DESCRIPTION:THIS PROJECT PROVIDES FUNDING UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) (PL 117-58) FOR SANTA FE COMMUNITY COLLEGE TO CONDUCT ELIGIBLE TECHNICAL ASSISTANCE-RELATED ACTIVITIES AS AUTHORIZED BY COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND LIABILITY ACT (CERCLA) 104(K)(7). THE RECIPIENT WILL RECRUIT, TRAIN, AND PLACE UNEMPLOYED AND UNDEREMPLOYED RESIDENTS OF SANTA FE COMMUNITY COLLEGE (SFCC'S) PROPOSED TARGET AREA IS BERNALILLO, LOS ALAMOS, SANTA FE, SAN MIGUEL, MORA, TAOS, AND RIO ARRIBA COUNTIES AND THE SURROUNDING 17 INDIAN PUEBLOS AND TRIBES (COCHITI, JEMEZ, JICARILLA APACHE NATION, NAMBE, OHKAY OWINGEH, PICURIS PUEBLO, POJOAQUE, SAN FELIPE, SAN ILDEFONSO, SANDIA, SANTA ANA, SANTA CLARA, TAOS, TESUQUE, TESUQUE, AND ZIA PUEBLOS) SMALL 'MICRO' RURAL COMMUNITIES OF UNDER 5,000 RESIDENTS DOT THE TARGET AREA'S MORE THAN 17,000 SQUARE MILES. IN ENVIRONMENTAL CAREERS WITH SKILLS NEEDED TO SAFELY CONDUCT REMEDIATION WORK AT SOLID AND HAZARDOUS WASTE-CONTAMINATED SITES, AS WELL AS APPROPRIATE TRAINING IN GREEN REMEDIATION TECHNOLOGIES, STORM WATER MANAGEMENT, EMERGENCY PLANNING AND CHEMICAL SAFETY MOST REQUESTED CERTIFICATIONS ARE HAZARDOUS WASTE OPERATIONS AND EMERGENCY RESPONSE (HAZWOPER), FORKLIFT, AND SAFETY TRAINING. REVIEW OF JOB RESPONSIBILITIES IN POSTED DESCRIPTIONS CONSISTENTLY INCLUDED RESOURCE CONSERVATION AND RECOVERY ACT (RCRA), COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND LIABILITY ACT (CERCLA), OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA), AND DEPARTMENT OF TRANSPORTATION (DOT) KNOWLEDGE, WATER AND SOIL SAMPLING EXPERIENCE, HAZARDOUS MATERIAL HANDLING, SPILL RESPONSE, AND RECORDKEEPING SKILLS.. THE TRAINING PROGRAM AT EACH LOCATION IS AN INTENSIVE FIVE-WEEK SESSION WITH 168 CONTACT HOURS. EACH TRAINING COHORT WILL ENROLL 20 PARTICIPANTS EACH, TARGETING UNEMPLOYED VETERANS, NATIVE AMERICANS, DISLOCATED WORKERS, INDIVIDUALS RECOVERING FROM SUBSTANCE USE DISORDER, AND OPPORTUNITY YOUTH (NOT IN SCHOOL OR WORKING). TRAINING WILL BE CUSTOMIZED FOR EMPLOYER NEEDS. DUE TO THE SPARSE POPULATION AND THE NATURE OF THE ECONOMIC OPPORTUNITIES IN NORTHERN NEW MEXICO, TRANSFERRABLE SKILLS, CERTIFICATIONS, AND CORE COMPETENCIES WILL BE EMPHASIZED. ADDITIONAL TRAINING WILL BE CUSTOMIZED FOR REGIONAL TRAINING REQUIREMENTS BASED ON EMPLOYER FEEDBACK. THIS TRAINING STRATEGY WILL GIVE GRADUATES THE GREATEST POTENTIAL FOR GAINING EMPLOYMENT.ACTIVITIES:THIS PROJECT WILL TRAIN GRADUATES TO EARN SKILLS AND CERTIFICATIONS NECESSARY TO ENTER INTO ENVIRONMENTAL CAREERS. ACTIVITIES TO BE PERFORMED DURING UNDER THIS PROJECT ARE MOST REQUESTED CERTIFICATIONS ARE HAZARDOUS WASTE OPERATIONS AND EMERGENCY RESPONSE HAZWOPER, FORKLIFT, AND SAFETY TRAINING. HSI PLANNING PROJECT: UNDERGRADUATE INSTITUTIONS DEVELOPING OPPORTUNITIES IN STEM (UNIDOS) -WITH SUPPORT FROM THE IMPROVING UNDERGRADUATE STEM EDUCATION: HISPANIC-SERVING INSTITUTIONS (HSI PROGRAM), THIS TRACK 1 PROJECT AIMS TO BROADEN THE PARTICIPATION OF HISTORICALLY UNDERREPRESENTED POPULATIONS CENTERED AROUND TWO PROXIMATE HISPANIC-SERVING INSTITUTIONS (HSIS), SANTA FE COMMUNITY COLLEGE AND NORTHERN NEW MEXICO COLLEGE. THE UNDERGRADUATE INSTITUTIONS DEVELOPING OPPORTUNITIES IN STEM (UNIDOS) PROJECT WILL BUILD UPON RELATIONSHIPS WITH REGIONAL PARTNERS, FROM BOTH THE PUBLIC AND PRIVATE SECTORS, TO PROVIDE EDUCATIONAL TRAINING OPPORTUNITIES FOR LOCAL YOUTH IN SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS (STEM). THESE ACTIVITIES ARE DESIGNED TO EMBRACE CULTURAL VALUES AND TRADITIONS AND HONORS THE WEALTH OF KNOWLEDGE FROM INDIGENOUS AND HISPANIC POPULATIONS. BASED UPON AN ACTIVE AND COLLABORATIVE EXPLORATION OF COMMUNITY NEEDS AND ANTICIPATED VOCATIONAL GAPS IN THE REGIONAL STEM WORKFORCE, PARTNERS WILL DEVELOP AND MODIFY STEM DEGREE AND CERTIFICATE PROGRAMS AND ADDRESS THE HOLISTIC NEEDS OF MATRICULATING STUDENTS TO PROMOTE STUDENT ACADEMIC SUCCESS AND STEM CAREER READINESS. THE UNIDOS MODEL PREDICTS THAT THE SIGNIFICANT CHALLENGES UNDERREPRESENTED STUDENTS FACE ARE BEST ADDRESSED WHEN ENTITIES THAT SHARE COMMON GOALS WORK TOGETHER. TO THIS END, THE PROJECT WILL ESTABLISH A STEM ADVISORY COUNCIL, COMPOSED OF REPRESENTATIVES FROM BOTH THE PUBLIC AND PRIVATE STEM WORKFORCE, STEM EDUCATION ADVOCATE GROUPS, PROFESSIONALS, EDUCATORS, AND COLLEGE ADMINISTRATORS. GENERATING A COLLABORATIVE RELATIONSHIP WITH VALUED COMMUNITY PARTNERS IS EXPECTED TO GENERATE VOCATIONAL OPPORTUNITIES FOR STUDENTS, INCLUDING INTERNSHIP EXPERIENCES THAT WILL ENHANCE THE JOB READINESS FOR UNDERREPRESENTED INDIVIDUALS ENTERING THE STEM WORKFORCE. ADDITIONALLY, UNIDOS WILL PROVIDE EDUCATIONAL TRAINING OPPORTUNITIES IN STEM FOR LOCAL YOUTH TO STIMULATE INTEREST IN STEM EDUCATION/CAREERS, FACILITATE STUDENT MATRICULATION INTO COLLEGE, AND PROMOTE STEM DEGREE PROGRAM PARTICIPATION/COMPLETION. PARTNERING INSTITUTIONS WILL ENGAGE WITH PRIVATE ENTITIES TO DEVELOP CURRICULA FOR PARTICIPATING YOUTH THAT INTRODUCES THEM TO CULTURALLY RELEVANT CAREERS/RESEARCH IN SCIENCE AND ENABLES STUDENTS TO DEVELOP A STEM IDENTITY THAT DOES NOT CONFLICT WITH THEIR CULTURAL VALUES AND TRADITIONS. STEM FACULTY WILL PLAY A MAJOR ROLE IN DELIVERING THE CURRICULA, AND TOGETHER WITH PROFESSIONAL DEVELOPMENT OPPORTUNITIES DESIGNED TO IDENTIFY AND RECTIFY INEQUITABLE TEACHING PRACTICES AND MITIGATE LANGUAGE BARRIERS, WILL GENERATE A STEM LEARNING ATMOSPHERE THAT IS INCLUSIVE AND CELEBRATES STUDENTS? WEALTH OF CULTURAL KNOWLEDGE. THROUGH THESE EFFORTS, ENHANCED DIVERSITY IN STEM EDUCATION WILL GENERATE A WORKFORCE WITH A BROAD KNOWLEDGE BASE, WHICH CAN FUNCTION TO STIMULATE INNOVATION FUELED BY COLLECTIVE EXPERIENCES AND AN INCLUSIVE SPIRIT OF COLLABORATION OVER COMPETITION. THE HSI PROGRAM AIMS TO ENHANCE UNDERGRADUATE STEM EDUCATION AND BUILD CAPACITY AT HSIS. PROJECTS SUPPORTED BY THE HSI PROGRAM WILL ALSO GENERATE NEW KNOWLEDGE ON HOW TO ACHIEVE THESE AIMS. CREATING A SUSTAINABLE EDUCATIONAL PIPELINE FOR THE CONTROLLED ENVIRONMENT AGRICULTURE WORKFORCE THROUGH A REMOTE DUAL-CREDIT HIGH SCHOOL TO COLLEGE MODEL -CONTROLLED ENVIRONMENT AGRICULTURE (CEA), POPULARLY KNOWS AS INDOOR AGRICULTURE IS RAPIDLY BECOMING A WIDELY ACCEPTED TECHNOLOGY TO IMPROVE FOOD SECURITY, FOOD SAFETY, AND ECONOMIC DEVELOPMENT IN RURAL COMMUNITIES. NEW MEXICO IS IDEAL FOR CEA WITH MORE THAN 300 DAYS OF SUN EACH YEAR, INEXPENSIVE LAND, AND GROWING DEMAND FOR FRESH LOCALLY GROWN PRODUCE. NORTHERN NEW MEXICO IS A REGION WITH HISTORICAL AGRICULTURAL HISPANIC AND NATIVE AMERICAN COMMUNITIES WHO OFTEN LACK ACCESS TO THE EDUCATIONAL RESOURCES NECESSARY TO DEVELOP THE TECHNICAL CEA WORKFORCE. THUS, THE DEMAND FOR CEA TECHNICIANS IN THE REGION PRESENTS AN OPPORTUNITY FOR ECONOMIC GROWTH AND FOOD SECURITY IN THESE RURAL AREAS. THIS 3-YEAR PROJECT AT SANTA FE COMMUNITY COLLEGE (SFCC) WILL TRAIN 18 TEACHERS AT 9 RURAL HIGH SCHOOLS TO PROVIDE 180 UNDERSERVED STUDENTS WITH DUAL-CREDIT COURSES IN THE FIRST-YEAR CURRICULUM OF THE ASSOCIATE IN APPLIED SCIENCE (A.A.S.) DEGREE IN CEA. THE PROJECT SIGNIFICANTLY EXPANDS THE ABILITY FOR SCHOOLS ACROSS NEW MEXICO TO TRAIN A REGIONAL CEA WORKFORCE AND CREATES A PIPELINE FOR STUDENTS TO ENTER SFCC AND EARN THEIR A.A.S. DEGREE IN REDUCED TIME. REMOTE INSTRUCTIONAL TECHNOLOGIES COUPLED WITH ON-SITE, HANDS-ON REPLICATED AQUAPONICS SYSTEMS PROVIDE TEACHERS AND STUDENTS WITH BLENDED LEARNING OPPORTUNITIES IN RURAL HIGH SCHOOLS. A NOVEL ONLINE NETWORK WILL CONNECT STUDENTS AND TEACHERS WITH CEA INDUSTRY AND ACADEMIC PROFESSIONALS WHOM THEY WOULD NOT LIKELY HAVE OPPORTUNITIES TO INTERACT WITH THROUGH A CONVENTIONAL HIGH SCHOOL EDUCATION. AN ACADEMIC PIPELINE, INCLUDING A ROBUST INTERNSHIP PROGRAM, WILL ENSURE THAT STUDENTS WHO COMPLETE THEIR SFCC CEA DEGREE REQUIREMENTS ARE READY TO ENTER THE WORKFORCE. THIS PROJECT WILL MEET THE TECHNICAL WORKFORCE NEEDS OF THE INDUSTRY THROUGH INTEGRATED EDUCATION AND OUTREACH EFFORTS. IN ADDITION IT WILL ADDRESS THE OPPORTUNITY TO INCREASE THE NUMBER OF QUALIFIED DUAL-CREDIT CEA INSTRUCTORS THROUGH A SUMMER PROGRAM FOR HIGH SCHOOL TEACHERS AT THE SFCC CAMPUS. THREE HIGH SCHOOLS FROM UNDERSERVED COMMUNITIES WILL EACH BE INVITED TO SEND TWO STEM TEACHERS TO PARTICIPATE IN AN INTENSIVE WEEK-LONG SUMMER WORKSHOP TO LEARN THE INTRODUCTORY CEA COLLEGE CURRICULUM. THE TEACHERS WILL BE PREPARED TO DELIVER TWO CEA DUAL-CREDIT COURSES ANNUALLY. EACH SCHOOL WILL RECEIVE A REPLICATED TURN-KEY CLASSROOM AQUAPONICS SYSTEM FOR HANDS-ON PRACTICAL INSTRUCTION COMPLETE WITH SENSORS FOR REMOTE MONITORING. THE FIRST ACADEMIC YEAR AFTER EACH COHORT OF TEACHERS COMPLETES THE SUMMER WORKSHOP THE STUDENTS WILL PARTICIPATE IN HANDS-ON LEARNING WITH THEIR AQUAPONICS SYSTEM IN CLASSES CO-TAUGHT BY THE HIGH SCHOOL TEACHER AND SFCC FACULTY. IN SUBSEQUENT YEARS PARTICIPATING HIGH SCHOOL TEACHERS WILL BE PREPARED TO TEACH THE DUAL-CREDIT CEA CURRICULUM INDEPENDENTLY. THE TEACHERS WILL BE MENTORED WEEKLY BY SFCC FACULTY AND STAFF THROUGHOUT THE THREE YEARS OF THE PROJECT. STUDENT INTERNSHIPS AND SUMMER RESEARCH EXPERIENCES WILL REINFORCE THE CURRICULUM AND DEVELOP WORKPLACE SKILLS. THE PROJECT IS UNIQUE IN PROVIDING TWENTY-FIRST CENTURY AGRICULTURAL EDUCATION AND NETWORKING OPPORTUNITIES TO LARGELY UNDERSERVED RURAL COMMUNITIES. THE PROJECT WILL INCREASE THE NUMBER OF DUAL-CREDIT CLASSES AVAILABLE IN LOCAL HIGH SCHOOLS AND ENGAGE THE LOCAL COMMUNITY IN FOOD SOVEREIGNTY ISSUES WHILE CREATING A SUSTAINABLE WORKFORCE IN UNDERSERVED COMMUNITIES. AS PER THE STANDARD OPERATING PROCEDURES, SOP-2021-G04, EPA IMPLEMENTATION OF OFFICE OF MANAGEMENT AND BUDGET MANAGEMENT MEMORANDUM 21-20: PROMOTING PUBLIC TRUST IN THE FEDERAL GOVERNMENT THROUGH EFFECTIVE IMPLEMENTATION OF THE AMERICAN RESCUE PLAN ACT AND STEWARDSHIP OF THE TAXPAYER RESOURCES, THE FOLLOWING ELEMENTS MUST BE INCLUDED: ASSISTANCE AWARD&RSQUOANDS PURPOSE AND ACTIVITIES TO BE PERFORMED ARE MENTIONED ABOVE.
