THE CENTER WILL BE CO-LED BY DINE COLLEGE (TRIBAL COLLEGE OF THE NAVAJO NATION) (MPI: MC BAUER, PHD) AND NORTHERN ARIZONA UNIVERSITY (NAU) (MPI: NI TEUFEL-SHONE, PHD), WITH GUIDANCE FROM A COMMUNITY ADVISORY BOARD THAT REPRESENTS NAVAJO DEPARTMENT OF HEALTH, NAVAJO AREA INDIAN HEALTH SERVICE (IHS), NORTHERN NAVAJO MEDICAL CENTER, NAVAJO NATION HEALTH, EDUCATION AND SERVICES COMMITTEE, NAVAJO NATION SCHOLARSHIP OFFICE, AND ACADEMIC LEADERSHIP OF DINE COLLEGE AND NAU. THROUGH THE DEVELOPMENT OF AN EDUCATION TO PROFESSION PATHWAY AND THE ENGAGEMENT OF EARLY STAGE NAVAJO INVESTIGATORS (ESIS), THE NAVAJO NARCH PARTNERSHIP WILL CREATE A COLLEGIAL ENVIRONMENT THAT USES RELATIONSHIPS OR K’E (NAVAJO RECOGNITION OF CONNECTEDNESS, KINSHIP AND RESPECT) TO SUPPORT AN INTERNAL MENTORING SYSTEM IN WHICH EACH SENIOR LEVEL OF ACHIEVEMENT (E.G., BSPH, MPH AND ESI) ASSUMES THE RESPONSIBILITY OF BEING A ROLE MODEL FOR EACH JUNIOR LEVEL OF ACHIEVEMENTS (HIGH SCHOOL, BSPH AND MPH), RESPECTIVELY. AT ALL LEVELS, COURSE CONTENT AND EXPERIENTIAL LEARNING IN SERVICE AND RESEARCH PROJECTS ARE TAILORED TO ADDRESS THE RELATIONSHIP BETWEEN HEALTH AND THE SOCIO- CULTURAL CONTEXT OF THE NAVAJO NATION. THE ADMINISTRATION CORE WILL PROVIDE TECHNICAL GUIDANCE AND FACILITATE THE SUBCONTRACT AGREEMENTS AND COORDINATION OF THE PILOT RESEARCH PROJECTS: 1) NAVAJO GENETIC TOOLKIT: A CULTURALLY- TAILORED GUIDE FOR ENGAGEMENT AND OVERSIGHT OF GENETIC RESEARCH, CO-PIS K. CLAW, PHD, [UNIVERSITY OF COLORADO, (CU)], N. GARRISON, PHD (UCLA) AND F. SAGE (DINE POLICY INSTITUTE) AND 2) STANDARDIZED LANGUAGE ASSESSMENTS AMONG NAVAJO CHILDREN WITH AND WITHOUT DEVELOPMENTAL LANGUAGE DELAY, D. HENDERSON, PHD, (NAU). PILOT PROJECTS ARE LED BY NAVAJO PIS AND ENGAGE BSPH AND MPH STUDENTS, FOSTERING A GENERATION OF NATIVE AMERICAN RESEARCHERS EXPERIENCED IN THE USE OF CULTURALLY GROUNDED, SCIENTIFICALLY RIGOROUS APPROACHES TO ADVANCE HEALTH RESEARCH. THE OVERALL PARTNERSHIP AIMS ARE: 1) TO DEVELOP NATIVE AMERICAN SCIENTISTS AND HEALTH PROFESSIONALS THROUGH EDUCATIONAL OPPORTUNITIES DESIGNED TO ATTRACT, EDUCATE, CHALLENGE AND MENTOR SCHOLARS AT ALL LEVELS TO ATTAIN HEALTH RESEARCH SKILLS NEEDED TO DRIVE INNOVATIVE APPROACHES TO HEALTH AND WELLNESS IN NAVAJO NATION AND INDIAN COUNTRY; 2) TO FOSTER THE CONTINUED GROWTH OF RELATIONSHIPS BETWEEN DINE COLLEGE, THE NNDOH, NAU, CU, UCLA AND IHS TO MEET THE HEALTH NEEDS OF THE NAVAJO PEOPLE AND TO CONTRIBUTE TO THE DEVELOPMENT OF A TRULY NAVAJO RESEARCH AGENDA AND; 3) TO DEVELOP AND TEST CULTURALLY RELEVANT APPROACHES TO ADVANCE HEALTH EQUITY IN NAVAJO COMMUNITIES BY SUPPORTING ORIGINAL RESEARCH AND TRANSLATING RESEARCH RESULTS TO INFORM HEALTH POLICY, PROGRAMS AND PRACTICE FOR NAVAJO AND OTHER NATIVE COMMUNITIES.

PROJECT PURPOSE:DINE COLLEGE'S CONNECT NAVAJO PROJECT AIMS TO IMPROVE EDUCATIONAL AND ECONOMIC OPPORTUNITY ON THE NAVAJO NATION BY IMPROVING INTERNET ACCESS, PROVIDING MORE HARDWARE, AND INVESTING IN IT STAFF. THIS PROJECT WILL ENSURE THAT THE DINE PEOPLE CAN CONTINUE TO RESIDE IN THEIR HOMES ON NAVAJO NATION AND BENEFIT FROM ACCESS TO TECHNOLOGY THAT HELPS THEM EARN ACADEMIC CREDENTIALS AND ENTER ECONOMICALLY REWARDING AND PERSONALLY FULFILLING CAREERS. ACTIVITIES:THE CONNECT NAVAJO PROJECT ACTIVITIES INCLUDE: (1) INCREASE STUDENT ACCESS TO THE INTERNET ON CAMPUS AND AT HOME BY PAYING FOR BROADBAND SERVICES AND PROVIDING MOBILE HOTSPOTS IN THE AREA WHERE DINE COLLEGE CAMPUSES ARE LOCATED TO ENSURE CONNECTIVITY; (2) INCREASE STUDENT ACCESS TO COMPUTERS AND PRINTING SERVICES BY PROVIDING LOANER LAPTOPS TO ENSURE STUDENTS ARE ABLE TO PARTICIPATE IN CLASSES AND COMPLETE THEIR WORK AND PROVIDE PRINTING KIOSKS TO SUPPORT THE NEED OF PRINTING SERVICES FOR BOTH STUDENTS AND MEMBERS OF THE NAVAJO NATION; AND (3) ENHANCE STAFF CAPACITY AND EXCELLENCE IN THE DINE COLLEGE IT DEPARTMENT BY HIRING ADDITIONAL PERSONNEL TO PROVIDE ON AND OFF-SITE PROFESSIONAL DEVELOPMENT TRAINING TO INCREASE TECHNICAL SKILLS. OUTCOMES:AS A RESULT OF IMPLEMENTING THE PROJECT, DINE COLLEGE WILL EXPAND AND IMPROVE INTERNET ACCESS FOR STUDENTS AND FOR THE NAVAJO NATION AND PROVIDE TECHNOLOGY EQUIPMENT TO ENSURE STUDENTS ARE ABLE TO PARTICIPATE IN CLASSES AND COMPLETE THEIR WORK RESULTING IN RETENTION RATE IMPROVEMENT. DINE COLLEGE STUDENTS WILL RECEIVE END-TO-END CUSTOMER SERVICE FROM ONLINE ADVISING, CLASS ATTENDANCE, OFFICE HOURS, AND COURSEWORK COMPLETION. IMPROVED INTERNET ACCESS, HARDWARE PROVISION, AND IT SERVICE WILL SUPPORT HOLISTIC EDUCATION FOR STUDENTS THAT CAN BE ACCESSED ACROSS THE NAVAJO NATION. MEMBERS OF THE NAVAJO NATION WILL HAVE INCREASED ACCESS TO EDUCATION AND JOB OPPORTUNITIES THROUGH THE INCREASE OF MARKETABLE SKILLS ENCOURAGED BY THE IMPROVED INTERNET ACCESS. KEY STAFF MEMBERS WHO RECEIVED DEVELOPMENT TRAINING WILL INCREASE THEIR TECHNICAL SKILLS, LEADERSHIP ABILITY, AND CUSTOMER SERVICE SKILLS. BENEFICIARIES:THE PROJECT WILL BENEFIT STUDENTS, FACULTY, STAFF, AND MEMBERS OF THE NAVAJO NATION ACROSS DINE COLLEGE'S SIX CAMPUSES LOCATED IN ARIZONA, NEW MEXICO, AND UTAH. NEW LAPTOPS AND NEW MOBILE HOTSPOTS WILL BE PROVIDED TO STUDENTS TO ENSURE ONLINE PARTICIPATION. THE LAND IS A MIXTURE OF ALPINE FORESTS WITH HIGH PLATEAUS, MESAS, MOUNTAINS AND ARID DESERTS WITH AN ESTIMATED LAND BASE OF 27,673 SQUARE MILES. THE SOCIO-ECONOMIC CONDITIONS ARE EMPHASIZED BY LIMITED EMPLOYMENT OPPORTUNITIES; 40.1% OF FAMILIES LIVE WELL BELOW THE POVERTY LEVEL; AND THE DIAGNOSIS OF DIABETES CORRELATES WITH THE DEMISE OF THEIR TRADITIONAL VALUES. IMPEDIMENTS TO INCREASED EFFICIENCY ARISE FROM: (I) LACK OF ECONOMIC RESOURCES, WHICH LIMITS CAPITAL INVESTMENT AND LOAN REPAYMENT CAPACITY THROUGH REVENUE GENERATION; (II) AGING WATER AND WASTEWATER INFRASTRUCTURE, (II) LOW POPULATION DENSITY (~ 13 PER MI2 ON AVERAGE AND OFTEN MUCH LESS) THAT MAKES UNIVERSAL EXTENSION OF DELIVERED WATER ECONOMICALLY INFEASIBLE; (III) ENVIRONMENTAL AND ENDANGERED SPECIES CONCERNS; AND (IV) CLIMATE EFFECTS THAT WILL FURTHER STRESS SOUTHWESTERN WATER RESOURCES. REGARDLESS OF THE RAPID EXPANSION OF GENOMIC SCIENCE, LESS THAN 0.05% OF INHABITANTS COMPRISE PARTICIPATION IN GENETIC RESEARCH WORLDWIDE. HEALTH DISPARITIES IN THESE POPULATIONS ARE EVIDENT WHEN REVIEWING METRICS SUCH AS RATES OF DIABETES, PRE-DIABETES, LIFE EXPECTANCY, AND ACCESS TO PRIMARY CARE, WHICH UNDERSCORES THE NEED FOR IMPROVED HEALTHCARE INFRASTRUCTURE AND A TECHNICALLY TRAINED LOCAL WORKFORCE TO HANDLE INSTITUTIONAL OVERSIGHT. THE ULTIMATE GOAL OF THIS PROPOSED EDUCATIONAL FRAMEWORK IS TO ENHANCE RESEARCH AND EDUCATION CAPABILITIES IN SCIENTIFIC DISCIPLINES, PARTICULARLY GENOMICS AND GENOMIC DATA SCIENCE. THE FOLLOWING PERSONNEL, PROJECT DIRECTOR, BENITA LITSON; CO PROJECT DIRECTOR, FILIBERTO VICENTI; AND EXTENSION SPECIALIST, AUDRE ETSITTY WILL CONDUCT THE APPROPRIATE ACTIVITIES THAT SUPPORT THE FOLLOWING GOALS IDENTIFIED IN THE PROJECT.THIS PROJECT IS A NEW SUBMISSION WITH THE FOLLOWING OUTLINED GOALS:1) SUPPORT TWO PROGRAMS CURRENTLY IN ITS DEVELOPMENTAL PHASE, A FOUR-YEAR INTERDISCIPLINARY AGRICULTURAL SCIENCE AND A STEAM TEACHER CERTIFICATION PROGRAM.2) SUPPLEMENT CURRENT STEAM EDUCATION OFFERED IN NAVAJO NATION K-12 SCHOOLS THROUGH THE CONTINUATION OF OUTREACH ACTIVITIES SUCH AS WORKSHOPS, AND SEMINARS.3) PROVIDE EXPERIENTIAL LEARNING FOR NAVAJO STUDENTS IN THE AREAS OF STEAM AND AGRICULTURAL SCIENCES.THESE GOALS AND ACTIVITIES OUTLINE THROUGH THE PROPOSALS SUPPORTS THE UNITED STATES DEPARTMENT OF AGRICULTURE NATIONAL INSTITUTION FOR FOOD AND AGRICULTURE PROJECT AREA OF CURRICULA DESIGN AND MATERIAL DEVELOPMENT; FACULTY DEVELOPMENT AND TEACHER PREPARATION; STUDENT EXPERIENTIAL LEARNING; STUDENT RECRUITMENT AND RETENTION; INSTRUCTIONAL DELIVERY SYSTEMS AND STRATEGIC PARTNERSHIP.THE TEAM STRATEGIES ARE TO DEVELOP A WORKING GROUP OF PROFESSIONALS TO CREATE CURRICULUM MODULES AND PROGRAM DEVELOPMENT TO SUPPORT K-12 EDUCATORS, DINÉ COLLEGE STUDENTS ENROLLED IN THE TEACHER EDUCATION AND AGRICULTURAL SCIENCE PROGRAMS. **AWARDS ISSUED PRIOR TO JANUARY 20, 2025, WERE FUNDED UNDER PREVIOUS ADMINISTRATIONS AND MAY NOT REFLECT THE PRIORITIES AND POLICIES OF THE CURRENT ADMINISTRATION.** THIS PROPOSAL IS A NEW APPLICATION BY DINÉ COLLEGE (1994 LAND GRANT INSTITUTION) AND COLLABORATOR NORTHERN ARIZONA UNIVERSITY (NAU SCHOOL OF FORESTRY FUNDED UNDER THE MCINTIRE-STENNIS COOPERATIVE FORESTRY RESEARCH PROGRAM) UNDER THE PROJECT TYPE CATEGORY AREA OF EXPERTISE. THE PROJECT BUILDS UPON THE EXPERTISE WE HAVE DEVELOPED WHILE WORKING TOGETHER ON THE PREVIOUSLY FUNDED TCRGP GRANT ECOLOGICAL RESTORATION OF NATIVE PLANT COMMUNITIES IN FORESTS AND WOODLANDS ON THE NAVAJO NATION (FEDERAL AWARD NUMBER 2018-38424-28520). THE PREVIOUS GRANT, CURRENTLY IN THE THIRD AND FINAL YEAR OF THE PROJECT (2018-2021), HAS LED TO KEY ADVANCES IN THE LEVEL OF EXPERTISE OF DINÉ COLLEGE AND NAU FACULTY, STAFF, AND STUDENTS. WE PROPOSE TO BUILD UPON THIS FOUNDATION TO EXPAND INTO RESEARCH ON THE BASIS OF AGRICULTURAL PRODUCTION, SOIL AND FUNGAL (MYCOBIAL) COMMUNITIES, ALONG WITH THE FOOD (PINYON NUTS) AND AGRICULTURAL PRODUCTION (FORAGE, WOOD FIBER) RELATED TO FOREST ECOSYSTEMS ON THE NAVAJO NATION. THE PROJECT WILL BENEFIT OVER 200 DINÉ COLLEGE STUDENTS THROUGH CLASSES AND FIELD TRIPS TO ON-CAMPUS RESEARCH SITES AS WELL AS A GROUP OF DEDICATED STUDENT INTERNS WHO CARRY OUT THE RESEARCH PROJECTS UNDER FACULTY AND STAFF MENTORSHIP. SEVERAL UNDERGRADUATE AND ONE MS FORESTRY STUDENT FROM NORTHERN ARIZONA UNIVERSITY WILL ALSO BE ENGAGED. STUDENTS WILL VISIT THE TWO INSTITUTIONS AND PRESENT AND PUBLISH FINDINGS. RECENT FEM MODELING RESULTS SUGGEST THAT CURRENTLY USED COEFFICIENTS ARE SUBOPTIMAL, RESULTING IN DECREASED ACCURACY OF THE ESTIMATED LAPLACIAN SIGNAL AND REDUCING ITS DIAGNOSTIC YIELD. THIS PROJECT WILL 1) USE PHANTOM DATA TO DIRECTLY COMPARE COMMERCIAL CRES TO THE OPTIMAL CONFIGURATION USING PHYSICAL CRE PROTOTYPES WITH DIMENSIONS CORRESPONDING TO CODE? AND T-LEAD ELECTRODES. AND 2) DIRECTLY COMPARE OPTIMAL AND CURRENTLY USED (VIA T-INTERFACE PRE-AMPLIFIER) LAPLACIAN ESTIMATION COEFFICIENTS USING PHYSICAL CRE PROTOTYPES WITH DIMENSIONS CORRESPONDING TO T-LEAD ELECTRODES. CEREMONIAL LANGUAGE WILL BE PRESERVED BY DOCUMENTING SITE VISITS TO THE HOMES OF MEDICINE MEN, AS WELL AS SPECIAL GATHERINGS THAT CONVENE MEDICINE MEN TOGETHER. THE DIN SOVEREIGNTY INSTITUTE WILL CONVENE MEDICINE MEN FROM ACROSS NAVAJO NATION AND HOST TWO GATHERINGS AT DIN COLLEGES MAIN CAMPUS IN TSAILE, ARIZONA, LOCATED IN THE HEART OF NAVAJO NATION. A VIDEOGRAPHER AND PROGRAM STAFF WILL DOCUMENT AND RECORD WHAT IS LEARNED AT THE GATHERINGS. IN ADDITION, PROGRAM STAFF WILL MAKE SITE VISITS TO LEARN FROM MEDICINE MEN IN THE SPECIFIC CONTEXT OF WHERE THEY LIVE. THIS IS BECAUSE MANY LINGUISTIC AND CEREMONIAL PRACTICES ARE PLACE-BASED, AND INFORMED BY THE HOMES AND IMMEDIATE ENVIRONS OF THE MEDICINE MEN. THE DOCUMENTATION OF THE GATHERINGS AND SITE VISITS WILL RESULT IN THE PRODUCTION OF ELECTRONIC AND PRINT MEDIA. THE DOCUMENTARY RECORD WILL BE A RESOURCE THAT ENHANCES THE UNDERSTANDING OF CEREMONIAL LANGUAGE, AND WILL INCLUDE DESCRIPTIONS OF THE PHYSICAL EXPRESSIONS AND MENTAL STATES THAT ATTEND CEREMONIAL LANGUAGE USE. MEDIA PRODUCED WILL BE A RESOURCE FOR LANGUAGE CAPACITY BUILDING, AND HAVE MANY USES THAT INCLUDE BUT ARE NOT LIMITED TO, INCREASING THE NUMBER AND PROFICIENCY OF SPEAKERS, ENHANCING CURRICULA, AND IMPROVING THE MENTAL HEALTH AND WELLBEING OF THE DIN PEOPLE.
