FY 2024 BEHAVIORAL HEALTH SERVICE EXPANSION - FOUNDED IN 1973, NEIGHBORCARE HEALTH (NEIGHBORCARE) GREW OUT OF SMALLER INDEPENDENT COMMUNITY HEALTH CLINICS ESTABLISHED DURING THE CIVIL RIGHTS MOVEMENT. SINCE THEN, NEIGHBORCARE HAS GROWN INTO A 30+ CLINIC SYSTEM, SERVING THE GREATER SEATTLE AREA’S MOST VULNERABLE RESIDENTS. OUR TARGET POPULATION IS THOSE WHO ARE UNDERSERVED AND FACE BARRIERS TO ACCESS, INCLUDING THE URBAN, SUBURBAN, AND RURAL POOR, IMMIGRANTS AND REFUGEES, STUDENTS, PUBLIC HOUSING RESIDENTS, AND INDIVIDUALS AND FAMILIES EXPERIENCING HOUSING INSTABILITY. IN 2023, NEIGHBORCARE PROVIDED SERVICES TO 61,004 PATIENTS WITH 30% IDENTIFYING AS WHITE, 26% BLACK / AFRICAN AMERICAN, 12% ASIAN, 10% NATIVE HAWAIIAN / PACIFIC ISLANDER, 9% AMERICAN INDIAN / ALASKA NATIVE, AND 2% MORE THAN ONE RACE. IN ADDITION, 27% WERE BEST SERVED IN A LANGUAGE OTHER THAN ENGLISH AND AN ASTOUNDING 84% WERE LIVING BELOW THE FEDERAL POVERTY LINE (FPL), DEFINED AS EARNING LESS THAN $14,580 PER YEAR. ADDITIONALLY, NEIGHBORCARE PROVIDED MENTAL HEALTH SERVICES TO 3,571 PATIENTS ACROSS 17,303 VIRTUAL AND IN-PERSON VISITS AND ARE EAGER TO EXPAND OUR SERVICE OFFERINGS, HIRE 1.0 FTE SUBSTANCE USE DISORDER (SUD) COUNSELOR, 2.0 FTE MENTAL HEALTH COUNSELORS, 1.0 FTE PROGRAM MANAGER, AND 2.50 FTE SOCIAL WORKERS TO BEGIN PROVIDING SUD SERVICES WITHIN THE FIRST BUDGET PERIOD. IN THE SEATTLE METROPOLITAN REGION, THERE EXIST SIGNIFICANT HEALTH INEQUALITIES STEMMING FROM DISPARITIES IN HEALTHCARE ACCESS, HOUSING INSECURITY, HOMELESSNESS, EMPLOYMENT PROSPECTS, POVERTY RATES, LINGUISTIC AND CULTURAL BARRIERS, AND SOCIETAL NORMS. AS AN FQHC, NEIGHBORCARE IS OFTEN THE FIRST POINT OF ACCESS FOR OUR MOST VULNERABLE COMMUNITY MEMBERS AND AS STATED IN THE NOTICE OF FUNDING OPPORTUNITY, WE ARE WELL-POSITIONED TO ADDRESS BARRIERS TO CARE AND PROVIDE ACCESS TO A CONTINUUM OF BEHAVIORAL HEALTH SERVICES THAT INCLUDES TREATMENT AND RECOVERY SUPPORT. ACCORDING TO THE 2024 / 2025 KING COUNTY COMMUNITY HEALTH NEEDS ASSESSMENT, ONE OF THE TOP SERVICES COMMUNITY MEMBERS PERCEIVED AS NEEDED WAS MENTAL HEALTH COUNSELING – A GROWING NEED SINCE THE BEGINNING OF THE COVID-19 PANDEMIC, AND A NEED THAT DISPROPORTIONATELY IMPACTS MARGINALIZED GROUPS. REGARDING FREQUENT MENTAL DISTRESS, THE HIGHEST RATES WERE AMONG THOSE IDENTIFYING AS BLACK (16.4%) AND MULTIPLE RACE (16.6%). ADDITIONALLY, THE LIKELIHOOD OF EXPERIENCING FREQUENT MENTAL DISTRESS DECREASED WITH HIGHER HOUSEHOLD INCOME. ADULTS WITH ANNUAL HOUSEHOLD INCOME LESS THAN $20,000 (27.2%) WERE MORE THAN THREE TIMES AS LIKELY AS THOSE WITH HOUSEHOLD INCOME GREATER THAN $100,000 (8.6%) TO EXPERIENCE FREQUENT MENTAL DISTRESS. MANY INDIVIDUALS ALSO EXPRESSED AN URGENT NEED FOR MORE DETOX SERVICES, INPATIENT TREATMENT, AND WRAPAROUND SERVICES ARE NEEDED FOR COMMUNITY MEMBERS WITH SUBSTANCE USE DISORDERS. IN KING COUNTY, DEATHS DUE TO DRUG-RELATED CAUSES HAVE CONTINUED TO INCREASE OVER THE LAST FIVE YEARS AND, LIKE MENTAL HEALTH TRENDS, IMPACT UNDERSERVED COMMUNITIES AT A SIGNIFICANTLY HIGHER RATE. THE RATE OF DRUG-INDUCED DEATHS WAS SIGNIFICANTLY HIGHER AMONG BLACK RESIDENTS (39.5 PER 100,000) WHEN COMPARED TO WHITE RESIDENTS (22.3 PER 100,000) AND THE KING COUNTY AVERAGE (19.4 PER 100,000). IN RESPONSE TO IDENTIFIED COMMUNITY NEEDS, NEIGHBORCARE IS REQUESTING FUNDING IN THE AMOUNT OF $1,100,000 THROUGH THE BEHAVIORAL HEALTH SERVICE EXPANSION GRANT TO INCREASE THE NUMBER OF PATIENTS RECEIVING MENTAL HEALTH SERVICES AND SUD SERVICES, INCLUDING TREATMENT WITH MEDICATIONS FOR OPIOID USE DISORDER (MOUD).
