BLISS,HUGHEY,MILAM,AND POWELL ELEMENTARY SCHOOLS WILL PILOT THE ALTERNATIVE PROGRAM CONEXIONES THAT WILL PROVIDE K THROUGH 5 STUDENTS WITH SPANISH LANGUAGE EDUCATION COMPLEMENTED BY LESSONS ON HISPANIC CULTURE. AS MILITARY CONNECTED STUDENTS LEARN ABOUT THE ARTS,CUSTOMS,AND TRADITIONS OF THE PREDOMINANTLY HISPANIC REGION,THOSE WHO WERE UNFAMILIAR WITH THE CULTURE WILL GAIN EXPOSURE TO HELP THEM ACCLIMATE TO THE BROADER COMMUNITY. OUTSIDE OF REGULAR CLASSROOM ACTIVITIES,CONEXIONES WILL ENGAGE PARENTS THROUGH MONTHLY PROGRAM NEWSLETTERS AND FAMILY NIGHT ACTIVITIES CULMINATING IN THE ANNUAL WORLD LANGUAGE FESTIVAL,FURTHER CEMENTING THE CONNECTIONS BETWEEN MILITARY CONNECTED FAMILIES AND THE GREATER EL PASO COMMUNITY. TO ADDRESS THIS PROBLEM, EL PASO ISD PROPOSES TO IMPLEMENT THE SAFE HORIZONS PROGRAM, AN INNOVATIVE, COMPREHENSIVE INITIATIVE AIMED AT PROMOTING A SAFE AND NURTURING ENVIRONMENT FOR STUDENTS. BY HOLISTICALLY ADDRESSING BOTH PHYSICAL AND PSYCHOLOGICAL SAFETY, THE PROGRAM SEEKS TO CREATE AN ATMOSPHERE WHERE STUDENTS CAN THRIVE ACADEMICALLY, SOCIALLY, AND EMOTIONALLY. FOUR OF EL PASO ISDS MOST ECONOMICALLY DISADVANTAGED AND LOWEST-PERFORMING SCHOOLS WILL PILOT THIS PROGRAM: BOWIE HIGH SCHOOL, GUILLEN MIDDLE SCHOOL, IRVIN HIGH SCHOOL, AND MAGOFFIN MIDDLE SCHOOL. SAFE HORIZONS IS BASED ON THE BUILDING ASSETS AND REDUCING RISKS (BARR) MODEL, DRAWING ON ITS EIGHT STRATEGIES TO DEVELOP A POSITIVE SCHOOL CULTURE, BUILD RELATIONSHIPS, AND REMOVE BARRIERS TO LEARNING. THIS PROGRAM WILL ADDRESS VIOLENCE BY TRAINING SCHOOL PERSONNEL AND EDUCATING STUDENTS ON VIOLENCE PREVENTION, IMPLEMENTING A TECHNOLOGY SOLUTION FOR REPORTING SAFETY CONCERNS, AND HIRING DEDICATED PERSONNEL TO IMPROVE SCHOOL CLIMATE AND SUPPORT STUDENTS. | Department of Justice | EL PASO INDEPENDENT SCHOOL DISTRICT (EL PASO ISD) HAS NOTICED AN INCREASE IN THE NUMBER OF STUDENTS REPORTING EPISODES OF BULLYING. WITH LIMITED RESOURCES, THE DEPARTMENTS OF COUNSELING & ADVISING AND STUDENT AND PARENT SERVICES ARE NOT ABLE TO PROVIDE THE SUPPORT/GUIDANCE THAT CAMPUSES AND STUDENTS NEED. AS A RESULT, STUDENTS HAVE BEEN COPING WITH THE TRAUMA FROM BULLYING WHICH HAS AFFECTED THEIR PERFORMANCE IN SCHOOL. IN SOME CASES, BULLYING HAS INCREASED THE NUMBER OF STUDENTS JOINING GANGS LEADING THEM TO BULLY OTHERS AS A WAY TO COPE, SOME HAVE ISOLATED THEMSELVES FROM PEERS AND FAMILY, AND OTHER HAVE HAD THOUGHTS AND/OR ACTS OF SUICIDE. TO ENSURE EL PASO ISD PROVIDES ITS STUDENTS A QUALITY EDUCATION IN A SUITABLE AND SAFE ENVIRONMENT, THE DISTRICT WILL ESTABLISH A DISTRICT-LEVEL BULLYING PREVENTION COMMITTEE. THE COMMITTEE WILL HAVE CERTIFIED STAFF TO PROVIDE ON-GOING BULLYING PREVENTION THROUGHOUT THE FIVE GEOGRAPHICAL AREAS OF THE DISTRICT: EAST, CENTRAL, SOUTHSIDE, NORTHEAST AND WESTSIDE. ADDITIONALLY, THROUGH SENATE BILL 2050, THE DISTRICT-LEVEL COMMITTEE WILL ASSIST ALL EIGHTY CAMPUSES IN ESTABLISHING THEIR OWN BULLYING PREVENTION COMMITTEE. EL PASO INDEPENDENT SCHOOL DISTRICT (EL PASO ISD) HAS NOTICED AN INCREASE IN THE NUMBER OF STUDENTS REPORTING EPISODES OF BULLYING. WITH LIMITED RESOURCES, THE DEPARTMENTS OF COUNSELING & ADVISING AND STUDENT AND PARENT SERVICES ARE NOT ABLE TO PROVIDE THE SUPPORT/GUIDANCE THAT CAMPUSES AND STUDENTS NEED. AS A RESULT, STUDENTS HAVE BEEN COPING WITH THE TRAUMA FROM BULLYING WHICH HAS AFFECTED THEIR PERFORMANCE IN SCHOOL. IN SOME CASES, BULLYING HAS INCREASED THE NUMBER OF STUDENTS JOINING GANGS LEADING THEM TO BULLY OTHERS AS A WAY TO COPE, SOME HAVE ISOLATED THEMSELVES FROM PEERS AND FAMILY, AND OTHER HAVE HAD THOUGHTS AND/OR ACTS OF SUICIDE. TO ENSURE EL PASO ISD PROVIDES ITS STUDENTS A QUALITY EDUCATION IN A SUITABLE AND SAFE ENVIRONMENT, THE DISTRICT WILL ESTABLISH A DISTRICT-LEVEL BULLYING PREVENTION COMMITTEE. THE COMMITTEE WILL HAVE CERTIFIED STAFF TO PROVIDE ON-GOING BULLYING PREVENTION THROUGHOUT THE FIVE GEOGRAPHICAL AREAS OF THE DISTRICT: EAST, CENTRAL, SOUTHSIDE, NORTHEAST AND WESTSIDE. ADDITIONALLY, THROUGH SENATE BILL 2050, THE DISTRICT-LEVEL COMMITTEE WILL ASSIST ALL EIGHTY CAMPUSES IN ESTABLISHING THEIR OWN BULLYING PREVENTION COMMITTEE. EACH COMMITTEE WILL ADOPT A BULLYING PREVENTION CURRICULUM THAT WILL BE EMBEDDED INTO THE STUDENTS’ DAILY INSTRUCTION. STUDENTS THAT CONTINUE TO BULLY WILL BE ASSIGNED TO COMPLETE ANTI-BULLYING LEARNING MODULES. BY THE END OF THE PROGRAM, EL PASO ISD WILL HAVE ADOPTED A COMPREHENSIVE BULLYING PREVENTION APPROACH THAT WILL CREATE A LONG-TERM CHANGE THAT CREATES A SAFE AND POSITIVE SCHOOL CLIMATE (OLWEUS, 2021).

THIS STEM-FOCUSED PROGRAM ENRICHES THE MILITARY-CONNECTED COMMUNITY IN THE EL PASO INDEPENDENT SCHOOL DISTRICT BY EQUIPPING AND EXPANDING THE STEM MAGNET HIGH SCHOOL, PREPARING MIDDLE SCHOOL STUDENTS THROUGH STEM ELECTIVES AND STEM FOCUSED CLUBS, AND STRENGTHENING CORE SCIENCE INSTRUCTION. THIS STRATEGY WILL VERTICALLY ALIGN STEM-BASED LEARNING FROM ELEMENTARY TO HIGH SCHOOL FOR MILITARY-CONNECTED COMMUNITIES AND CREATE A GATEWAY FOR COLLEGE AND CAREER READINESS.

THIS AWARD APPROVES FUNDING FOR THE 2023-24 VISTA SUPPORT PROGRAM GRANT DESCRIBED IN THE APPROVED PROGRAM NARRATIVE AND BUDGET. THE PURPOSE OF THIS GRANT IS TO SUPPORT THE ORGANIZATION TO EXPAND CAPACITY AND OUTREACH, CONDUCT COMMUNITY CARE ASSESSMENTS TO UNDERSTAND CURRENT SERVICES, AND TO BUILD PROGRAMS TO THE BENEFIT OF LOW-INCOME POPULATIONS IN EL PASO COUNTY. TO DO THIS, EL PASO INDEPENDENT SCHOOL DISTRICT COMMUNITY SCHOOLS WILL PERFORM THE FOLLOWING HIGH LEVEL ACTIVITIES: HIRE A PROJECT DIRECTOR WHO WILL ASSUME FULL-TIME RESPONSIBILITY OVER THIS PROJECT.
