THE GOAL OF THE PROJECT IS TO IMPROVE FISH PASSAGE IN WEST TULE CREEK FOR ALL SPECIES AND LIFE STAGES OF ANADROMOUS FISH. THIS WILL BE ACCOMPLISHED BY REMOVING A PRIVATE AGRICULTURAL DIVERSION CONCRETE DAM, REDUCING INSTANTANEOUS DIVERSION RATES AND IMPROVING THE FISH SCREEN TO PREVENT ENTRAINMENT OF MIGRATING FISH INTO THE DIVERSION. TO ACHIEVE THE PROJECTS GOALS, THE WRTC WILL REMOVE AN EXISTING FISH BARRIER CONCRETE DAM LOCATED ADJACENT TO THE DIVERSION AND REPLACED IT WITH AN ENGINEERED ROUGHENED CHANNEL, REMOVE THE EXISTING DIVERSION AND FISH SCREEN, INSTALL A PRECAST CONCRETE BOX, AND INSTALL A NEW CDFW AND OR USFWS APPROVED FISH SCREEN, AND APPROXIMATELY 200 OF 15 PVC PIPE AT A NEW GRADE. WRTC HAS OBTAINED PLANNING AND DESIGN FUNDING THROUGH THE BUREAU OF RECLAMATIONS CENTRAL VALLEY PROJECT IMPROVEMENT ACT TO BRING DESIGNS BY CASCADE STREAM SOLUTIONS TO 90% AND COMPLETE ENVIRONMENTAL COMPLIANCE BY THE END OF 2025. WRTC HAS BEEN CONSULTING WITH EXPERIENCED FISH PASSAGE BARRIER REMOVAL CONTRACTORS THROUGHOUT THE PROJECT (GARY BLACK AND BILL PARRY). THE PROJECT WILL MONITOR STREAM FLOW, TEMPERATURE, AND DIVERSION. UTILIZING SEPARATE FUNDING, STREAMFLOW MONITORING SITES HAVE BEEN INSTALLED ON WEST TULE CREEK IN EARLY SPRING OF 2021-2023 AND MONITORED STREAMFLOW THROUGH SEPTEMBER EACH YEAR. THE MONITORING SITES ARE LOCATED ABOVE AND BELOW THE DIVERSION, AND ON TULE CREEK AT GREEN GATE ACCESS. MONITORING SITES WILL BE INSTALLED AGAIN IN SPRING OR SUMMER OF 2024. THE LANDOWNERS HAVE COMPLEMENTED WRTC MONITORING EFFORTS BY KEEPING A DETAILED DIVERSION LOG AND HAVE ALSO INSTALLED A FLOW METER ON THE DIVERSION THAT WILL BE CALIBRATED AND DATA COLLECTION WILL BEGIN IN SUMMER 2024.THE PROJECT IS A COLLABORATION BETWEEN THE WATERSHED RESEARCH AND TRAINING CENTER AND THE SERVICE S PARTNERS FOR FISH WILDLIFE PROGRAM AND NATIONAL FISH PASSAGE PROGRAM.

THE HAYFORK CREEK FISH LADDER IS A BARRIER TO UPSTREAM MIGRATION OF ADULT PACIFIC LAMPREY AND LIMITING UTILIZATION OF HIGH QUALITY HABITAT UPSTREAM SUCH AS THE WILDWOOD VALLEY. HAYFORK CREEK IS A MAJOR TRIBUTARY TO THE UNDAMMED SOUTH FORK TRINITY RIVER AND THE SOUTHERN MOST WATERSHED IN THE KLAMATH BASIN STILL ACCESSIBLE AND OCCUPIED BY PACIFIC LAMPREY. THE WATERSHED RESEARCH AND TRAINING CENTER (WRTC) IN COOPERATION WITH DAMON GOODMAN (CALIFORNIA TROUT) AND TRAVIS JAMES (YUROK TRIBE) AND OTHERS WILL PROVIDE AN ALTERNATIVES ANALYSIS OF ACTIONS TO IMPROVE LAMPREY PASSAGE AT THE HAYFORK CREEK FISH LADDER. THESE ANALYSES WILL BE PRESENTED IN A REPORT AND WILL LEAD TO A 35% CONCEPTUAL DESIGN FOR IMPROVING LAMPREY PASSAGE AT THE SITE.THE HAYFORK FISH LADDER CONSISTS OF A SERIES OF CONCRETE BAFFLES WHICH ARE VERTICAL WALLS WITH SHARP RIGHT ANGLE EDGES ON TOP. MANY OF THE BAFFLES ARE DAMAGED AND UNDER CUT. STUDIES HAVE SHOWN LAMPREY CANNOT MAINTAIN THEIR HOLD ONTO THE CONCRETE OVER SQUARED CORNERS ESPECIALLY WITH FAST VELOCITIES OF WATER (PACIFIC LAMPREY TECHNICAL WORKGROUP 2017 AND LAMPREY TECHNICAL WORKGROUP 2020). LAMPREY PRESENCE HAS NOT BEEN RECORDED ABOVE THE FALLS SINCE THE INSTALLATION OF THE FISH LADDER.POTENTIAL ACTIONS TO IMPROVE LAMPREY PASSAGE AT THE BARRIER THAT WILL BE EXAMINED INCLUDE A COMPLETE REMOVAL OF THE LADDER AND PARTIAL REMOVAL AND MODIFICATION OF THE LADDER (I.E. ROUND THE CORNERS OF THE CONCRETE BAFFLES) AND ADDITION OF A RETROFIT TO THE LADDER (I.E. LAMPREY RAMPS AND BYPASS) AND NO ACTION. REID (2016) STATES AND PARTIAL BARRIERS DESIGNED FOR SALMONID PASSAGE COULD BE IMPROVED BY RELATIVELY SIMPLE MODIFICATIONS TO FACILITATE LAMPREY PASSAGE. EACH SITE IS UNIQUE AND WOULD REQUIRE SPECIFIC ANALYSIS TO TAILOR MODIFICATIONS TO THE INDIVIDUAL SETTING AND THE NEEDS OF ALL FISHES USING THE PATHWAY. WE WILL CONSULT WITH DAMON GOODMAN (CALTROUT) AND TRAVIS JAMES (YUROK TRIBAL FISHERIES DEPARTMENT) AND OR OTHER FISH PASSAGE SPECIALISTS (I.E. MIKE LOVE AND ASSOCIATES) ON DESIGN AND ASSESSMENT FOR LAMPREY AND OTHER FISH PASSAGE. IMPROVING LAMPREY PASSAGE COULD BENEFIT THE SPECIES BY PROVIDING ACCESS TO 9.3 KILOMETERS OF HABITAT THAT MAY PROVIDE LAMPREY POPULATIONS RESILIENCY FROM NEGATIVE IMPACTS OF CLIMATE CHANGE. ACCESS TO THE HIGHER ELEVATION REACH OF HAYFORK CREEK MAY PROVIDE HABITAT THAT HAS COOLER WATER TEMPERATURES AND AVAILABLE WATER.TASK 1 (EVALUATE THE CURRENT CONDITIONS OF THE FISH LADDER) INCLUDES SITE VISITS WITH USFWS AND CDFW AND YUROK TRIBE AND OTHER PARTNER GROUPS AND SURVEY SITE AND BARRIER AND ANALYZE SURVEY INFORMATION TO IDENTIFY PHYSICAL NEEDS. EVALUATION OF THE SITE MAY INCLUDE SURVEYING LONGITUDINAL PROFILE AND CROSS SECTIONS OF THE CHANNEL THROUGH BARRIER FALLS AND BATHYMETRY SURVEYS AND LIDAR AND PHOTOGRAPHY AND WATER VELOCITY MEASUREMENTS AND OTHER PHYSICAL HABITAT FEATURE MEASUREMENTS WITHIN IMMEDIATE VICINITY OF THE BARRIER TO ADDRESS LAMPREY PASSAGE. TASK 2 (ALTERNATIVE ANALYSIS) INCLUDES EXPLORING CONCEPT DESIGNS FOR FULL REBUILD AND ALTERATION OF CURRENT LADDER AND LAMPREY LADDER INSTALL AND OTHER YET TO BE IDENTIFIED ALTERNATIVES AND ASSESS CONCEPT DESIGNS FOR FEASIBILITY AND COST BENEFIT AND EFFECTIVENESS (ENVIRONMENTAL COMPLIANCE PLAN FOR EACH ALTERNATIVE AND CONSULTATION WITH AGENCIES AND LAMPREY PASSAGE EXPERTS AND OTHERS) AND SELECT APPROPRIATE OPTION AND BEGIN DESIGN TO 35%. THIS PROJECT WILL SUPPORT COMMUNITY-BASED WILDFIRE PRACTITIONERS THROUGH TARGETED TRAINING, PEER NETWORKING, STRATEGIC PLANNING, AND IN-DEPTH COMMUNITY WILDFIRE ASSESSMENTS.
