THE NEED TO CONTINUE TO IDENTIFY, DESIGN, PERMIT AND RAPIDLY TREAT ADDITIONAL ROAD SITES IS EVIDENT BY BOTH THE PAST ROAD FAILURES AND THE SUCCESS OF THE RECENT ROAD UPGRADE WORK.PROJECT GOALS ARE TO IDENTIFY, PRIORITIZE AND TREAT AS MANY HIGH PRIORITY ROAD RELATED SEDIMENT SOURCE SITES AS POSSIBLE BASED ON EXISTING AND PLANNED ROAD INVENTORIES OF THE EFM ROAD SYSTEM AND UTILIZING PROVEN TECHNIQUES FROM PAST WORK. THIS WORK WILL FOCUS ON THE LOWER REACHES OF THE MILL GULCH SUB-WATERSHED WITHIN THE 500-ACRE BROWN BEAR MINE PROPERTY. EACH CROSSINGS DIRT FILL WILL BE REPLACED WITH ROCKED FORDS TO PREVENT DIVERSION DOWN THE ROAD(S) DURING LARGE STORMS WHILE MAINTAINING LOW-MAINTENANCE ROAD ACCESS FOR FUTURE RESTORATION, FIRE SUPPRESSION, AND OTHER ACCESS NEEDS.IN ADDITION, REMNANT MINE FILL WILL BE REMOVED FROM THE STREAM CHANNEL UPSTREAM OF THE NEWLY INSTALLED MILL GULCH CROSSING ON DEADWOOD ROAD AND THE STREAM CHANNEL WILL BE RECONSTRUCTED TO RESTORE HYDROLOGIC AND GEOMORPHIC FUNCTION TO THIS REACH, AS WELL AS MINIMIZE POTENTIAL EROSION OF THIS FILL IN THE FUTURE.TWO STRATEGIC RIDGES, INCLUDING ONE WITH WESTERN AREA POWER ADMINISTRATION (WAPA) REGIONAL TRANSMISSION POWER LINES, WILL BE TREATED TO REMOVE DEAD TREES AND BRUSH TO CREATE FUEL BREAKS. PROJECT OBJECTIVES ARE TO INVENTORY, DESIGN, PERMIT AND IMPLEMENT 15-30 HIGH PRIORITY TREATMENTS CONSISTING OF: CULVERT CLEANING, ROLLING AND CRITICAL DIP PLACEMENT, ROCKED ARMORED FORD AND VENTED FORD INSTALLATION, CULVERT UPGRADES, AND FILL EXCAVATION AND OR ROCK BUTTRESSES ON SLUMPING CUT FILL BANKS. IT IS ESTIMATED THAT THIS PROJECT WILL IMPLEMENT TREATMENTS THAT WOULD PREVENT 1,500-4,500 TONS OF ROAD RELATED SEDIMENT DELIVERY TO KEY TRIBUTARIES OF THE SCOTT RIVER. THIS WILL PROTECT CRITICAL COLD WATER SPAWNING AND REARING HABITAT FOR COHO SALMON, CHINOOK SALMON, STEELHEAD, AND PACIFIC LAMPREY.

PROJECT OBJECTIVES INCLUDE REMOVING THE EXISTING DAM, INSTALLING GRADE CONTROL STRUCTURES AND LARGE WOODY DEBRIS (LWD), REMOVING AND RELOCATING AGGRADED STREAM MATERIAL, AND REPOSITIONING BOULDERS UNDERNEATH THE EXISTING DAM TO CREATE FULL FISH PASSAGE ACCESS, AS WELL AS FACILITATE PROPER GEOMORPHIC AND HYDROLOGIC FUNCTIONING OF THE STREAM CHANNEL THROUGH THE PROJECT AREA.THE SERVICE S PARTNERS FOR FISH AND WILDLIFE PROGRAM WILL WORK COLLABORATIVELY WITH THE COOPERATOR TO IMPLEMENT ALL PHASE OF THE PROJECT.

THIS PROJECT WILL CONTINUE IMPROVING HYDRAULIC FUNCTIONS IN DEADWOOD CREEK IN THE PORTION OF THE WATERSHED THAT WAS SEVERELY BURNED DURING THE 2018 CARR FIRE. PROJECT TREATMENTS CONSIST OF REMOVAL OF MINING AND LOGGING ROAD FILLS AT STREAM CROSSINGS TO MINIMIZE THE POTENTIAL OF STREAM CROSSING FAILURE AND SEDIMENTATION OF ADJACENT STREAM REACHES. THIS WORK WILL FOCUS ON THE LOWER REACHES OF THE MILL GULCH SUB-WATERSHED WITHIN THE 500-ACRE BROWN BEAR MINE PROPERTY. EACH CROSSINGS DIRT FILL WILL BE REPLACED WITH ROCKED FORDS TO PREVENT DIVERSION DOWN THE ROAD(S) DURING LARGE STORMS WHILE MAINTAINING LOW-MAINTENANCE ROAD ACCESS FOR FUTURE RESTORATION, FIRE SUPPRESSION, AND OTHER ACCESS NEEDS.IN ADDITION, REMNANT MINE FILL WILL BE REMOVED FROM THE STREAM CHANNEL UPSTREAM OF THE NEWLY INSTALLED MILL GULCH CROSSING ON DEADWOOD ROAD AND THE STREAM CHANNEL WILL BE RECONSTRUCTED TO RESTORE HYDROLOGIC AND GEOMORPHIC FUNCTION TO THIS REACH, AS WELL AS MINIMIZE POTENTIAL EROSION OF THIS FILL IN THE FUTURE.TWO STRATEGIC RIDGES, INCLUDING ONE WITH WESTERN AREA POWER ADMINISTRATION (WAPA) REGIONAL TRANSMISSION POWER LINES, WILL BE TREATED TO REMOVE DEAD TREES AND BRUSH TO CREATE FUEL BREAKS. THEWOODY RESIDUE WILL BE CHIPPED OR BURNED TO REDUCE FIRE RISK AND SEVERITY AND THE SITES WILL BE REPLANTED WITH NATIVE TREES.PROJECT DELIVERABLES INCLUDE INSTALLATION OF 21 ROAD DRAINAGE UPGRADES ON DEADWOOD ROAD, INCLUDING ENHANCING AND INSTALLING ROLLING DIPS, VENTED FORDS AND ROCK ARMORED FORDS. REMOVAL OF APPROXIMATELY 800-900 YD3 OF MINE FILL AND RECONSTRUCTION OF 100 FEET OF STREAM CHANNEL. REMOVAL AND MULCHING OF DEAD TREES AND BRUSH FROM 30 ACRES AND REPLANTING WITH 12,000 NATIVE CONIFER TREES.

THIS WILL PROVIDE THE PRIVATE LANDOWNER WITH INCREASED RELIABILITY FOR THEIR WATER SUPPLY, WHILE ELIMINATING THE LAST IMPEDIMENT TO REMOVING THIS ABANDONED CONCRETE FISH PASSAGE BARRIER. THIS PROJECT WILL BENEFIT THE FOLLOWING ANADROMOUS FISH SPECIES: COHO SALMON (FEDERAL AND STATE ESA THREATENED), STEELHEAD (STATE SPECIES OF CONCERN), PACIFIC LAMPREY (TRIBAL TRUST SPECIES, STATE SPECIES OF CONCERN). THIS NEW STRUCTURE WILL PROVIDE FULL, UNIMPEDED FISH PASSAGE TO FIVE MILES OF COLD-WATER SPAWNING AND REARING HABITAT, WHILE ALSO RESTORING SAFE ACCESS TO 30 HOMES AND PREVENTING OVER 6,000 TONS OF SEDIMENT FROM ERODING INTO THE STREAM CHANNEL AND RIVER DOWNSTREAM. IT WILL ALSO RESTORE 0.2 MILES OF ADJOINING STREAM AND RIPARIAN HABITAT.
