THE DELIVERABLES AND OUTCOMES INCLUDE ANNUAL WATER QUALITY REPORT, RESTORED WATERSHEDS, PROMOTING ZERO WASTE EDUCATION AND OUTREACH, AND COMPLETED CLIMATE CHANGE ASSESSMENT. THIS AGREEMENT PROVIDES FULL FEDERAL FUNDING IN THE AMOUNT OF $373,323. REFER TO TERMS AND CONDITIONS.

CALIFORNIA IS A PL 280 STATE, THE STATE AND TRIBES HAVE CONCURRENT CRIMINAL JURISDICTION, TRIBES WERE NOT DIVESTED OF THEIR CRIMINAL AND CIVIL JURISDICTION. THE KARUK TRIBE, STATE OF CALIFORNIA, AND THE COUNTY CONTINUE TO BATTLE THE ISSUES OF A LACK OF SUFFICIENT RESOURCES AND FUNDING FOR STAFFING AND DELIVERY OF LAW ENFORCEMENT, SUPPORTIVE AND SUPERVISION SERVICES FOR THE EXPANDED RE-ENTRY POPULATION. PAROLE OFFICERS AND PROBATION OFFICERS HAVE EXTREMELY LARGE CASELOADS AND RELY UPON MONTHLY SELF- REPORTING REPORTS AND SELF-CHECK INS BY PAROLEE AND PROBATIONERS. BEHAVIORAL HEALTH, HEALTH AND RECOVERY SERVICES IN THE REGION ARE LIMITED, CREATING GAPS IN SERVICES FOR PROBATIONERS/PAROLEES TO STAY FOCUSED AND ENGAGED IN SOBRIETY AND WELLNESS. IN AN EFFORT TO BE MORE PROACTIVE THE KARUK TRIBE WILL UTILIZE 2021 CTAS PA3 FUNDING TO FOCUS ITS EFFORTS IN MEETING THE REENTRY AND REINTEGRATION NEEDS OF TRIBAL MEMBERS RETURNING TO THEIR COMMUNITIES AFTER INCARCERATION, SHORT AND LONG-TERM, OR REHABILITATION FACILITIES. THE TRIBE WILL CONTINUE TO WORK TO IDENTIFY AND OVERCOME OBSTACLES BY IMPROVING TRIBAL-STATE RELATIONSHIPS AND INVOLVE TRIBAL CRIMINAL AND JUVENILE JUSTICE REPRESENTATIVES TO ASSIST IN ALL ASPECTS OF REENTRY AND TRANSITIONAL PLANNING FOR TRIBAL MEMBERS. THE TRIBE WILL STRIVE TO EDUCATE THE STATE / COUNTY CRIMINAL AND JUVENILE JUSTICE SYSTEMS ON AVAILABLE TRIBAL ALTERNATIVES AND RESOURCES, AND FURTHER ENHANCE CURRENT CULTURALLY COMPETENT PROGRAMMING RELATED TO REENTRY. THE KARUK TRIBAL JUSTICE SYSTEM AND TRIBAL GOVERNMENT, WILL BUILD UPON CURRENT PARTNERSHIPS IN ORDER TO BRIDGE THE GAPS BETWEEN PROBATIONERS/PAROLEES, FAMILY AND SERVICE PROVIDERS TO DEVELOP ENVIRONMENTS IN WHICH AN OFFENDER CAN BE REHABILITATED AND BECOME A CONTRIBUTING MEMBER OF HIS OR HER FAMILY AND COMMUNITY.

KARUK FISHERIES WORKS CLOSELYWITH THE U.S. FISH AND WILDLIFE SERVICE PARTNERS FOR FISH AND WILDLIFE PROGRAM (PFW) ANDLOCAL PARTNERS TO ACCOMPLISH THIS IMPORTANT WORK. KARUK FISHERIES WORKS IN CLOSECOLLABORATION WITH THE MIDDLE KLAMATH WATERSHED COUNCIL TO INCREASE LOCAL CAPACITY TOIMPLEMENT PROJECTS, BUT STAFF CONTINUES TO WORK ON MANY UNFUNDED TASKS INCLUDING; PROJECTOUTREACH, PROJECT PLANNING AND DESIGN, PERMITTING, PROJECT MANAGEMENT, GRANT WRITING ANDCOORDINATION WITH PRIVATE LANDOWNERS. THE KTFP ALSO COLLABORATES WITH THE SALMON RIVERRESTORATION COUNCIL AND SISKIYOU RCD ON PROJECTS IN OTHER KLAMATH RIVER SUB BASINS. THEREIS A CRITICAL NEED FOR INCREASING OUR PROGRAM CAPACITY TO KEEP PACE WITH THE INCREASING DEMANDFOR ACTIONS THAT IMPROVE SALMON HABITAT IN THE KLAMATH BASIN. INCREASING KARUK FISHERIESPROGRAM CAPACITY IS THE PRIMARY GOAL OF THIS PROJECT. KARUK FISHERIES WILL HIRE A FULL TIMEHABITAT RESTORATION PROJECT MANAGER WHOM WILL WORK ON TASKS INCLUDING: 1) RESTORATIONPLANNING, DESIGN, PERMITTING, AND IMPLEMENTATION; 2) PROJECT MANAGEMENT AND MATCHING FUNDSGRANT PROPOSAL DEVELOPMENT; 3) PROJECT EFFECTIVENESS MONITORING AND RESTORATION-RELATEDHABITAT AND FISHERIES ASSESSMENTS,4) COORDINATING WITH OTHER KARUK NATURAL RESOURCEDEPARTMENT PROGRAMS, STATE AND FEDERAL RESOURCE AGENCIES, BASIN PARTNERS, AND/OR STAKEHOLDERSON VARIOUS ISSUES RELATED TO IMPLEMENTATION OF KLAMATH RIVER BASIN HABITAT RESTORATIONPROJECTS. THE KARUK TRIBE RELIES SOLELY ON ANNUAL GRANTS AND AGREEMENTS TO SUPPORT FISHERIESPROGRAM STAFF AND PROGRAM DEVELOPMENT AND HAS A DIFFICULT TIME MAINTAINING THE CAPACITYNECESSARY FOR A FUNCTIONAL HABITAT RESTORATION PROGRAM. TO ADDRESS THIS PROBLEM THE KARUKTRIBE IS REQUESTING FUNDING TO SUPPORT A FULL TIME HABITAT RESTORATION PROJECT MANAGER FOR FOURYEARS BEGIN IN FY 2022 THROUGH FY 2025.

THE PLAN DEVELOPMENT WILL ENTAIL RESEARCH AND MONITORING, SAMPLE GATHERING AND DATA ANALYSIS, AND CAPACITY AND INFRASTRUCTURE BUILDING OF THE KARUK TRIBE DEPARTMENT OF NATURAL RESOURCES WILDLIFE DIVISION TO BETTER UNDERSTAND THE ECOLOGY OF DISEASE TRANSMISSION ALONG THE HUMAN WILDLIFE INTERFACE PERTAINING TO TICKS, DEER, AND ELK. IT WILL BE MODELED FROM THE UNIVERSITY OF CALIFORNIA, DAVIS ONE HEALTH INSTITUTE APPROACH WHICH IS DIRECTLY ALIGNED WITH THE KARUK STEWARDSHIP ETHIC OF SUSTAINABLY USING AND MANAGING NATURAL RESOURCES, VALUES EMBEDDED IN ALL INDIGENOUS CULTURES. WITH THE INCLUSION OF PLACED BASED INDIGENOUS TRADITIONAL ECOLOGICAL KNOWLEDGE, THIS PROJECT WILL RESULT IN NOVEL IDEAS AND INNOVATIVE ACTIONS THAT WILL BE REPLICABLE BY INDIGENOUS PEOPLES AND LOCAL COMMUNITIES ACROSS THE GLOBE. IT WILL ALSO EMPLOY WESTERN SCIENCE METHODOLOGY AND COLLABORATIONS WITH SEVERAL RESEARCHERS AND AGENCIES. THE PROJECT WILL DEVELOP A WILDLIFE HEALTH PLAN FOR GUIDING FUTURE WILDLIFE DISEASE SURVEILLANCE AND DATA SHARING, CONDUCT PILOT CASE STUDIES ON TICKS, DEER, AND ELK, AND DEVELOP THE RESEARCH AND MONITORING INFRASTRUCTURE AND SUPPORTING NETWORK OF RELATIONSHIPS AND COOPERATIVE AGREEMENTS THAT WILL ENABLE EFFECTIVE EARLY DETECTION, RESPONSE, AND MANAGEMENT OF DISEASE TRANSMISSION ALONG THE HUMAN WILDLIFE INTERFACE. THE PROJECT ADVANCES KARUK TRIBAL SOVEREIGNTY AND COLLABORATIONS WITH INSTITUTIONS AND AGENCIES BY DEVELOPING A MANAGEMENT PLAN INFORMED BY DATA AND RESEARCH THAT FILLS KEY INFORMATION GAPS ABOUT DISEASE MONITORING AND MANAGEMENT IN THE HUMAN WILDLIFE INTERFACE IN KARUK ABORIGINAL LANDS. THE PROJECT SUPPORTS EQUITY, DIVERSITY, ENVIRONMENTAL JUSTICE, AND ACCESSIBILITY OF SERVICES BY PROVIDING JOBS AND CAPACITY BUILDING FOR A HIGHLY RURAL, LOW INCOME, INDIGENOUS COMMUNITY WHICH IS OFTEN OVERLOOKED. THIS PROPOSAL PUTS INTO ACTION INDIGENOUS TRADITIONAL ECOLOGICAL KNOWLEDGE AND WESTERN KNOWLEDGE TO MONITOR THE HEALTH OF DEER AND ELK, TWO KARUK CULTURAL INDICATOR SPECIES. EXPECTED DELIVERABLES INCLUDE 1) KARUK WILDLIFE HEALTH PLAN FOR IMPLEMENTING A COLLABORATIVE KARUK WILDLIFE HEALTH MONITORING PROGRAM BASED UPON ONE HEALTH PRINCIPLES FOR EFFICIENT SURVEILLANCE OF 1.049 MILLION ACRES OF FORESTED BIODIVERSE KARUK ABORIGINAL LANDS. 2) AGREEMENTS WITH EXPERTS AT THE NATIONAL, STATE, AND LOCAL LEVEL TO ACCESS EXPERTISE AND SERVICES ENABLING A KARUK WILDLIFE HEALTH SURVEILLANCE PROGRAM ACROSS THE KARUK ABORIGINAL LANDSCAPE. 3) BUILT CAPACITY FOR A KARUK WILDLIFE HEALTH SURVEILLANCE PROGRAM INCLUDING STAFF, EQUIPMENT, AND DATA MANAGEMENT SYSTEMS PROTOCOLS. 4) PILOT CASE STUDIES TO DEVELOP THE RESEARCH AND MONITORING INFRASTRUCTURE AND SUPPORTING NETWORK OF RELATIONSHIPS AND REGULATORY POLICY THAT WILL ENABLE THE EFFECTIVE EARLY DETECTION, RESPONSE, AND MANAGEMENT FOR KNOWN AND POTENTIALLY NOVEL ZOONOTIC PATHOGENS CIRCULATING IN WILDLIFE ON KARUK ABORIGINAL LANDS. 5) SHARED FINDING THROUGH PUBLICATIONS, REPORTS, PRESS AND OTHER COMMUNICATIONS INCLUDING RESEARCH RESULTS, MONITORING AND MANAGEMENT PROTOCOLS, BEST PRACTICES, AND LESSONS LEARNED EMPHASIS ON SHARING WITH INDIGENOUS COMMUNITIES, STATE FEDERAL AGENCIES, AND THE GENERAL PUBLIC.

IN PARTICULAR, WE WILL USE FUNDS TO SUPPORT OUR IN-HOUSE RETINAL SCREENING PROGRAM WHICH TARGETS NATIVE AMERICAN DIABETICS NEEDING RETINAL SCREENING, MANY OF WHOM LIVE IN REMOTE RURAL AREAS. WE HAVE ALSO IDENTIFIED NUTRITION EDUCATION AS AN IMPORTANT PART OF COMPREHENSIVE DIABETIC CARE AND WILL USE FUNDS TO STAGE A LARGE WELLNESS CONFERENCE EMPHASIZING CULTURALLY-RELEVANT FOOD PRACTICES ONCE DURING THE YEAR, MONTHLY AND QUARTERLY DIABETIC LUNCHEONS WITH EDUCATION PROVIDED IN OUR THREE CLINIC LOCATIONS, AND SPECIALTY CONSULTATIONS WITH A REGISTERED DIETITIAN/CERTIFIED DIABETIC EDUCATOR AND ENDOCRINOLOGISTS AS NEEDED. OUTREACH STAFF WILL OBTAIN AND PREPARE WRITTEN MATERIALS, MEAL PLANNERS, AND OTHER TEACHING AIDS FOR DISTRIBUTION AS WELL. FUNDS WILL BE EXPENDED FOR STAFF TRAINING AND CERTIFICATIONS TO MAKE SURE ALL ARE PROVIDING THE MOST UP-TO-DATE INFORMATION TO OUR PATIENTS. ONGOING MONITORING OF HGB A1C IS AN IMPORTANT WAY WE TRACK HOW WELL OUR EDUCATIONAL EFFORTS ARE WORKING, AND ALSO TO IDENTIFY PATIENTS AT RISK FOR COMPLICATIONS. SDPI FUNDS WILL BE USED TO MAKE SURE WE MAINTAIN OUR TESTING EQUIPMENT AND ARE ABLE TO PROVIDE TESTING FOR ALL OUR NATIVE AMERICAN DIABETICS.

THE KARUK EDUCATION DEPARTMENT (KED) STAFF ARE EFFECTIVELY FIRST RESPONDERS IN THE TRIBE'S EFFORTS TO PROMOTE MENTAL HEALTH, REDUCE TRAUMA, AND TO DEVELOP LEADERSHIP SKILLS THROUGH CULTURAL AND COMMUNITY ENGAGEMENT AMONG THE TRIBE'S SCHOOL-AGED YOUTH. THEIR NETWORK PUTS THEM IN AN IDEAL POSITION TO COLLABORATE AND BUILD SYSTEMS THAT WILL HAVE A POSITIVE IMPACT ON ALL THE YOUNG PEOPLE OF THIS REGION WHO ARE MOST AT RISK. THE NATIVE CONNECTIONS GRANT WOULD ENABLE THE KARUK EDUCATION DEPARTMENT TO CREATE YÁAN'IIFTIHANSA THAANÊEN (TO BE AROUND YOUTH) A PROGRAM DESIGNED TO BUILD CONNECTEDNESS BETWEEN DIFFERENT SCHOOL-AGE COHORTS WHILE INCLUDING ELDERS, AS THE FOUNDATION FOR A MODEL FOR COMMUNITY CHANGE THAT PREVENTS SUICIDE THROUGH SELF-EFFICACY AND CULTURAL RESILIENCE.

FUNDING WILL BE USED TO SUPPORT THE KARUK TRIBE'S MENS TRANSITIONAL HOUSE AND TO ASSIST IN ADDRESSING THE OPIOID OVERDOSE CRISIS IN TRIBAL COMMUNITIES BY INCREASING ACCESS TO FDA APPROVED MEDICATIONS - PROJECT ABSTRACT SUMMARY THE KARUK TRIBE/TRIBAL OPIOID RESPONSE SERVES ONE OF THE MOST REMOTE/POVERTY STRICKEN AND GEOGRAPHICALLY ISOLATED AREAS; NORTHWESTERN HUMBOLDT COUNTY AND ALL OF SISKIYOU COUNTY IN A LARGE AREA APPROXIMATELY 6,000 SQUARE MILES THAT IS CONSIDERED FRONTIER WITH LESS THAN WITH FEWER THAN 1.87 PERSONS PER SQUARE MILE. THE TWO COUNTIES WITHIN THE TRIBE’S SERVICE AREA, SISKIYOU AND HUMBOLDT HAVE AN OPIOID PRESCRIPTION RATE OF 1,000 PRESCRIPTIONS PER 1,000 RESIDENTS (MORE THAN ONE PER PERSON). CALIFORNIA OPIOID OVERDOSE SURVEILLANCE DASHBOARD RANKS HUMBOLDT COUNTY 4TH AND SISKIYOU COUNTY 5TH IN THE NUMBER OF OPIOID INVOLVED OVERDOSE DEATHS. WHILE CALIFORNIA'S OVERALL OPIOID DEATH RATE IS LOWER THAN SOME OTHER STATES INDIVIDUAL COUNTIES IN THE STATE AND IN PARTICULAR RURAL COUNTIES ARE EXPERIENCING PRESCRIBING RATES AND DEATH RATES THAT ARE AMONG THE WORST IN THE COUNTRY. WITH 3,642 ENROLLED MEMBERS, THE KARUK TRIBE IS ONE OF THE LARGEST TRIBES IN CALIFORNIA. THE KARUK TRIBE HAS THREE PRIMARY SERVICE JURISDICTIONS: ORLEANS, HAPPY CAMP AND YREKA CA. THE MISSION OF THE KARUK TRIBE SUBSTANCE USE DISORDER PROGRAM (KSUDP) IS TO PROVIDE TIMELY ASSESSMENT, REFERRAL AND SUPPORTIVE TREATMENT SERVICES TO NATIVE AMERICAN (NA) COMMUNITY MEMBERS WHOSE SUBSTANCE USE HAS LED TO A DEPENDENCY QUALIFIED UNDER DSM V CRITERIA. A KSUDP PRIORITY WILL BE INTEGRATING TRADITIONAL/CULTURAL PRACTICES AND INCLUDING TRADITIONAL TRIBAL PRACTITIONERS WITHIN THE SERVICE DELIVERY SYSTEMS AND TO PROVIDE TRAINING ON CULTURAL AND ORGANIZATIONAL COMPETENCY FOR ALL EMPLOYEES ASSOCIATED WITH TREATMENT OF TRIBAL COMMUNITY MEMBERS. THE KSUDP WILL COLLABORATE WITH TRIBAL AND COMMUNITY PARTNERS TO CONDUCT A NEEDS ASSESSMENT TO IDENTIFY WAYS TO IMPROVE ACCESS TO OUD TREATMENT AND RELATED SERVICES. INFORMATION OBTAINED THROUGH THE PROCESS WILL ASSIST IN UTILIZING THE FUNDS RECEIVED FROM THE GRANT BASED ON CURRENT INFORMATION WE HAVE IDENTIFIED THE FOLLOWING GOALS, 1) INCREASING ACCESS TO OUD TREATMENT AND IMPROVING RETENTION IN CARE FOR COMMUNITY MEMBERS DIAGNOSED WITH OUD. 2) INCREASED ACCESS OF FDA APPROVED DRUGS TO TREAT OUD AND AVAILABILITY OF EDUCATION INSTRUCTION OF NARCAN IN TRIBAL COMMUNITIES TO PREVENT OR REDUCE THE OCCURRENCE OF OPIOID OVERDOSE DEATHS. 3) CONTINUING TO PROVIDE A SOBOR TRANSITIONAL RECOVERY HOME —IKRIVRAAM FOR NA MEN AFFORDED THE OPPORTUNITY TO MAINTAIN THEIR SOBRIETY AND BEGIN THE PROCESS OF IMPROVING THEIR LIVES TOWARDS SELF-SUFFICIENCY, AND. 4) IMPROVING SKILLS OF KSUDP DELIVERY OF EVIDENCE-BASED SERVICES FOR OUD. STRATEGIES AND INTERVENTIONS WILL PROVIDE A COMPREHENSIVE ARRAY OF OUTREACH SERVICES ACROSS THE SPECTRUM OF PREVENTION, TREATMENT, AND RECOVERY. INDIVIDUALS IN RECOVERY WILL HAVE A MEANINGFUL ROLE IN COMMUNITY RECOVERY SUPPORT SERVICES SUCH AS PEER SUPPORTS, RECOVERY COACHES, SPIRITUAL SUPPORT, DRUG AND ALCOHOL-FREE SOCIAL ENGAGEMENT, AND RECOVERY HOUSING. THE KSUDP WILL SERVE 30 UNDUPLICATED OPIOID PATIENTS ANNUALLY. FOR THE TWO-YEAR PROJECT WE WILL SERVE A TOTAL OF 44 UNDUPLICATED OPIOID PATIENTS AND SUSTAINING 44 UNDUPLICATED CLIENTS IN YEARS 3,4, AND 5. EVIDENCED BASED TREATMENT MODALITIES INCLUDE MEDICATION ASSISTED TREATMENT, MATRIX MODEL, AND PROMOTING AWARENESS OF MOTIVATIONAL INCENTIVES (PAMI). THE PROJECT WILL INCLUDE CONSULTATION WITH THE CALIFORNIA INDIAN RURAL HEALTH BOARD IN OUR TRIBAL EPIDEMIOLOGY CENTER.

PURPOSE: THIS FINANCIAL ASSISTANCE AGREEMENT IS ENTERED INTO BETWEEN THE UNITED STATES OF AMERICA, ACTING THROUGH THE DEPARTMENT OF THE INTERIOR, BUREAU OF RECLAMATION AND THE KARUK TRIBE, PURSUANT TO PUBLIC LAW 85-624, 16 U.S.C. 661 ET SEQ., AS AMENDED, AND SECTION 7(A) FISH AND WILDLIFE COORDINATION ACT (FWCA), (70 STAT 1122 16 U.S.C. 742F(A), AS LIMITED AND DELEGATED BY THE SECRETARY OF THE INTERIOR DELEGATION OF AUTHORITY TO THE BUREAU OF RECLAMATION AT 255 DM 1.1.B, SECTION (A).THE PUBLIC PURPOSE OF THIS PROJECT IS TO MITIGATE DROUGHT IMPACTS IN THE KLAMATH BASIN AND SUPPORT SALMON POPULATIONS. ADDITIONAL BENEFITS TO USBR AND THE PUBLIC INCLUDE MEETING OBJECTIVES UNDER THE BIOLOGICAL OPINION FOR SALMON RECOVERY IN THE KLAMATH BASIN BY RESTORING SALMON HABITAT. THE KARUK TRIBE IS EXPERIENCING MORE IMPACTS FROM A CHANGING CLIMATE, HOTTER SUMMERS, AND FREQUENT DROUGHTS. THE PROPOSED PROJECT WILL ASSIST THE TRIBE TO DEVELOP, MANAGE, AND PROTECT THEIR FISHERY RESOURCES.ACTIVITIES TO BE PERFORMED: THIS PROJECT WILL USE ACOUSTIC TAGS TO MONITOR JUVENILE SALMONID SURVIVAL AND MIGRATION RATES FROM THE SCOTT, SALMON AND TRINITY RIVERS, AND LOCATIONS ON THE MIDDLE KLAMATH TO KLAMATH RIVER ESTUARY. NATURAL AND HATCHERY FISH WILL BE TAGGED AND RELEASED IN THE MID REACHES OF THE SCOTT RIVER AND SALMON RIVER, IN LEWISTON AND PEAR TREE BAR, ON THE MAINSTEM TRINITY RIVER 15 MILES UP THE SOUTH FORK TRINITY RIVER AND SAINTS REST ON THE KLAMATH RIVER. AN ARRAY OF 32 ACOUSTIC RECEIVERS WILL BE INSTALLED ALONG THE MAINSTEM OF THESE STREAMS TO TRACK THE FISHES PROGRESS TO THE ESTUARY. AT THE BOTTOM OF EACH RIVER RECEIVERS WILL BE PAIRED TO FACILITATE ESTIMATION OF SURVIVAL AND PROBABILITY OF DETECTION.WILD AND HATCHERY CHINOOK SALMON WILL BE COLLECTED FROM TRAPS NEAR JUNCTION CITY, WILLOW CREEK, WEITCHPEC, SCOTT RIVER AND SALMON RIVER. FOLLOWING GUIDANCE ON TAG WEIGHT TO BODY WEIGHT, CHINOOK OVER 4.5 GRAMS ( 75MM) WILL HAVE A JSAT ACOUSTIC TAG SURGICALLY IMPLANTED, HELD FOR 24 HOURS FOR OBSERVATION, THEN RELEASED FROM ONE OF THE LOCATIONS PREVIOUSLY MENTIONED. AN ARRAY OF 32 ACOUSTIC RECEIVERS WILL BE INSTALLED ALONG THE LOWER KLAMATH RIVER AND TRIBUTARIES DOWNSTREAM OF WHERE FISH ARE TO BE RELEASED TO TRACK TAGGED FISH AS THEY MOVE DOWNSTREAM.TO EVALUATE HOW SURVIVAL AND MIGRATION PATTERNS VARY BY WATER YEAR AND RUNOFF TIMING THE PROJECT WILL TAG AND TRACK FISH OVER THE COURSE OF FOUR YEARS, 2023 THROUGH 2026. IT IS PROPOSED THAT UP TO 400 TAGS BE INSERTED INTO JUVENILE SALMON DURING THE PROJECT PERFORMANCE PERIOD. THE 2023 WORK HAS ALREADY BEEN COMPLETED AND FUNDED ON THE FY2023 AFA. THIS AGREEMENT WILL FUND THE REMAINING THREE YEARS OF THE STUDY.DELIVERABLES AND EXPECTED OUTCOMES: EACH YEAR A DATA SUMMARY AND TECHNICAL MEMO WILL BE PRODUCED DESCRIBING THE FINDINGS FROM THAT YEARS EFFORT. AT THE END OF THE 4TH YEAR A COMPREHENSIVE REPORT WHICH EVALUATES MULTI-YEAR PATTERNS AND INCORPORATES MORE FULLY THE FINDINGS WILL BE COMPLETED AND DELIVERED TO RECLAMATION.ACOUSTIC CAPTURE DATA WILL BE DOWNLOADED PERIODICALLY DURING THE RELEASE PERIOD. ALSO, MAKING FUNDING AVAILABLE TO THE TRIBE FOR THE PROJECT, RECLAMATION IS HELPING THE TRIBE BECOME MORE SELF-SUFFICIENT AND SUSTAINABLE.WITH DROUGHT CONDITIONS BECOMING MORE COMMON HAVING BASELINE DATA AND DATA ON IN AN ACCESSIBLE AND COHESIVELY MANAGED FORMAT WILL BE EXTREMELY USEFUL FOR EVALUATING CHANGING CONDITIONS. THIS AWARD WILL HELP THE KARUK TRIBE (KT) IN EXPANDING THIS MONITORING AND IN PROVIDING ASSISTANCE TO PURCHASE TOOLS TO BETTER MANAGE, ANALYZE, AND DISSEMINATE THIS DATA TO COLLABORATING WATER AND FISHERIES MANAGERS AS WE WORK TO UNDERSTAND AND QUANTIFY THE IMPACTS OF DROUGHT.
