TO PROMOTE CORE AMERICAN VALUES OF LIBERTY AND JUSTICE GLOBALLY IN POPULATIONS UNDER THREAT FROM TOTALITARIAN, AUTHORITARIAN, THEOCRATIC, DICTARORSHIP, AND OTHER REGIMES THAT WOULD SEEK TO REMOVE THESE NATURAL RIGHTS FROM THE PEOPLE.
