THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS. THE COC PROGRAM INCLUDES GRANTS THAT ARE AVAILABLE TO SPECIFIC SUBPOPULATIONS OF PEOPLE EXPERIENCING HOMELESSNESS. THE DOMESTIC VIOLENCE (DV) BONUS GRANTS SPECIFICALLY SERVE SURVIVORS OF DOMESTIC VIOLENCE.; ACTIVITIES TO BE PERFORMED: CONTINUUM OF CARE PROGRAM, DV BONUS GRANTS MAY BE USED TO PAY FOR THE ELIGIBLE COSTS USED TO ESTABLISH AND OPERATE PROJECTS UNDER THREE PROGRAM COMPONENTS: 1. PERMANENT HOUSING- RAPID REHOUSING (PH-RRH); 2. JOINT TRANSITIONAL HOUSING/PH-RRH; 3. SUPPORTIVE SERVICES ONLY FOR COORDINATED ENTRY; ELIGIBLE COSTS WITHIN THESE PROJECTS INCLUDE: 1. IN COLLABORATION WITH HOGAR RUTH PARA MUJERES MALTRATADAS, INC., SOLO POR HOY WILL: 1) PROVIDE SUPPORTIVE SERVICES TO PROMOTE THE WELLBEING OF YOUTH VICTIMS; 2) DEVELOP AND IMPLEMENT EDUCATIONAL MODULES FOR LAW ENFORCEMENT, GOVERNMENT AGENCIES, SERVICE PROVIDERS, AND HOSPITAL PERSONNEL ON THE NEEDS OF YOUTH VICTIMS; 3) EXPAND THE CULTURALLY SPECIFIC SERVICE PROGRAM TO PROVIDE PROGRAMMING FOR YOUTH HOUSING PROVIDERS; AND 4) STRENGTHEN THE YOUTH ADVISORY BOARD'S OUTREACH. THIS PROGRAM SUPPORTS THE MAINTENANCE AND REPLICATION OF EXISTING SUCCESSFUL COMMUNITY-BASED PROGRAMS PROVIDING CULTURALLY SPECIFIC SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING, AS WELL AS THE DEVELOPMENT OF INNOVATIVE CULTURALLY SPECIFIC STRATEGIES TO ENHANCE ACCESS TO SERVICES AND RESOURCES FOR VICTIMS WHO FACE OBSTACLES TO USING MORE TRADITIONAL PROGRAMS. CULTURALLY SPECIFIC SERVICES MEANS COMMUNITY-BASED SERVICES THAT INCLUDE CULTURALLY RELEVANT AND LINGUISTICALLY SPECIFIC SERVICES AND RESOURCES TO CULTURALLY SPECIFIC COMMUNITIES WHICH ARE STATUTORILY DEFINED AS AMERICAN INDIANS (INCLUDING ALASKA NATIVES, ESKIMOS, AND ALEUTS); ASIAN AMERICANS; NATIVE HAWAIIANS AND OTHER PACIFIC ISLANDERS; BLACKS; AND HISPANICS. PROJECTS MUST ADDRESS AT LEAST ONE OF THE PROGRAMS STATUTORY PURPOSE AREAS. PURPOSE: THE CONTINUUM OF CARE (COC) PROGRAM IS DESIGNED TO PROMOTE COMMUNITY-WIDE COMMITMENT TO THE GOAL OF ENDING HOMELESSNESS; PROVIDE FUNDING FOR EFFORTS BY NONPROFIT PROVIDERS, STATES, AND LOCAL GOVERNMENTS TO QUICKLY HOUSE HOMELESS INDIVIDUALS AND FAMILIES WHILE MINIMIZING THE TRAUMA AND DISLOCATION CAUSED TO HOMELESS INDIVIDUALS, FAMILIES, AND COMMUNITIES BY HOMELESSNESS; PROMOTE ACCESS TO AND EFFECTIVE UTILIZATION OF MAINSTREAM PROGRAMS BY HOMELESS INDIVIDUALS AND FAMILIES; AND OPTIMIZE SELF-SUFFICIENCY AMONG INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS. THE COC PROGRAM INCLUDES GRANTS THAT ARE AVAILABLE TO SPECIFIC SUBPOPULATIONS OF PEOPLE EXPERIENCING HOMELESSNESS. THE DOMESTIC VIOLENCE (DV) BONUS GRANTS SPECIFICALLY SERVE SURVIVORS OF DOMESTIC VIOLENCE.; ACTIVITIES TO BE PERFORMED: CONTINUUM OF CARE PROGRAM, DV BONUS GRANTS MAY BE USED TO PAY FOR THE ELIGIBLE COSTS USED TO ESTABLISH AND OPERATE PROJECTS UNDER THREE PROGRAM COMPONENTS: 1. PERMANENT HOUSING- RAPID REHOUSING (PH-RRH); 2. JOINT TRANSITIONAL HOUSING/PH-RRH; 3. SUPPORTIVE SERVICES ONLY FOR COORDINATED ENTRY; ELIGIBLE COSTS WITHIN THESE PROJECTS INCLUDE: 1. LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; 2. RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; 3. SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING THROUGH COORDINATED ENTRY; 4. OPERATING COSTS OF LEASED HOUSING; 5. COSTS OF IMPLEMENTING AND OPERATING HMIS; 6. PROJECT ADMINISTRATIVE COSTS; 7. RELOCATION COSTS; AND 8. INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. NO ASSISTANCE PROVIDED UNDER PROGRAM (OR ANY STATE OR LOCAL GOVERNMENT FUNDS USED TO SUPPLEMENT THIS ASSISTANCE) MAY BE USED TO REPLACE STATE OR LOCAL FUNDS PREVIOUSLY USED, OR DESIGNATED FOR USE, TO ASSIST HOMELESS PERSONS OR PERSONS AT-RISK OF HOMELESSNESS.; EXPECTED OUTCOMES: DECREASE IN THE NUMBER OF SURVIVORS OF DOMESTIC VIOLENCE EXPERIENCING HOMELESSNESS. DECREASE IN THE NUMBER INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS, MORE SPECIFICALLY USING PERFORMANCE INDICATORS SUCH AS THE LENGTH OF TIME HOMELESS, RETURNS TO HOMELESSNESS OVER TIME, AND EXITS TO PERMANENT HOUSING. PURPOSE: . PURPOSE: THIS FUND WILL SERVE TO PROVIDE FAIR HOUSING TRAINING, ORIENTATION, GUIDANCE AND ASSISTANCE IN COMPLETING AND FILING HUD 903 COMPLAINT IN THE 78 MUNICIPALITIES OF PUERTO RICO TO FAMILIES, INDIVIDUALS, CBO, HOUSING SERVICE PROVIDERS AND GOVERNMENT AND PRIVATE AGENCIES. WE WILL FOCUS OUR EFFORTS ON THE MOST VULNERABLE POPULATIONS WHICH ARE AT GREATER RISK OF DISCRIMINATORY ACTIONS DUE TO THEIR LIMITED RESOURCES AND FEAR OF RETRIBUTION.; ACTIVITIES TO BE PERFORMED: ACTIVITIES TO BE PERFORMED: THROUGH THE GRANT PERIOD SOLO POR HOY WILL PROVIDE TRAINING SESSIONS AND EDUCATIONAL WORKSHOPS ABOUT FAIR HOUSING AND AFFIRMATIVELY FURTHERING FAIR HOUSING TO MEMBERS OF COMMUNITY BASES ORGANIZATIONS WHO SERVE VULNERABLE, TRADITIONALLY UNDERSERVED POPULATIONS. IT WILL FURTHER ITS EFFORTS BY CONNECTING TO MUNICIPALITIES, PHA, HOME, CDBG AND OTHER HOUSING DIVISIONS TO OFFER EDUCATIONAL WORKSHOPS THAT WILL HELP SERVICE PROVIDERS UNDERSTAND THE PROTECTIONS OF THE FAIR HOUSING ACT AND THE 7 PROTECTED CLASSES. IT WILL ENGAGE WITH COMMUNITY LEADERS AND THROUGH A PEER SUPPORT GROUP SO THEY CAN ALSO UNDERSTAND THEIR RIGHTS AND UNDERSTAND ALL THE AVENUES AVAILABLE TO FILE A COMPLAINT WHEN NECESSARY. WE WILL CAPITALIZE ON OUR PAST EXPERIENCES TO PRODUCE LITERATURE AND WEB-BASED CAMPAIGNS TO PROMOTE FAIR HOUSING RIGHTS. WE ALSO EXPECT TO REACH 250 FAMILIES LIVING IN PUERTO RICO THROUGH OUR PUBLIC SERVICE ANNOUNCEMENTS TO BE ANNOUNCED THROUGH LOCAL TELEVISION AND RADIO AS WELL AS THOUGH MINORITY NEWS MEDIA WHICH IS THE MAIN ACCESS OF INFORMATION FOR VULNERABLE FAMILIES. OUR MOST IMPORTANT IMPACT WILL COME FROM COLLABORATION WITH A PEER STEERING COMMITTEE WHO WILL BE TASKED WITH IDENTIFYING VULNERABLE POPULATIONS TO VISIT THROUGH OUR OUTREACH EFFORTS WHICH SHOULD RESULT IN PROVIDING DIRECT EDUCATIONAL WORKSHOPS TO AT LEAST 100 VULNERABLE FAMILIES IN PR. ADDITIONALLY, WE SHOULD SEE AN INCREASE IN COMPLAINTS FILED BY RESIDENTS IN HOMELESS HOUSING PROGRAMS, FAMILIES IN PUBLIC HOUSING, AND FAMILIES RENTING LOW-INCOME HOUSING.; INTENDED BENEFICIARIES: WE WILL PROVIDE FAIR HOUSING OUTREACH, EDUCATION, AND INFORMATION WITH AN EMPHASIS ON TRADITIONALLY UNDERSERVED POPULATIONS, INCLUDING THE HOMELESS, AT RISK OF HOMELESSNESS, THOSE LIVING IN EXTREME POVERTY, THE ELDERLY, PERSONS WITH PHYSICAL AND MENTAL DISABILITIES, LGBTTQ, IMMIGRANTS AND OTHER POPULATIONS WHO MAY REQUIRE ASSISTANCE. ADDITIONALLY, THE PROGRAM WILL MAINTAIN ITS ESTABLISHED PARTNERSHIPS WITH COC AGENCIES THAT SERVE THE TARGET POPULATION, INCLUDING NONPROFITS HOUSING SERVICE PROVIDERS, DISABILITY SUPPORT ORGANIZATIONS, AND GOVERNMENT AGENCIES WITHIN ALL 78 MUNICIPALITIES IT ALREADY SERVES, WORKING TOGETHER TO AFFIRMATIVELY FURTHER FAIR HOUSING, BUILD CAPACITY, AND SHARE KNOWLEDGE.; SUBRECIPIENT ACTIVITIES: NONE
