DESCRIPTION:BROWNFIELDS ARE REAL PROPERTY, THE EXPANSION, DEVELOPMENT OR REUSE OF WHICH MAY BE COMPLICATED BY THE PRESENCE OR POTENTIAL PRESENCE OF A HAZARDOUS SUBSTANCE, POLLUTANT, OR CONTAMINANT. THIS AGREEMENT WILL PROVIDE FUNDING FOR BLUE FOREST FINANCE (BFF) TO CONDUCT ELIGIBLE ASSESSMENT-RELATED ACTIVITIES AS AUTHORIZED BY CERLCA 104(K)(2) ALONG THE REDWOOD COAST AND NORTH STATE REGIONS OF CALIFORNIA. THIS AGREEMENT PROVIDES FULL FEDERAL FUNDING IN THE AMOUNT OF $500,000. REFER TO TERMS AND CONDITIONS.ACTIVITIES:SPECIFICALLY, THIS AGREEMENT WILL PROVIDE FUNDING TO THE RECIPIENT TO INVENTORY, ASSESS, AND CONDUCT CLEANUP/REUSE PLANNING AND COMMUNITY INVOLVEMENT RELATED ACTIVITIES FOR BROWNFIELDS SITES ACROSS A 12-COUNTY, RURAL REGION OF NORTHERN CALIFORNIA. THE PROJECT'S MAIN FOCUS WILL BE FORMER LUMBER MILL SITES THAT CAN BE POTENTIALLY REDEVELOPED INTO WOOD UTILIZATION CAMPUSES TO HELP CATALYZE COMMUNITY REVITALIZATION. ADDITIONALLY, THE RECIPIENT WILL COMPETITIVELY PROCURE (AS NEEDED) AND DIRECT A QUALIFIED ENVIRONMENTAL PROFESSIONAL TO CONDUCT ENVIRONMENTAL SITE ACTIVITIES AND AWARD A SUB-GRANT TO SUPPORT THE PROJECT MANAGEMENT, COMMUNITY ENGAGEMENT, REUSE PLANNING, AND REPORTING TASKS. ALSO, THE RECIPIENT WILL REPORT ON INTERIM PROGRESS AND FINAL ACCOMPLISHMENTS USING EPA'S ASSESSMENT, CLEANUP AND REDEVELOPMENT EXCHANGE SYSTEM (ACRES). SUBRECIPIENT:THE WATERSHED RESEARCH AND TRAINING CENTER WILL BE THE RECIPIENT OF A SUBAWARD, AND THEIR STAFF WILL BE RESPONSIBLE FOR KEY COMPONENTS IN AND DELIVERABLES OF PROJECT MANAGEMENT AND PLANNING, COMMUNITY ENGAGEMENT, REUSE PLANNING, AND REPORTING. OUTCOMES:FURTHER, THE RECIPIENT ANTICIPATES CONDUCTING THREE OR MORE PHASE I AND PHASE II UP TO TWO ENVIRONMENTAL SITE ASSESSMENTS, HOLDING MULTIPLE COMMUNITY MEETINGS, DEVELOPING MULTIPLE SITE-SPECIFIC CLEANUP PLANS/ANALYSIS OF BROWNFIELD CLEANUP ALTERNATIVES, DEVELOPING MULTIPLE PLANNING DOCUMENTS TO INITIATE BROWNFIELDS REVITALIZATION, AND SUBMITTING 12 OR MORE QUARTERLY REPORTS. WORK CONDUCTED UNDER THIS AGREEMENT WILL BENEFIT THE RESIDENTS, BUSINESS OWNERS, AND STAKEHOLDERS IN AND NEAR THE REDWOOD COAST AND NORTH STATE REGIONS OF CALIFORNIA
