THIS PROPOSAL IS SUBMITTED IN RESPONSE TO BJA’S INVITATION TO APPLY FOR FY23 ADMINISTRATIVE FUNDING ADJUSTMENTS TO PREVIOUSLY FUNDED AWARDS UNDER THE ADULT DRUG COURT PLANNING, TRAINING, TECHNICAL ASSISTANCE, AND RESOURCE CENTER INITIATIVE. THE CENTER FOR JUSTICE INNOVATION (CENTER) WILL CONTINUE PROVIDING A COMPREHENSIVE COST-EFFECTIVE TTA SERVICES FOR STATEWIDE DRUG COURT SYSTEMS; WORK WITH STATE-LEVEL DRUG COURT COORDINATORS AND OTHER STATE LEADERS TO IMPROVE DRUG COURT OPERATIONS AND COORDINATION; AND FACILITATE RESEARCH STUDY PROPOSALS THAT ADDRESS RESEARCH GAPS IN THE DRUG COURT LANDSCAPE. THE SERVICE AREA IS NATIONWIDE, AND THE PRIMARY BENEFICIARIES ARE STATEWIDE GRANTEES AS WELL AS THE FIELD AT LARGE. THE CENTER WILL IMPLEMENT THE FOLLOWING OBJECTIVES: PROVIDE COST-EFFECTIVE TTA TO STATEWIDE GRANTEES AND OFFER SUPPORT TO STATE DRUG COURT COORDINATORS AND OTHER STATE AGENCIES. THE CENTER WILL MEET THE INDIVIDUALIZED TTA NEEDS OF STATEWIDE GRANTEES AND OTHER JURISDICTIONS, EMPHASIZING TTA IN STATEWIDE STRATEGIC PLANNING, FIDELITY ASSESSMENT, STATEWIDE TRAINING, EVIDENCE-BASED PRACTICES, CAPACITY BUILDING, AND DATA COLLECTION/EVALUATION. OFFER VETERAN TREATMENT COURTS STRATEGIC PLANNING TO FOUR STATES. CENTER STAFF WILL CONDUCT NEEDS ASSESSMENTS AND STRATEGIC PLANNING WORKSHOPS AND WILL ADMINISTER FUNDING IN PASSTHROUGH AWARDS TO THE STATES, TO BE USED FOR ACTIVITIES TO FURTHER THEIR STRATEGIC GOALS. CONVENE QUARTERLY STATEWIDE DRUG COURT MEETINGS. AS IT HAS DONE SINCE 2015, THE CENTER WILL HOST VIRTUAL AND IN-PERSON QUARTERLY MEETINGS, AS WELL AS CONTINUE CONVENING THE COORDINATORS MONTHLY FOR SPECIAL TA SESSIONS. MAINTAIN AND ENHANCE THE NATIONAL ONLINE LEARNING SYSTEM FOR DRUG COURTS. THE CENTER CREATED THE NATIONAL DRUG COURT ONLINE LEARNING SYSTEM IN 2012. UNDER THIS AWARD, THE CENTER WILL ADMINISTER FUNDING TO AN ADULT ELEARNING WEB DEVELOPER TO UPDATE THE WEBSITE. FACILITATE FOUR RESEARCH STUDIES TO PRODUCE PRACTITIONER-FRIENDLY PUBLICATIONS AND RESOURCES: EACH STUDY WILL PROVIDE BJA WITH INFORMATION ON WHAT DATA COURTS AND STATES SHOULD BE COLLECTING AND HOW TO SUPPORT THE COLLECTION OF THIS DATA, WITH THE GOAL OF IMPROVING AND ENHANCING FUTURE RESEARCH AND STATE EVALUATIONS AND ANALYSES OF DRUG COURT OPERATIONS. PROVIDE COMPREHENSIVE TTA TO IMPROVE RACIAL AND ETHNIC DISPARITIES IN DRUG COURTS. THE CENTER WILL DEVELOP A BIAS INDICATOR TOOL FOR TREATMENT COURT PRACTITIONERS AND EXPAND THE USE OF THE RACIAL AND ETHNIC DISPARITIES PROGRAM ASSESSMENT TOOL (DEVELOPED BY AMERICAN UNIVERSITY).

PROBLEM TO BE ADDRESSED: THE SIXTH AMENDMENT ENCOMPASSES A SET OF RIGHTS THAT HELP ENSURE FAIR ADJUDICATION AND ACCURATE VERDICTS. STATE AND LOCAL GOVERNMENTS, AND COURTS SPECIFICALLY, HAVE AN AFFIRMATIVE RESPONSIBILITY TO UPHOLD THESE RIGHTS, YET MANY FAIL TO MEET THIS OBLIGATION FULLY. EXAMINATION OF THE SIXTH AMENDMENT HIGHLIGHTS THREE AREAS IN WHICH COURTS PLAY A PIVOTAL ROLE IN THE DEPRIVATION OF RIGHTS DUE TO OVERCROWDED COURT CALENDARS AND CASE DELAYS; THE COERCIVE ELEMENTS OF PLEA BARGAINING; AND THE CHALLENGES OF JURY TRIALS. PRIMARY GOALS AND ACTIVITIES. THE CENTER FOR COURT INNOVATION (THE CENTER), WITH FAIR TRIALS AND NPC RESEARCH, PROPOSES TO PROVIDE THREE LEVELS OF TRAINING AND TECHNICAL ASSISTANCE (TTA) TO JUDICIARIES AND COURTS ACROSS THE COUNTRY TO IMPROVE SIXTH AMENDMENT PROTECTIONS: 1) INTENSIVE STRATEGIC PLANNING AND CUSTOMIZED TTA ACTIVITIES WILL FACILITATE AN OVERALL REVIEW AND ASSESSMENT OF ALL PROTECTIONS FOUND WITHIN THE SIXTH AMENDMENT IN EACH SITE. THE CENTER AND NPC RESEARCH WILL PROVIDE NEEDS-BASED TTA TO FOUR SITES FOR 18 MONTHS TO INFORM STRATEGIC PLANNING. 2) ON-DEMAND TTA AND ACTION RESEARCH ACTIVITIES WILL FACILITATE STRATEGIC PLANNING AROUND DISCRETE CHALLENGES (E.G., SPEEDY TRIAL, IMPARTIAL JURY, ETC.). THE CENTER AND FAIR TRIALS WILL PROVIDE NEEDS-BASED TTA TO FOUR SITES FOR 12 MONTHS. 3) LIMITED ASSISTANCE TTA ACTIVITIES WILL INCLUDE REMOTE CONSULTATIONS BY THE CENTER AND FAIR TRIALS TO FACILITATE BRIEF INFORMATIONAL AND REFERRAL RESPONSES. THE LEARNINGS FROM TTA SITES WILL BE USED TO IDENTIFY GAPS IN KNOWLEDGE AFFECTING SIXTH AMENDMENT PRACTICE AND INFORM THE DEVELOPMENT OF PROJECT DELIVERABLES. TO MAXIMIZE THE REACH AND IMPACT OF DELIVERABLES, THE CENTER WILL PARTNER WITH AGENCYQ TO CONTINUE AND EXPAND THEIR WORK ON THE STRENGTHENING THE SIXTH WEBSITE. PROJECT STRATEGY. THE PROJECT PAIRS EXPERIENCED PRACTITIONERS AND RESEARCHERS TO TAKE A NEEDS-BASED APPROACH TO WORKING WITH COURTS. COMBINED WITH SUBJECT MATTER EXPERTS, THE TEAM HELPS SITES UNDERSTAND WHAT CAN BE DISTILLED FROM PRACTICE AND RESEARCH TO INFORM HOW SITES CAN USE THE INFORMATION TO IMPROVE THEIR SYSTEMS. ANTICIPATED BENEFITS AND MAJOR DELIVERABLES. THE CENTER AND FAIR TRIALS WILL COLLABORATE ON DEVELOPING AND DISSEMINATING VARIOUS MATERIALS, INCLUDING ONE NATIONAL OR SEVERAL REGIONAL VIRTUAL CONVENINGS, FACT SHEETS, AND BRIEFS. THE FINDINGS RELATED TO GAPS IN KNOWLEDGE WILL BE CAPTURED IN AT LEAST ONE WRITTEN DELIVERABLE ON A PERTINENT TOPIC AREA. DOING BUSINESS AS CENTER FOR COURT INNOVATION (CENTER) SEEKS $3,125,000 OVER FIVE YEARS UNDER HEALTH RESOURCES & SERVICES ADMINISTRATION AWARD OPPORTUNITY 22-073 TO BUILD ON ITS SUCCESSFUL HISTORY DEVELOPING AND EXPANDING SPECIALIZED INFANT-TODDLER COURTS (ITCS) TO INCREASE THE PRESENCE OF ITCS IN NEW YORK STATE (NYS). THIS APPLICATION IS IN PARTNERSHIP WITH THE NYS UNIFIED COURT SYSTEM; THE NYS COUNCIL ON CHILDREN AND FAMILIES (CCF), WHICH COORDINATES 12 NYS CHILD- AND FAMILY-SERVING SYSTEMS; AND RISE, AN ORGANIZATION OF PARENTS WITH LIVED EXPERIENCE IN THE CHILD WELFARE SYSTEM THAT ADVOCATES FOR NEEDED REFORMS IN THE CHILD WELFARE SYSTEM. THE PROPOSED PROJECT’S OVERARCHING GOAL IS TO ENGAGE FAMILIES, SYSTEMS, AND COMMUNITIES TO PROMOTE THE DEVELOPMENTAL HEALTH OF COURT-INVOLVED INFANTS AND TODDLERS. THE PROPOSED PROJECT WILL SERVE CHILDREN BIRTH TO THREE YEARS OF AGE UNDER COURT JURISDICTION, INCLUDING CHILDREN WHO ARE IN FOSTER CARE AND THOSE WHO ARE AT RISK OF REMOVAL, AND THEIR FAMILIES. THERE ARE MORE THAN 16,000 INFANTS AND TODDLERS WITH ACTIVE CASES IN THE FAMILY COURTS IN NYS. THIS VERY LARGE NUMBER OF CHILDREN, WHO ESSENTIALLY START LIFE IN THE CHILD WELFARE SYSTEM, PRESENTS A NEED FOR SPECIALIZED EXPERTISE IN INFANT MENTAL HEALTH AND EARLY CHILD DEVELOPMENT WITHIN THE FAMILY COURTS AND A NEED TO MAKE COURT INVOLVEMENT A PATHWAY TO EVIDENCE-BACKED AND HIGHLY SUPPORTIVE CHILD AND FAMILY SERVICES. THE CENTER’S STRONG STARTS COURT INITIATIVE’S ITC MODEL MEETS THESE NEEDS. THE CENTER PROPOSES TO EXPAND CAPACITY IN ONE OF ITS EXISTING STRONG STARTS COURT INITIATIVE ITC SITES, IN BROOKLYN, NEW YORK, WHICH HAS MORE THAN 2,500 INFANTS AND TODDLERS ON ITS CHILD PROTECTION DOCKET, AND TO DEVELOP NEW ITCS IN GEOGRAPHICALLY DIVERSE PARTS OF NYS, INCLUDING ERIE COUNTY IN THE WESTERNMOST PART OF NYS AND BROOME COUNTY IN THE SOUTH-CENTRAL PART OF THE STATE. THE CENTER'S EXISTING STRONG STARTS COURT INITIATIVE IS HI GHLY ALIGNED WITH THE ZERO TO THREE ITC MODEL AND CURRENTLY OPERATES IN EVERY BOROUGH OF NEW YORK CITY AND IN WESTCHESTER COUNTY, NEW YORK. THE CENTER WILL LEVERAGE ITS STRONG RELATIONSHIP WITH THE NYS UNIFIED COURT SYSTEM AND ITS EXPERIENCE DEVELOPING PROBLEM SOLVING COURTS WITHIN AND WITH THE PARTICIPATION OF LOCAL COMMUNITIES TO COORDINATE THE EFFORTS AND OPERATIONS OF ITCS THROUGHOUT NYS. A STATE COORDINATOR WILL ENSURE THAT THERE ARE CONSISTENT POLICIES AND PRACTICES ACROSS SITES, TRAINING FOR THE ITCS’ DEDICATED JUDGES AND INFANT MENTAL HEALTH-EXPERT CLINICAL COORDINATORS AS WELL AS OTHER NEEDED TECHNICAL ASSISTANCE, AND UNIFORM DATA COLLECTION. THE CENTER WILL ALSO WORK CLOSELY WITH THE ITC PROGRAM NATIONAL RESOURCE CENTER TO ENSURE THAT THERE IS SHARED LEARNING ACROSS SITES AND STATE TEAMS, PROVIDE A DATA MANAGER TO THIS PROJECT, AND WILL INVOLVE ITS TRIBAL JUSTICE EXCHANGE TO INCLUDE THE EXPERTISE OF TRIBAL SYSTEMS AND FACILITATE COORDINATION BETWEEN TRIBAL AND STATE COURT SYSTEMS. THESE HARDEST-TO-REACH AMONG THE HIGHEST-RISK POPULATION FOR GUN VIOLENCE VICTIMIZATION AND PERPETRATION WOULD BE CONNECTED WITH THE MATERIAL THINGS THEY AND THEIR NETWORKS NEED TO BEGIN HEALING, BUILD VIBRANT, AND SAFE COMMUNITIES, AND REDUCE GUN VIOLENCE PERPETRATION. THE CENTER WILL COLLABORATE WITH THE UNIVERSITY OF ILLINOIS CHICAGO (SUB-AWARDEE) TO CONDUCT THE COMMUNITY VIOLENCE ASSESSMENT.

IN ADDITION, OVW IS FOCUSED ON BUILDING THE CAPACITY OF THE CRIMINAL AND CIVIL JUSTICE SYSTEMS AND VICTIM SERVICE PROVIDERS TO RESPOND EFFECTIVELY TO DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING AND TO FOSTER PARTNERSHIPS BETWEEN ORGANIZATIONS THAT HAVE NOT TRADITIONALLY WORKED TOGETHER TO ADDRESS VIOLENCE AGAINST WOMEN. WITH FY 2024 TA INITIATIVE FUNDING, JUSTICE INNOVATION, INC. WILL CONTINUE TO PROVIDE TRAINING AND TECHNICAL ASSISTANCE ON EMERGING TRENDS AND BEST PRACTICES TO COURT BASED AND COURT-RELATED PERSONNEL. SINCE 2010, THE CENTER HAS SERVED AS BJA’S NATIONAL TRAINING AND TECHNICAL ASSISTANCE PROVIDER FOR COMMUNITY COURTS. THE CENTER WILL IMPLEMENT THE FOLLOWING OBJECTIVES, AMONG OTHERS DESCRIBED MORE FULLY IN THE PROGRAM NARRATIVE: PROVIDE CONTINUED SUPPORT TO FY 2020 GRANT RECIPIENTS. CENTER STAFF WILL PROVIDE ONGOING ASSISTANCE TO GRANTEES’ PROGRESS TOWARD GOALS AND OBJECTIVES BY DISSEMINATING INFORMATION ABOUT BEST PRACTICES AND LESSONS LEARNED, TROUBLESHOOTING OPERATIONAL CHALLENGES, FACILITATING PEER AND SUBJECT MATTER CONNECTIONS, AND PROVIDING ONGOING RECOMMENDATIONS ON DATA TRACKING AND EVALUATION STRATEGIES TO SUPPORT SUCCESSFUL PROJECT MANAGEMENT. THIS PROPOSAL IS SUBMITTED IN RESPONSE TO BJA’S INVITATION TO APPLY FOR FY23 ADMINISTRATIVE FUNDING ADJUSTMENTS TO PREVIOUSLY FUNDED AWARDS UNDER THE FIELD-INITIATED PROGRAMS TO IMPROVE OFFICER AND PUBLIC SAFETY INITIATIVE. THE SERVICE AREA IS NATIONWIDE, AND THE PRIMARY BENEFICIARIES ARE SELECTED TRIBAL JURISDICTIONS AS WELL AS THE FIELD AT LARGE. THE CENTER SUCCESSFULLY DEVELOPED THE TRIBAL-SPECIFIC RNR TOOL DURING THE ORIGINAL AWARD PERIOD. IN DEVELOPING THIS TOOL, THE CENTER DREW UPON PREVIOUSLY VALIDATED INSTRUMENTS, EXISTING RESEARCH AND EXPERTISE ON RNR ASSESSMENT (INCLUDING EXTENSIVE INPUT FROM ITS ADVISORY COUNCIL), AND EMERGING RESEARCH ON THE IMPACT OF HISTORICAL AND CULTURAL FACTORS ON ASSESSING RISK AND NEED IN THE AMERICAN INDIAN AND ALASKA NATIVE (AI/AN) POPULATIONS. THE CENTER NOW SEEKS TO PILOT THE TOOL, GENERATE DATA ON ITS EFFICACY, IMPROVE THE TOOL AND IMPLEMENTATION PROCESS BASED ON PILOT RESULTS, AND FINALIZE THE TOOL FOR PUBLIC DISTRIBUTION. THE PROJECT WILL BE IMPLEMENTED IN TWO PHASES: (1) A PILOT PHASE TO TEST THE TOOL IN 2-3 TRIBAL JURISDICTIONS; AND (2) A SECOND PHASE TO ANALYZE RECIDIVISM DATA, IDENTIFY PREDICTIVE RISK-NEED FACTORS, AND FINALIZE THE TOOL. WITH THIS PROPOSAL, 2-3 TRIBAL JURISDICTIONS WITH A RELATIVELY HIGH VOLUME OF COURT CASES AND APPROPRIATE DATA COLLECTION CAPACITY WILL SERVE AS THE PILOT SITES. THE CENTER WILL FIRST ENGAGE PILOT SITES IN PARTICIPATORY RESEARCH BEFORE PILOTING OFFICIALLY COMMENCES, REVIEWING THE TOOL AND DISCUSSING IMPLEMENTATION. THE PILOTING PROCESS INVOLVES 6-9 MONTHS OF ADMINISTERING THE TOOL TO CONSENTING DEFENDANTS BY EITHER THE RESEARCH ASSISTANTS OR TRAINED STAFF, WITH PARTICIPANT DATA COLLECTED AND SECURELY STORED. DURING PHASE TWO, RECIDIVISM DATA WILL BE TRACKED FOR ANOTHER SIX MONTHS ON DEFENDANTS WHO WERE ADMINISTERED THE TRIBAL RNR TOOL. ALL DATA FROM THE SITES WILL BE ANALYZED BY CENTER STAFF TO PRODUCE AN ACCURATE RISK-NEED PROFILE OF THE AI/AN POPULATION AT THE PILOT SITES. FINALLY, PREDICTIVE VALIDITY OF THE RNR TOOL WILL BE DETERMINED BY THE ANALYSIS OF THE SIX-MONTH RECIDIVISM DATA. THE ADVISORY COUNCIL AND TRIBAL SITES WILL PROVIDE FEEDBACK BASED ON PILOT RESULTS IN ORDER TO FINALIZE THE TOOL. THE PROJECT WILL HAVE SEVERAL KEY PRODUCTS: (1) THE FINALIZED TOOL ITSELF; (2) A RESEARCH REPORT WITH STUDY FINDINGS; (3) AN IMPLEMENTATION GUIDEBOOK, WITH INSTRUCTIONS FOR USING THE TOOL AND TIPS FOR INTEGRATION; AND (4) CONFERENCE PRESENTATIONS AND WEBINARS FOR DISSEMINATING INFORMATION ABOUT THE TRIBAL RNR TOOL.

BECAUSE CERTAIN JURISDICTIONS AND COMMUNITIES STRUGGLE WITH ACCESSING THE DIGITIZED MATERIALS OR LACK THE RESOURCES TO PRINT HARD COPIES, THE CENTER WILL FINANCIALLY, PROGRAMMATICALLY, AND ADMINISTRATIVELY AWARD, SUPPORT, AND MONITOR SUB-GRANTS TO ORGANIZATIONS NATIONWIDE WHO PROPOSE TO PRINT AND UTILIZE THE OVC-PUBLISHED CHILD VICTIMS AND WITNESSES SUPPORT MATERIALS. IT IS ANTICIPATED THAT THESE SUBAWARDS WILL BE GIVEN TO JURISDICTIONS AND ORGANIZATIONS WHERE ACCESSIBILITY POSES A CHALLENGE, INCLUDING RURAL COMMUNITIES, TRIBAL JURISDICTIONS, AND CHILD-SERVING AGENCIES WITH LIMITED FINANCIAL MEANS. THE CENTER WILL DESIGN AND IMPLEMENT AN APPLICATION PROCESS FOR SUBAWARDS IN COLLABORATION WITH OVC, DISBURSE FUNDS TO AWARDEES, MONITOR THE USE OF FUNDS, AND COLLECT DATA ABOUT PRINTING REQUESTS, INCLUDING THE SYSTEM AND COMMUNITY CONTEXT IN WHICH THE MATERIALS WILL BE USED. THE NEW ROCHELLE COMMUNITY JUSTICE CENTER (NRCJC), A PROJECT OF JUSTICE INNOVATION INC. D/B/A CENTER FOR JUSTICE INNOVATION, IN PARTNERSHIP WITH THE CITY SCHOOL DISTRICT OF NEW ROCHELLE, CHOICE OF NY, COMMUNITY-BASED ORGANIZATIONS, STUDENTS, AND THEIR FAMILIES WILL IMPLEMENT THE YOUTH JUSTICE EQUITY PROGRAM (YJEP), A HOLISTIC, INDIVIDUALIZED INTERVENTION MODEL THAT CONNECTS STUDENTS IN-NEED WITH THE PROFESSIONALS, PROGRAMING, AND RESOURCES TO ADDRESS THEIR INDIVIDUAL RISK FACTORS. THROUGH YJEP, NRCJC WILL 1) ENHANCE AND EXPAND PARTNERSHIPS BETWEEN THE SCHOOL SYSTEM AND COMMUNITY-BASED ORGANIZATIONS TO ADDRESS SCHOOL VIOLENCE; 2) IMPROVE SCHOOL CAPACITY TO PREVENT INCIDENTS OF VIOLENCE AND INTERVENE EARLY TO ADDRESS THEM; 3) EXPAND OPPORTUNITIES FOR FAMILY ENGAGEMENT WITH SCHOOL PERSONNEL TO MUTUALLY ADDRESS RISK FACTORS FOR VIOLENCE; AND 4) IMPROVE COMMUNICATION BETWEEN HOME AND SCHOOL TO ENHANCE PROTECTIVE FACTORS FOR STUDENT SUCCESS, INCLUDING POSITIVE PHYSICAL DEVELOPMENT, ACADEMIC ACHIEVEMENT/INTELLECTUAL DEVELOPMENT, HIGH SELF-ESTEEM, EMOTIONAL REGULATION, COPING AND PROBLEM-SOLVING SKILLS, ENGAGEMENT IN SCHOOL WITH NON-DEVIANT PEERS, ATHLETICS, EMPLOYMENT, CONNECTEDNESS TO FAMILY OR OTHER ADULTS. NRCJC WILL HIRE A YOUTH RESOURCE SPECIALIST TO COLLABORATE CLOSELY WITH OTHER NRCJC STAFF, THE CITY SCHOOL DISTRICT OF NEW ROCHELLE, CHOICE OF NY (YJEP'S CASE MANAGEMENT PROVIDER) AND COMMUNITY STAKEHOLDERS, TO COORDINATE EXECUTION OF YJEP PROGRAMMING. OPIOID OVERDOSE DEATHS HAVE BEEN DEVASTATING COMMUNITIES ACROSS NEW YORK CITY, ESPECIALLY IN THE BRONX. BRONX HOPE IS PART OF THE BRONX COUNTY DISTRICT ATTORNEYS OFFICE AND THE CITY OF NEW YORKS EFFORT TO IMPLEMENT HARM REDUCTION RESPONSES FOR INDIVIDUALS WITH SUBSTANCE USE DISORDER. LAUNCHED IN 2019, BRONX HOPE REPRESENTS AN INNOVATIVE APPROACH TO RESOLVING LOW-LEVEL ARRESTS FOR POSSESSION OF A CONTROLLED SUBSTANCE AND DIVERTING INDIVIDUALS WITH SUBSTANCE USE DISORDER AWAY FROM THE COURT SYSTEM. LEVERAGING A HARM REDUCTION MODEL AND RAPID PEER ENGAGEMENT AT THE PRECINCT LEVEL, THE PROGRAM WORKS WITH ALL 12 NEW YORK CITY POLICE DEPARTMENT PRECINCTS IN THE BRONX TO CONNECT INDIVIDUALS TO HARM REDUCTION SERVICES. DUE TO THE VAST NEED FOR INCREASED ACCESS TO MEANINGFUL HARM REDUCTION RESPONSES, THE CENTER SEEKS TO SUPPORT THE INCLUSION OF A BRONX HOPE MOBILE OFFICE SPACE. THE MOBILE OFFICE, NEW YORK CITY'S FIRST MOBILE OUTREACH UNIT THAT PRIORITIZES CONNECTING WITH INDIVIDUALS AT THE PRECINCT IMMEDIATELY AFTER THEIR ARREST, WILL INCREASE THE NUMBER OF INDIVIDUALS WHO COMPLETE BRONX HOPE PROGRAMMING. THE MOBILE OFFICE WILL ALSO EXPAND EXISTING PROGRAMMING TO INCLUDE TARGETED PREVENTATIVE COMMUNITY OUTREACH, INCREASING THE COMMUNITY'S ACCESS TO TREATMENT AND CONNECTION WHILE PROVIDING A PRIVATE SPACE FOR PARTICIPANTS TO ENGAGE WITH PEERS. THE YOUTH JUSTICE INITIATIVE AIMS TO PREVENT VIOLENCE AND IMPROVE SCHOOL CLIMATE THROUGH EMBEDDING RESTORATIVE JUSTICE AND EQUITY PRACTICES INTO SCHOOL CULTURE. THE YOUTH JUSTICE INITIATIVE WILL ACHIEVE ITS GOAL BY: (1) REPLACING PUNITIVE APPROACHES TO DISCIPLINE WITH RESTORATIVE APPROACHES, INCLUDING RESTORATIVE CIRCLES TO ADDRESS INFRACTIONS; (2) TRAINING STAFF ON PRACTICES AND TOPICS THAT WILL INFORM AND IMPROVE STAFF STUDENT INTERACTIONS, INCLUDING INFORMATION ON RACE EQUITY, RESTORATIVE JUSTICE, VIOLENCE PREVENTION, TRAUMA INFORMED CARE, AND SOCIAL-EMOTIONAL LEARNING; (3) TRAINING A SELECT COHORT OF STUDENTS EACH YEAR WHO WILL BECOME PEER AMBASSADORS FOR RESTORATIVE JUSTICE IN THE SCHOOLS; AND (4) CONNECTING MEMBERS OF THE SCHOOL COMMUNITY TO SOCIAL SERVICES TO ADDRESS UNDERLYING, UNMET NEEDS. AT THE SYSTEMS LEVEL, NCS-PASS WILL EXPEDITE LINKAGES TO EXISTING DIVERSION INITIATIVES WITHIN ESSEX COUNTY, NJ. THROUGH COMMITTEE MEETINGS AND COMMUNITY OUTREACH, THE PROJECT WILL INTEGRATE THE VOICES OF ALL STAKEHOLDERS AND UTILIZE LESSONS LEARNED TO INFORM PROGRAM DEVELOPMENT AND RELATIONSHIPS. THE PROPOSED PROJECT AIMS TO BUILD THE CAPACITY OF THE EAGLE ACADEMY FOR YOUNG MEN OF STATEN ISLAND TO PREVENT AND REDUCE SCHOOL VIOLENCE THROUGH THE JUSTICE SCHOLARS NETWORK. TO THIS END, THE STATEN ISLAND JUSTICE CENTER WILL WORK TO ENHANCE THE SOCIAL, EMOTIONAL, AND PROBLEM-SOLVING SKILLS OF SCHOOL PERSONNEL AND YOUTH, ADDRESS THE ROOT CAUSES OF NEGATIVE BEHAVIORS WITHIN THE LEARNING COMMUNITY, AND HELP CONNECT YOUTH TO APPROPRIATE RESOURCES. THE JUSTICE SCHOLARS NETWORK INITIATIVE WILL COMPRISE TWO MAIN COMPONENTS: 1) TRAINING STAFF IN VIOLENCE PREVENTION; YOUTH COURT, PEER MEDIATION, AND RESTORATIVE JUSTICE CIRCLE MODELS; AND MOTIVATIONAL INTERVIEWING IN ORDER TO INCREASE THEIR CAPACITY TO SUPPORT YOUTH LEADERS, ENHANCE THEIR SEL SKILLS, AND LEARN EVIDENCE-BASED STRATEGIES TO RESPOND TO AND PREVENT YOUTH VIOLENCE; AND 2) TRAINING YOUTH IN THE SAME AREAS, BUT THOUGH A YOUTH-LENS AND WITH A SPECIAL EMPHASIS ON PEER MEDIATION, TO EMPOWER THEM AS PEER LEADERS VIA YOUTH COURT AND PEER MEDIATION. UPON THE COMPLETION OF THEIR TRAINING, YOUTH LEADERS WILL TAKE ON VARIOUS ROLES AND RESPONSIBILITIES SUCH AS KEY MEMBERS OF THE YOUTH COURT, PEER MEDIATORS, AND/OR CO-FACILITATORS DURING SOCIAL-EMOTIONAL TRAINING AND RESTORATIVE JUSTICE HEALING CIRCLES. THIS PROGRAM WILL EQUIP YOUTH PARTICIPANTS WITH THE SKILLS TO RESOLVE THEIR CONFLICTS, UNDERSTAND UNDERLYING ISSUES BEHIND THEIR ACTIONS, AND EXPLORE ACCOUNTABILITY. WITH THE AIM TO REDUCE SCHOOL-BASED VIOLENCE BY 25%, THE PROPOSED PROJECT WILL PROVIDE TRAINING TO FIVE STAFF OVER THE THREE-YEAR PERIOD AND 20 YOUTH LEADERS PER YEAR OVER THE THREE-YEAR PERIOD. IT WILL ALSO ENGAGE 50 YOUTH PER YEAR IN NEED OF CONFLICT MEDIATION AND/OR VIOLENCE INTERVENTION SERVICES. THE CENTER WILL UTILIZE CRIME DATA FROM THE NYPD AND MOCJ TO ASSESS CRIME AND HOT SPOTS WITHIN THE TARGET NEIGHBORHOOD. THE CENTER WILL WORK WITH PARTNERS TO ANALYZE DATA TO IDENTIFY FOCUS AREAS, TRENDS, CHANGES, OR OTHER FACTORS THAT MAY INDICATE A NEED TO RE-ASSESS PROGRAM HOTSPOTS OR INTERVENTIONS. SERVICE AREA: SBYOI WILL SERVE BRONX COMMUNITY DISTRICT 3, WHICH INCLUDES THE NEIGHBORHOODS OF MORRISANIA, CLAREMONT, CROTONA, AND MELROSE. BEFORE THE PANDEMIC, THIS AREA WAS ONE OF THE FEW IN THE CITY THAT WAS EXPERIENCING A RISE IN VIOLENT CRIME WHILE MOST OF THE CITY WAS SEEING A DECREASE. OVER THE PAST TWO YEARS, THIS TREND HAS CONTINUED WITH THE AREA EXPERIENCING A TREMENDOUS INCREASE IN GUN VIOLENCE. POPULATION SERVED: THE TARGET POPULATION FOR THE PROPOSED SOUTH BRONX YOUTH OPPORTUNITY INITIATIVE ARE YOUTH AGES 12-18 RESIDING IN, OR HIGHLY CONNECTED TO, BRONX COMMUNITY DISTRICT 3 WHO ARE AT HIGH RISK OF PERPETRATING OR BEING VICTIMIZED BY GUN VIOLENCE OR ARE GANG-INVOLVED OR AT RISK OF GANG INVOLVEMENT. ADDITIONALLY, THE PROJECT WILL BENEFIT THE WHOLE COMMUNITY BY REDUCING COMMUNITY VIOLENCE AND THE NEGATIVE IMPACTS OF YOUTH GANG ACTIVITIES CREATING A SAFER AND HEALTHIER COMMUNITY.

IN RESPONSE TO THE OJJDP FY 2021 STRATEGIES TO SUPPORT CHILDREN EXPOSED TO VIOLENCE SOLICITATION, NEWARK COMMUNITY SOLUTIONS PROPOSES THE NEWARK COMMUNITY SOLUTIONS-YOUTH VIOLENCE PREVENTION (NCS-YVP) PROJECT TO DEVELOP AND ENHANCE COORDINATED RESPONSES TO VIOLENCE WITHIN THE NEWARK, NEW JERSEY, COMMUNITY AS IT RELATES TO YOUTH AND THEIR FAMILIES; DEVELOP AND IMPLEMENT A COMPREHENSIVE AND RESTORATIVE DIRECT SERVICE PROGRAM TO ADDRESS TRAUMA ASSOCIATED WITH YOUTH VICTIMIZATION, EXPOSURE TO VIOLENCE, AND YOUTHFUL OFFENDING; AND CREATE A SUSTAINABLE AND REPLICABLE PROGRAM THAT CAN CONTINUE TO REDUCE INCIDENCE OF YOUTH VIOLENCE AND MEANINGFULLY RESPOND TO VIOLENCE AND TRAUMA AMONGST YOUNG PEOPLE. THE PROJECT WILL BENEFIT AT LEAST 150 YOUTH, AGES 13 THROUGH 17, WHO HAVE EITHER BEEN IMPACTED BY VIOLENCE OR INVOLVED IN THE JUVENILE JUSTICE SYSTEM, AND THEIR FAMILIES AND COMMUNITY. DESPITE THIS YEAR MARKING THE 60TH ANNIVERSARY OF GIDEON V. WAINWRIGHT (1963), THE PAUCITY OF RESEARCH ON EFFECTIVE PUBLIC DEFENSE MODELS FUELS A NATIONAL CRISIS. IN RECENT DECADES, HOLISTIC DEFENSE HAS EMERGED TO FILL THE GAPS IN TRADITIONAL DEFENSE PRACTICE BY PROVIDING CLIENT-CENTERED AND COMPREHENSIVE ADVOCACY THAT PRIORITIZES CLIENTS IDENTIFIED NEEDS, LEGAL OR OTHERWISE. PAST RESEARCH ON THE MODEL HAS YIELDED PROMISING RESULTS, BUT COMPARISON GROUPS HAVE IGNORED ONE OF THE MOST COMMON PUBLIC DEFENSE DELIVERY SYSTEMS MANAGED ASSIGNED COUNSEL PROGRAMS. IN RESPONSE TO THIS CRITICAL RESEARCH GAP, THE CENTER FOR JUSTICE INNOVATION (CENTER) PROPOSES TO WORK WITH NEIGHBORHOOD DEFENDER SERVICE OF DETROIT (NDS DETROIT) AND THE WAYNE COUNTY INDIGENT DEFENSE SERVICES DEPARTMENT (IDSD) TO CONDUCT A MIXED-METHODS EVALUATION OF NDS DETROITS HOLISTIC DEFENSE MODEL. THE EVALUATION WILL LEVERAGE THE EXISTING RANDOM ASSIGNMENT OF FELONY CASES IN WAYNE COUNTY, MICHIGAN TO ESTIMATE THE CAUSAL IMPACT OF HOLISTIC PRACTICE. DESIGN AND METHODS: THE COMPREHENSIVE IMPLEMENTATION EVALUATION WILL DRAW ON DATA COLLECTED DURING A SITE VISIT, INCLUDING DIRECT OBSERVATIONS AND STAKEHOLDER AND STAFF INTERVIEWS. A SAMPLE OF FORMER NDS DETROIT AND ASSIGNED COUNSEL CLIENTS WILL BE RECRUITED TO UNDERSTAND THE PERCEIVED LEGITIMACY AND LEVEL OF TRUST THEY PLACED IN THEIR ATTORNEYS. THE IMPLEMENTATION EVALUATION WILL SERVE TO DOCUMENT THE SUCCESSES AND CHALLENGES ASSOCIATED WITH THE NDS DETROIT MODEL AND TO ASSESS THE POTENTIAL FOR HOLISTIC DEFENSE PRACTICE TO BE TRANSLATED TO OTHER SETTINGS. QUALITATIVE DATA WILL BE ANALYZED TO IDENTIFY PATTERNS ACROSS RESPONDENT TYPE, OBSERVATIONAL SITUATION, OR INTERVIEW DOMAIN. FOR THE IMPACT EVALUATION, THE RANDOM ASSIGNMENT OF CASES CREATES A NATURAL EXPERIMENT, WHICH WILL BE CONFIRMED THROUGH ANALYSIS TESTING IF STUDY GROUPS ARE BALANCED. USING DATA DERIVED FROM COURT RECORDS, NDS DETROIT, AND IDSD, REGRESSION MODELS WILL EXAMINE WHETHER NDS DETROIT CLIENTS EXPERIENCE (1) MORE POSITIVE FELONY CASE OUTCOMES, (2) LESS RESTRICTIVE PRETRIAL CONDITIONS AND FEWER INSTANCES OF PRETRIAL FAILURE, (3) FEWER AND LESS SEVERE INSTANCES OF RECIDIVISM, AND (4) GREATER ENGAGEMENT WITH HOLISTIC RESOURCES RELATIVE TO ASSIGNED COUNSEL ATTORNEYS. SUBJECTS: THE IMPLEMENTATION EVALUATION WILL INVOLVE INTERVIEWS WITH APPROXIMATELY 15 STAKEHOLDERS AND 30 FORMER CLIENTS. THE IMPACT EVALUATION WILL INVOLVE APPROXIMATELY 48,000 FELONY CASES. AT THE SAME TIME, PATROL OFFICERS ACTING AS FIRST-RESPONDERS OFTEN HAVE FEW PRACTICAL ALTERNATIVES TO ARREST WHEN RESPONDING TO MENTAL HEALTH CRISIS CALLS. CO-RESPONDER MODELS THAT PAIR MENTAL HEALTH PROFESSIONALS WITH FIRST-RESPONDING OFFICERS TO IMPROVE DE-ESCALATION AND DIVERSION TO TREATMENT AT THE POINT OF ARREST SHOW PROMISE, BUT ARE LARGELY UNSTUDIED IN TERMS OF EFFICACY. IN RESPONSE TO THIS CRITICAL RESEARCH GAP, THE CENTER FOR JUSTICE INNOVATION (CENTER) PROPOSES TO WORK WITH THE LOS ANGELES COUNTY SHERRIFFS DEPARTMENT (LASD) TO CONDUCT A FORMATIVE PROCESS EVALUATION OF THE NEWLY DEVELOPED INTAKE BOOKING DIVERSION PROGRAM (IBD). DESIGN, METHODS, AND ANALYSIS. THE PROPOSED FORMATIVE PROCESS EVALUATION WILL INVOLVE (1) STAKEHOLDER AND STAFF INTERVIEWS; FOCUS GROUPS WITH ASSISTANT DEPUTIES FROM PATROL DIVISIONS; AND PROGRAM OBSERVATIONS AND (2) DESCRIPTIVE ANALYSIS OF OUTCOME DATA. THESE ACTIVITIES WILL SERVE TO DOCUMENT THE SUCCESSES AND CHALLENGES OF EARLY IBD PROGRAM DEVELOPMENT AND IMPLEMENTATION. THE PROJECT’S GOALS ARE TO REDUCE VIOLENCE AND IMPROVE COMMUNITY SAFETY AND QUALITY OF LIFE IN THE CATCHMENT. THE PROJECT’S OBJECTIVES WILL BE TO DEVELOP AND IMPLEMENT A TARGETED, PLACE-BASED, RESIDENT-DRIVEN PUBLIC SAFETY STRATEGY; INCREASE THE USE OF DATA-DRIVEN AND RESEARCH-BASED STRATEGIES TO REDUCE CRIME AND INCREASE SAFETY; AND BUILD THE CAPACITY OF THE COMMUNITY AND CROSS-SECTOR PARTNERS TO ACHIEVE SUSTAINABLE SAFETY IMPROVEMENTS. THE NEW YORK CITY MAYOR'S OFFICE OF CRIMINAL JUSTICE (MOCJ) AND THE CENTER ARE WORKING TOGETHER TO ENSURE THE SUSTAINABILITY OF THE MAYOR'S ACTION PLAN FOR NEIGHBORHOOD SAFETY (MAP’S) SUCCESSES. THE CITY HAS BASELINED SOME OF THE CORE MAP FUNDING, WHICH ENSURES CONTINUED CITY AGENCY INVOLVEMENT BY SUPPORTING THE ONGOING ROLE OF OUTREACH STAFF IN EACH OF THE TARGET COMMUNITIES. THE CITY HAS INVESTED MILLIONS OF DOLLARS IN IMPROVING LIGHTING AND OTHER PHYSICAL FEATURES ON NYCHA CAMPUSES TO HELP CREATE SAFER ENVIRONMENTS. AND TO ENSURE SUSTAINABILITY, NSTAT IS INVESTING IN A CADRE OF STRONG RESIDENT LEADERS TO GUIDE ONGOING EFFORTS, INCLUDING TRAINING FOR TEAM MEMBERS IN AREAS SUCH AS CPTED, COMMUNITY ORGANIZING, PLACEMAKING, AND SUSTAINABILITY. THE CENTER’S IN-HOUSE RESEARCH DEPARTMENT WILL LEAD THE PERFORMANCE MEASURE TRACKING COMPONENTS OF THE PROJECT TO MEASURE ACHIEVEMENT OF OBJECTIVES: TO CREATE SAFER AND MORE VIBRANT PUBLIC SPACES; TO FOSTER A CREDIBLE PEER-LED MOVEMENT THAT CAN HAVE A POSITIVE INFLUENCE ON INDIVIDUALS AT RISK OF VIOLENCE; AND TO DEVELOP A NETWORK OF SERVICES THAT CAN ENGAGE AT-RISK INDIVIDUALS. STAFF WILL TRACK THE NUMBER OF PARTNERSHIPS LEVERAGED, NUMBER OF YOUNG PEOPLE IDENTIFIED AND RECRUITED TO JOIN CREDIBLE MESSENGER INITIATIVE, AND NUMBER OF RESTORATIVE JUSTICE TRAININGS CONDUCTED, AMONG OTHER TO BE DETERMINED MEASURES. THROUGH COOPERATIVE AGREEMENTS, OVW SUPPORTS EDUCATIONAL INITIATIVES, CONFERENCES, PEER-TO-PEER CONSULTATIONS, AND TARGETED ASSISTANCE THAT ALLOW CURRENT AND POTENTIAL GRANTEES AND SUBGRANTEES TO LEARN FROM EXPERTS AND ONE ANOTHER ABOUT HOW TO OVERCOME OBSTACLES AND INCORPORATE PROMISING PRACTICES IN THEIR EFFORTS TO ADDRESS VIOLENCE AGAINST WOMEN. WITH FY 2024 TA INITIATIVE FUNDING, JUSTICE INNOVATION INC. (JI) WILL CONTINUE ITS ABUSIVE PARTNER ACCOUNTABILITY AND ENGAGEMENT TRAINING AND TECHNICAL ASSISTANCE PROJECT. THE RESEARCH AND EVALUATION (R&E) INITIATIVE IS AUTHORIZED BY 34 USC 12291(B)(7), WHICH PERMITS OVW TO SET ASIDE UP TO THREE PERCENT OF AVAILABLE FUNDS FROM MOST OVW PROGRAMS TO CONDUCT EVALUATIONS OF PROMISING PRACTICES FOR COMBATTING DOMESTIC/DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING, AND TO RESEARCH ISSUES EMERGING IN THE FIELD. BY GENERATING MORE KNOWLEDGE ABOUT STRATEGIES FOR SERVING VICTIMS AND HOLDING OFFENDERS ACCOUNTABLE, COMMUNITIES THAT BENEFIT FROM VIOLENCE AGAINST WOMEN ACT (VAWA) FUNDING WILL BE BETTER EQUIPPED TO ALIGN THEIR WORK WITH PRACTICES THAT ARE KNOWN TO BE EFFECTIVE, AND THEY WILL BE MORE CAPABLE OF BUILDING EMPIRICAL KNOWLEDGE ON THE EFFICACY OF NEW AND PROMISING WAYS OF MAKING COMMUNITIES SAFER. THIS EXPLORATORY STUDY AIMS TO FILL A GAP IN RESEARCH ON THE EXTENT TO WHICH COMMUNITY VIOLENCE INTERVENTION PROGRAMS (CVIS) ADDRESS THE INTERSECTION OF COMMUNITY GUN VIOLENCE AND INTIMATE PARTNER VIOLENCE(IPV). RESEARCHERS WILL CONDUCT A NATIONAL SURVEY OF CVI PROGRAMS TO UNDERSTAND IF AND HOW THEY ADDRESS IPV. THE STUDY GOALS ARE TO: 1) DOCUMENT THE EXTENT TO WHICH CVIS WORK AT THE NEXUS OF COMMUNITY GUN VIOLENCE AND IPV; 2) CREATE A NATIONAL PORTRAIT OF CVIS WORKING AT THIS INTERSECTION; AND 3) COMPLETE IN-DEPTH CASE STUDIES OF CVIS WORKING IN THIS SPACE TO GAIN A DEEPER UNDERSTANDING OF THE INTERPLAY BETWEEN COMMUNITY GUN VIOLENCE AND IPV. THE PROPOSED PROJECT PERIOD IS OCTOBER 1, 2019 – SEPTEMBER 30, 2023. ACCORDING TO THE U.S. CENSUS BUREAU, THE NEW JERSEY ESTIMATED POPULATION FOR 2017 WAS 8,908,520. CURRENTLY, THERE ARE THREE PROJECT SAFE NEIGHBORHOOD (“PSN”) TARGET AREAS: CAMDEN; JERSEY CITY; AND NEWARK. THE 2017 UNIFORM CRIME REPORT INDICATES A TOTAL OF 20,604 VIOLENT CRIMES OCCURRED IN NEW JERSEY IN 2017. THE PSN TARGET AREAS ACCOUNTED FOR APPROXIMATELY 25% OF THE VIOLENT CRIMES AND APPROXIMATELY 37.5% OF THE MURDERS IN NEW JERSEY IN 2017. THE ENVISIONED PSN STRATEGY FOR THE DISTRICT OF NEW JERSEY INCLUDES THE FIVE DESIGN FEATURES OF LEADERSHIP, PARTNERSHIP, TARGETED AND PRIORITIZED ENFORCEMENT, PREVENTION, AND ACCOUNTABILITY. THE HIGHLIGHTS OF THE STRATEGY FOR THE DISTRICT OF NEW JERSEY FOCUS ON ENFORCEMENT AND COMMUNITY ENGAGEMENT. THE ENFORCEMENT STRATEGY WILL AIM TO COMBAT VIOLENT CRIME WITH AN EMPHASIS ON REDUCING THE NUMBER OF FATAL AND NON-FATAL SHOOTINGS BY SPECIFICALLY TARGETING, AMONG OTHERS, KNOWN SHOOTERS AND GANG MEMBERS THROUGH AGGRESSIVE PROSECUTORIAL EFFORTS. WITH FY 2024 TA INITIATIVE FUNDING, JUSTICE INNOVATION, INC WILL CONTINUE ITS DOMESTIC VIOLENCE FUNDAMENTALS TRAINING PROJECT AND IMPLEMENT THE INSTITUTE FOR IMPROVING COURT EDUCATION AND APPROACHES ON DOMESTIC VIOLENCE AND SEXUAL ASSAULT. COURT SYSTEMS PLAY A ROLE IN THE PROBLEM THROUGH THE DENIAL OF COUNSEL, OVERCROWDED CALENDARS, AND LENGTHY COURT DELAYS. A COURT SYSTEM-SPECIFIC TRAINING AND TECHNICAL ASSISTANCE (TTA) APPROACH ROOTED IN EVIDENCE-BASED PRACTICE APPEARS TO BE ABSENT FROM THE NATIONAL TECHNICAL ASSISTANCE FIELD. PROJECT GOALS AND OBJECTIVES.
