DESCRIPTION:THIS AGREEMENT ALLOCATES FUNDING TO DILLARD UNIVERSITY THROUGH THE INFLATION REDUCTION ACT (IRA). THE UNIVERSITY WILL UTILIZE THIS FUNDING TO INSTALL ELECTRIC VEHICLE CHARGING STATIONS, SOLAR PANELS, AND BATTERY STORAGE BOTH ON CAMPUS AND AT TWO UNITED WAY PROSPERITY CENTERS (UWPC), WHICH WILL BE TRANSFORMED INTO RESILIENCE CENTERS. ADDITIONALLY, DILLARD UNIVERSITY PLANS TO ESTABLISH A BIKE-SHARING PROGRAM ON CAMPUS AND DISTRIBUTE E-BIKES TO THE COMMUNITY AT THE UNITED WAY PROSPERITY CENTERS. THE UNIVERSITY WILL ALSO UPGRADE ITS HEATING, VENTILATION, AIR CONDITIONING SYSTEM, INSTALL SUBMETERS, AND EXPAND BUILDING AUTOMATION SYSTEMS TO IMPROVE ENERGY EFFICIENCY. DILLARD UNIVERSITY WILL IMPLEMENT RECYCLING AND COMPOSTING INITIATIVES BOTH ON CAMPUS AND AT THREE COMMUNITY LOCATIONS. THE UNITED WAY WILL COLLABORATE WITH LOUISIANA GREEN CORPS TO OFFER WORKFORCE DEVELOPMENT PROGRAMS AT ITS UNITED WAY PROSPERITY CENTERS. THIS PROJECT ALSO HAS THE FOLLOWING REQUIREMENTS: CLIMATE ACTION STRATEGY, POLLUTION REDUCTION STRATEGY, COMMUNITY ENGAGEMENT AND COLLABORATIVE GOVERNANCE PLAN, COMMUNITY STRENGTH PLAN, READINESS APPROACH, AND COMPLIANCE PLAN. ACTIVITIES:THE PROJECT ACTIVITIES INCLUDE A COMMUNITY NEEDS ASSESSMENT, THE DEVELOPMENT OF A COMMUNITY ACTION PLAN, THE CREATION OF EDUCATION AND TRAINING MATERIALS, COMMUNITY OUTREACH AND ENGAGEMENT INITIATIVES, INCENTIVE AND GRANT PROGRAMS, AND THE INSTALLATION OF RENEWABLE ENERGY SOLUTIONS. ADDITIONALLY, A PROJECT DASHBOARD WILL BE CREATED FOR PUBLIC INFORMATION AND MONITORING. ENVIRONMENTAL RESILIENCE ACTIONS IN ORLEANS, ST. TAMMANY, AND WASHINGTON PARISHES WILL CONTRIBUTE TO A CLEANER, MORE RESILIENT, AND ECONOMICALLY VIBRANT FUTURE WHILE SAFEGUARDING THE COMMUNITY.SUBRECIPIENT:THE UNITED WAY OF SOUTHEAST LOUISIANA WILL ESTABLISH DISASTER RESILIENCY CENTERS AT THE NEW ORLEANS EAST PROSPERITY CENTER IN ORLEANS PARISH, LOUISIANA, AND THE BOGALUSA PROSPERITY CENTER IN WASHINGTON PARISH, LOUISIANA. THE ORGANIZATION WILL PROVIDE RESOURCES AND SUPPORT FOR COMMUNITY OUTREACH, EDUCATIONAL EFFORTS, AND NECESSARY REPORTING INFORMATION, AS WELL AS CAPACITY-BUILDING ACTIVITIES RELATED TO THE PROJECT. OUTCOMES:THE PROJECT'S ANTICIPATED DELIVERABLES INCLUDE THE ESTABLISHMENT OF A COMMUNITY RESILIENCE HUB, THE PROVISION OF EDUCATIONAL OPPORTUNITIES ON CAMPUS, AND THE DEVELOPMENT OF AN E-BIKE PROGRAM FOR COMMUNITY USE. ADDITIONALLY, THE PROJECT AIMS TO INSTALL SOLAR PANELS TO REDUCE ENERGY COSTS FOR HOUSEHOLDS AND COMMUNITY FACILITIES. THE EXPECTED OUTCOMES OF THE PROJECT ARE TO ENHANCE AWARENESS AND KNOWLEDGE ABOUT THE BENEFITS OF CLEAN ENERGY, PROVIDE ACCESS TO CLEAN ENERGY SOURCES, AND REDUCE ENERGY COSTS FOR HOUSEHOLDS AND COMMUNITIES. FURTHERMORE, IT AIMS TO STIMULATE ECONOMIC DEVELOPMENT AND JOB CREATION IN THE CLEAN ENERGY SECTOR. THE PRIMARY BENEFICIARIES OF THIS PROJECT ARE LOW-INCOME COMMUNITIES SITUATED IN ST. TAMMANY, WASHINGTON, AND NEW ORLEANS PARISH OF LOUISIANA.

U-RISE AT DILLARD UNIVERSITY - PROJECT SUMMARY/ABSTRACT DILLARD UNIVERSITY (DU) PROPOSE TO ESTABLISH AN UNDERGRADUATE RESEARCH TRAINING INITIATIVE FOR STUDENT ENHANCEMENT (U-RISE) PROGRAM BUILDING ON A STRONG PARTNERSHIP WITH LOUISIANA STATE UNIVERSITY HEALTH SCIENCES CENTER (LSUHSC). AFTER HURRICANE KATRINA IN 2005, THE UNIVERSITY HAS SINCE REBOUNDED STRONGLY WITH MORE THAN $150 MILLION SPENT ON CAMPUS RENOVATION AND RESTORATION, INCLUDING A NEW $43 MILLION, 160,000 SQ. FT. PROFESSIONAL SCIENCE BUILDING. THIS IS A STRONG REAFFIRMATION OF THE UNIVERSITY’S COMMITMENT TO THE TRAINING OF ITS MOSTLY LOCAL STUDENT POPULATION, WHICH IS 98% AFRICAN AMERICAN, WITH 99% RECEIVING FEDERAL FINANCIAL AID. WE PROPOSE TO LEVERAGE OUR DILLARD/LSUHSC PARTNERSHIP TO ESTABLISH THE DILLARD U-RISE TO SUCCESS PROGRAM (STRENGTHENING UNDERGRADUATE CAPABILITIES IN COLLEGE THROUGH ENRICHMENT AND SPECIAL SUPPORT). THROUGH OUR PARTNERSHIP WITH LSUHSC-NO, STUDENTS WILL HAVE ACCESS TO PREMIUM TEACHING, RESEARCH, AND HEALTHCARE INSTITUTIONS STATE-WIDE. THE U-RISE TO SUCCESS PROGRAM WILL INVOLVE 16 U-RISE SCHOLARS (4 PER YEAR STARTING IN THE JUNIOR YEAR) IN A RICH RESEARCH-ORIENTED EXPERIENCE. THE U-RISE SCHOLARS WILL EXPERIENCE AN ENHANCED CURRICULUM THROUGH PARTICIPATION IN CO-CURRICULAR ACTIVITIES OF SEMINARS, WORKSHOPS, SPECIAL COURSES, AND STRONG OPPORTUNITIES FOR YEAR-ROUND PARTICIPATION IN CONTEMPORARY RESEARCH UNDER THE DIRECTION OF SKILLED FACULTY. AIM 1. TO CREATE AN ENGAGING COMMUNITY OF URM SCHOLARS PREPARED FOR PURSUING BIOMEDICAL RESEARCH. OBJECTIVE A1. TO STRENGTHEN AND ENHANCE OUR EXISTING RESEARCH AND ACADEMIC SUPPORT ACTIVITIES BY IMPLEMENTING AN INTERDISCIPLINARY EARLY INQUIRY-BASED GROUP RESEARCH PROGRAM AND A COLLABORATIVE INTERVENTION AND RETENTION PROGRAM IN THE SCHOOL OF ARTS AND SCIENCE. THE OUTCOMES FOR THIS AIM AND OBJECTIVE ARE TO: 1) TO BUILD A STRONG FOUNDATION IN THE SCIENCES; 2) TO ESTABLISH A COMMUNITY OF URM SCIENTISTS NATIONWIDE WITH U- RISE SCHOLARS; 3) TO PROVIDE TRAINING IN RIGOR AND REPRODUCIBILITY; AND 4) INCREASE EXTERNAL INTERNSHIP PARTICIPATION AIM 2. TO INCREASE OVERALL URM STUDENT APPLICATIONS TO RESEARCH GRADUATE DEGREE PROGRAMS AND IMPROVE KNOWLEDGE OF BIOMEDICAL/ BEHAVIORAL CAREERS. OBJECTIVE A2. TO INCREASE STUDENTS’ KNOWLEDGE OF GRADUATE DEGREE PROGRAMS AND BIOMEDICAL/BEHAVIORAL SCIENCES CAREERS BY INTEGRATING A “BIOMEDICAL/BEHAVIORAL CAREERS FOCUSED” CURRICULUM INTO SEMINAR COURSES AND OTHER ONGOING ACTIVITIES. GP-IN: BUILDING A PATHWAY TO GEOSCIENCE EDUCATION USING DRONES -DILLARD UNIVERSITY, AND HBCU IN NEW ORLEANS, IS UNIQUELY POISED TO ENGAGE IN A PLACE-BASED APPROACH TO UNDERSTAND AND TRAIN PRE-COLLEGE STUDENTS IN KEY REGIONAL GEOSCIENCE ENVIRONMENTAL CHALLENGES. THE PRE-FRESHMAN EARTH SCIENCE SUMMER PROGRAM WILL BE A FOUNDATIONAL AND HANDS-ON EXPERIENCE IN THIS EXCITING CATEGORY OF GEOSCIENCE EDUCATION. THE IDEA IS THAT STUDENTS WILL BECOME GEOSPATIAL SCIENTISTS FOR THE SUMMER. STUDENTS WILL BE EXPOSED TO EXPERIENCED ROLE MODELS, AND AS A CENTERPIECE ACTIVITY, WILL EXPLORE APPLICATIONS OF DRONE TECHNOLOGY TO THE GEOSCIENCES WITHIN THEIR COMMUNITY. THE PRIMARY GOAL IS TO EXPOSE, MOTIVATE, STIMULATE, AND ENCOURAGE THUS INCREASING THE NUMBER OF STUDENTS FROM STRUCTURALLY EXCLUDED GROUPS RECEIVING DEGREES, AND PURSUING A GEOSCIENCES DEGREE AND ENTERING THE GEOSCIENCE WORKFORCE. IN LIGHT OF RECENT CLIMATE EVENTS, NEW ORLEANS IS A MODEL TESTBED TO ENGAGE AND INTEREST STUDENTS IN GROWING, ONGOING GEOSCIENCE RELATED ENVIRONMENTAL ISSUES. UTILIZING THE GULF COAST AS A BACKDROP, THIS PROJECT WILL CENTER ON EXPERIENTIAL APPROACHES TO ENVIRONMENTAL TEACHING AND RESEARCH, INFUSING GIS MAPPING, GEOMETRY/CALCULUS, EARTH SCIENCE AND DRONE ANALYSIS, TO IMPROVE AND ADVANCE UNDERGRADUATE STEM EDUCATION PATHWAYS INTO THE GEOSCIENCES. STUDENTS WHO HAVE GRADUATED FROM HIGH SCHOOL IN METROPOLITAN NEW ORLEANS AND THE SURROUNDING AREAS AS WELL AS STUDENTS FROM OUT OF STATE WILL BE SELECTED TO PARTICIPATE IN AN 8-WEEK PRE-FRESHMAN EARTH SCIENCE SUMMER PROGRAM. THESE STUDENTS WILL ENGAGE IN FOUR COURSES WITH MULTIPLE HANDS-ON ACTIVITIES EMBEDDED WITHIN EACH. A CAPSTONE OR HIGHLIGHT OF THE PROGRAM WILL BE THE INTRODUCTION TO DRONE TECHNOLOGY COURSE WHICH WILL SERVE TO INTEGRATE ALL COURSE TOPICS (GIS, GEOMETRY/CALCULUS, EARTH SCIENCE) WITHIN AN INTERDISCIPLINARY ACTIVITY-BASED FORMAT. THE PROPOSED ACTIVITIES ARE DESIGNED TO: 1) BUILD STUDENTS' INTEREST AND CAPACITY TO ENGAGE IN A GEOSCIENCE-FOCUSED STEM CAREER PATHWAYS; 2) INTRODUCE DRONE TECHNOLOGY AND THEIR RELEVANCE TO UNDERSTANDING EARTH AND GEOSCIENCES; 3) MOTIVATE AND INCREASE THE PARTICIPATION OF STUDENTS FROM STRUCTURALLY EXCLUDED GROUPS WHO MAJOR IN EARTH SCIENCE/GEOSCIENCE; AND 4) EMPOWER STUDENTS FROM DIVERSE BACKGROUNDS WITH SCIENTIFIC KNOWLEDGE AND SKILLS IN THE GEOSCIENCES. THE STRENGTHENING CULTURALLY SPECIFIC CAMPUS APPROACHES TO ADDRESS DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING INITIATIVE (CSC INITIATIVE) SUPPORTS HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUS), HISPANIC-SERVING INSTITUTIONS (HSIS), AND TRIBAL COLLEGES AND UNIVERSITIES (TCUS) TO STRENGTHEN THEIR INSTITUTIONAL RESPONSE TO DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING ON CAMPUS. THE CSC INITIATIVE FOCUSES ON BUILDING THE CAPACITY OF THESE INSTITUTIONS TO ESTABLISH CULTURALLY RELEVANT STRATEGIES TO ADDRESS DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING, INCLUDING THE DEVELOPMENT OF EFFECTIVE RESPONSE PROTOCOLS AND PREVENTION PROGRAMMING. DILLARD UNIVERSITY IS A PRIVATE, FAITH-BASED,HBCULOCATED IN NEW ORLEANS, LA. WITH THIS NEW AWARD, DILLARD UNIVERSITY, IN COLLABORATION WITH ITS CAMPUS PARTNERS, WILL CREATE CULTURALLY SPECIFIC STRATEGIES TAILORED TO LGBTQ AND IMMIGRANT COMMUNITIES AND WORK WITH THE DESIGNATED CAMPUS TECHNICAL ASSISTANCE PROVIDER TO: 1) BUILD THE CAPACITY OF THE INSTITUTION TO DEVELOP A CULTURALLY SPECIFIC, COORDINATED COMMUNITY RESPONSE TO ADDRESS DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING BY SECURING RELEVANT PARTNERSHIPS, CONDUCTING TRAININGS, AND DEVELOPING RESOURCES TAILORED TO THE CAMPUS COMMUNITY; 2) DEVELOP AN ACTION PLAN TO OUTLINE KEY STRATEGIES NECESSARY TO ESTABLISH A COORDINATED COMMUNITY RESPONSE; AND 3) ESTABLISH A COORDINATED COMMUNITY RESPONSE TEAM THAT WILL OVERSEE AND IMPLEMENT PROJECT ACTIVITIES.

COLLABORATIVE RESEARCH: SCIENCE WITH THE PEOPLE: COLLABORATIVE ANALYSIS OF GOVERNMENT DATA FOR POLICY REACH AND STRUCTURAL CHANGE IN ENVIRONMENTALLY CONTESTED REGIONS -THIS PROJECT SUPPORTS RESIDENTS TO USE GOVERNMENT DATA TO DOCUMENT AND EXAMINE PATTERNS OF HEALTH AND WELLBEING IN THEIR COMMUNITIES. USING HEALTH DATA THAT HAS BEEN COLLECTED BY GOVERNMENT AGENCIES ENABLES COMMUNITY MEMBERS TO ANSWER SOME OF THE QUESTIONS THEY MAY HAVE ABOUT ILLNESS IN RELATION TO THE PLACES THEY LIVE. BY WORKING WITH RESIDENTS TO ANALYZE AND INTERPRET OFFICIAL DATA, THE RESIDENTS? OWN INSIGHTS ABOUT THEIR HEALTH AND ENVIRONMENT WILL BE AUGMENTED BY THE SCIENCE THEY ARE HELPING TO PRODUCE. THE PROJECT WILL BUILD RESEARCHER, COMMUNITY, AND INSTITUTIONAL CAPACITY TO CONTINUE COLLABORATIVE SCIENCE WORK ON ENVIRONMENTAL HEALTH JUSTICE AND HEALTH EQUITY BEYOND THE PROJECT. THE RESULTS OF THE PROJECT WILL BE DISSEMINATED BY PUBLIC EVENTS IN WHICH RESIDENTS ARE KEY SPEAKERS AS WELL AS IN PRESS CONFERENCES, SOCIAL MEDIA, BLOGS, AND ARTICLES. THE PROJECT TEAM WILL INITIALLY ANALYZE DATA FROM GOVERNMENT SOURCES, SUCH AS CANCER REGISTRIES AND MEDICAID DATABASES, TO PRODUCE INITIAL HEALTH DATA ABOUT PATTERNS OF HEALTH AND ILLNESS. IN PARTNERSHIP WITH COMMUNITIES, OPEN COLLABORATIVE WORKSHOPS WILL BE HELD WHERE LOCAL PEOPLE WILL DISCUSS THE INITIAL DATA AND ASK ADDITIONAL HEALTH QUESTIONS FOR THE TEAM TO TRY TO ANSWER WITH THE DATA, WHICH THE RESEARCHERS WILL THEN SHARE IN A FOLLOW-UP WORKSHOP. THIS ITERATIVE WORKSHOP METHOD ENABLES LOCAL COMMUNITY MEMBERS TO PARTICIPATE IN THE ANALYSES AND INTERPRETATION OF GOVERNMENT-GENERATED HEALTH DATA, MAKING THE SCIENCE MORE RELEVANT TO THEIR LIVES. THE SCIENTIFIC REPORTS PRODUCED FROM THESE PUBLIC WORKSHOPS MAY BE USED BY LOCAL RESIDENTS TO SUPPORT THEIR HEALTH CLAIMS TOWARDS REGULATORY AND POLICY CHANGE. THIS PROCESS OF USING COMMUNITY-BASED COLLABORATIVE WORKSHOPS TO ANALYZE AND INTERPRET GOVERNMENT DATA TO ANSWER LOCAL QUESTIONS CAN BE REPLICATED FOR MANY KINDS OF DATA AND A VARIETY OF COMMUNITY QUESTIONS. TO FACILITATE THIS, THE FINAL PROJECT DELIVERABLE IS AN ONLINE MANUAL EXPLAINING HOW RESIDENTS IN OTHER STATES OR REGIONS CAN REPLICATE THIS PROCESS TO PRODUCE THEIR OWN DATA ANALYSES FROM GOVERNMENT SOURCES. WHILE CENTERED AT DILLARD UNIVERSITY, THE PROJECT INCLUDES PARTNERSHIPS WITH DELGADO COMMUNITY COLLEGE AND XAVIER UNIVERSITY TO HELP PLAN AND BUILD CAPACITY TOWARD A DISTINCTIVE MULTI-INSTITUTIONAL CURRICULAR PATHWAY. THIS PATHWAY COULD ENCOURAGE AND SUPPORT TALENTED, DIVERSE STUDENTS TO PURSUE K-12 STEM TEACHING IN LOCAL HIGH-NEED SCHOOL DISTRICTS. THE PROJECT WILL ESTABLISH CAPACITY FOR A STRONG TRANSFER PATHWAY FROM DELGADO COMMUNITY COLLEGE, A TWO-YEAR URBAN INSTITUTION, TO DILLARD UNIVERSITY, AN URBAN HBCU IN NEW ORLEANS, AND FINALLY TO XAVIER UNIVERSITY?S MASTER'S PROGRAM FOR A TEACHING CERTIFICATE. THE PROJECT GOALS INCLUDE: (1) A NEEDS ASSESSMENT FOR STEM TEACHER EDUCATION IN THE NEW ORLEANS AREA, (2) THE ESTABLISHMENT OF STRONG PARTNERSHIPS BETWEEN THE THREE INSTITUTIONS AND SEVERAL LOCAL HIGH-NEED SCHOOLS, TO BE IDENTIFIED IN THE PLANNING YEAR, AND (3) THE DESIGN OF NEW STEM MAJOR COURSES OFFERING A SPECIALIZED TEACHER TRAINING EMPHASIS AND CULTURALLY RESPONSIVE CURRICULUM. THIS CAPACITY BUILDING PROJECT IS SUPPORTED THROUGH THE ROBERT NOYCE TEACHER SCHOLARSHIP PROGRAM (NOYCE).
