THE EXISTING RADIO COMMUNICATION SYSTEM IN FLATHEAD COUNTY UTILIZES ONE 800 MHZ REPEATER AND SOME VHF REPEATERS TO PROVIDE INTERAGENCY RADIO COMMUNICATIONS AND INTEROPERABILITY BETWEEN LOCAL AND FEDERAL PARTNER PUBLIC SAFETY, LAW ENFORCEMENT, FIRE-RESCUE, EMERGENCY MANAGEMENT, AND EMERGENCY MEDICAL SERVICE AGENCIES THROUGHOUT FLATHEAD COUNTY, MT. PUBLIC SAFETY ENTITIES ARE DEPENDENT UPON RELIABLE RADIO COMMUNICATIONS IN ORDER TO RESPOND AND MANAGE INCIDENTS IN A SAFE AND EFFECTIVE MANNER. WITH THE EXISTING RADIO SYSTEM AND THE GEOGRAPHY OF FLATHEAD COUNTY, THERE ARE COVERAGE GAPS AND ISSUES WITH THE EMERGENCY COMMUNICATIONS SYSTEM. CRITICAL INFORMATION IS OFTEN DELAYED OR MISSED ALTOGETHER DUE TO UNRELIABLE RADIO COMMUNICATIONS. THERE ARE SEVERAL AREAS WITHIN THE COUNTY WITH COVERAGE GAPS, WHERE RADIO COMMUNICATIONS SIMPLY DO NOT WORK. EMERGENCY RESPONDERS ALSO REGULARLY FACE ISSUES WITH DELAYS AND SCENARIOS WHEN THEY CANNOT HEAR DISPATCH WHEN WITHIN CERTAIN BUILDINGS. DISRUPTIONS IN EMERGENCY RADIO COMMUNICATIONS CAN CREATE SERIOUS SAFETY CONCERNS FOR LAW ENFORCEMENT AND EMERGENCY RESPONDERS. DISRUPTIONS CAN HAMPER THEIR ABILITY TO RESPOND TO CALLS AND MAY CAUSE THEM TO MISS CRITICAL UPDATES FROM DISPATCH DURING SERIOUS, EVOLVING INCIDENTS. DISRUPTIONS IN RADIO COMMUNICATIONS MAY ALSO HAMPER LAW ENFORCEMENTS ABILITY TO CALL FOR BACKUP. FLATHEAD COUNTY IS REQUESTING FINANCIAL ASSISTANCE TO UPGRADE THE FLATHEAD EMERGENCY COMMUNICATION CENTERS RADIO SYSTEM. THIS PROJECT WOULD ADD (2) 800 MHZ TRUNKED REPEATERS TO FLATHEAD COUNTY 911'S PUBLIC SAFETY RADIO SYSTEM. THIS IMPROVEMENT WILL PROVIDE BETTER COVERAGE AND HIGHER QUALITY TRANSMISSIONS FOR LAW ENFORCEMENT RADIO TRAFFIC. 800 MHZ IS ALSO FAR BETTER AT PENETRATING BUILDINGS SUCH AS SCHOOLS, HOSPITALS, AIRPORTS, AND PRIVATE HOMES, WHEREVER DANGEROUS SITUATIONS MAY ARISE. IMPROVED BUILDING PENETRATION WHEN INDOORS AND BETTER COVERAGE IN ALL SITUATIONS WILL ENSURE LAW ENFORCEMENT AND EMERGENCY RESPONDERS ARE ABLE TO SPEAK TO DISPATCH AND TO EACH OTHER WHEN IT MATTERS MOST. RADIO COMMUNICATIONS SERVE AS A LIFELINE FOR EVERY LAW ENFORCEMENT OFFICER, FIREFIGHTER, AND OTHER FIRST RESPONDERS. COMPARED TO QUALIFYING OFFENDERS WHO DO NOT ENTER THE PROGRAM, STAR COURT GRADUATES ARE 30% LESS LIKELY TO BE RE-ARRESTED FOR ANY REASON AND 50% LESS LIKELY TO RECEIVE A SUBSEQUENT DWI. PURSUANT TO THIS PROPOSAL, STAR COURT IS REQUESTING $1,000,000.00 IN CATEGORY 2: ENHANCEMENT FUNDING TO ENHANCE ITS OPERATION TO BETTER COMPLY WITH NADCP BEST PRACTICE STANDARDS I (PAGES 1, 6, 9), II (PAGES 1-2, 6-11), VI (PAGES 7, 10, 12, 16), VII (PAGES 1, 6, 10, 15), VIII (PAGES 1, 6, 9, 10), AND X (PAGES 1, 10, 19-20). OVER THE LAST 4 YEARS, CRAIGHEAD COUNTY AVERAGED 267 DWI/DUI ARRESTS ANNUALLY. WHILE THE GENDER AND RACE OF OFFENDERS REMAINED CONSISTENT, THE NUMBER OF HISPANIC DWI/DUI OFFENDERS INCREASED BY ALMOST 50%. STAR WILL PROMOTE RACIAL EQUITY AND THE REMOVAL OF BARRIERS TO ACCESS AND OPPORTUNITY FOR THE HISPANIC COMMUNITY, WHICH HAS BEEN HISTORICALLY UNDERSERVED, MARGINALIZED, AND ADVERSELY AFFECTED BY INEQUALITY. STAR COURTS TARGET POPULATION IS INDIVIDUALS WITH ALCOHOL- AND DRUG-RELATED DRIVING OFFENSES WHO QUALIFY AS HIGH RISK FOR REOFFENDING WITHOUT INTERVENTION AND AS HIGH NEED FOR TREATMENT TO MAKE A CHANGE IN BEHAVIOR. THROUGH THIS PROPOSAL, STAR COURT SEEKS TO ENHANCE IS OPERATION AND EXTEND ITS REACH BY CREATING MECHANISMS TO EXPAND THE COURTS CAPACITY AND TO IMPROVE THE PROGRAMS QUALITY OF SERVICE, EFFECTIVENESS, AND FIDELITY TO NADCP BEST PRACTICE STANDARDS. GRANT FUNDS WILL BE USED TO ENHANCE THE COURTS ABILITY TO PROVIDE ACCESS TO CRITICAL SUPPORT SERVICES; IMPROVE AND ENHANCE THE OPERATIONS OF THE COURT; EXPAND COURT SERVICES; AND IMPROVE THE QUALITY AND INTENSITY OF SERVICES BASED ON NEEDS ASSESSMENTS. THIS WILL BE ACHIEVED THROUGH THE APPLICATION OF THE NADCP ADULT DRUG COURT BEST PRACTICE STANDARDS AND THE 10 KEY COMPONENTS OF VETERANS TREATMENT COURTS. SPECIFICALLY, THE PROJECT WILL FOCUS ON STANDARD 2 (EQUITY AND INCLUSION), STANDARD 5 (SUBSTANCE USE DISORDER TREATMENT), STANDARD 6 (COMPLEMENTARY TREATMENT AND SOCIAL SERVICES) AND STANDARD 8 (MULTIDISCIPLINARY TEAM). THE FLATHEAD EMERGENCY COMMUNICATIONS CENTER PROVIDES 911 AND RADIO DISPATCH SERVICES FOR THE FLATHEAD COUNTY SHERIFFS OFFICE, KALISPELL POLICE DEPARTMENT, WHITEFISH POLICE DEPARTMENT, AND THE COLUMBIA FALLS POLICE DEPARTMENT. THE EXISTING RADIO COMMUNICATION SYSTEM IN FLATHEAD COUNTY UTILIZES ONE 800 MHZ REPEATER AND SOME VHF REPEATERS TO PROVIDE INTERAGENCY RADIO COMMUNICATIONS AND INTEROPERABILITY BETWEEN LOCAL AND FEDERAL PARTNER PUBLIC SAFETY, LAW ENFORCEMENT, FIRE-RESCUE, EMERGENCY MANAGEMENT, AND EMERGENCY MEDICAL SERVICE AGENCIES THROUGHOUT FLATHEAD COUNTY, MT. PUBLIC SAFETY ENTITIES ARE DEPENDENT UPON RELIABLE RADIO COMMUNICATIONS IN ORDER TO RESPOND AND MANAGE INCIDENTS IN A SAFE AND EFFECTIVE MANNER. WITH THE EXISTING RADIO SYSTEM AND THE GEOGRAPHY OF FLATHEAD COUNTY, THERE ARE COVERAGE GAPS AND ISSUES WITH THE EMERGENCY COMMUNICATIONS SYSTEM. CRITICAL INFORMATION IS OFTEN DELAYED OR MISSED ALTOGETHER DUE TO UNRELIABLE RADIO COMMUNICATIONS. THERE ARE SEVERAL AREAS WITHIN THE COUNTY WITH COVERAGE GAPS, WHERE RADIO COMMUNICATIONS SIMPLY DO NOT WORK. EMERGENCY RESPONDERS ALSO REGULARLY FACE ISSUES WITH DELAYS AND SCENARIOS WHEN THEY CANNOT HEAR DISPATCH WHEN WITHIN CERTAIN BUILDINGS. DISRUPTIONS IN EMERGENCY RADIO COMMUNICATIONS CAN CREATE SERIOUS SAFETY CONCERNS FOR LAW ENFORCEMENT AND EMERGENCY RESPONDERS. DISRUPTIONS CAN HAMPER THEIR ABILITY TO RESPOND TO CALLS AND MAY CAUSE THEM TO MISS CRITICAL UPDATES FROM DISPATCH DURING SERIOUS, EVOLVING INCIDENTS. DISRUPTIONS IN RADIO COMMUNICATIONS MAY ALSO HAMPER LAW ENFORCEMENTS ABILITY TO CALL FOR BACKUP. FLATHEAD COUNTY IS REQUESTING FINANCIAL ASSISTANCE TO UPGRADE THE FLATHEAD EMERGENCY COMMUNICATION CENTERS RADIO SYSTEM. THIS PROJECT WOULD ADD (2) 800 MHZ TRUNKED REPEATERS TO FLATHEAD COUNTY 911'S PUBLIC SAFETY RADIO SYSTEM. THIS IMPROVEMENT WILL PROVIDE BETTER COVERAGE AND HIGHER QUALITY TRANSMISSIONS FOR LAW ENFORCEMENT RADIO TRAFFIC. 800 MHZ IS ALSO FAR BETTER AT PENETRATING BUILDINGS SUCH AS SCHOOLS, HOSPITALS, AIRPORTS, AND PRIVATE HOMES, WHEREVER DANGEROUS SITUATIONS MAY ARISE. IMPROVED BUILDING PENETRATION WHEN INDOORS AND BETTER COVERAGE IN ALL SITUATIONS WILL ENSURE LAW ENFORCEMENT AND EMERGENCY RESPONDERS ARE ABLE TO SPEAK TO DISPATCH AND TO EACH OTHER WHEN IT MATTERS MOST. RADIO COMMUNICATIONS SERVE AS A LIFELINE FOR EVERY LAW ENFORCEMENT OFFICER, FIREFIGHTER, AND OTHER FIRST RESPONDERS. AN 800 MHZ SYSTEM UPGRADE WILL DIRECTLY BENEFIT ALL EMERGENCY SERVICE OPERATIONS IN FLATHEAD COUNTY.

STAR COURT IS A POST-ADJUDICATION DWI/DUI COURT OPERATING THROUGH THE CRAIGHEAD COUNTY DISTRICT COURT. THE COURT CURRENTLY SERVES A MAXIMUM OF 30 PARTICIPANTS, WHO COMPLETE A SET 16-MONTH PROGRAM, WHICH CAN BE EXTENDED TO A MAXIMUM OF 18 MONTHS. COMPARED TO QUALIFYING OFFENDERS WHO DO NOT ENTER THE PROGRAM, STAR COURT GRADUATES ARE 30% LESS LIKELY TO BE RE-ARRESTED FOR ANY REASON AND 50% LESS LIKELY TO RECEIVE A SUBSEQUENT DWI. PURSUANT TO THIS PROPOSAL, STAR COURT IS REQUESTING $1,000,000.00 IN CATEGORY 2: ENHANCEMENT FUNDING TO ENHANCE ITS OPERATION TO BETTER COMPLY WITH NADCP BEST PRACTICE STANDARDS I (PAGES 1, 6, 9), II (PAGES 1-2, 6-11), VI (PAGES 7, 10, 12, 16), VII (PAGES 1, 6, 10, 15), VIII (PAGES 1, 6, 9, 10), AND X (PAGES 1, 10, 19-20). OVER THE LAST 4 YEARS, CRAIGHEAD COUNTY AVERAGED 267 DWI/DUI ARRESTS ANNUALLY. WHILE THE GENDER AND RACE OF OFFENDERS REMAINED CONSISTENT, THE NUMBER OF HISPANIC DWI/DUI OFFENDERS INCREASED BY ALMOST 50%. STAR WILL PROMOTE RACIAL EQUITY AND THE REMOVAL OF BARRIERS TO ACCESS AND OPPORTUNITY FOR THE HISPANIC COMMUNITY, WHICH HAS BEEN HISTORICALLY UNDERSERVED, MARGINALIZED, AND ADVERSELY AFFECTED BY INEQUALITY. STAR COURTS TARGET POPULATION IS INDIVIDUALS WITH ALCOHOL- AND DRUG-RELATED DRIVING OFFENSES WHO QUALIFY AS HIGH RISK FOR REOFFENDING WITHOUT INTERVENTION AND AS HIGH NEED FOR TREATMENT TO MAKE A CHANGE IN BEHAVIOR. THROUGH THIS PROPOSAL, STAR COURT SEEKS TO ENHANCE IS OPERATION AND EXTEND ITS REACH BY CREATING MECHANISMS TO EXPAND THE COURTS CAPACITY AND TO IMPROVE THE PROGRAMS QUALITY OF SERVICE, EFFECTIVENESS, AND FIDELITY TO NADCP BEST PRACTICE STANDARDS. THE COURT ANTICIPATES ADDING AN ADDITIONAL 10 PARTICIPANTS TO ITS MAXIMUM NUMBER, ALLOWING IT TO SERVE APPROXIMATELY 160 INDIVIDUALS WITH GRANT FUNDS. GRANT FUNDS WILL BE USED TO ENHANCE THE COURTS ABILITY TO PROVIDE ACCESS TO CRITICAL SUPPORT SERVICES; IMPROVE AND ENHANCE THE OPERATIONS OF THE COURT; EXPAND COURT SERVICES; AND IMPROVE THE QUALITY AND INTENSITY OF SERVICES BASED ON NEEDS ASSESSMENTS. THIS WILL BE ACHIEVED THROUGH THE APPLICATION OF THE NADCP ADULT DRUG COURT BEST PRACTICE STANDARDS AND THE 10 KEY COMPONENTS OF VETERANS TREATMENT COURTS. SPECIFICALLY, THE PROJECT WILL FOCUS ON STANDARD 2 (EQUITY AND INCLUSION), STANDARD 5 (SUBSTANCE USE DISORDER TREATMENT), STANDARD 6 (COMPLEMENTARY TREATMENT AND SOCIAL SERVICES) AND STANDARD 8 (MULTIDISCIPLINARY TEAM).
