIGHLY SUCCESSFUL MODEL PREVIOUSLY IMPLEMENTED IN BY IAUPR IN PUERTO RICO. THE RECIPIENTS' GOAL IS TO 'BUILD COMMUNITY CAPACITY, CLIMATE RESILIENCE AND MAXIMIZING BENEFITS TO OVERBURDENED AND UNDERSERVED COMMUNITIES INCREASING EPA SUPPORT FOR COMMUNITY-LED ACTION BY PROVIDING INVESTMENTS AND BENEFITS DIRECTLY TO COMMUNITIES WITH ENVIRONMENTAL JUSTICE CONCERNS AND BY INTEGRATING EQUITY THROUGHOUT AGENCY PROGRAMS.' OBJECTIVE IS TO PROVIDE TRAINING, TECHNICAL ASSISTANCE (TA), AND SUPPORT FOR CORE AREAS; COLLABORATIVE PROBLEM-SOLVING, GRANTS AND FUNDRAISING CAPACITY, AND ENVIRONMENTAL/ENERGY JUSTICE ADVOCACY.ACTIVITIES:THE ACTIVITIES INCLUDE: A SERIES OF MEETINGS, WORKSHOPS, AND WEBINARS, BOTH FACE-TO-FACE AND VIRTUAL; THE HUBS AND PARTNERS WILL ENGAGE GRASSROOT ORGANIZATIONS IN STRENGTHENING INSTITUTIONAL CAPACITY. THE STEP-BY-STEP UNPACKING OF THE IDENTIFYING ORGANIZATIONAL, TECHNICAL NEEDS, CREATION OF GUIDES AND MANUALS THAT ARE CULTURALLY AND LINGUISTICALLY APPROPRIATE AND A HANDS-ON-APPROACH FOR PROVIDING TECHNICAL ASSISTANCE AND SUPPORT TO PARTICIPANTS PRIMARILY IN PUERTO RICO AND U.S. VIRGIN ISLANDS. EAGEL WILL DEVELOP A HUB ONE STOP CENTER IN PUERTO RICO AND US VIRGIN ISLANDS TO PROVIDE ELIGIBLE SERVICES FOR ENVIRONMENTAL/ENERGY JUSTICE IN UNDERSERVED, RURAL, AND REMOTE COMMUNITIES. SUBRECIPIENT:INTER AMERICAN UNIVERSITY OF PUERTO RICO WILL ISSUE SUBAWARDS UNDER THIS ASSISTANT AGREEMENT. THE SUB AWARDEES WILL PROVIDE COORDINATION OF THE PROJECT, PREPARING MATERIALS, OUTREACH ACTIVITIES, GRANTSMANSHIP, ENVIRONMENTAL AND ENERGY JUSTICE ADVOCACY. OUTCOMES:IT IS ANTICIPATED THAT THIS PROJECT WILL RESULT IN THE FOLLOWING DELIVERABLES AND EXPECTED OUTCOMES: RECRUIT AND ENGAGE APPROXIMATE 340 ORGANIZATIONS IN STRENGTHENING THEIR INSTITUTIONAL CAPACITY THROUGH TRAINING AND TECHNICAL ASSISTANCE; TO PROVIDE 5500 HOURS OF TRAINING AND SERVICES TO GRASSROOTS ORGANIZATIONS. THROUGH THIS PROJECT THE RECIPIENT EXPECTS THAT UP TO 90% OF PARTICIPATING ORGANIZATION WILL INCREASE THEIR KNOWLEDGE OF GRANTSMANSHIP; 70% OF ORGANIZATIONS WILL INCREASE THE CAPABILITY TO APPLY AND RECEIVE GRANT FUNDING AS WELL AS TO ESTABLISH EDUCATIONAL AND TRAINING MODULES ON CORE AREAS FOR COLLABORATIVE PROBLEM-SOLVING AND LEADERSHIP FOR CIVIC ENGAGEMENT, GRANTSMANSHIP AND FUNDRAISING. DIRECT BENEFICIARIES OF THIS PROGRAM INCLUDE RESIDENTS LOCATED IN PUERTO RICO AND U.S. VIRGIN ISLANDS.

THIS PROPOSAL IS FOCUSED ON THE STRENGTH OF AGRICULTURE TO BECOME AN ECONOMIC VIABLE ACTIVITY IN PUERTO RICO, THROUGH THE DEVELOPMENT OF A WORKFORCE IN THE PRODUCTION AND PROCESSING OF MEAT AND POULTRY. A NEW CENTER AND UNIQUE IN PUERTO RICO, WILL BE DEVELOPED TO RECRUIT 110 STUDENTS, THAT WILL BE REGISTERED IN SPECIALIZED ACADEMIC PROGRAMS, THAT WILL PROVIDE THE SPECIFIC SKILLS, ACCORDING TO THE INDUSTRY STANDARDS. A LABORATORY WILL BE EQUIPPED IN EACH ONE OF THESE CAMPUSES, FOR TEACHING PURPOSES AND COMBINED WITH OPPORTUNITIES TO HAVE REAL PRACTICAL LEARNINGS EXPERIENCES AT THE INDUSTRIAL LEVEL. MEAT AND POULTRY FARMERS WILL BE TRAINED AND WILL RECEIVE A PROFESSIONAL CERTIFICATION, THAT WILL IMPROVE THEIR SKILLS FOR A BETTER QUALITY OF PRODUCTS. PARTNERSHIPS WITH INDUSTRY AND SMALL BUSINESS TECHNOLOGY DEVELOPMENT CENTER (SBDTC) WILL BE ESTABLISHED, AS WELL AS WITH EXPERTS IN MEAT AND POULTRY SCIENCES, THAT WILL ADVISE AND REVISE THE PREPARATION AND IMPLEMENTATION OF THE NEW CURRICULUM. ON LINE EDUCATION WILL IMPROVE THE DELIVERY OF THESE NEW ACADEMIC PROGRAMS. A SYMPOSIUM ON MEAT AND POULTRY PROCESSING AND PRODUCTION WILL TAKE PLACE AS PART OF THIS PROJECT, WITH THE ACTIVE PARTICIPATION OF ACADEMIA, INDUSTRY AND FARMERS.

A COLLABORATIVE EFFORT OF INSTITUTES WITH SUPPORT FROM PURDUE UNIVERSITY WILL BE ADDRESSING AN EDUCATIONAL PRIORITY AREA OF NIFA, NAMELY AGRICULTURE SYSTEMS AND TECHNOLOGY, IN THE CENTRAL REGION OF THE ISLAND.THE VULNERABILITY OF THE ISLAND'S SUPPLY-CHAINS, THAT BECAME EVIDENT DURING RECENT NATURAL DISASTERS, HAS SHOWN THE INCREASED NEED FOR FOOD SECURITY. THEREFORE, A FOCUS GROWTH ON AGRICULTURAL PRACTICES REPRESENTS AN OPPORTUNITY FOR THE ISLANDS' PROSPERITY AND THE WELFARE OF ITS HABITANTS. THE FIRST EDUCATIONAL GOAL OF THE PROJECT IS TO ATTRACT AND SUPPORT UNDERGRADUATE STUDENTS FROM UNDERREPRESENTED GROUPS BY DEVELOPING NEW COURSE IN ASSOCIATE DEGREE IN CONTROLLED ENVIRONMENTAL AGRICULTURE (CEA).IAUPR BC HAS AN INDUSTRIAL PARTNER CORTEVA AGRISCIENCES TO FACILITATE AN INTENSIVE INDUSTRIAL TRAINING EXPERIENCE. WE WILL GRADUATE 45 STUDENTS THROUGH TRAINING BY EXPERIENCE-BASED LEARNING, MODERN LABORATORY ACTIVITIES AND OUTREACH ACTIVITIES.THE SECOND GOAL IS TO MAXIMIZE THE OUTREACH POTENTIAL OF THE PROJECT WITH AN OFF-CAMPUS TRAINING FACILITY FOR LOCAL COMMUNITIES IN THE FORM OF AN AGRICULTURAL MOBILE LABORATORY. THE OUTCOMES OF THE PROJECT WILL ENHANCE EDUCATIONAL AND TRAINING OPPORTUNITIES THAT WILL IMPACT ABOUT 109 STUDENTS IN 4 YEARS. THIS WILL FACILITATE THE DEVELOPMENT OF A POOL OF AGRICULTURAL WORKFORCE WITH THE NECESSARY KNOWLEDGE AND SKILLS, ROOTED IN THE CORE AIMS OF THE NIFA-USDA PROGRAM AND ESTABLISHMENT OF AGRICULTURAL EDUCATIONAL PROGRAMS IN RURAL REGIONS OF PUERTO RICO.

PURPOSE/SCOPE: THE MAIN PURPOSE OF THIS PROJECT IS TO SUPPLY EQUIPMENT FOR THE RECENTLY CONSTRUCTED CENTER FOR FOOD SECURITY AND SUSTAINABLE AGRICULTURE (FSSA). THE CENTER WILL PROVIDE SUPPORT FOR THE DEVELOPMENT OF A MODERN AGRICULTURE IN THE RURAL MOUNTAINOUS REGION OF PUERTO RICO. FSSA WILL CONSIST OF A BUILDING WITH A TOTAL AREA OF 3,224 FT2 OF CONSTRUCTION (62FT X 52FT), WITH SEVEN LABORATORIES REPRESENTING THE BASIC BIOPROCESSING STAGES FOR IN VITRO PLANT PRODUCTION AND LABORATORY ANALYSIS. THE LAND WHERE FSSA IS BEING CONSTRUCTED IS PART OF INTER AMERICAN UNIVERSITY OF PUERTO RICO-BARRANQUITAS CAMPUS. FEDERAL FUNDS WILL BE USED FOR SCIENTIFIC EQUIPMENT, INFORMATION TECHNOLOGY EQUIPMENT AND MATERIALS, AND EQUIPMENT FOR SOLAR BACKUP ENERGY SYSTEM. ACTIVITIES TO BE PERFORMED: THIS PROJECT WAS INITIATED TO HELP RECOVER THE PLANTAIN PLANTATIONS FROM HURRICANE MARIA IN THE NEARBY MUNICIPALITIES OF INTER AMERICAN UNIVERSITY OF PUERTO RICO-BARRANQUITAS CAMPUS. SOME ADVANTAGES OF THIS INITIATIVE, INCLUDES: 1) THE AVAILABILITY OF PROPAGATION MATERIALS FOR FARMERS, IN SPITE NATURAL PHENOMENA, SUCH AS HURRICANES, 2) THE OPPORTUNITY TO INCREASE THE REVENUE OF THE FARMERS, SINCE THEY RECEIVE HIGH QUALITY PLANTS FREE OF DISEASES, WHICH PRODUCE THE FRUIT FASTER THAN THE TRADITIONAL METHODS, 3) AN OPPORTUNITY TO PROVIDE TO CONSUMERS A BETTER PRODUCT.EXPECTED OUTCOMES: THE PROPOSED OUTCOME OF THIS PROJECT IS TO INCREASE AGRICULTURAL RESILIENCE, REDUCE FOOD INSECURITY, AND PROMOTE ECONOMIC DEVELOPMENT THROUGH APPLICATION OF BIOTECHNOLOGICAL TOOLS. THIS LONG-TERM GOAL WILL BE REACHED BY THE CONSTRUCTION OF A SPECIALIZED LABORATORY, WHERE MANY OF THESE BIOTECHNOLOGICAL TOOLS WILL BE APPLIED. THE NEW CONSTRUCTION WILL BE KNOWN AS THE CENTER FOR FOOD SECURITY AND SUSTAINABLE AGRICULTURE. THIS NEW LABORATORY WILL PLAY A VITAL ROLE IN ENSURING FOOD SECURITY, EMPLOYMENT GENERATION, AND OVERALL ECONOMIC GROWTH.INTENDED BENEFICIARIES:THIS WILL INCREASE THE VOLUME AND VALUE OF AGRICULTURAL PRODUCTION; INCREASE RURAL INCOMES AND EMPLOYMENT; AND ENHANCE THE COMPETITIVENESS OF THE RURAL ECONOMY OF BARRANQUITAS AND THE CENTRAL REGION OF PUERTO RICO. THIS PROJECT WILL BENEFIT RURAL COMMUNITIES FROM THE MOUNTAINOUS REGION OF PUERTO RICO THAT HAVE BEEN HIT HARD BY HURRICANE MARIA, THE EARTHQUAKES WHICH SHOOK THE ISLAND IN EARLY 2020, AS WELL AS THE COVID 19 PANDEMIC. THE MUNICIPALITIES OF BARRANQUITAS, AS WELL AS NEIGHBORING OROCOVIS, AIBONITO, COMERIO, AND COROZAL WILL HAVE ACCESS TO HARDY SEEDS DEVELOPED AT FSSA. THE SOAR IN STEM PROGRAM WILL PROVIDE DISADVANTAGED STUDENTS WITH A QUALITY STEM EDUCATION THROUGH CURES AND ACADEMIC SUPPORTS THAT WILL NOT ONLY PREPARE THEM TO BECOME HIGHLY QUALIFIED SCIENTISTS/PROFESSIONALS, BUT ALSO WILL IMPROVE RETENTION AND GRADUATION RATES IN STEM, THEREBY BROADENING PARTICIPATION IN STEM. THE PROJECT WILL ALSO CONTRIBUTE NEW FINDINGS THAT CAN REFORM THE STEM LEARNING ENVIRONMENT FOR HISPANIC, LOW-INCOME, FEMALE AND/OR FIRST-GENERATION STUDENTS AT OTHER PRIMARILY UNDERGRADUATE HSIS IN PUERTO RICO AND ACROSS THE NATION. GATEWAY/BOTTLENECK COURSES WILL BE REDESIGNED BY IMPLEMENTING MULTIDISCIPLINARY CURES IN A COLLABORATIVE SETTING IN PHYSICS, GENERAL CHEMISTRY, ORGANIC CHEMISTRY AND BIOLOGY LABORATORY SECTIONS. STUDENTS WILL BE ENGAGED AT THE BEGINNING OF THEIR ACADEMIC CAREER IN A MULTIDISCIPLINARY RESEARCH EXPERIENCE COMBINED WITH PEER MENTORING AND ADDITIONAL ACTIVITIES SUCH AS RESEARCH DISSEMINATION, EXAM-WRAPPERS SESSIONS, BOOTCAMP AND ACADEMIC ADVISING AS MECHANISMS FOR IMPROVING STUDENT SUCCESS AT IAUPR. THE PROGRAM ACTIVITIES WILL SUPPORT CONTINUED EVOLUTION OF MULTIDISCIPLINARY CURE DESIGN AND IMPLEMENTATION IN THESE LABORATORY SECTIONS AT THE TWO CAMPUSES OF THE IAUPR, WITH THE GOAL OF IMPROVING PSYCHO-SOCIAL METRICS LINKED TO STUDENT SUCCESS (SENSE OF BELONGING, SELF-EFFICACY, DESIRE TO PERSIST AND STEM IDENTITY), AS WELL AS PROVIDE EVIDENCE ABOUT HOW A MULTIDISCIPLINARY, COLLABORATIVE CURE IN COMBINATION WITH ADDITIONAL ACADEMIC SUPPORT CAN CONTRIBUTE TO IMPROVED RETENTION AND GRADUATION RATES IN STEM. INVESTIGATING THE MECHANISM OF ACTION OF ANTIBACTERIAL SYNTHETIC UNSATURATED FATTY ACIDS IN METHICILLIN-RESISTANT STAPHYLOCOCCUS AUREUS - PROJECT SUMMARY METHICILLIN-RESISTANT STAPHYLOCOCCUS AUREUS (MRSA) CONTINUES TO GAIN RESISTANCE TO EXISTING ANTIBIOTICS, AND THE LACK OF BIG PHARMA PIPELINES TO DEVELOP NEW COMPOUNDS THAT TARGET SUPERBUGS MEANS THAT SERIOUS ATTENTION IS NEEDED WITHIN THE ACADEMIC RESEARCH COMMUNITY. ALTHOUGH A LIMITED NUMBER OF COMPOUNDS HAVE BEEN PUT FORTH TO ADDRESS THE MRSA RESISTANCE PROBLEM, THERE IS STILL A CRITICAL NEED TO DEVELOP NOVEL COMPOUNDS WITH IMPROVED ANTIBACTERIAL ACTIVITY. SYNTHETIC UNSATURATED FATTY ACIDS (UFAS) ARE ATTRACTIVE CANDIDATES TO BECOME NEXT- GENERATION ANTIBACTERIAL AGENTS FOR TREATING MRSA INFECTIONS BECAUSE THEY APPEAR TO HAVE MULTIPLE MECHANISMS OF ACTION, MAKING IT MORE DIFFICULT FOR BACTERIA TO DEVELOP RESISTANCE. IN ADDITION, SYNTHETIC UFAS CAN DIRECTLY KILL MULTI-DRUG RESISTANT BACTERIA AT VERY LOW CONCENTRATIONS (I.E., AT THE MICROMOLAR AND NANOMOLAR LEVEL). RECENT EXPERIMENTAL DATA SUGGEST THAT THE CYTOTOXIC ACTIVITY OF EITHER 2-HEXADECYNOIC ACID (2- HDA, TRIPLE-BONDED FA) OR DAT-51(DOUBLE-BONDED FA) AGAINST MRSA IS DUE TO THEIR ABILITY TO DISRUPT THE CELL MEMBRANE, POSSIBLY BY PORE FORMATION. THE LONG-TERM GOAL OF THIS PROJECT IS TO DEFINE THE MECHANISMS THAT EXPLAIN THE TOTAL ANTIBACTERIAL ACTIVITY OF UFAS AND APPLY THIS KNOWLEDGE TO DEVELOP A NEXT-GENERATION OF SYNTHETIC UFAS WITH EVEN BETTER EFFICACY AS ANTIBACTERIAL AGENTS. OUR CENTRAL HYPOTHESIS IS THAT UFAS SUCH AS 2-HDA OR DAT-51 CAN INDUCE MEMBRANE DISRUPTION THROUGH DIRECT PORE FORMATION. TWO INDEPENDENT BUT RELATED SPECIFIC AIMS PROPOSED HERE WILL TEST OUR CENTRAL HYPOTHESIS. IN THE FIRST AIM, WE WILL DETERMINE IF 2-HDA AND/OR DAT- 51 DISRUPT THE CELL MEMBRANE OF S. AUREUS USING FLOW CYTOMETRY, DNA/RNA LEAKAGE ASSAYS, AND ELECTRON MICROSCOPY. THE SECOND AIM WILL DEFINE THE INHIBITORY EFFECTS OF 2-HDA OR DAT-51 ON S. AUREUS PEPTIDOGLYCAN BIOSYNTHESIS BY USING WESTERN BLOT AND STANDARD COLORIMETRIC ASSAYS. THE KNOWLEDGE ACQUIRED FROM THIS PROJECT WILL SIGNIFICANTLY IMPACT THE FIELD BECAUSE IT WILL ALLOW US TO ESTABLISH THE CHEMICAL AND BIOLOGICAL FOUNDATIONS REQUIRED FOR THE TARGETED DESIGN OF THE NEXT GENERATION OF SYNTHETIC UFAS WITH IMPROVED ANTIBACTERIAL ACTIVITY. THEREFORE, THE SUCCESSFUL COMPLETION OF THIS PROJECT IS LIKELY TO LEAD TO THE DEVELOPMENT OF NEW THERAPEUTIC OPTIONS TO TREAT DEVASTATING MRSA INFECTIONS.

IRES TRACK I: STEM ADVANCEMENT THROUGH INTERNATIONAL LEARNING (SAIL) -THE STEM ADVANCEMENT THROUGH INTERNATIONAL LEARNING (SAIL) PROGRAM AT INTERAMERICAN UNIVERSITY OF PUERTO RICO, BAYAMON AND PONCE, WILL EXPOSE HISPANIC UNDERGRADUATE STUDENTS TO NANOSCIENCE RESEARCH UNDER THE SUPERVISION OF MATERIAL PHYSICS DEPARTMENT FACULTY FROM THE COMPLUTENSE UNIVERSITY OF MADRID (SPANISH ACRONYM UCM), SPAIN. SAIL WILL RECRUIT SIX (6) UNDERGRADUATE MINORITY STUDENTS PER YEAR FROM INTER AMERICAN UNIVERSITY OF PUERTO RICO (IAUPR) TO PARTICIPATE IN A 9-WEEK RESEARCH EXPERIENCE FOCUSING ON THE DESIGN AND CHARACTERIZATION OF ADVANCED NANOMATERIALS FOR ELECTRONIC AND PHOTONIC APPLICATIONS. CURRENTLY, NANOSCIENCE AND NANOTECHNOLOGY ARE UTILIZED IN MANY PUBLIC SECTORS, SUCH AS TRANSPORTATION, MEDICINE, AND ENERGY. HOWEVER, NANOTECHNOLOGY DEPENDS ON THE EXISTENCE AND CHARACTERIZATION OF NEW NANOMATERIALS. THE CONTROL OF NANOMATERIALS' COMPOSITION, SIZE, SHAPE, AND MORPHOLOGY ARE ESSENTIAL, AND THEIR COMPLEX FUNCTIONS REQUIRE FURTHER ADVANCEMENT IN PREPARATION AND MODIFICATION. FOR THIS REASON, THE DESIGN AND STUDY OF ADVANCED NANOMATERIALS ARE OF GREAT IMPORTANCE TO SOCIETY AND THE FUTURE. SAIL SCHOLARS WILL CONDUCT MENTORED, HIGH-QUALITY RESEARCH ACTIVITIES AND DEVELOP THE NECESSARY SKILLS TO MANAGE HIGH-PERFORMANCE EQUIPMENT. TWO INDEPENDENT CAMPUSES OF THE INTER AMERICAN UNIVERSITY OF PUERTO RICO, BAYAMON CAMPUS (IAUPR-BC) AND PONCE CAMPUS (IAUPR-PC) WILL ESTABLISH A COLLABORATIVE NETWORK TO SUPPORT THE STUDENTS IN THIS RESEARCH EXPERIENCE. SAIL SCHOLARS WILL WORK ON MULTIDISCIPLINARY (PHYSICS, CHEMISTRY, AND MATERIAL SCIENCE) PROJECTS BUT WITH A UNIFYING THEME THAT ENABLES A COHORT EXPERIENCE UNDER THE MENTORING OF EXPERT RESEARCHERS. THE RESULTS OF THE PROJECTS WILL GENERATE NEW KNOWLEDGE THAT WILL CONTRIBUTE TO THE ADVANCEMENT OF SCIENCE. THE SKILLS DEVELOPED BY MULTIDISCIPLINARY COLLABORATIVE RESEARCH WILL HELP STUDENTS IN THEIR FUTURE CAREERS AND RESEARCH OPPORTUNITIES. THE INTERNATIONAL AND CROSS-DISCIPLINARY COMPONENT OF THIS LEARNING EXPERIENCE GOES BEYOND WHAT IS ORDINARILY AVAILABLE TO LOW-INCOME UNDERGRADUATE STUDENTS IN PUERTO RICO. THE IAUPR IS A PRIVATE UNDERGRADUATE INSTITUTION WITH 99% HISPANIC, PRIMARILY FIRST-GENERATION/LOW-INCOME STUDENTS. THE PROPOSED ACTIVITIES WILL IMPACT UNDERREPRESENTED MINORITIES IN STEM, ENABLING CROSS-DISCIPLINARY RESEARCH AND PROMOTING CULTURAL COMPETENCE IN A COHORT MODEL. A GENDER BALANCE WILL BE SOUGHT DURING THE SELECTION PROCESS, AS HISPANIC WOMEN ARE EVEN MORE UNDERREPRESENTED IN THE STEM COMMUNITY. STUDENTS WILL PRESENT THEIR RESEARCH PROJECTS AT REGIONAL, NATIONAL AND INTERNATIONAL CONFERENCES TO IMPROVE THEIR NETWORKING AND PRESENTATION SKILLS. THE COLLABORATION AMONG CAMPUSES AND THE INTERNATIONAL ALLIANCE WILL STRENGTHEN RESEARCH, EDUCATION OPPORTUNITIES, AND MOBILITY FOR MINORITY STUDENTS. THE SAIL PROJECT WILL IMPACT THE IAUPR SYSTEM AND THE ISLAND BY COMBINING PROGRAM ACTIVITIES AND DISSEMINATION EFFORTS. THE ANTICIPATED RESULTS OF THE PROJECT ARE AN INCREASE IN THE RETENTION AND GRADUATION RATES, DEVELOPMENT OF RESEARCH AND INTERNATIONAL SKILLS FOR UNDERGRADUATE STUDENTS (SELF-EFFICACY IN STEM) AND ENHANCED THE NUMBER OF STUDENTS WHO DECIDE TO PURSUE GRADUATE STUDIES (PERSISTENCE IN STEM). THIS PROJECT IS JOINTLY FUNDED BY THE INTERNATIONAL RESEARCH EXPERIENCE FOR STUDENTS PROGRAM AND THE ESTABLISHED PROGRAM TO STIMULATE COMPETITIVE RESEARCH (EPSCOR). IAUPR-AGUADILLA SUICIDE PREVENTION PROGRAM (INTERCONTIGO) - THE INTERCONTIGO PROJECT OF THE AGUADILLA CAMPUS AT INTER AMERICAN UNIVERSITY OF PUERTO RICO (IAUPR) WILL DEVELOP A COMPREHENSIVE APPROACH TO SUICIDE PREVENTION THAT WILL SERVE ALL STUDENTS ON CAMPUS AND FOCUS ON THE UNDERGRADUATE STUDENT POPULATION BETWEEN 18-34 YEARS OF AGE AND OF HISPANIC/LATINO DESCENT. IAUPR IS A PRIVATE, NONPROFIT, FOUR-YEAR HISPANIC SERVING INSTITUTION LOCATED IN NW PUERTO RICO. TOTAL ENROLLMENT DURING THE 2019-2020 ACADEMIC TERM WAS 4,003 (3,806 UNDERGRADUATES AND 124 VETERANS) WITH 99.8% HISPANIC, 87% PELL-GRANT RECIPIENTS. STUDENT WELLBEING MUST BE UNDERSTOOD WITHIN THE CONTEXT OF TRAUMATIC STRESS RELATED CATASTROPHES INCLUDING HURRICANES, EARTHQUAKES AND THE PRESENT DAY COVID-19 PANDEMIC. AVAILABLE DATA SUGGESTS THAT OUR STUDENTS ARE SERIOUSLY THINKING ABOUT SUICIDE AND HAVE MADE SUICIDE ATTEMPTS AND, IN THE FALL OF 2019, ONE STUDENT DIED BY SUICIDE. TO MITIGATE THE STATE OF MENTAL HEALTH ON CAMPUS, THE PROGRAM WILL CENTER AROUND FOLLOWING GOALS AND OBJECTIVES: (G1) TO IMPROVE THE SUICIDE PREPAREDNESS INFRASTRUCTURE ON CAMPUS IN ORDER TO PREVENT AND RESPOND TO STUDENT SUICIDE, OBJ. 1A. ESTABLISH THE OFFICE OF SUICIDE PREVENTION AND EDUCATION OBJ. 1B. CREATE A NETWORK INFRASTRUCTURE (G2) TO TRAIN FACULTY, STAFF, AND STUDENTS TO IDENTIFY AND RESPOND EFFECTIVELY TO STUDENTS WITH MENTAL HEALTH AND SUBSTANCE USE DISORDERS USING EVIDENCE-BASED TRAINING. OBJ. 2A. CERTIFIED 12 FACULTY AND STAFF AS QPR GATEKEEPER TRAINERS. OBJ. 2B. CERTIFY 12 FACULTY AND STAFF AS QPR GATEKEEPER TRAINERS. OBJ. 2C. TRAIN 100% OF FACULTY, STAFF, AND STUDENT LEADERS TO IDENTIFY STUDENTS WHO SHOW WARNING SIGNS OF SUICIDE USING QPR, GATEKEEPER TRAINING. OBJ. 2D. TRAIN 100% OF ADMINISTRATIVE LEADERS, UNIVERSITY MENTAL HEALTH PROFESSIONALS, FIELD EDUCATION STUDENTS PLACED IN UNIVERSITY TRAINING CENTERS AND CLINICS TO ADMINISTER THE COLUMBIA-SUICIDE SEVERITY RATING SCALE C-SSRS TO SCREEN STUDENTS AT RISK OF SUICIDE. (G3) TO INCREASE STUDENT ACCESS TO MENTAL HEALTH CARE AND SUBSTANCE USE RELATED SERVICES ON CAMPUS. OBJ. 3A. PROVIDE COORDINATED CASE MANAGEMENT, ONE-ON-ONE COUNSELING TO AT LEAST 500 STUDENTS FROM FEBRUARY 2022 TO SEPTEMBER 2024. OBJ. 3B. FACILITATE AT LEAST TWO (2) MONTHLY STUDENT SUPPORT GROUPS PER SEMESTER BEGINNING IN FEBRUARY 2022 AND REACHING AT LEAST 400 STUDENTS EACH BY SEPTEMBER 2024. TO CONDUCT OUTREACH SERVICES TO AT LEAST 1,500 STUDENTS ABOUT AVAILABLE MENTAL AND SUBSTANCE USE DISORDER SERVICES THROUGH OPEN HOUSES, PSYCHOEDUCATION WORKSHOPS, AND MENTAL HEALTH FAIRS FROM AUGUST 2022 - SEPTEMBER 2024. THE PROJECT WILL TARGET 2,500 STUDENTS ANNUALLY AND 5,000 THROUGHOUT THE LIFETIME OF THE PROJECT.
