CLEAR COMMUNICATION IS ESSENTIAL FOR DEAF, DEAFBLIND AND HARD OF HEARING (DEAF PEOPLE) VICTIMS AND SURVIVORS WHEN SEEKING HELP AND RECEIVING SERVICES. FOR MANY DEAF PEOPLE, THE BEST WAY TO COMMUNICATE IS IN-PERSON, USING SIGN LANGUAGE, PROTACTILE, OR AN ASSISTIVE COMMUNICATION DEVICE. SERVICES THAT BEST MEET THE NEEDS OF DEAF VICTIMS AND SURVIVORS ARE PROVIDED IN THE PREFERRED FORM OF COMMUNICATION OF THE INDIVIDUAL AND ARE ROOTED IN DEAF CULTURE. THESE SERVICES ARE FOR DEAF, BY DEAF SERVICES. HOWEVER, THESE TYPES OF SERVICES ARE OFTEN NOT AVAILABLE DUE TO THE LIMITED NUMBER OF CULTURALLY DEAF DOMESTIC VIOLENCE AND SEXUAL ASSAULT PROGRAMS. ADDITIONALLY, MOST HEARING ORGANIZATIONS DO NOT EMPLOY DEAF ADVOCATES, SO FEW OF THEM ARE WELL-POSITIONED TO PROVIDE CULTURALLY APPROPRIATE SERVICES TO DEAF VICTIMS AND SURVIVORS. AS A RESULT, MANY DEAF VICTIMS AND SURVIVORS ARE EITHER UNSERVED OR UNDERSERVED. VIRTUAL SERVICES MAY BE A WAY TO ADDRESS THIS PROBLEM AND PROVIDE IMMEDIATE SERVICES TO DEAF VICTIMS AND SURVIVORS. ACTIVATING CHANGE WILL IMPLEMENT THE RECOMMENDED STRATEGY OUTLINED IN THE EXPANDING DEAF-SPECIFIC VICTIM SERVICES NATIONWIDE: A 5-YEAR STRATEGY REPORT. SPECIFICALLY, ACTIVATING CHANGEWILL LAUNCH A VIRTUAL FOR DEAF, BY DEAF VICTIM SERVICES PROGRAM; PILOT TEST STRATEGIES TO EXPAND IN-PERSON SERVICES; AND SCALE UP IN-PERSON SERVICES.

ACTIVATING CHANGE IS REQUESTING $1.5 MILLION FOR THE PURPOSE OF RELAUNCHINGTHE NATIONAL CENTER FOR REACHING VICTIMS (NRC), WHICH ACTIVATING CHANGE (THEN A PROJECT OF THE VERA INSTITUTE OF JUSTICE) SUCCESSFULLY LED FROM 2016 2020. THE OVERARCHING GOAL OF THE NRC IS TO TRANSFORM VICTIM SERVICES TO PROVIDE CULTURALLY AND LINGUISTICALLY SPECIFIC, TRAUMA-INFORMED, AND ACCESSIBLE SERVICES THAT IDENTIFY, REACH, AND MEET THE NEEDS OF UNDERSERVED VICTIMS. THE NRC WILL FOCUS ITS EFFORTS ON CHILDREN, BOYS AND MEN OF COLOR, FORMER JUSTICE-INVOLVED INDIVIDUALS, AND PEOPLE WITH DISABILITIES FROM THESE THREE COMMUNITIES. PRIMARY ACTIVITIES AND OUTCOMES WILL INCLUDE: UPDATING AND REMARKETING THE NRC WEBSITE (REACHINGVICTIMS.ORG) AND ORIGINAL RESOURCES; CONDUCTING AN ASSESSMENT TO DETERMINE THE MOST CRITICAL UNMET NEEDS AND BARRIERS EXPERIENCED BY SURVIVORS FROM THE PROJECTS COMMUNITIES OF FOCUS; PROVIDING 8 VIRTUAL TRAININGS TO ADDRESS THESE NEEDS; PROVIDING UP TO 12 IN-PERSON TRAININGS AND/OR ON-SITE TECHNICAL ASSISTANCE; DEVELOPING UP TO 12 RESOURCES DESIGNED TO HELP REMOVE BARRIERS AND SUCCESSFULLY SERVE SURVIVORS FROM THE PROJECTS COMMUNITIES OF FOCUS; RESPONDING TO FIELD-GENERATED REQUESTS FOR TRAINING AND TECHNICAL ASSISTANCE; AND DEVELOPING A SUMMARY REPORT WITH TOOLS AND RESOURCES THAT IDENTIFY METHODS, PROVIDE GUIDANCE, AND OUTLINE PROMISING PRACTICES FOR SERVING VICTIMS AND THEIR FAMILIES FROM THE PROJECTS COMMUNITIES OF FOCUS THAT ARE IMPACTED BY COMMUNITY AND GUN VIOLENCE. THE NRC WILL WORK IN PARTNERSHIP WITH THE OFFICE FOR VICTIMS OF CRIME (OVC), OTHER FEDERAL GRANT-MAKING OFFICES, NATIONAL RESOURCE CENTERS, AND OTHER EFFORTS WITH SHARED GOALS TO AVOID DUPLICATION AND ENSURE LEVERAGING OF ALL RESOURCES. THE INTENDED BENEFICIARIES OF THE NRC ARE VICTIM SERVICE PROVIDERS IN THE SERVICE AREA OF THE UNITED STATES. SUBRECIPIENTS INCLUDE THE CENTER FOR JUSTICE INNOVATION AND A TO BE IDENTIFIED SUBRECIPIENT TO LEAD THE WORK ON CHILD VICTIMS. THE NRC IS SPECIFICALLY DESIGNED TO ADDRESS RACIAL INEQUITIES AND TO INCREASE ACCESS TO VICTIM SERVICES FOR VICTIMS FROM COMMUNITIES THAT HAVE BEEN UNDERSERVED AND MARGINALIZED FOUR COMMUNITIES, SPECIFICALLY: BOYS AND MEN OF COLOR, CHILDREN, FORMER JUSTICE-INVOLVED PEOPLE, AND PEOPLE WITH DISABILITIES FROM BLACK AND BROWN COMMUNITIES. RACIAL EQUITY, ACCESS AND INCLUSION, AND COMMUNITY ENGAGEMENT ARE FOUNDATIONAL PILLARS OF THE NRC AND WOVEN INTO ALL ASPECTS OF THE PROJECT, INCLUDING STAFFING, ASSESSMENT, AND PROJECT DESIGN. ACTIVATING CHANGE AND PARTNERS WILL PRIORITIZE PEOPLE WHO ARE FROM THEIR RESPECTIVE COMMUNITIES OF FOCUS AND WHO HAVE LIVED EXPERIENCE AS VICTIMS TO SERVE ON THEIR EXPERT WORK GROUPS.

IN ADDITION, OVW IS FOCUSED ON BUILDING THE CAPACITY OF THE CRIMINAL AND CIVIL JUSTICE SYSTEMS AND VICTIM SERVICE PROVIDERS TO RESPOND EFFECTIVELY TO DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING AND TO FOSTER PARTNERSHIPS BETWEEN ORGANIZATIONS THAT HAVE NOT TRADITIONALLY WORKED TOGETHER TO ADDRESS VIOLENCE AGAINST WOMEN. WITH FY 2024 TA INITIATIVE FUNDING, ACTIVATING CHANGE WILL COLLABORATE WITH AUTISTIC SELF ADVOCACY NETWORK TO CONTINUE ITS ACCESSING SAFETY INITIATIVE PROJECT. ACTIVATING CHANGE WILL COLLABORATE WITH DEAFHOPE AND DAWN IN THE DEAF ACTION INITIATIVE TO PROVIDE CULTURALLY AND LINGUISTICALLY SPECIFIC TRAINING AND TECHNICAL ASSISTANCE TO DEAF ANTI-VIOLENCE PROGRAMS ACROSS THE UNITED STATES THROUGH THE DEAF ACTION INITIATIVE PROJECT. THE PROJECT WILL INCREASE THE CAPACITY OF DEAF ANTI-VIOLENCE PROGRAMS TO EFFECTIVELY ADDRESS SEXUAL ASSAULT, DOMESTIC VIOLENCE, DATING VIOLENCE, AND STALKING. DURING THE PROPOSED PROJECT PERIOD, ACTIVATING CHANGE AND ITS PROJECT PARTNERS WILL PROVIDE VIRTUAL TRAINING TO ENHANCE THE CAPACITY OF DEAF PROGRAMS, HOST A LEADERSHIP INSTITUTE FOR DEAF LEADERS, HOST NETWORKING AND INFORMATION SHARING EVENTS FOR ALL DEAF ADVOCATES, PROVIDE VIDEO-BASED ADVICE AND GUIDANCE, CONTINUE THE ONLINE ADVOCATE TRAINING AND RESOURCE REPOSITORY, AND PROVIDE ON-SITE ASSISTANCE. WITH FY 2024 TA INITIATIVE FUNDING, ACTIVATING CHANGE WILL CONTINUE ITS DEAF ACTION INITIATIVE PROJECT. THIS PROJECT WILL PROVIDE BASIC AND INTERMEDIATE TRAINING AND TECHNICAL ASSISTANCE TO VICTIM ADVOCATES AND ORGANIZATIONS SERVING DEAF SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING. OVER THE COURSE OF THE PROJECT PERIOD, ACTIVATING CHANGE WILL PROVIDE DIRECT TECHNICAL ASSISTANCE, AS WELL AS CONVENE VIRTUAL TRAININGS, AND DEVELOP AND/OR UPDATE RESOURCES AS NEEDED.
