ADVANCE PEACE FRESNO SEEKS TO REDUCE BARRIERS TO CARE FOR VICTIMS WITH CULTURALLY RESPONSIVE AND LINGUISTICALLY APPROPRIATE SERVICES FOR PEOPLE LIVING IN FRESNO. FUNDING WILL SUPPORT TO YOUNG ADULTS AGED 1724 WHO ARE AT THE CENTER OF GUN VIOLENCEPEOPLE WHO AREPERPETRATORS IN GUN VIOLENCE AND YOUNG ADULTS WHO ARE VICTIMS TO IT. PROGRAM PARTICIPANTS ARE YOUNG ADULTS WHO ARE ON PAROLE, ARE SUSPECTED OF A FIREARMS ASSAULT, OR EXPERIENCED VIOLENCE. ADVANCE PEACE GOALS ARE TO: (1) INCREASE SUPPORTIVE SERVICES FOR FELLOWS WITH FINANCIAL SUPPORT; (2) SHARE THE LATEST RESEARCH AND UNDERSTANDINGS ON GUN VIOLENCE PREVENTION WITH COMMUNITY-BASED PARTNERS; AND (3) DELIVER CULTURALLY RESPONSIVE, TRAUMA-INFORMED CASE MANAGEMENT. THIS PROGRAM WILL REDUCE THE RATES OF FIREARM ASSAULTS AND GUN-RELATED HOMICIDES CITYWIDE. ADVANCE PEACE DOES THIS WITH SEVEN KEY PROGRAM COMPONENTS: INTENSIVE CASE MANAGEMENT, DEVELOPING LIFEMAP GOALS, DAILY CHECK-INS, REFERRAL NAVIGATION, INTERGENERATIONAL MENTORSHIP THROUGH ELDERS CIRCLE, INTERNSHIP OPPORTUNITIES, LIFEMAP MILESTONE ALLOWANCE, AND TRANSFORMATIVE TRAVEL STIPENDS. ADVANCE PEACE COORDINATES WITH COMMUNITY PARTNERS, A MULTISECTORAL PARTNERSHIP OF LOCAL LEADERS THAT FIGHT HUMAN TRAFFICKING IN OUR REGION. LEADING RESEARCH PARTNERS, SAFE PASSAGES, AND UNIVERSITY OF CALIFORNIA, BERKELEY, WILL HELP SUPPORT RESEARCH EFFORTS TO IDENTIFY AND UNDERSTAND THE CONDITIONS OF GUN VIOLENCE IN FRESNO, CALIFORNIA. FRESNO ECONOMIC OPPORTUNITIES COMMISSION (FRESNO EOC) PROPOSES TO IMPLEMENT THE OVC 2023 INTEGRATED SERVICES FOR ALL MINOR VICTIMS OF HUMAN TRAFFICKING TO SUPPORT 90 MINORS OVER A THREE-YEAR PERIOD THROUGH THIS INITIATIVE. THIS PROJECT AIMS TO 1) DEVELOP POLICIES AND PROCEDURES PROMOTING DEVELOPMENTALLY AND LINGUISTICALLY APPROPRIATE SERVICES FOR MINOR VICTIMS OF HUMAN TRAFFICKING, 2) IDENTIFY MINOR VICTIMS OF SEX AND LABOR TRAFFICKING, 3) PROVIDE COMPREHENSIVE WRAPAROUND SERVICES TO ALL MINOR VICTIMS OF HUMAN TRAFFICKING, INCLUDING REFERRAL PLANS, AND, 4) PROVIDE CULTURALLY-RESPONSIVE CASE MANAGEMENT TO ALL MINOR VICTIMS OF HUMAN TRAFFICKING. TO MEET THESE GOALS, CVAHT WILL PROVIDE TRAUMA-INFORMED CHILD-SPECIFIC DIRECT SERVICES AND COLLABORATE WITH PARTNER ORGANIZATIONS TO MEET THE COMPREHENSIVE NEEDS OF TRAFFICKING VICTIMS. CVAHT OPERATES THE CENTRAL VALLEY FREEDOM COALITIONA MULTI-DISCIPLINARY NETWORK OF OVER 1,200 MEMBERS. CVAHT PARTNERS WITH LAW ENFORCEMENT, VICTIM ADVOCATE GROUPS, DISTRICT ATTORNEYS, THE JUDICIAL SYSTEM, FAITH-BASED GROUPS, MEDICAL PROVIDERS, AND SOCIAL SERVICES ORGANIZATIONS. THE PROJECT WILL INCLUDE SUB-GRANTS WITH FAMILY HEALING CENTER AND BREAKING THE CHAINS, RESPECTIVELY, TO PROVIDE CHILD-CENTERED MENTAL HEALTH TREATMENT AND TRAUMA TREATMENT SERVICES.

THIRTEEN TYPES OF ASSISTANCE MAY BE PROVIDED THROUGH THE CONTINUUM OF CARE (COC) PROGRAM: (1) COC PLANNING ACTIVITIES/COSTS FOR DESIGNING AND CARRYING OUT A COLLABORATIVE PROCESS FOR THE DEVELOPMENT OF AN APPLICATION TO HUD; (2) UNITED FUNDING AGENCY (UFA) COSTS FOR FISCAL CONTROL AND ACCOUNTING NECESSARY TO ASSURE THE PROPER DISBURSAL OF, AND ACCOUNTING FOR, FEDERAL FUNDS AWARDED TO SUBRECIPIENTS UNDER THE CONTINUUM OF CARE PROGRAM, (3) ACQUISITION OF REAL PROPERTY (INCLUDING STRUCTURES) FOR USE IN THE PROVISION OF HOUSING OR SUPPORTIVE SERVICES; (4) REHABILITATION OF STRUCTURES TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (5) NEW CONSTRUCTION, INCLUDING THE BUILDING OF A NEW STRUCTURE OR BUILDING AN ADDITION TO AN EXISTING STRUCTURE FOR USE AS SUPPORTIVE HOUSING; (6) LEASING OF A STRUCTURE OR STRUCTURES, OR PORTIONS THEREOF, TO PROVIDE HOUSING OR SUPPORTIVE SERVICES; (7) RENTAL ASSISTANCE, WHICH MAY BE SHORT-TERM, MEDIUM-TERM, OR LONG-TERM, AS WELL AS TENANT-BASED, PROJECT-BASED, OR SPONSOR-BASED, FOR TRANSITIONAL OR PERMANENT HOUSING; (8) SUPPORTIVE SERVICES TO ASSIST PROGRAM PARTICIPANTS OBTAIN AND MAINTAIN HOUSING; (9) OPERATING COSTS OF SUPPORTIVE HOUSING; (10) COSTS OF IMPLEMENTING AND OPERATING HMIS; (11) PROJECT ADMINISTRATIVE COSTS; (12) RELOCATION COSTS; AND (13) INDIRECT COSTS IN ACCORDANCE WITH 2 CFR PARTS 200, AS APPLICABLE. IN ADDITION TO USING GRANT FUNDS FOR THE ELIGIBLE COSTS DESCRIBED ABOVE, RECIPIENTS AND SUBRECIPIENTS IN CONTINUUMS OF CARE DESIGNATED AS HIGH PERFORMING COMMUNITIES MAY ALSO USE GRANT FUNDS TO PROVIDE HOUSING RELOCATION AND STABILIZATION SERVICES AND SHORT- AND/OR MEDIUM-TERM RENTAL ASSISTANCE TO INDIVIDUALS AND FAMILIES AT RISK OF HOMELESSNESS AS SET FORTH IN 24 CFR 576.103 AND 24 CFR 576.104, IF NECESSARY TO PREVENT THE INDIVIDUAL OR FAMILY FROM BECOMING HOMELESS.
