THE IR-4 PROJECT FACILITATES REGISTRATION OF CROP PROTECTION TECHNOLOGY FOR SPECIALTY CROPS (FRUITS, VEGETABLES, NUTS, HERBS, ORNAMENTALS, OTHER HORTICULTURE CROPS) AND MINOR USES ON MAJOR CROPS (CORN, SOYBEAN, WHEAT, ETC.) TO MANAGE INSECT, PLANT DISEASE, WEED, AND OTHER DESTRUCTIVE PESTS. IR-4 ACCOMPLISHES ITS MISSION BY DEVELOPING THE DATA REQUIRED BY THE US ENVIRONMENTAL PROTECTION AGENCY, THE STATES, AND INDUSTRY TO EXPAND REGISTRATIONS WITH CONVENTIONAL PESTICIDES AND BIOPESTICIDES. IR-4 SUPPLEMENTS THE EFFORTS OF INDUSTRY IN MARKETS THAT LACK ADEQUATE SALES TO SUPPORT THEIR DEVELOPMENT INVESTMENT. IR-4 PROVIDES SIGNIFICANT DELIVERABLES WITH POSITIVE IMPACTS TO STAKEHOLDERS THAT INCLUDE NEW REGISTRATIONS FOR KEY PESTS; EXTENDING REGISTRATIONS TO INCLUDE SIMILAR CROPS THROUGH CROP GROUPING/DATA EXTRAPOLATION; AND ASSISTING IN THE HARMONIZATION OF INTERNATIONAL MAXIMUM RESIDUE LEVELS TO REMOVE PESTICIDE RESIDUES IN CROPS AS A TRADE BARRIER. IR-4 CONCENTRATES ITS EFFORTS ON LOWER RISK TECHNOLOGY THAT RESPECTS HUMAN HEALTH AND THE ENVIRONMENT. THIS GIVES THE SPECIALTY CROP FARMERS/GROWERS ACCESS TO CROP PROTECTION TECHNOLOGY TO BETTER MANAGE PESTS IN A SUSTAINABLE AND ENVIRONMENTALLY FRIENDLY MANNER. ORGANIC GROWERS ALSO BENEFIT FROM REGISTRATIONS OF BIOPESTICIDES DERIVED FROM NATURAL MATERIALS.IR-4 HEADQUARTERS (HQ), A UNIT OF NC STATE UNIVERSITY, MANAGES/COORDINATES ACTIVITIES FOR THE NATIONAL IR-4 PROJECT. WE ARE TRANSFORMING SCIENCE INTO EVERYDAY SOLUTIONS THAT IMPROVE LIVES AND ALLOW NORTH CAROLINIANS TO LEAD PROSPEROUS, HEALTHY LIVES. A STATEWIDE NETWORK OF EXTENSION AGENTS SERVES AS THE CONDUIT THROUGH WHICH THE NEEDS OF THE COMMUNITY ARE COMMUNICATED TO UNIVERSITY RESEARCHERS WHO THEN CONDUCT RESEARCH AND FORMULATE SOLUTIONS. EXTENSION AGENTS THEN DELIVER ESSENTIAL INFORMATION INTO THE HANDS OF GROWERS, INDUSTRY, AND MEMBERS OF THE COMMUNITY. RESEARCH AND EXTENSION EFFORTS AT NC STATE FOCUS ON ADDRESSING FOUR IDENTIFIED STATEWIDE CRITICAL ISSUES: IMPROVING PLANT AND ANIMAL AGRICULTURAL SYSTEMS; PROTECTING ENVIRONMENTAL RESOURCES, ENRICHING YOUTH, FAMILY AND COMMUNITY WELLBEING; AND ENHANCING FOOD SAFETY, NUTRITION AND HEALTH. NC STATES INTEGRATED RESEARCH AND EXTENSION EFFORTS FOCUS ON PROTECTING THE SAFETY OF FOODS ALONG THE ENTIRE SUPPLY CHAIN, FROM PRODUCTION TO CONSUMPTION. TO MEET THE GROWING NEED FOR HEALTHY FOOD, RESEARCHERS ARE DEVELOPING AND PRODUCING NEW FOOD PRODUCTS THAT PROMOTE HEALTH AND PREVENT DISEASE. AT THE SAME TIME, EXTENSION PROVIDES NUTRITION EDUCATION PROGRAMMING TO ENSURE THAT INDIVIDUALS, FAMILIES, AND COMMUNITIES HAVE THE KNOWLEDGE THEY NEED TO MAKE INFORMED CHOICES ABOUT FOOD AND HEALTHY LIFESTYLES. IN ANIMAL SYSTEM, RESEARCHERS WILL STUDY THE EFFICIENCY OF DIFFERENT FEEDING SOURCES TO IMPROVE ANIMAL PRODUCTIVITY AND GUT HEALTH. IN PLANT SYSTEMS, THE FOCUS WILL BE IN SUSTAINABLE AGRICULTURE, ALTERNATIVE AND HIGH VALUE CROP PRODUCTION, SEASON EXTENSION, CLIMATE CHANGE ADAPTATION, VALUE ADDED AGRICULTURE, DIGITAL AGRICULTURE, SOIL HEALTH, PEST CONTROL, AND AGRO ECONOMICS. EXTENSION WILL CONTINUE TO EXPAND ITS WORK WITH LIVESTOCK PRODUCERS, PLACING SPECIAL EMPHASIS ON LIMITED RESOURCES, SMALL SCALE MINORITY FARMERS. THE FARM PAVILION WILL FOCUS ON SUSTAINABLE AGRICULTURE AND LOCAL AND COMMUNITY FOOD SYSTEMS, HOUSING ITS APPLIED RESEARCH AND DEMONSTRATION PROGRAMS STAFF AND PROVIDING SPACE FOR MEETINGS, FORUMS AND CONFERENCES. ENHANCING FOOD SAFETY, NUTRITION AND HEALTH: WITHIN THIS AREA BOTH RESEARCH AND EXTENSION WILL WORK TO ADDRESS THE ISSUE OF HUMAN HEALTH, FOOD SAFETY AND HEALTHY LIVING HABITS. THE RESEARCH WILL FOCUS ON WHOLE GRAIN CEREALS, HUMAN HEALTH AND HUMAN NUTRITION, PROBIOTICS STRAINS, FOOD ALLERGY, FOOD PRODUCTION PROCESS, BIOACTIVE COMPOUNDS OF FOOD, POSTHARVEST TECHNOLOGY AND FOOD SECURITY. COOPERATIVE EXTENSION AND RESEARCHERS AT NCA<(>&<)>T WILL WORK TOGETHER IN A CONCERTED EFFORT TO INCREASE INFORMATION AND RESOURCES FOR AFRICAN AMERICAN FAMILIES AND CHILDREN IN RURAL COMMUNITIES WHO ARE OFTEN POOR AND DISPROPORNANCIALLY VULNERABLE ARE WELL EQUIPPED TO MAKE SOUND FINANCIAL DECISIONS FOR THEMSELVES AND THEIR FAMILIES. 4-H PROGRAMMING WILL FOCUS ON AREAS SUCH AS STEM (SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH), LEADERSHIP DEVEL OPMENT, AND AGRISCIENCE. INNOVATION STATION, THE CUTTING-EDGE MOBILE LEARNING EXPERIENCE, WILL CONTINUE TRAVELING TO COUNTIES THROUGHOUT NORTH CAROLINA, PROVIDING INTRODUCTORY AND ADVANCED STEM CURRICULA FOR CHILDREN IN GRADES K-12. ENVIRONMENTAL AND NATURAL RESOU RCES: IN THIS AREA WE WILL WORK TO PROTECT THE NATURAL ENVIRONMENT, PROVIDE THE SOLUTION FOR WASTE MANAGEMENT AND CONVENTIONAL ENERGY. CAES RESEARCHERS WILL INVESTIGATE AN ADVANCED BIOLOGICAL SYSTEM TO PRODUCE ALTERNATIVE ENERGY, TREAT THE AGRICULTURAL AND INDUSTRIAL WASTE, AND PROTECT AND IMPROVE WATER QUALITY. CAES RESEARCHERS WILL BE INVOLVED IN MULTISTATE CLIMATE CHANGE PROJECT TO STUDY THE IMPACT OF CLIMATE CHANGE IN SOCIALLY DISADVANTAGED FARMERS AND COMMUNITY OF COLOR. RESEARCHERS WILL BE DEVELOPING THE ADAPTATION AND MITIGATION SOLUTION TO IMPROVE AGRICULTURE AND NATURAL RESOURCES AND WILL BE PROPOSING POLICIES TO ADDRESS THE ISSUE OF ENVIRONMENTAL JUSTICE AND CLIMATE CHANGE. EXTENSION WILL CONTINUE TO SUPPORT SMALL SCALE PRODUCERS AND LANDOWNERS IN THEIR EFFORT TO DEVELOP WOODLOT MANAGEMENT PLANS WHILE ALSO INTEGRATING TECHNIQUES AND PRACTICES SUCH AS SILVOPASTURE PRODUCTION AND RIPARIAN BUFFERS.

THESE INTEGRATED RESEARCH AND EXTENSION EFFORTS ALSO AIM TO TACKLE THE CRITICAL ISSUES IMPACTING THE QUALITY OF OUR SOIL, WATER AND AIR BY PROVIDING SCIENTIFIC SOLUTIONS FOR ANIMAL WASTE MANAGEMENT, WASTEWATER TREATMENT, NUTRIENT MANAGEMENT, SEPTIC SYSTEMS, WETLAND MANAGEMENT, SOIL PROPERTIES, AND FISHERY AND POND MANAGEMENT. NC STATE'S RESEARCH AND EXTENSION EFFORTS TO ENHANCE FOOD SAFETY, NUTRITION AND HEALTH AND TO KEEP AMERICAN'S HEALTHY AND FREE FROM FOODBORNE ILLNESS NECESSITATE A FOCUS ON PREVENTING FOOD SAFETY PROBLEMS RATHER THAN TAKING A REACTIONARY APPROACH. NC STATE'S INTEGRATED RESEARCH AND EXTENSION EFFORTS FOCUS ON PROTECTING THE SAFETY OF FOODS ALONG THE ENTIRE SUPPLY CHAIN, FROM PRODUCTION TO CONSUMPTION. TO MEET THE GROWING NEED FOR HEALTHY FOOD, RESEARCHERS ARE DEVELOPING AND PRODUCING NEW FOOD PRODUCTS THAT PROMOTE HEALTH AND PREVENT DISEASE. AT THE SAME TIME, EXTENSION PROVIDES NUTRITION EDUCATION PROGRAMMING TO ENSURE THAT INDIVIDUALS, FAMILIES, AND COMMUNITIES HAVE THE KNOWLEDGE THEY NEED TO MAKE INFORMED CHOICES ABOUT FOOD AND HEALTHY LIFESTYLES. IMPROVING PLANT AND ANIMAL AGRICULTURAL SYSTEMS: WITHIN THIS AREA, WE WILL WORK TO ADDRESS CROSS-CUTTING AND EMERGING ISSUES OF ANIMAL AND PLANT HEALTH AND PRODUCTION. IN ANIMAL SYSTEMS, RESEARCHERS WILL STUDY THE EFFICIENCY OF DIFFERENT FEEDING SOURCES TO IMPROVE ANIMAL PRODUCTIVITY AND GUT HEALTH. IN PLANT SYSTEMS, THE FOCUS WILL BE IN SUSTAINABLE AGRICULTURE, ALTERNATIVE AND HIGH VALUE CROP PRODUCTION, SEASON EXTENSION, WEATHER ADAPTATION, VALUE ADDED AGRICULTURE, DIGITAL AGRICULTURE, SOIL HEALTH, PEST CONTROL, AND AGRO ECONOMICS. IR-4ACCOMPLISHES ITS MISSION BY DEVELOPING THE DATA REQUIRED BY US ENVIRONMENTAL PROTECTION AGENCY, THE STATES, AND INDUSTRY TO EXPAND REGISTRATIONS WITH CONVENTIONAL PESTICIDES AND BIOPESTICIDES. IR-4 SUPPLEMENTS THE EFFORTS OF INDUSTRY IN MARKETS THAT LACK ADEQUATE SALES TO SUPPORT THEIR DEVELOPMENT INVESTMENT. SOUTHERN LIVER HEALTH COHORT - PROJECT SUMMARY/ABSTRACT PRIMARY LIVER CANCER, THE VAST MAJORITY OF WHICH IS HEPATOCELLULAR CARCINOMA (HCC) IS ONE OF THE FEW CANCERS WITH INCREASING INCIDENCE IN THE US. INCIDENCE OF HCC HAS TRIPLED SINCE 1980, WHICH IS PARTICULARLY WORRISOME GIVEN THAT HCC CONFERS A MEDIAN SURVIVAL OF LESS THAN TWO YEARS. THE STEEPEST INCREASES IN INCIDENCE ARE IN SOUTHERN RURAL STATES AND AMONG ETHNIC MINORITIES. WHILE THE PREVALENCE OF HCC HAD PARALLELED HIGH RATES OF VIRAL HEPATITIS IN THE LAST SEVERAL DECADES, RECENT INCREASES IN THE PREVALENCE OF NONALCOHOLIC FATTY LIVER DISEASE (NAFLD) AND ITS PROGRESSION TO NONALCOHOLIC STEATOHEPATITIS (NASH) WITH FIBROSIS AND CIRRHOSIS, HAS FUELED HCC IN RECENT YEARS. YET, THESE FACTORS ALONE DO NOT EXPLAIN THE SUBSTANTIAL REGIONAL AND ETHNIC VARIATION IN HCC PROGRESSION. ONE UNDERSTUDIED BUT POTENTIALLY POTENT HCC RISK FACTOR WITH INCREASING PREVALENCE THAT DISPROPORTIONATELY AFFECTS ETHNIC MINORITIES, IS EXPOSURE TO ENVIRONMENTAL CONTAMINANTS. THESE CONTAMINANTS DEGRADE SLOWLY AND THEREFORE PERSIST IN THE ENVIRONMENT, PROVIDING A STABLE EXOGENOUS SOURCE FOR HUMAN EXPOSURE. TOXIC METAL(OID)S SUCH AS CADMIUM AND ARSENIC ARE CLASSIFIED AS PROBABLE CARCINOGENS, AND EMERGING DATA FROM MURINE MODELS SUGGEST THAT EXPOSURE IS ASSOCIATED WITH HEPATIC STEATOSIS, CIRRHOSIS AND LIVER CANCER. PER- AND POLY-FLUOROALKYL SUBSTANCES (PFAS) EXPOSURE IN HUMANS IS ASSOCIATED WITH OBESITY AND NASH. FURTHER, EMERGING EVIDENCE INDICATES THAT THESE ENVIRONMENTAL EXPOSURES CAN INDUCE EPIGENETIC ALTERATIONS THAT MAY PROMOTE ADVERSE EFFECTS ON THE LIVER, BUT WE LACK LONGITUDINAL HUMAN DATA. THESE DATA UNDERSCORE THE NEED FOR LONGITUDINAL HUMAN DATA TO ASSESS WHETHER AND HOW THESE CONTAMINANTS IMPACT HCC RISK. TO ADDRESS THESE KNOWLEDGE GAPS, AND IN RESPONSE TO RFA-CA-20-049, WE PROPOSE THE SOUTHERN LIVER HEALTH STUDY, A LONGITUDINAL COHORT STUDY OF TWO SUB-COHORTS COMPRISING 16,000 MALES AND FEMALES AGED 40 YEARS AND OLDER IN TWO SOUTHEASTERN STATES, NORTH CAROLINA AND GEORGIA. WE WILL TEST THE OVERARCHING HYPOTHESIS THAT CADMIUM ALONE OR IN A MIXTURE WITH OTHER TOXIC METALS AND PFAS INCREASES THE RISK OF PROGRESSION FROM NAFLD TO LIVER FIBROSIS AND HCC. THE COHORT WILL BE RECRUITED FROM COMMUNITY CLINICS INCLUDING FEDERALLY QUALIFIED HEALTH CENTERS AND UNIVERSITY HEALTH SYSTEMS’ PRIMARY CARE CENTERS AND HEPATOLOGY PROGRAMS AT DUKE, UNC CHAPEL HILL AND EMORY. SUB-COHORT I WILL COMPRISE 10,000 OTHERWISE HEALTHY ADULTS WHO WILL BE FOLLOWED FOR 1–5 YEARS, ANTICIPATING THAT ~800 FIBROSIS CASES, INCLUDING CIRRHOSIS, WILL DEVELOP, AND SUB-COHORT II WILL COMPRISE 6,000 ADVANCED FIBROSIS CASES, ANTICIPATING ~750 HCC CASES WILL DEVELOP. WE WILL NEST CASE-CONTROL STUDIES WITHIN THE COHORTS, EVALUATE ASSOCIATIONS BETWEEN ENVIRONMENTAL EXPOSURES AND HCC INCIDENCE, AND IDENTIFY EPIGENETIC MARKS RESPONSIVE TO CONTAMINANTS THAT PREDICT PROGRESSION TO HCC. IMPACT: THIS WILL BE THE FIRST LARGE-SCALE EFFORT TO LONGITUDINALLY DETERMINE THE LINK BETWEEN ENVIRONMENTAL CONTAMINANTS, LIVER DISEASE AND CANCER IN A RESIDENTIALLY AND ETHNICALLY DIVERSE POPULATION. ADDITIONALLY, WE WILL CREATE A DATA AND SPECIMEN REPOSITORY THAT WILL PROVIDE THE RESEARCH COMMUNITY WITH AN INVALUABLE RESOURCE TO STUDY HCC AND OTHER CANCERS.

CHANGES MUST MITIGATE: AGRICULTURES HIGH ENERGY DEMAND; IMPENDING WATER SCARCITY AND HERBICIDE-RESISTANT WEEDS; CONSEQUENCES OF CLIMATE CHANGE (MORE FREQUENT FLOODING, DROUGHTS, AND EXTREME HEAT); AND DECLINE IN SOIL HEALTH, CRITICAL FOR IMPROVING SOIL AND WATER QUALITY. THIS PROPOSAL WILL ADDRESS THESE UNPRECEDENTED THREATS BY PROVIDING THE INFRASTRUCTURE NECESSARY TO SUPPORT AND ACCELERATE COVER CROP (CC) USE NATIONWIDE, THEREBY MEETING NIFA PROGRAM GOALS OF 1) INCREASING TOTAL FACTOR PRODUCTIVITY, 2) IMPROVING WATER AND NITROGEN USE EFFICIENCY, AND 3) REDUCING LOSSES DUE TO BIOTIC AND ABIOTIC STRESSES. AN INTEGRATED TRANSDISCIPLINARY APPROACH OF RESEARCH (54%), EXTENSION (30%), AND EDUCATION (16%) COMPONENTS WILL ADDRESS OUR OBJECTIVES TO: 1) TRANSFORM CC DATA CONNECTIVITY VIA NATIONWIDE SOCIAL AND TECHNICAL INFRASTRUCTURE; 2) DEVELOP KEY TECHNOLOGIES TO IMPROVE CC PERFORMANCE, INFORM MANAGEMENT, AND DETERMINE IMPACTS ON AGRONOMIC PRODUCTIVITY, STABILITY, AND ECOSYSTEM SERVICES; 3) DEPLOY KEY TECHNOLOGIES WITH CCS TO ASSESS ABIOTIC AND BIOTIC FACTORS AFFECTING CROP PERFORMANCE; 4) TRANSFORM EDUCATION AND EXTENSION KNOWLEDGE DELIVERY TO CATALYZE CC ADOPTION; AND 5) DETERMINE THE EFFECTIVENESS OF A CC INFORMATION ECOLOGY AS A MODEL FOR INTEGRATING PARTICIPATORY RESEARCH AND PRACTICE. A NATIONWIDE TEAM OF DEDICATED RESEARCH, EXTENSION AND NGO PERSONNEL FROM 28 INSTITUTIONS WILL ESTABLISH ON-STATION AND ON-FARM RESEARCH NETWORKS, NOVEL TEACHING CURRICULUM, AND EXTENSIVE SOCIAL-SCIENCE BASED OUTREACH. NURSERY CROP PRODUCTION RELIES HEAVILY ON FULL-TIME WORKERS AUGMENTED BY SEASONAL EMPLOYEES. SCARCE AVAILABILITY AMONG BOTH IS LIMITING PRODUCERS FROM FACILITATING RURAL PROSPERITY AND ECONOMIC DEVELOPMENT. DESPITE THE ACKNOWLEDGED ADVANTAGES OF AUTOMATING REPETITIVE TASKS, OVERALL ADOPTION OF INNOVATIONS IN NURSERIES IS LOW DUE TO FEW MECHANISMS DESIGNED SPECIFICALLY FOR NURSERY CROPS, AND NO RELIABLE, CONSISTENT DECISION-MAKING AIDS TO DETERMINE ECONOMIC FEASIBILITY. LEAP'S LONG-TERM ECONOMIC BENEFIT IS A SUSTAINABLE US NURSERY INDUSTRY THAT IS MORE RESILIENT TO LABOR SHORTAGES AND THAT DRIVES ECONOMIC GROWTH OF RURAL COMMUNITIES. THERE IS A CRITICAL NEED FOR TURFGRASSES THAT PROVIDE FUNCTIONAL SURFACES TOLERANT TO DROUGHT, REDUCED IRRIGATION, AND IRRIGATIONWITH RECLAIMED WATER. FAILURE TO ADDRESS THESE CHALLENGES WILL RESULT IN LOSS OF TURFGRASS AREAS, ALONG WITH THEIR ECONOMIC, ENVIRONMENTAL AND SOCIAL BENEFITS. THIS TRANSDISCIPLINARY GROUP FROM SIXUNIVERSITIES WAS FORMED IN 2010 TO ADDRESS THESE PROBLEMS BY DEVELOPING TURFGRASSES WITH REDUCED IRRIGATION REQUIREMENTS. TO DATE, OUR GROUP HAS RELEASED SIX IMPROVED CULTIVARS FOR THREE OF THE MOSTECONOMICALLY IMPORTANT TURFGRASS SPECIES GROWN IN THESE REGIONS. SIGNIFICANT OPPORTUNITIES REMAIN TO ADVANCE DROUGHT AND SALINITY TOLERANT TURFGRASSES WITH INNOVATIONS IN GENOMICS THAT LEVERAGE THE SUCCESSFUL ECONOMIC IMPACTS OF OUR PREVIOUS WORK WITH EVOLVING INDUSTRY NEEDS AND SOCIETAL PREFERENCES. THE LEVELS OF IMPROVEMENT OF OUR RELEASED CULTIVARS ARE PROMISING AND SUBSTANTIATE THE NEED FOR CONTINUED QUANTIFICATION OF THEIR REDUCED WATER USE. IMPLEMENTING EDUCATION AND OUTREACH EFFORTS TO INCREASE THEIR ADOPTION WILL MAXIMIZE THE ECONOMIC AND ENVIRONMENTAL IMPACT OF THESE GRASSES. ADVANCING OUR SUCCESSFUL RESEARCH RELATIONSHIP WILL INCREASE THE EFFICIENCY OF CULTIVAR DEVELOPMENT THROUGH USE OF NEW SCREENING TOOLS AND TECHNOLOGIES, AND DISSEMINATION OF INFORMATION TO STAKEHOLDERS AND END-USERS. LED BY NCSU, STEM AP WILL IMPROVE STEM PARTICIPATION, PERSISTENCE, AND CAREER READINESS AMONG LATINX YOUTH IN NORTH CAROLINA AND WASHINGTON. THE PROJECTDRAWS FROM CULTURALLY RESPONSIVE PEDAGOGY, BEHAVIORAL SCIENCE THEORY, AND EVIDENCE-BASED PRACTICE, AND WILL ESTABLISH A REPLICABLE, SCALABLE PROGRAM THAT IMPROVES LATINX YOUTH REPRESENTATION IN POST-SECONDARY STEM EDUCATION PROGRAMS AND ADVANCES DEIA WORK WITHIN THE LGU EXTENSION SYSTEM. THE PROJECT OBJECTIVES INCLUDE:INCREASE OPPORTUNITIES FOR LATINX YOUTH TO ENGAGE IN STEM EDUCATION AND WORKFORCE ACTIVITIES;ENHANCE THE SKILLS AND CAPACITIES OF LATINX YOUTH TO ENGAGE WITH STEM APP LEARNING AND CAREER OPPORTUNITIES; ANDINCREASE THE MOTIVATION OF STEM APP YOUTH TO ENGAGE IN STEM-RELATED LEARNING AND CAREER OPPORTUNITIES.DEVELOP THE NATIONAL JUNTOS CONSORTIUM TO SUPPORT THE SCALABILITY AND SUSTAINABILITY OF JUNTOS AND JUNTOS STEM AP.THROUGH THIS INNOVATIVE APPROACH, COMBINING 4-H THRIVING MODEL, POSITIVE YOUTH DEVELOPMENT, AND THE BEHAVIOR CHANGE PROCESS AS DEFINED WITHIN THE COM-B FRAMEWORK, THE PROJECT WILL INCREASE LATINX YOUTH STEM IDENTITY (I.E. SEEING THEMSELVES AS SUCCESSFUL IN A STEM CAREER PATHWAY) AND THE LIKELIHOOD TO PURSUE AND BE SUCCESSFUL IN A STEM (AGRICULTURAL SCIENCES) CAREER. THE PROJECT WILL ALSO LAUNCH THE NATIONAL JUNTOS CONSORTIUM, A FIRST-OF-ITS-KIND COLLABORATIVE EXTENSION INITIATIVE WITH REPRESENTATION IN ALL NATIONAL REGIONS FOCUSED ON DIVERSITY, EQUITY, INCLUSION, AND ACCESS.?ONE OF THE FASTEST-GROWING AND YOUNGEST GROUPS IN THE US, HISPANICS COMPRISED NEARLY 19% OF THE AMERICAN POPULATION IN 2020 (JONES ET AL., 2021). YET, HISPANICS MAKE UP 17% OF THE WORKFORCE BUT ONLY 8% OF WORKERS IN STEM FIELDS (FRY ET AL., 2021). NATIONALLY, HISPANIC STUDENTS WITH A STEM BACHELOR'S DEGREE ARE ALSO UNDERREPRESENTED AT JUST 12% (BURKE ET AL., 2021). ADDRESSING THIS EQUITY GAP WILL REQUIRE A GROWING NUMBER OF HISPANIC YOUTH TO PURSUE STEM EDUCATION AND CAREER OPPORTUNITIES. AS NOTED BY CRISP AND NORA (2012), EFFORTS TO INCREASE THE REPRESENTATION OF HISPANICS IN STEM-RELATED OCCUPATIONS...IS NOT ONLY ETHICALLY AND MORALLY CORRECT, AS THESE GROUPS DESERVE EQUAL ACCESS TO STEM FIELDS, BUT ALLOWS MINORITY GROUPS TO SERVE AS ROLE MODELS AND MENTORS FOR YOUNGER MEMBERS OF THEIR OWN ETHNIC/RACIAL GROUP.AEAP FILLS A CRITICAL NEED FOR INCREASING CULTURALLY RESPONSIVE STEM CAREER ENGAGEMENT, ACCESS, AND A SENSE OF BELONGING AMONG LATINX PEOPLE.

THE ENVIRONMENTAL IMPACT OF REAL VERSUS ARTIFICIAL TREES SHOW A LOCALLY GROWN CHRISTMAS TREE IS THE MORE SUSTAINABLE CHOICE AS IT CAN SEQUESTER CARBON FROM THE ATMOSPHERE. OPTIMIZATION OF CHRISTMAS TREE FARMS AS GREENHOUSE GAS SINKS HAS POTENTIAL TO BECOME A NET-POSITIVE CLIMATE ACTIVITY THROUGH INCENTIVIZATION OF CARBON OFFSET PROGRAMS. PLANTING GENETICALLY IMPROVED FIR CHRISTMAS TREES HOLDS SIGNIFICANT PROMISE FOR THE US CHRISTMAS TREE INDUSTRY TO COMBAT CLIMATE CHANGE AND PROVIDE ADDED VALUE TO FARMERS. ACROSS THE US, CHRISTMAS TREE PLANTING STOCK IS DERIVED FROM GERMPLASM OF UNKNOWN GENETIC ORIGIN. THEREFORE, THE GENETIC VALUE OF EXTANT PLANTED MATERIALS CANNOT BE DETERMINED. TO ADDRESS THIS CONCERN, NORTH CAROLINA HAS ESTABLISHED A STATE FUNDED BREEDING PROGRAM DEDICATED TO GENETIC IMPROVEMENT OF FRASER FIR. A PRIMARY GOAL OF THIS PROJECT IS TO EXTEND GENETIC IMPROVEMENT CAPABILITIES, ACCELERATE THE DOMESTICATION PROCESS, AND DELIVER INCREASED VALUE TO THE US CHRISTMAS TREE INDUSTRY THROUGH A TRANSDISCIPLINARY, SYSTEMS-BASED APPROACH. IN ADDITION, WE PLAN TO IDENTIFY ECONOMIC BENEFITS OF GENETICALLY IMPROVED FIR CHRISTMAS TREES WITH ENHANCED CLIMATE RESILIENCE, PEST AND PATHOGEN RESISTANCE, CONSUMER PREFERENCES, AND REDUCTION IN LABOR COSTS. THE GOAL IS TO IMPLEMENT MODERN GENETIC IMPROVEMENT METHODS FOR THE U.S. CHRISTMAS TREE INDUSTRY. COMPARATIVE TOXICOGENOMICS DATABASE (CTD) - ABSTRACT MOST HUMAN DISEASES INVOLVE INTERACTIONS BETWEEN GENETIC AND ENVIRONMENTAL FACTORS. ALTHOUGH THE ENVIRONMENT IS IMPLICATED IN MOST CHRONIC DISEASES, THE ETIOLOGY AND MECHANISMS OF ACTION UNDERLYING THESE DISEASES REMAIN UNCLEAR. IT IS ESTIMATED THAT MORE THAN 80,000 CHEMICALS ARE CURRENTLY USED IN COMMERCE, CHALLENGING ELUCIDATION ABOUT CHEMICAL MECHANISMS-OF-ACTION AND PRIORITIZATION OF ENVIRONMENTAL HEALTH RESEARCH. INTEGRATION OF DIVERSE DATA IS REQUIRED TO UNDERSTAND ENVIRONMENT- DISEASE ASSOCIATIONS, MECHANISMS OF CHEMICAL ACTION, TOXICITY PREDICTION AND DEVELOPMENT OF EFFECTIVE THERAPEUTIC INTERVENTIONS. IN 2004, THE COMPARATIVE TOXICOGENOMICS DATABASE (CTD; HTTP://CTDBASE.ORG) WAS LAUNCHED PUBLICLY TO ADDRESS AN UNMET NEED FOR A PUBLIC DATA RESOURCE DEDICATED EXCLUSIVELY TO ADVANCING UNDERSTANDING ABOUT ENVIRONMENT-DISEASE CONNECTIONS. TODAY, THROUGH DIVERSIFIED FUNDING APPROACHES AND IN RESPONSE TO THE EVOLVING NEEDS OF THE ENVIRONMENTAL HEALTH RESEARCH COMMUNITY, CTD PROVIDES A COMBINATION OF RICHLY ANNOTATED DATA DESCRIBING CHEMICAL- GENE-PHENOTYPE-DISEASE NETWORKS, EXPOSURE INFORMATION, AND NOVEL ANALYSIS TOOLS THAT ENABLE USER- DRIVEN DISCOVERIES ABOUT ENVIRONMENTAL INFLUENCES ON HUMAN HEALTH. CURRENTLY, CTD PROVIDES >2.5 MILLION MANUALLY CURATED RELATIONSHIPS FOR 16,400 CHEMICALS, 51,300 GENES/PROTEINS, 5,500 PHENOTYPES, AND 7,200 DISEASES, CONTEXTUALIZED WITH OVER 870 ANATOMICAL TERMS FROM APPROXIMATELY 600 SPECIES. CTD CURATED DATA HAS BEEN INTEGRATED INTO >145 OTHER BIOMEDICAL RESOURCES FURTHER EXTENDING THE REACH OF ITS IMPACT. CTD HAS BECOME A VALUED RESOURCE ON WHICH THE ENVIRONMENTAL HEALTH RESEARCH COMMUNITY RELIES. WE ARE REQUESTING FUNDING TO: 1) CONTINUE ADVANCING UNDERSTANDING ABOUT THE COMPLEX CONNECTIONS BETWEEN ENVIRONMENTAL EXPOSURES AND HUMAN HEALTH THROUGH ONGOING MANUAL CURATION OF CHEMICALS, GENES, PHENOTYPES, DISEASES AND EXPOSURE DATA FROM THE SCIENTIFIC LITERATURE; EVALUATION AND INTEGRATION OF SELECT EXTERNAL DATA SETS; AND BASELINE TECHNICAL SUPPORT; 2) ENHANCE CURATION EFFICIENCY THROUGH FURTHER DEVELOPMENT OF OUR TEXT-MINING AND ONLINE CURATION TOOLS; AND 3) SELECTIVELY RESTRUCTURE EXISTING CODE, SOFTWARE, AND DATABASE DESIGN (REFACTORING) TO IMPROVE THE STRUCTURE AND PERFORMANCE OF CTD. THIS PROPOSED PROJECT WILL PROTECT AND EXTEND NIH INVESTMENTS IN CTD AND ENSURE THE ONGOING PROVISION OF THIS KEY RESOURCE FOR THE ENVIRONMENTAL HEALTH RESEARCH COMMUNITY.

RESEARCH AND EXTENSION EFFORTS AT NC STATE FOCUS ON ADDRESSING FOUR IDENTIFIED STATEWIDE CRITICAL ISSUES: IMPROVING PLANT AND ANIMAL AGRICULTURAL SYSTEMS; PROTECTING ENVIRONMENTAL RESOURCES, ENRICHING YOUTH, FAMILY AND COMMUNITY WELLBEING; AND ENHANCING FOOD SAFETY, NUTRITION AND HEALTH. THROUGH INTEGRATED RESEARCH AND EXTENSION PROGRAMS, NC STATE IS SOLVING CHALLENGES RELATED TO THE PRODUCTIVITY AND PROFITABILITY OF BOTH LARGE AND SMALLSCALE FARMS. NC STATE EXTENSION CONTINUES TO PROVIDE OPPORTUNITIES TO ENRICH YOUTH, FAMILY AND COMMUNITY WELLBEING THROUGH THE 4H YOUTH DEVELOPMENT PROGRAM. 4H PROGRAMS INCREASE OPPORTUNITIES FOR YOUTH TO DEVELOP LIFE SKILLS, GROW CONFIDENCE, INDEPENDENCE, RESILIENCE, AND STEM SKILLS THROUGH FUN HANDSON LEARNING IN SAFE, HEALTHY, AND ENRICHING ENVIRONMENTS. EXTENSION PROGRAMS ALSO ADDRESS CRITICAL CHALLENGES AFFECTING CONSUMER AND FAMILY WELLBEING. IN ADDITION TO YOUTH DEVELOPMENT, OTHER FOCUS AREAS INCLUDE PARENTING, CHILDCARE, FAMILY RELATIONSHIPS, FINANCIAL MANAGEMENT, AGING, HEALTHY HOMES, AND DISASTER READINESS, RESPONSE, AND RECOVERY. AT THE COMMUNITY LEVEL, EXTENSION WORKS WITH INDIVIDUALS, COMMUNITY GROUPS AND LOCAL GOVERNMENTS ON LEADERSHIP SKILLS, WORKFORCE DEVELOPMENT, ENTREPRENEURSHIP, CIVIC ENGAGEMENT, VOLUNTEERISM, COMMUNITY PLANNING, AND DISASTER PREPAREDNESS. NC STATES RESEARCH AND EXTENSION EFFORTS TO ENHANCE FOOD SAFETY, NUTRITION AND HEALTH AND TO KEEP AMERICANS HEALTHY AND FREE FROM FOODBORNE ILLNESS NECESSITATE A FOCUS ON PREVENTING FOOD SAFETY PROBLEMS RATHER THAN TAKING A REACTIONARY APPROACH. NC STATES INTEGRATED RESEARCH AND EXTENSION EFFORTS FOCUS ON PROTECTING THE SAFETY OF FOODS ALONG THE ENTIRE SUPPLY CHAIN, FROM PRODUCTION TO CONSUMPTION. TO MEET THE GROWING NEED FOR HEALTHY FOOD, RESEARCHERS ARE DEVELOPING AND PRODUCING NEW FOOD PRODUCTS THAT PROMOTE HEALTH AND PREVENT DISEASE. AT THE SAME TIME, EXTENSION PROVIDES NUTRITION EDUCATION PROGRAMMING TO ENSURE THAT INDIVIDUALS, FAMILIES, AND COMMUNITIES HAVE THE KNOWLEDGE THEY NEED TO MAKE INFORMED CHOICES ABOUT FOOD AND HEALTHY LIFESTYLES. IMPROVING PLANT AND ANIMAL AGRICULTURAL SYSTEMS: WITHIN THIS AREA, WE WILL WORK TO ADDRESS CROSSCUTTING AND EMERGING ISSUES OF ANIMAL AND PLANT HEALTH AND PRODUCTION. IN ANIMAL SYSTEM, RESEARCHERS WILL STUDY THE EFFICIENCY OF DIFFERENT FEEDING SOURCES TO IMPROVE ANIMAL PRODUCTIVITY AND GUT HEALTH. IN PLANT SYSTEMS, THE FOCUS WILL BE IN SUSTAINABLE AGRICULTURE, ALTERNATIVE AND HIGH VALUE CROP PRODUCTION, SEASON EXTENSION, CLIMATE CHANGE ADAPTATION, VALUE ADDED AGRICULTURE, DIGITAL AGRICULTURE, SOIL HEALTH, PEST CONTROL, AND AGRO ECONOMICS. EXTENSIONWILL CONTINUE TO EXPAND ITS WORK WITH LIVESTOCK PRODUCERS, PLACING SPECIAL EMPHASIS ON LIMITED RESOURCES, SMALL SCALE MINORITY FARMERS. THE FARM PAVILION WILL FOCUS ON SUSTAINABLE AGRICULTURE AND LOCAL AND COMMUNITY FOOD SYSTEMS, HOUSING ITS APPLIED RESEARCH AND DEMONSTRATION PROGRAMS STAFF AND PROVIDING SPACE FOR MEETINGS, FORUMS AND CONFERENCES. ENHANCING FOOD SAFETY, NUTRITION AND HEALTH: WITHIN THIS AREA BOTH RESEARCH AND EXTENSION WILL WORK TO ADDRESS THE ISSUE OF HUMAN HEALTH, FOOD SAFETY AND HEALTHY LIVING HABITS. THE RESEARCH WILL FOCUS ON WHOLE GRAIN CEREALS, HUMAN HEALTH AND HUMAN NUTRITION, PROBIOTICS STRAINS, FOOD ALLERGY, FOOD PRODUCTION PROCESS, BIOACTIVE COMPOUNDS OF FOOD, POSTHARVEST TECHNOLOGY AND FOOD SECURITY. COOPERATIVE EXTENSION AND RESEARCHERS AT NCA<(>&<)>T WILL WORK TOGETHER IN A CONCERTED EFFORT TO INCREASE INFORMATION AND RESOURCES FOR AFRICAN AMERICAN FAMILIES AND CHILDREN IN RURAL COMMUNITIES WHO ARE OFTEN POOR AND DISPROPORTIONATELY AFFLNERABLE ARE WELL EQUIPPED TO MAKE SOUND FINANCIAL DECISIONS FOR THEMSELVES AND THEIR FAMILIES. 4-H PROGRAMMING WILL FOCUS ON AREAS SUCH AS STEM (SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH), LEADERSHIP DEVELOPMENT, AND AGRISCIENCE. INNOVATION STATION, THE CUTTING-EDGE MOBILE LEARNING EXPERIENCE, WILL CONTINUE TRAVELING TO COUNTIES THROUGHOUT NORTH CAROLINA, PROVIDING INTRODUCTORY AND ADVANCED STEM CURRICULA FOR CHILDREN IN GRADES K-12. ENVIRONMENTAL AND NATURAL RESOURCES: IN THIS AREA WE WILL WORK TO PROTECT THE NATURAL ENVIRONMENT, PROVIDE THE SOLUTION FOR WASTE MA NAGEMENT AND CONVENTIONAL ENERGY. CAES RESEARCHERS WILL BE INVOLVED IN MULTISTATE CLIMATE CHANGE PROJECT TO STUDY THE IMPACT OF CLIMATE CHANGE IN SOCIALLY DISADVANTAGED FARMERS AND COMMUNITY OF COLOR. RESEARCHERS WILL BE DEVELOPING THE ADAPTATIONAND MITIGATION SOLUTION TO IMPROVE AGRICULTURE AND NATURAL RESOURCES AND WILL BE PROPOSING POLICIES TO ADDRESS THE ISSUE OF ENVIRONMENTAL JUSTICE AND CLIMATE CHANGE. EXTENSION WILL CONTINUE TO SUPPORT SMALL SCALE PRODUCERS AND LANDOWNERS IN THEIR EFFORT TO DEVELOP WOODLOT MANAGEMENT PLANS WHILE ALSO INTEGRATING TECHNIQUES AND PRACTICES SUCH AS SILVOPASTURE PRODUCTION AND RIPARIAN BUFFERS.

VACCINIUM CROPS (BLUEBERRY AND CRANBERRY) PROVIDES VITAL CONTRIBUTIONS TO HUMAN HEALTH AND WELL-BEING, AND COLLECTIVELY CONSTITUTES THE ECONOMIC BACKBONE OF MANY U.S. RURAL COMMUNITIES. VACCINIUM GENETIC AND GENOMIC RESOURCES ARE DEVELOPING RAPIDLY BUT HAVE NOT BEEN TRANSLATED TO ROUTINE PRACTICAL APPLICATION. SWINE BIOMEDICAL RESEARCH FACILITY FOR GNOTOBIOTIC, TRANSGENIC AND TRANSLATIONAL MEDICINE - THE OVERALL GOAL OF THIS PROJECT IS TO DESIGN, CONSTRUCT AND OUTFIT A SWINE BIOMEDICAL RESEARCH FACILITY ON THE CAMPUS OF THE FOURTH RANKED COLLEGE OF VETERINARY MEDICINE IN THE UNITED STATES WITH READY ACCESS TO TRAINED VETERINARY SPECIALISTS AND STATE OF THE ART BIOMEDICAL (E.G. MRI, CT AND NUCLEAR MEDICINE) FACILITIES. THE FACILITY WILL PROVIDE ADDITIONAL HIGH-QUALITY SPACE FOR BIOMEDICAL RESEARCH BY NIH FUNDED FACULTY FROM NC STATE UNIVERSITY, DUKE UNIVERSITY AND THE UNIVERSITY OF NORTH CAROLINA. THE DESIGN AND CONSTRUCTION OF THE SWINE BIOMEDICAL RESEARCH FACILITY WILL FEATURE A FREE-STANDING MASONRY AND STEEL BUILDING THAT WILL HOUSE THE PRODUCTION AND CARE OF GNOTOBIOTIC AND GENE-EDITED SWINE, AS WELL AS STATE-OF-THE-ART PROCEDURES (SURGICAL, TELEMETRY, ARTHROSCOPY, ENDOSCOPY). IN ADDITION, THE UNIT INCLUDES FLEXIBLE SPACE THAT CAN ACCOMMODATE PREGNANT AND NON-PREGNANT SOWS, AND FARROWING FACILITIES TO GENERATE NEEDED GENE EDITED PROGENY FROM OUR OWN LINES AS WELL AS THOSE OBTAINED FROM THE NIH-SUPPORTED NSRRC. PROCEDURAL SPACE WILL PROVIDE A STERILE SURGERY SUITE (TWO TABLES) TO ACCOMMODATE AN INCREASING BIOENGINEERING NEED FOR ENDOSCOPIC AND ARTHROSCOPIC PROCEDURES. THE BUILDING WILL BE PLACED IMMEDIATELY ADJACENT TO SPACE (REFERRED TO AS THE G20 FACILITY) PREVIOUSLY CREATED FOR THE USE OF SEVERE COMBINED IMMUNODEFICIENCY AND OTHER GENE EDITED MINIATURE OR JUVENILE PIGS (G20 OD020279) TO ALLOW FOR SHARED USE OF THE SPACE WHEN POSSIBLE. THE PROPOSED FACILITY HAS BEEN DESIGNED TO MAXIMIZE SYNERGY AND MINIMIZE OVERLAP WITH THE G20 SPACE. COMBINED THEY WILL GIVE US A HIGH DEGREE OF FLEXIBILITY AND WILL ALLOW US TO CONDUCT A BROAD RANGE OF RESEARCH THUS HAVING A BROAD IMPACT ACROSS MULTIPLE NIH CENTERS/INSTITUTES. THIS PROJECT TEAM IS UNIQUELY SITUATED TO DRIVE THE DESIGN AND DEVELOPMENT OF THIS FACILITY AND THE EXPANSION OF THIS PROGRAM. NC SEA GRANT SEEKS TO INCREASE OVERALL PROGRAM IMPACTS THROUGH LEVERAGED FUNDING AND STRATEGIC PARTNERSHIPS. PROPOSED EORTS DIRECTLY ALIGN WITH THE FOUR FOCUS AREAS FULLY DESCRIBED IN NORTH CAROLINA SEA GRANT'S 20242027 STRATEGIC PLAN: ENVIRONMENTAL LITERACY AND WORKFORCE DEVELOPMENT, HEALTH COASTAL ECOSYSTEMS, SUSTAINABLE FISHERIES AND AQUACULTURE, AND RESILIENT COMMUNIES AND ECONOMIES. THESE AREAS ALIGN DIRECTLY WITH THE NOAA SEA GRANT STRATEGIC PLAN. THE MANAGEMENT, COMMUNICAONS, EXTENSION, EDUCAON AND RESEARCH PROJECTS DESCRIBED IN THIS OMNIBUS CLEARLY EMBRACE OUR COLLABORAVE APPROACH TO PROGRAM EXECUON. ATTACKERS FIND AND EXPLOIT ACCIDENTALLY-INJECTED SECURITY VULNERABILITIES AND, INCREASINGLY, AGGRESSIVELY IMPLANT VULNERABILITIES OR MALICIOUS CODE DIRECTLY INTO THE SOFTWARE SUPPLY CHAIN -- THE OPEN SOURCE SOFTWARE AND ITS BUILD AND DEPLOYMENT PIPELINES. THIS FRONTIERS PROJECT ESTABLISHES THE SECURE SOFTWARE SUPPLY CHAIN CENTER (S3C2), A LARGE-SCALE, MULTI-INSTITUTION EFFORT DESIGNED TO AID THE SOFTWARE INDUSTRY RE-ESTABLISH TRUST IN THE SOFTWARE SUPPLY CHAIN THROUGH THE DEVELOPMENT OF SCIENTIFIC PRINCIPLES, SYNERGISTIC TOOLS, METRICS, AND MODELS IN THE CONTEXT OF HUMAN BEHAVIOR AMONG SOFTWARE SUPPLY CHAIN STAKEHOLDERS. THE PROJECT?S NOVELTIES INCLUDE THE CONTRIBUTIONS TO A DIVERSE WORKFORCE THAT IS TRAINED IN SECURE SOFTWARE SUPPLY CHAIN METHODS THROUGH RESEARCH AND OUTREACH INITIATIVES, INCLUDING SUMMER RESEARCH EXPERIENCES FOR UNDERGRADUATES (REU), SUMMER CAMPS, AND THE DEVELOPMENT OF COURSE MODULES FOR UNDERGRADUATES, GRADUATE STUDENTS, AND PRACTITIONERS. S3C2 FOCUSES ON INTERCONNECTED RESEARCH THRUSTS FOR TWO SUPPLY CHAIN ATTACK VECTORS: (1) UPSTREAM DEPENDENCIES AND (2) THE BUILD PROCESS IN THE CONTEXT OF A CONTINUOUS INTEGRATION/CONTINUOUS DEPLOYMENT (CI/CD) PIPELINE. THRUST ONE FOCUSES ON DEVELOPING TOOLS AND TECHNIQUES TO AID PRACTITIONERS WITH THE RISK OF UPSTREAM DEPENDENCIES. IT ENHANCES THE UTILITY OF THE SOFTWARE BILL OF MATERIALS (SBOM) BY IDENTIFYING EXPLOITABILITY OF VULNERABILITIES AND CHANGES TO ATTACK SURFACES AND ISOLATES RISKY CODE AS A STOP-GAP BEFORE PATCHING IS POSSIBLE. THRUST TWO FOCUSES ON DEVELOPING TOOLS AND TECHNIQUES TO AID PRACTITIONERS WITH THE RISK OF BUILD PROCESSES. THE BROWN MARMORATED STINK BUG (BMSB) IS AN INVASIVE INSECT THAT FIRST APPEARED AS A SEVERE ECONOMIC PEST OF SPECIALTY CROPS IN THE MID-ATLANTIC IN 2010. IT HAS SINCE SPREAD TO 43 STATES AND IS NOW A THREAT TO SPECIALTY CROPS ACROSS MUCH OF THE US. A SCRI CAP (2011-2016) DEVELOPED CHEMICAL CONTROL STRATEGIES AND FUNDAMENTAL BIOLOGICAL AND ECOLOGICAL INFORMATION ON BMSB. WHILE THE CHEMICAL CONTROL COMPONENT PROVIDED SHORT-TERM RELIEF FOR PRODUCERS, RELIANCE ON BROAD SPECTRUM INSECTICIDES HAVE NEGATIVELY AFFECTED NON-TARGET ORGANISMS AND LED TO SECONDARY PEST OUTBREAKS. THIS PROJECT BUILDS UPON PREVIOUS FINDINGS, BUT RE-FOCUSES EFFORTS ON STAKEHOLDER-DRIVEN OBJECTIVES FOR LONG-TERM, SUSTAINABLE MANAGEMENT. THE PROJECT ADDRESSES SCRI GOALS ASSOCIATED WITH ASSRESSING THREASTS FROM PESTS, AND EFFORTS TO IMPROVE PRODUCTION EFFICIENCY. WE WILL IMPROVE OUR KNOWLEDGE OF BMSB RISK TO CROPS THROUGH ENHANCED UNDERSTANDING OF AGROECOLOGY AND LANDSCAPE ECOLOGY, IMPLEMENT WIDESPREAD BIOLOGICAL CONTROL OF BMSB WITH AN EXOTIC ASIAN PARASITOID AND NATIVE NATURAL ENEMIES, AND DEVELOP MANAGEMENT TOOLS AND STRATEGIES COMPATIBLE WITH BIOLOGICAL CONTROL AND INFORMED BY RISK FROM LANDSCAPE FACTORS. WE WILL CONTINUE TO DETERMINE THE ECONOMIC CONSEQUENCES OF BMSB DAMAGE AND HOW IT IS REDUCED BY SPECIFIC MANAGEMENT STRATEGIES, AND DELIVER SCIENCE-BASED INFORMATION WITH A ROBUST AND DIVERSIFIED OUTREACH PROGRAM BASED ON THE INFRASTRUCTURE DEVELOPED DURING THE FIRST SCRI PROJECT. THE NEW PROJECT IS NATIONAL IN SCOPE TO ADDRESS THE IMMINENT THREAT OF BMSB TO SPECIALTY CROPS IN REGIONS INVADED SINCE 2010 (SOUTHEAST, GREAT LAKES, PACIFIC NORTHWEST AND WEST), WHICH HAVE UNIQUE STAKEHOLDERS, CROPPING SYSTEMS AND LANDSCAPES.

HOWEVER, DESPITE USING METHYL BROMIDE (MB) AS SOIL FUMIGANT, STRAWBERRY TRANSPLANTS SOLD TO FRUITING FIELDS FREQUENTLY ARE SYMPTOMLESS CARRIERS FOR A RANGE OF DEVASTATING DISEASES. THERE IS A CRITICAL NEED FOR THE STRAWBERRY NURSERY INDUSTRY TO DEVELOP NEW PROPAGATION TECHNOLOGY, TO MINIMIZE THE SPREAD OF PATHOGENS, FIND ALTERNATIVES TO MB AND EVENTUALLY REDUCE COST. IN THIS COORDINATED AGRICULTURAL PROJECT, WE PROPOSE TO ADDRESS THIS NEED BY DEVELOPING AND INTEGRATING CONTROLLED ENVIRONMENT (CE) STRAWBERRY PROPAGATION TECHNOLOGY. OUR APPROACH IS COLLABORATIVE AND HIGHLY INTEGRATED, AND WILL ENABLE INDUSTRY PARTNERS TO ADOPT AND USE CE PROPAGATION TECHNIQUES, EFFECTIVELY BROADEN THE TOOL-BOX AVAILABLE TO STRAWBERRY PROPAGATORS. WE EXTEND THE MISSION OF THE NATIONAL CLEAN PLANT NETWORK BY DEVELOPING TRANSFORMATIVE TECHNOLOGY THAT WILL LEAD TOLESS DISEASE TRANSMISSION THROUGH INFECTED PLANT MATERIAL AND THEREFORE HIGHER RESILIENCE OF THE ENTIRE STRAWBERRY SUPPLY CHAIN. OUR SPECIFIC OBJECTIVES ARE (1) DEVELOPING CE PROPAGATION TECHNOLOGY. (2) DEVELOP TRANSPLANT CONDITIONING AND LONG-TERM STORAGE PROTOCOLS. HOWEVER, THE EMERGENCE OF THE ROOT-KNOT NEMATODE (RKN), MELOIDOGYNE ENTEROLOBII (ME) IN THE SOUTHEAST HAS CREATED AN INDUSTRY CRISIS. ME CAUSES SEVERE SWEETPOTATO YIELD LOSS AND IT HAS RESULTED IN CROP AND SEED QUARANTINES ACROSS THE US. IT IS ALSO A ZERO-TOLERANCE PEST IN EUROPE, WHICH ACCOUNTS FOR 18% OF THE US CROP SOLD. THERE ARE NO ACCEPTABLE ME RESISTANT VARIETIES AND GROWERS HAVE ADOPTED AGGRESSIVE SOIL FUMIGATION AND NEMATICIDE TREATMENTS TO REDUCE INFESTATIONS. CHEMICAL CONTROL FOR RKN IS NOT ECONOMICALLY SUSTAINABLE OR ENVIRONMENTALLY FRIENDLY. SUSTAINABLE SWEETPOTATO PEST MANAGEMENT REQUIRES A SYSTEMS-BASED APPROACH USING STRATEGIES INCLUDING TIMELY DIAGNOSTICS, CROP ROTATION, WEED MANAGEMENT, RESISTANT VARIETIES, ECONOMIC FORECASTING AND PRECISION PESTICIDE APPLICATIONS. THIS PROJECT INCORPORATES ALL OF THESE CONCEPTS IN A COMPREHENSIVE RESEARCH AND EXTENSION PROJECT THAT INTEGRATES SHORT-TERM OUTCOMES THAT RAPIDLY RESPOND TO THE EMERGING ME PEST ISSUE, WITH A LONGER-TERM GENOMIC-ASSISTED SWEETPOTATO BREEDING STRATEGY. OUR TEAM REPRESENTS LEADERS IN THEIR FIELDS WITH EXPERTISE IN BREEDING, GENOMICS/PHENOMICS, PLANT PATHOLOGY, CULTURAL MANAGEMENT, WEED SCIENCE, ECONOMICS AND EXTENSION. THE GOALS OF THE PROJECT ARE TO DEVELOP, IMPLEMENT, AND EVALUATE A SUSTAINABLE RKN MANAGEMENT PROGRAM IN SWEETPOTATO THAT CAN BE USED AS A MODEL IN OTHER VULNERABLE US SPECIALTY CROPS. OBJECTIVES INCLUDE 1) QUANTIFY HOW ON-FARM MANAGEMENT INFLUENCES CC BIOMASS QUANTITY/QUALITY AND SUBSEQUENT EFFECTS ON WATER DYNAMICS ACROSS THE MID-ATLANTIC AND SOUTHEAST US; 2) MODEL SOIL WATER AND CC DECOMPOSITION TO DETERMINE WATER AVAILABILITY FOR FOLLOWING CASH CROP AND VOLUME OF WATER MOVING OUT OF THE PROFILE; 3) QUANTIFY AND SIMULATE HOW SOIL AND CC MANAGEMENT UNDER CURRENT AND FUTURE CLIMATES INFLUENCE CORN AND SOYBEAN YIELD (POTENTIAL, STABILITY AND ECONOMICS) IN THE MID-ATLANTIC AND SOUTHEAST; 4) DEVELOP AN OUTREACH PROGRAM, INFORMED BY OUR EARLY ADOPTER NETWORK OF FARMERS THAT IDENTIFIES AND OVERCOMES MISCONCEPTIONS ABOUT THE COST AND VALUE OF CCS; AND 5) PROVIDE SCIENCE-BASED DATA SUPPORTING INTEGRATION OF CCS INTO FEDERAL CROP INSURANCE PROGRAMS AND INCREASED FARMER ADOPTION OF ADVANCED RISK MANAGEMENT TOOLS (CT AND CCS). SIPMC'S UNIQUE STRENGTHS WILL BE LEVERAGED THROUGH COLLABORATION AMONG THREE SOUTHERN INSTITUTIONS (NORTH CAROLINA STATE UNIVERSITY, UNIVERSITY OF GEORGIA, AND AUBURN UNIVERSITY) IN PARTNERSHIP WITH REGIONAL STAKEHOLDERS IN MULTIPLE SECTORS FROM AGRICULTURAL, URBAN, AND RURAL SETTINGS TO IDENTIFY AND ADDRESS REGIONAL PRIORITIES FOR RESEARCH, EDUCATION, AND OUTREACH. ADDITIONAL SUPPORT AND DIRECTION HAS BEEN PROVIDED SO THAT SIPMC ALSO MANAGES A RICH PORTFOLIO OF APPLICATIONS AND EXPERTISE THAT SERVE AS THE FOUNDATION FOR THE IPM INFORMATION SUPPLEMENT. IT HAS SINCE SPREAD TO 43 STATES AND IS NOW A THREAT TO SPECIALTY CROPS ACROSS MUCH OF THE US. A SCRI CAP (2011-2016) DEVELOPED CHEMICAL CONTROL STRATEGIES AND FUNDAMENTAL BIOLOGICAL AND ECOLOGICAL INFORMATION ON BMSB. WHILE THE CHEMICAL CONTROL COMPONENT PROVIDED SHORT-TERM RELIEF FOR PRODUCERS, RELIANCE ON BROAD SPECTRUM INSECTICIDES HAVE NEGATIVELY AFFECTED NON-TARGET ORGANISMS AND LED TO SECONDARY PEST OUTBREAKS. THIS PROJECT BUILDS UPON PREVIOUS FINDINGS, BUT RE-FOCUSES EFFORTS ON STAKEHOLDER-DRIVEN OBJECTIVES FOR LONG-TERM, SUSTAINABLE MANAGEMENT. THE PROJECT ADDRESSES SCRI GOALS ASSOCIATED WITH ASSRESSING THREASTS FROM PESTS, AND EFFORTS TO IMPROVE PRODUCTION EFFICIENCY. WE WILL IMPROVE OUR KNOWLEDGE OF BMSB RISK TO CROPS THROUGH ENHANCED UNDERSTANDING OF AGROECOLOGY AND LANDSCAPE ECOLOGY, IMPLEMENT WIDESPREAD BIOLOGICAL CONTROL OF BMSB WITH AN EXOTIC ASIAN PARASITOID AND NATIVE NATURAL ENEMIES, AND DEVELOP MANAGEMENT TOOLS AND STRATEGIES COMPATIBLE WITH BIOLOGICAL CONTROL AND INFORMED BY RISK FROM LANDSCAPE FACTORS. WE WILL CONTINUE TO DETERMINE THE ECONOMIC CONSEQUENCES OF BMSB DAMAGE AND HOW IT IS REDUCED BY SPECIFIC MANAGEMENT STRATEGIES, AND DELIVER SCIENCE-BASED INFORMATION WITH A ROBUST AND DIVERSIFIED OUTREACH PROGRAM BASED ON THE INFRASTRUCTURE DEVELOPED DURING THE FIRST SCRI PROJECT. THUS, STROKE REMAINS THE LEADING CAUSE OF MAJOR, LONG-TERM DISABILITY IN ADULTS IN THE U.S. IN LIGHT OF THIS SITUATION, EXPLORATION OF ALTERNATIVE MEANS TO RESTORE FUNCTION SEEM WARRANTED. WITH RECENT TECHNOLOGICAL ADVANCES, THE POTENTIAL FOR WEARABLE ASSISTIVE DEVICES TO MITIGATE THE EFFECTS OF THESE PERFORMANCE DEFICITS HAS GROWN CONSIDERABLY. THESE ASSISTIVE DEVICES (INTENDED TO MAKE AN IMMEDIATE CHANGE IN FUNCTION WITHOUT NECESSARILY MODIFYING THE UNDERLYING IMPAIRMENT) HAVE THE POWER TO ALLOW USERS TO REGAIN CONTROL OF MOVEMENT OF THEIR ARMS AND LEGS AND TO SENSE THOSE MOTIONS EVEN WHEN THE NEURAL DAMAGE REMAINS. YET, CURRENT USE OF ASSISTIVE DEVICES TO ADDRESS FUNCTIONAL LOSS IS QUITE LIMITED, BEYOND THE PASSIVE CANES AND ORTHOSES THAT HAVE BEEN USED FOR DECADES. REHABILITATION EFFORTS FOR PEOPLE WITH CHRONIC SENSORIMOTOR DEFICITS AFTER STROKE CONTINUE TO FOCUS ON THERAPY RATHER THAN ASSISTANCE, PARTIALLY DRIVEN BY A HISTORY OF POOR ADOPTION OF TECHNOLOGY. THE PROPOSED REHABILITATION ENGINEERING RESEARCH CENTER (RERC), ASSISTING STROKE SURVIVORS WITH ENGINEERING TECHNOLOGY (ASSET), WILL EXPLICITLY ADDRESS KEY CHALLENGES SLOWING UPTAKE OF ASSISTIVE DEVICES BY STROKE SURVIVORS. IN COMPARISON WITH THERAPEUTIC TECHNOLOGY, SUCCESSFUL ADOPTION OF ASSISTIVE DEVICES PRESENTS A UNIQUE SET OF ISSUES THAT WARRANT INDEPENDENT EXAMINATION. IN ADDITION TO COMMON CONCERNS FOR WEARABLE DEVICES SUCH AS MASS AND POWER SOURCES, THE REQUIREMENTS FOR ASSISTIVE DEVICES SHOULD INCLUDE FOSTERING A SYNERGISTIC CONNECTION BETWEEN THE USER AND THE DEVICE. THE SIX PROJECTS SUPPORTED BY THE ASSET CENTER WILL FOCUS ON DIFFERENT ASPECTS OF HUMAN-MACHI NE SYNERGY: 1) TRAINING THE USER TO OPTIMIZE DEVICE ASSISTANCE; 2) DESIGNING THE DEVICE TO ADAPT TO DIFFERENT ENVIRONMENTS; 2) PROVIDING THE USER WITH AUGMENTED SENSORY FEEDBACK OF TASK PERFORMANCE; 4) FACILITATING MECHANICAL COUPLING AND COMMUNICATION BETWEEN THE USER AND DEVICE; 5) IMPROVING WALKING BALANCE THROUGH REAL-TIME USER MONITORING; AND 6) ENHANCING CONTROL OF DISTAL LIMB ORIENTATION FOR IMPROVED TASK PERFORMANCE. STROKE SURVIVORS AND THEIR CAREGIVERS WILL PARTICIPATE THROUGHOUT THE PROCESS TO PROVIDE FEEDBACK AND INSIGHT. THE SUCCESSFUL ADOPTION OF TECHNOLOGY IS HIGHLY DEPENDENT ON EDUCATION, DISSEMINATION AND TRAINING EFFORTS. THE CENTER WILL STRIVE TO INVOLVED ALL STAKEHOLDERS IN THESE ENDEAVORS, INCLUDING STROKE SURVIVORS, CAREGIVERS, CARE PROVIDERS, AND RESEARCHERS. WHILE THE EFFORTS OF THE ASSET RERC WILL ADDRESS TECHNOLOGY FOR SPECIFIC LIMBS AND JOINTS, THE CENTER OUTCOMES WILL HAVE RELEVANCE FOR OTHER DEVICES AND BODY SEGMENTS, THEREBY WIDELY IMPACTING THE FIELD OF ASSISTIVE TECHNOLOGY THAT ENHANCES FUNCTIONAL TASK PERFORMANCE FOR PEOPLE WITH STROKE.

PURPOSE: THE PURPOSE OF THIS APPLICATION IS TO SECURE CONTINUED FUNDING FOR THE NORTH CAROLINA MANUFACTURING EXTENSION PARTNERSHIP (NCMEP) TO SUPPORT AND ENHANCE THE COMPETITIVENESS OF SMALL AND MEDIUM-SIZED MANUFACTURERS (SMMS) ACROSS THE STATE. FOR NEARLY THREE DECADES, NCMEP HAS BEEN INSTRUMENTAL IN DRIVING PRODUCTIVITY IMPROVEMENTS, WORKFORCE DEVELOPMENT, AND TECHNOLOGICAL ADVANCEMENTS FOR MANUFACTURERS, ENSURING THAT NORTH CAROLINA REMAINS A LEADER IN THE MANUFACTURING SECTOR. ADMINISTERED BY INDUSTRY EXPANSION SOLUTIONS (IES) AT NORTH CAROLINA STATE UNIVERSITY, NCMEP SERVES AS A CRITICAL RESOURCE FOR BUSINESSES SEEKING TO OPTIMIZE OPERATIONS, EXPAND MARKET OPPORTUNITIES, AND ADOPT INNOVATIVE TECHNOLOGIES.ACTIVITIES TO BE PERFORMED: THE ACTIVITIES TO BE PERFORMED UNDER THIS INITIATIVE WILL FOCUS ON PROVIDING CUSTOMIZED SERVICES AND EXPERTISE TO MANUFACTURERS THROUGHOUT NORTH CAROLINA. KEY AREAS OF SUPPORT INCLUDE PROCESS IMPROVEMENT INITIATIVES SUCH AS LEAN MANUFACTURING, SIX SIGMA, AND EFFICIENCY ENHANCEMENT PROGRAMS. WORKFORCE DEVELOPMENT EFFORTS WILL BE PRIORITIZED TO UPSKILL EMPLOYEES AND PREPARE THEM FOR EVOLVING INDUSTRY DEMANDS. ADDITIONALLY, NCMEP WILL ASSIST MANUFACTURERS IN BUSINESS GROWTH STRATEGIES, MARKET EXPANSION, AND SUPPLY CHAIN OPTIMIZATION TO ENHANCE RESILIENCE AND MITIGATE RISKS. EMPHASIS WILL ALSO BE PLACED ON TECHNOLOGY TRANSFER AND IMPLEMENTATION, HELPING MANUFACTURERS ADOPT CUTTING-EDGE DIGITAL MANUFACTURING SOLUTIONS, AUTOMATION, AND SMART FACTORY TECHNOLOGIES. FURTHERMORE, NCMEP WILL FACILITATE CONNECTIONS BETWEEN MANUFACTURERS AND VITAL RESOURCES, INCLUDING FEDERAL AND STATE AGENCIES, INDUSTRY ASSOCIATIONS, RESEARCH INSTITUTIONS, AND FUNDING OPPORTUNITIES.EXPECTED OUTCOMES: THE EXPECTED OUTCOMES OF THESE EFFORTS INCLUDE INCREASED PRODUCTIVITY AND OPERATIONAL EFFICIENCY AMONG NORTH CAROLINA MANUFACTURERS, RESULTING IN ENHANCED COMPETITIVENESS AND LONG-TERM BUSINESS GROWTH. THE PROGRAM AIMS TO CULTIVATE A HIGHLY SKILLED WORKFORCE, ENSURING THAT EMPLOYEES ARE WELL-EQUIPPED TO MEET THE CHALLENGES OF MODERN MANUFACTURING. ADDITIONALLY, STRENGTHENING SUPPLY CHAINS AND PROMOTING THE ADOPTION OF ADVANCED TECHNOLOGIES WILL DRIVE INNOVATION ACROSS THE SECTOR. ULTIMATELY, THESE EFFORTS WILL CONTRIBUTE TO A POSITIVE ECONOMIC IMPACT, LEADING TO JOB RETENTION, BUSINESS EXPANSION, AND REVENUE GROWTH FOR NORTH CAROLINA'S MANUFACTURING ECOSYSTEM.INTENDED BENEFICIARIES: THE INTENDED BENEFICIARIES OF NCMEP'S INITIATIVES INCLUDE SMALL AND MEDIUM-SIZED MANUFACTURERS ACROSS NORTH CAROLINA, WHO WILL GAIN ACCESS TO CRITICAL RESOURCES, TRAINING, AND CONSULTING SERVICES. MANUFACTURING EMPLOYEES WILL BENEFIT FROM SPECIALIZED WORKFORCE DEVELOPMENT PROGRAMS THAT ENHANCE THEIR SKILLS AND CAREER PROSPECTS. ADDITIONALLY, STATE AND REGIONAL ECONOMIC DEVELOPMENT ORGANIZATIONS WILL LEVERAGE NCMEP'S EXPERTISE TO SUPPORT INDUSTRIAL GROWTH AND ATTRACT INVESTMENTS TO THE REGION. GOVERNMENT AGENCIES AND PRIVATE-SECTOR PARTNERS COLLABORATING ON WORKFORCE DEVELOPMENT AND TECHNOLOGY-DRIVEN MANUFACTURING ADVANCEMENTS WILL ALSO BENEFIT FROM NCMEP'S LEADERSHIP AND STRATEGIC INITIATIVES.SUBRECIPIENT ACTIVITIES: SUBRECIPIENT ACTIVITIES UNDER THIS INITIATIVE WILL BE CARRIED OUT IN PARTNERSHIP WITH VARIOUS ORGANIZATIONS TO MAXIMIZE SERVICE DELIVERY AND REACH. EDUCATIONAL INSTITUTIONS WILL PLAY A KEY ROLE IN PROVIDING WORKFORCE TRAINING PROGRAMS AND RESEARCH COLLABORATIONS. INDUSTRY ASSOCIATIONS WILL SUPPORT BUSINESS DEVELOPMENT EFFORTS AND CREATE NETWORKING OPPORTUNITIES FOR MANUFACTURERS. ECONOMIC DEVELOPMENT ORGANIZATIONS WILL ASSIST IN SECURING FUNDING AND STRATEGIC PLANNING TO DRIVE REGIONAL GROWTH. ADDITIONALLY, TECHNOLOGY PROVIDERS WILL COLLABORATE WITH NCMEP TO FACILITATE THE IMPLEMENTATION OF DIGITAL TRANSFORMATION INITIATIVES, ENSURING THAT MANUFACTURERS STAY COMPETITIVE IN AN INCREASINGLY TECHNOLOGY-DRIVEN MARKET.
