CONGRESSIONALLY DIRECTED SPENDING FOR CONSTRUCTION PROJECTS - MOUNTAIN PARK HEALTH CENTER (MOUNTAIN PARK) WILL USE FUNDS FROM THE HRSA CONGRESSIONALLY DIRECTED SPENDING CONSTRUCTION PROJECT TO RENOVATE ONE OF THE LONGEST-STANDING BUILDINGS IN SOUTH PHOENIX, THE JESSE OWENS CLINIC, LOCATED ON THE BASELINE MEDICAL CAMPUS. NAMED AFTER RECORD BREAKING OLYMPIAN JESSE OWENS, THE 18,400 SQUARE FOOT CLINIC HAS SERVED SOUTH PHOENIX RESIDENTS IN VARIOUS CAPACITIES SINCE 1979 AND IN ITS CURRENT CONDITION IS NO LONGER SUITABLE TO PROVIDE SAFE AND EFFECTIVE CLINICAL CARE TO THE COMMUNITY. ONCE RENOVATED, THE JESSE OWENS CLINIC WILL BE A 22,000 SQUARE FOOT STATE-OF-THE-ART MEDICAL HOME FOR SOME OF THE AREA'S MOST VULNERABLE RESIDENTS. THE CLINIC WILL FEATURE 36 EXAM ROOMS AND AN ON-SITE PHARMACY. THE TOTAL CLINIC RENOVATION PROJECT CONSTRUCTION COST IS EXPECTED TO BE $6,881,000 AND CDS FUNDS WILL BE DESIGNATED TO SUPPORT PROJECT CONSTRUCTION COSTS. THE DESIGN AND PLANNING PHASES ARE CURRENTLY UNDERWAY AND EXPECTED TO BE COMPLETED BY OCTOBER 2023. PERMITS WILL BE OBTAINED, BIDS SOLICITED, AND CONTRACTS WILL BE AWARDED BY FEBRUARY 2024. CONSTRUCTION WILL BEGIN IN JANUARY 2024 AND SHOULD BE COMPLETE AND READY TO WELCOME PATIENTS IN NOVEMBER 2024. SINCE 1980, MOUNTAIN PARK HAS DELIVERED HIGH QUALITY, CULTURALLY COMPETENT HEALTH CARE TO UNDERSERVED COMMUNITIES IN THE PHOENIX METROPOLITAN AREA. PREVENTION, WELLNESS, ACUTE CARE, AND CHRONIC CARE SERVICES ARE PROVIDED DIRECTLY AT 10 CLINIC LOCATIONS. THIS INCLUDES MEDICAL CARE FOR ADULTS; PEDIATRIC CARE FOR INFANTS, CHILDREN, AND ADOLESCENTS; OBSTETRICAL AND GYNECOLOGICAL CARE; AND INTEGRATED BEHAVIORAL HEALTH CARE AND NUTRITION SERVICES FOR ALL PATIENTS. MOUNTAIN PARK ALSO HAS DENTAL CLINICS AT THREE SITES, WITH INTEGRATED PEDIATRIC DENTAL SCREENINGS AND CLEANINGS AT ALL SITES. TWO CLINICS HAVE FULL-SERVICE PHARMACIES, AND REDUCED PHARMACY PRICES ARE AVAILABLE TO ALL PATIENTS THROUGH HRSA’S 340B PROGRAM. MOUNTAIN PARK IS THE PERMANENT MEDICAL HOME TO NEARLY 100,00 0 PATIENTS. APPROXIMATELY 90% OF PATIENTS HAVE INCOMES BELOW 200% OF THE FEDERAL POVERTY LEVEL, 64% ARE ENROLLED IN MEDICAID, AND 15% ARE UNINSURED. MOST PATIENTS (87%) REPRESENT MINORITY GROUPS, WITH 68% IDENTIFIED AS HISPANIC AND 17% AFRICAN AMERICAN. OVER 36% HAVE LIMITED ENGLISH SKILLS AND ARE BEST SERVED IN A LANGUAGE OTHER THAN ENGLISH. MORE THAN HALF (51%) OF PATIENTS SERVED ARE AGED 18 OR YOUNGER.

THIS CITY IS PART OF THE EVER-GROWING PHOENIX METROPOLITAN AREA AND IS LOCATED APPROXIMATELY NINE MILES NORTHWEST OF DOWNTOWN PHOENIX. THE NEW CLINIC WILL BE THE TENTH PERMANENT LOCATION FOR MOUNTAIN PARK AND WILL PROVIDE INTEGRATED PRIMARY HEALTH CARE TO RESIDENTS OF ALL AGES. THE NEW 27,500 SQUARE FOOT CLINIC WILL BE BUILT ON LAND PURCHASED BY MOUNTAIN PARK IN 2017. THE CLINIC WILL HAVE 36 EXAM ROOMS TO ACCOMMODATE MEDICAL (FAMILY MEDICINE, PEDIATRICS AND WOMEN’S HEALTH), BEHAVIORAL HEALTH, ORAL HEALTH, AND NUTRITION PROVIDERS. OTHER CLINICAL SPACES WILL INCLUDE AN ON-SITE LABORATORY FOR CLIA-WAIVED TESTING, PHLEBOTOMY, AND COVID-19 TESTING, TELEHEALTH SOUND-PROOF WORKSPACES, AND SEPARATE SICK AND WELL VISIT WAITING ROOMS. NON-CLINICAL SPACE WILL BE AVAILABLE FOR SUPPORT SERVICES SUCH AS WIC, ELIGIBILITY SCREENING AND ENROLLMENT, AND A MEDICAL LEGAL PARTNERSHIP. IN ADDITION, THERE WILL BE FOUR PROVIDER WORKROOMS, SIX CARE TEAM WORKSTATIONS, AND ONE LARGE COMMUNITY EDUCATION/CONFERENCE ROOM. EXTERIOR SPACES AVAILABLE WILL INCLUDE APPROXIMATELY 103,865 SQ. FT. OF SURFACE PARKING, AND AN OUTDOOR COMMUNITY SPACE DESIGNED TO INCLUDE A PLAYGROUND, FITNESS PATH AND/OR COMMUNITY GARDEN. GROUNDBREAKING FOR THE CLINIC SITE OCCURRED ON MAY 3, 2022, AND CONSTRUCTION IS UNDERWAY. AT FULL CAPACITY, THE NEW CLINIC WILL BE THE MEDICAL HOME TO APPROXIMATELY 10,000 AREA RESIDENTS, WITH AN ESTIMATED 40,000 ENCOUNTERS ANNUALLY. THE NEW GLENDALE CLINIC IS EXPECTED TO BE COMPLETE AND READY TO WELCOME PATIENTS BY THE END OF 2023. SINCE 1980, MOUNTAIN PARK HAS DELIVERED HIGH QUALITY, CULTURALLY COMPETENT HEALTH CARE TO UNDERSERVED COMMUNITIES IN THE PHOENIX METROPOLITAN AREA.
