THE PRIMARY AIM OF THESE SESSIONS AND ASSOCIATED ACTIVITIES IS TO ADVANCE SCIENTIFIC UNDERSTANDING OF EARTH SYSTEMS THROUGH LEARNING AND COLLABORATION ACROSS DISCIPLINARY BOUNDARIES. OUTCOMES FROM SESSIONS CATALYZE NEW RESEARCH INITIATIVES BUILD CAPACITY WITHIN EXISTING RESEARCH PROGRAMS SUPPORT THE MISSIONS OF FEDERAL AGENCIES AND OTHER SPONSORS AND ENGAGE THE PUBLIC ON THE RELEVANCE AND POTENTIAL USES OF SCIENCE REGARDING GLOBAL CHANGE. EACH YEAR AGCI PURSUES WORKSHOP TOPICS THAT ARE RECOMMENDED BY THE RESEARCH COMMUNITY AND VETTED BY ITS SCIENCE ADVISORY BOARD. AGCI COLLABORATES WITH WORKSHOP CO-CHAIRS RESPECTED LEADERS IN THEIR FIELDS WHO VOLUNTEER THEIR TIME TO DEVELOP A ROSTER AND PROGRAM FOR THE WEEKLONG INTENSIVE WORK SESSIONS. FOR 2017 SESSIONS ALREADY IN PLANNING WILL FOCUS ON THE TELECONNECTIONS OF POLAR AMPLIFICATION AND IMPROVED METHODS FOR THE EVALUATION OF EARTH SYSTEMS MODELS. BOTH TOPICS ADDRESS RESEARCH PRIORITIES IMPLICIT IN NASA EARTH SCIENCE PROGRAM GOALS AS WELL AS THOSE OF THE U.S. GLOBAL CHANGE RESEARCH PROGRAM. ADDITIONALLY ADVANCEMENTS IN BOTH TOPICS WILL HELP MEET SOCIETAL NEED FOR RELEVANT AND TIMELY DECISION SUPPORT SUCH AS IMPROVED AND MORE USABLE CLIMATE PROJECTIONS. ONE OR TWO ADDITIONAL TOPICS MAY BE SELECTED FROM A SHORT LIST PROVIDED IN THE PROPOSAL AND PURSUED PENDING FUNDING FROM OTHERS. THE FUNDING REQUESTED WILL PROVIDE THE NECESSARY SHARE OF FINANCIAL SUPPORT TO PLAN AND CONDUCT THESE WORKSHOPS AS WELL AS TO DOCUMENT REPORT AND PRODUCE ONLINE EDUCATIONAL MATERIALS ASSOCIATED WITH THEM. AGCI WORKSHOPS ARE EVALUATED AT MULTIPLE POINTS OVER THEIR LIFECYCLE AND RESULTS ARE REPORTED DIRECTLY TO FEDERAL AGENCY SPONSORS. EACH WORKSHOP ORGANIZED BY AGCI INCLUDES A SPECIAL PUBLIC LECTURE WHERE THE PUBLIC IS INVITED TO MEET AND ENGAGE WITH INVITED WORKSHOP PARTICIPANTS. FOLLOWING EACH WORKSHOP VIDEOS OF THE PUBLIC LECTURE AND WORKSHOP SESSIONS ARE POSTED FOR VIEWING BY ANYONE FREE OF CHARGE ON AGCI S WEBSITE WWW.AGCI.ORG. SHARING ADAPTATION CASE STUDIES THAT SHOW HOW TO OVERCOME CHALLENGES AND ACHIEVE SUCCESS ARE INCREASINGLY SOUGHT BY AND PRODUCED BY ADAPTATION PRACTITIONERS ACROSS SECTORS (E.G., WATER, ENERGY, TRANSPORTATION, AGRICULTURE). YET, LITTLE IS ACTUALLY BEING DONE TO UNDERSTAND THE VALUE CASE STUDIES BRING. WE WILL DESIGN AND IMPLEMENT AN EVALUATION FRAMEWORK TO HELP TEST, VALIDATE, AND LEARN FROM THE WATER UTILITY CLIMATE ALLIANCE (WUCA), AN ALLIANCE OF 12 OF THE NATIONS LARGEST WATER PROVIDERS, AND SIMILARLY POSITIONED UTILITIES ON HOW DEVELOPING AND SHARING CASE STUDIES HAS IMPACTED THEIR ADAPTATION PLANNING AND IMPLEMENTATION OVER THE PAST DECADE. BUILDING FROM A WEALTH OF EXISTING CASE STUDIES CREATED THROUGH RECENT PROJECTS SUPPORTED BY WUCA, WE WILL (I) LEARN WHAT MORE GENERALLY MAKES AN ADAPTATION CASE STUDY IMPACTFUL, (II) INVESTIGATE THE CASE STUDY DEVELOPMENT PROCESS HOW IT WORKS, WHAT IS MOST VALUABLE ABOUT THE PROCESS, AND IN WHAT WAYS IT COULD BETTER CAPTURE THE FULL SUITE OF SOCIETAL IMPACTS, AND (III) IDENTIFY WHAT CASE STUDIES ALONE CANNOT ACHIEVE. WE WILL ALSO, SIMULTANEOUSLY, SUPPORT UPDATING WUCAS LEADING PRACTICES IN CLIMATE ADAPTATION, AN EXISTING RESOURCE BUILT ON UTILITY-SPECIFIC INSIGHTS AND CASE STUDIES. OUR METHODS INCLUDE CONTENT ANALYSIS, CASE STUDY USER RESEARCH (FOCUS GROUPS AND SURVEYS), AND FACILITATED DISCUSSIONS WITH CASE STUDY PRODUCERS. BROADER IMPACT: AS IMPACTS FROM CLIMATE CHANGE ACCELERATE, THE ABILITY TO LEARN WHILE DOING IS BECOMING EVER-MORE IMPORTANT IN CLIMATE ADAPTATION PLANNING. THIS PROJECT APPLIES SOCIAL SCIENCE TO REAL-WORLD IMPLEMENTATION OF ADAPTATION ACTIONS TO MEANINGFULLY ADVANCE OUR UNDERSTANDING OF WHAT WORKS (OR DOES NOT) AND WHAT SCALES (OR REMAINS CONTEXT-DEPENDENT). OUR FINDINGS WILL FORM A PLAYBOOK TO ILLUSTRATE WAYS CASE STUDIES COULD MOST EFFECTIVELY BE DEVELOPED AND DEPLOYED TO (I) SUPPORT PEER-LEARNING AND (II) INCLUDE MEASURES OF THE FULL SUITE OF SOCIETAL BENEFITS AND IMPACTS OF ADAPTATION ACTIONS TO AID IN IDENTIFYING THE OPPORTUNITIES AND FEASIBILITY OF TRANSFORMATIVE ADAPTATION ACTIONS. AS THE CLIMATE WARMS AND SNOWMELT OCCURS EARLIER, THIS NATURAL WATER STORAGE IS DIMINISHED. SINCE WATER MANAGEMENT SYSTEMS ARE OFTEN DESIGNED BASED ON HISTORICALLY OBSERVED VARIABILITY, CHANGE BEYOND THE RANGE OF NATURAL VARIABILITY CAN RESULT IN SYSTEM STRESS OR FAILURE. THE CHARACTERIZATION OF WHEN AND AT WHAT GLOBAL WARMING LEVEL SIGNIFICANT CHANGE OCCURS IN HYDROLOGIC CONDITIONS OF HEADWATER BASINS IS AN UNDER-EXPLORED BASIC RESEARCH QUESTION THAT IS ALSO VITAL TO WATER RESOURCE MANAGEMENT AND POLICY MAKING. BY WORKING CLOSELY WITH NETWORKS OF COMMUNITIES, RESEARCHERS, AND DECISION-MAKERS, THE PROJECT WILL ENSURE THAT RESEARCH OUTCOMES BEST INFORM RELEVANT CLIMATE CHANGE ADAPTATION AND POLICY DECISIONS. THE PROJECT WILL SUPPORT CAREER DEVELOPMENT FOR ONE POSTDOC AND RURAL CAMPUS UNDERGRADUATE STUDENTS, COMMUNICATE THE CLIMATE SENSITIVITY OF SNOW WATER RESOURCES TO DECISION-MAKERS, AND PROMOTE USE-FOCUSED RESEARCH THAT REACHES BROAD AUDIENCES. NATURAL CLIMATE VARIABILITY AND MODEL UNCERTAINTIES IMPEDE THE ABILITY TO INFORM WHEN CLIMATE CHANGE SIGNALS EMERGE FROM A REFERENCE CLIMATE STATE. WORKING IN THE HEADWATERS OF THE UPPER COLORADO RIVER BASIN, THIS PROJECT WILL USE A NOVEL MODEL FRAMEWORK TO ESTIMATE THE EMERGENCE AND MAGNITUDE OF THE ANTHROPOGENIC WARMING SIGNAL IN SNOW WATER RESOURCES METRICS, WORK WITH WATER RESOURCE DECISION-MAKERS TO IDENTIFY RELEVANT METRICS AND TIME PERIODS TO SUPPORT ADAPTATION DECISIONS, AND REFINE MECHANISMS TO DETECT CHANGE AND ATTRIBUTE IT TO WARMING. THE PROJECT FRAMEWORK INCLUDES A LARGE ENSEMBLE WITH A NEW CLIMATE MODEL, STATE-OF-THE-ART ENSEMBLE MEMBER SELECTION AND DYNAMICAL DOWNSCALING, AN INNOVATIVE PROCESS-BASED MODULAR SYSTEM FOR HYDROLOGICAL MODELING, AND THE SEPARATION OF HYDROLOGIC OUTCOMES INTO DYNAMIC AND THERMODYNAMIC DRIVERS USING STATISTICAL LEARNING. THE UNCERTAINTY WILL BE PROPAGATED THROUGH A MODEL CHAIN TO ASSESS ITS IMPACT ON THE PREDICTABILITY OF FUTURE SNOW WATER RESOURCES AND THE EMERGENCE OF CLIMATE CHANGE SIGNALS. THE NETWORK, NAMED THE ROARING FORK OBSERVATION NETWORK, OR IRON, WAS INITIATED IN 2012 AND CONSISTS OF 10 STATIONS THAT SPAN THE ELEVATION GRADIENT OF THE ROARING FORK WATERSHED. THE ROARING FORK WATERSHED IS A MICROCOSM OF THE LARGER SYSTEM AND CONTAINS COMPLEX WATER PROCESSES CHARACTERISTIC OF MANY COLORADO RIVER HEADWATER CATCHMENTS. AS A RESULT, THIS DECADE-PLUS OF IRON DATA HAS UNIQUE POTENTIAL TO CONTRIBUTE TO A DEEPER UNDERSTANDING OF THE ROLE OF SOIL MOISTURE MEASUREMENTS IN WATER FORECASTING AND MANAGEMENT IN THE COLORADO RIVER BASIN. THROUGH THIS PROJECT, ASPEN GLOBAL CHANGE INSTITUTE, IN PARTNERSHIP WITH THE COLORADO RIVER DISTRICT AND THE RUEDI WATER AND POWER AUTHORITY, WILL IMPROVE THE QUALITY, ACCESSIBILITY, AND USABILITY OF THE IRON DATASET. THE PROJECT WILL PROVIDE CAPACITY TO DEVELOP STANDARDIZED QUALITY ASSURANCE QUALITY CONTROL MEASURES, AUTOMATE DATA FEEDS, AND BUILD DATA DASHBOARDS AND TOOLS TO GUIDE DATA ACCESSIBILITY AND USE. THESE IMPROVEMENTS WILL SUPPORT USES OF IRON DATA THAT SERVE ONGOING INVESTIGATIONS INTO THE ROLE OF HEADWATER CATCHMENT SOIL MOISTURE IN WATERSHED PROCESSES. THIS PROJECT WILL ALSO SUPPORT WATER FORECASTING AND MODELING EFFORTS BY REFINING A VALUABLE DECADAL-SCALE HEADWATERS SOIL MOISTURE DATASET TO BE MORE ACCESSIBLE AND ROBUST. THE FIVE-DAY WORKSHOP WILL BE HELD IN JUNE 2024, LED BY A TEAM OF EXPERT CO-CHAIRS: AHMED KABLAN, ANN VAUGHN AND NIKA LARIAN (USAID BUREAU FOR RESILIENCE AND FOOD SECURITY); SHIBANI GHOSH (FEED THE FUTURE FOOD SYSTEMS FOR NUTRITION INNOVATION LAB); AND JEAN BUZBY (USDA). THIS WORKSHOP IS PROPOSED FOR JUNE 2024, TO BE HELD IN WESTERN COLORADO. AGCI WILL PROVIDE GUIDANCE AND LOGISTICAL SUPPORT FOR A WEEKLONG PROGRAM CONSISTING OF PRESENTATIONS, DISCUSSIONS, BREAKOUT GROUPS, AND A PUBLIC LECTURE.FOOD LOSSES AND WASTE (FLW) IMPACT THE SUSTAINABILITY AND RESILIENCE OF AGRICULTURAL AND FOOD SYSTEMS AND THEIR ABILITY TO ENSURE FOOD SECURITY AND NUTRITION FOR ALL AND FOR FUTURE GENERATIONS. REDUCTION IN FLW ALSO SUPPORTS BETTER USE OF NATURAL RESOURCES SUCH AS WATER, ENERGY, AND SOILS. OUR WORKSHOP AIMS TO IDENTIFY PATHWAYS TO CREATE MORE ROBUST AND SUSTAINABLE FOOD SYSTEMS (IN THE US AND GLOBALLY), BY PROVIDING RECOMMENDATIONS TO GOVERNMENT AGENCIES AND FUNDERS ON PRIORITY POLICIES, PROGRAMS, TECHNOLOGIES AND RESEARCH OPPORTUNITIES TO REDUCE FOOD, LOSS, AND WASTE.THE WORKSHOP WILL BRING TOGETHER AROUND THIRTY PARTICIPANTS INCLUDING SCIENTISTS, PRIVATE SECTOR ACTORS AND GOVERNMENT OFFICIALS. PARTICIPANTS WILL REPRESENT A DIVERSE GROUP OF ACTORS, EACH OF WHICH HAVE A SIGNIFICANT STAKE IN ENSURING FLW IS REDUCED.PARTICIPANTS WILL IDENTIFY FOOD LOSS REDUCTION METHODS AND INNOVATIONS (INCLUDING TECHNOLOGIES, PROCESSES, POLICIES), AS WELL AS FOOD WASTE REDUCTION APPROACHES (INCLUDING UPCYCLING AND APPROPRIATE USES OFSUBSTANDARD PRODUCTS). AN EMPHASIS WILL BE TO IDENTIFY OPTIONS THAT ARE ACTIONABLE AND EASY TO ADAPT/IMPLEMENT IN LOW RESOURCE ENVIRONMENTS. PARTICIPANTS WILL ALSO IDENTIFY OPPORTUNITIES FOR HOW TO FUND THESE OPPORTUNITIES. THE GROUP WILLIDENTIFY PRIORITY RESEARCH AND EVIDENCE GAPS, ESPECIALLY DATA GAPS TO INFORMPOLICY ACTIONS. EXISTING STUDIES ON RESEARCH IMPACT DRIVERS SUGGEST THAT MORE ENGAGED APPROACHES?WHERE RESEARCHERS MEANINGFULLY COLLABORATE WITH SOCIETAL PARTNERS DURING THE RESEARCH PROCESS?CAN INCREASE THE USE OF RESEARCH TO SUPPORT DECISION-MAKING. HOWEVER, WE KNOW RELATIVELY LITTLE ABOUT HOW VARIOUS FORMS OR LEVELS OF ENGAGEMENT RESULT IN DIFFERENT SOCIETAL BENEFITS IN THE REAL WORLD; SOME TYPES OF ENGAGEMENT MAY EVEN BE HARMFUL OR COUNTERPRODUCTIVE. IMPROVING UNDERSTANDING IN THIS AREA REQUIRES EMPIRICAL AND CRITICAL STUDY OF THE TYPES OF ENGAGED RESEARCH AND THEIR OUTCOMES. A PRIMARY AIM OF THIS PROJECT IS TO BUILD CONNECTIONS AND COORDINATION CAPACITY AMONG THE MANY APPROACHES TO UNDERSTANDING, SUPPORTING, AND IMPROVING ENGAGED RESEARCH AND ITS USES.
