Big Brothers Big Sisters' evidence-based approach is designed to create positive youth outcomes, including educational success, avoidance of risky behaviors, higher aspirations, greater confidence, and improved relationships. BIG BROTHERS BIG SISTERS OF AMERICA (BBBSA) PROPOSES TO IMPLEMENT THE BUILDING RELATIONSHIPS TO REDUCE BARRIERS FOR UNDERSERVED COMMUNITIES THROUGH EXPANDED BIG BROTHERS BIG SISTERS MENTORING INITIATIVE. THE PURPOSE OF THIS INITIATIVE IS TO CONNECT 9,000 YOUTH ACROSS THE U.S. TO HIGH-QUALITY MENTORS, LEADING TO LONG-TERM POSITIVE OUTCOMES FOR YOUTH AT RISK OF JUVENILE JUSTICE SYSTEM INVOLVEMENT ACROSS THE U.S. PROJECT ACTIVITIES INCLUDE PROVIDING 12-MONTH, EVIDENCE-BASED MENTORING SERVICES TO NEW AND EXISTING AT-RISK, SYSTEM-INVOLVED, AND UNDERSERVED YOUTH. PROGRAM ENHANCEMENTS TO SUPPORT CONTINUOUS QUALITY IMPROVEMENT INCLUDE TRAINING AND RESOURCES TO ADVANCE YOUTH & FAMILY PARTNERSHIPS, IMPROVEMENTS TO THE SYSTEMS AVAILABLE FOR TECHNOLOGY-ENHANCED MENTORING, AND THE INTRODUCTION OF AN AGENCIES OF EXCELLENCE FRAMEWORK TO ESTABLISH BEST PRACTICES AND PROVIDE COACHING TO NEW AND GROWING AGENCIES. EXPECTED OUTCOMES INCLUDE SIGNIFICANTLY REDUCING THE LIKELIHOOD OF YOUTH DELINQUENCY IN ALL FORMS; BOLSTERING SELF-CONFIDENCE; PREPARING YOUNG PEOPLE TO BE CONTRIBUTING CITIZENS TO SOCIETY THROUGH A TAILORED, SUPPORTIVE RELATIONSHIP WITH AN ADULT MENTOR; AND INCREASING YOUTH AND FAMILY INVOLVEMENT IN SHAPING BBBSA PROGRAMMING AT SUBRECIPIENT AGENCIES. THE INTENDED BENEFICIARIES OF THE PROJECT ARE YOUTH 17 YEARS OLD OR YOUNGER WHO ARE CURRENTLY OR HAVE BEEN INVOLVED IN THE JUVENILE JUSTICE SYSTEM; LIVE IN COMMUNITIES WITH HIGH CRIME, VIOLENCE, DRUG ABUSE, FAILING SCHOOLS, OR GANG PRESENCE; ARE AMERICAN INDIAN/ALASKA NATIVE; LIVE IN RURAL COMMUNITIES; LIVE IN AREAS OF PERSISTENT POVERTY; HAVE AN INCARCERATED PARENT; HAVE A PARENTING ADULT DEPLOYED IN ACTIVE MILITARY DUTY OR HAVE LOST A PARENTING ADULT SERVING IN THE MILITARY; POSSESS SPECIAL PHYSICAL OR MENTAL CHALLENGES; IDENTIFY AS LGBTQ; OR HAVE EXPERIENCED BULLYING OR VIOLENCE. BBBSA WILL ADMINISTER SUBAWARDS TO APPROXIMATELY 85 AFFILIATE AGENCIES IN AT LEAST 42 STATES TO PROVIDE MENTORING SERVICES BASED UPON THE RESULTS OF A COMPETITIVE APPLICATION PROCESS. BIG BROTHERS BIG SISTERS OF AMERICA (BBBSA) MENTORING YOUTH IMPACTED BY OPIOIDS AND OTHER DRUG MISUSE (MYIO5) INITIATIVE WILL SERVE AN ADDITIONAL 700 YOUTH ACROSS THE UNITED STATES WHO HAVE BEEN IMPACTED BY OPIOIDS AND OTHER SUBSTANCE ABUSE WITH A TAILORED COMMUNITY-BASED MENTORING PROGRAM. BBBSA WILL PROVIDE SUPPORT TO YOUTH WHO ARE IMPACTED BY PERSONAL OR FAMILY-MEMBER OPIOID ABUSE TO REDUCE THE LIKELIHOOD THAT YOUTH WILL ENGAGE IN SUBSTANCE ABUSE AND JUVENILE DELINQUENCY. THIS WILL BE ACCOMPLISHED BY PROVIDING SUPPORT TO YOUTH WHO ARE AT RISK FOR ABUSING OPIOIDS OR OTHER DRUGS AND/OR ARE IMPACTED BY PERSONAL OR FAMILY-MEMBER OPIOID OR DRUG ABUSE TO REDUCE THE LIKELIHOOD THAT YOUTH WILL ENGAGE IN SUBSTANCE ABUSE AND JUVENILE DELINQUENCY. BBBSA WILL PROVIDE SUBGRANTS TO LOCAL AGENCIES THAT SERVE YOUTH WHO HAVE BEEN THE HARDEST HIT BY THE OPIOID, FENTANYL, AND METHAMPHETAMINE CRISES. THROUGH THESE SUBGRANTS, BBBSA WILL: 1) ENGAGE OPIOID OR OTHER SUBSTANCE AFFECTED YOUTH IN CARING MENTORING RELATIONSHIPS; 2) INCREASE YOUTH, MENTOR, AND PARENT/CAREGIVER EDUCATION ABOUT OPIOID AND OTHER SUBSTANCE ABUSE; AND 3) PROVIDE TARGETED SUPPORT AND GUIDANCE TO YOUTH DEALING WITH OPIOID OR OTHER SUBSTANCE ABUSE IN THEIR LIVES. BBBSA WILL ADMINISTER SUBAWARDS TO APPROXIMATELY 30 AFFILIATE AGENCIES IN AT LEAST 20 STATES BASED UPON A COMPETITIVE APPLICATION PROCESS. THE PURPOSE IS TO SERVE 700 YOUTH 17 YEARS OLD AND YOUNGER WHO HAVE BEEN IMPACTED BY OPIOIDS AND OTHER SUBSTANCE MISUSE WITH A TAILORED COMMUNITY-BASED MENTORING PROGRAM. PROJECT ACTIVITIES INCLUDE MATCHING 700 YOUTH WHO ARE AT RISK AND/OR IMPACTED BY OPIOIDS WITH HIGH-QUALITY MENTORING RELATIONSHIPS; PROVIDING AT LEAST THREE SUBSTANCE AND OPIOID MISUSE PREVENTION EDUCATIONAL OPPORTUNITIES TO MYIO6 MENTEES; AND CONDUCTING AT LEAST SIX STAFF, MENTOR, PARENT, AND CAREGIVER EDUCATIONAL OPPORTUNITIES ON DRUG PREVENTION EDUCATION. OPPORTUNITIES WILL ALSO BE PROVIDED FOR YOUTH AND FAMILIES TO ENGAGE AS PARTNERS IN PROGRAM DEVELOPMENT THROUGH LISTENING SESSIONS AND ROUND TABLE DISCUSSIONS. THE INTENDED BENEFICIARIES INCLUDE1) YOUTH LIVING IN A COMMUNITY WITH HIGH RATES OF OPIOID USE AND OVERDOSE; 2) YOUTH WHO HAVE A PARENT OR FAMILY MEMBER WHO IS CURRENTLY OR HAS USED OPIOIDS; 3) YOUTH PLACED IN FOSTER CARE DUE TO OPIOID USE BY A PRIMARY CAREGIVER; OR 4) YOUTH AT-RISK FOR OPIOID USE DUE TO INDIVIDUAL, FAMILY AND COMMUNITY RISK FACTORS. EXPECTED IMPROVED OUTCOMES INCLUDE IMPROVED ACADEMIC PERFORMANCE AND REDUCED SCHOOL DROPOUT RATES) FOR YOUTH IMPACTED BY OPIOIDS AND OTHER SUBSTANCE MISUSE THROUGH MENTORING. BBBSA WILL ADMINISTER SUBAWARDS TO APPROXIMATELY 30 AFFILIATE AGENCIES IN AT LEAST 20 STATES BASED UPON A COMPETITIVE APPLICATION PROCESS. SELECTION WILL BE DETERMINED BASED ON STRONG PAST GRANT PERFORMANCE, HIGH PROGRAM QUALITY AND CAPACITY, AND SATISFACTORY FINANCIAL CONTROLS AND INTERNAL PROCESSES. ONCE SELECTED, BBBS AGENCIES WILL PERFORM SCREENING THAT EXCEEDS THE ELEMENTS OF EFFECTIVE PRACTICE FOR MENTORING (EEMP) BENCHMARK STANDARDS TO PROTECT MENTEES WHILE DEVELOPING THE MOST IMPACTFUL MENTORING MATCH. BBBSA WILL COLLECT DATA FROM AFFILIATE ORGANIZATIONS THROUGH INTERVIEWS, APPLICATION FORMS, SURVEYS, AND OBSERVATION. THIS INFORMATION WILL INCLUDE DEMOGRAPHIC DATA, REFERENCES, BACKGROUND CHECKS, DIAGNOSIS OR TRAUMA IDENTIFIED, FAMILY INFORMATION, AND SYSTEM INVOLVEMENT. BBBSA WILL ALSO ADMINISTER AN ASSORTMENT OF STANDARDIZED SURVEYS TO MENTORS AND MENTEES TO CAPTURE CRITICAL OUTCOME DATA INCLUDING THE STRENGTH AND EFFICACY OF THE MENTORING MATCH, SCHOOL AND PARENTAL CONNECTEDNESS, ACADEMIC PERFORMANCE, SOCIAL COMPETENCE, AND REDUCTIONS IN RISKY BEHAVIORS. SUBRECIPIENT ACTIVITIES INCLUDE TRAINING TO INCREASE AWARENESS AMONG STAKEHOLDERS AND PROMOTE PROTECTIVE FACTORS FOR YOUTH. IN PARTNERSHIP WITH ACADIA HEALTHCARE, A LICENSED AND ACCREDITED BEHAVIORAL HEALTH TREATMENT PROVIDER, YOUTH AND FAMILIES WILL ALSO BE PROVIDED RESOURCES AND OPTIONS TO PURSUE TREATMENT FOR SUBSTANCE USE DISORDERS AND OTHER BEHAVIORAL HEALTH CONCERNS.
