THROUGH THE CASAR PILOT PROGRAM, THE PROJECT TEAM WILL ENGAGE A DIVERSE SET OF STAKEHOLDERS TO DEVELOP AND EXECUTE A COLLABORATIVE PILOT PROGRAM TO UNDERSTAND THE FEASIBILITY, VIABILITY, PERFORMANCE, AND ECONOMICS OF PROVIDING ANCILLARY SERVICES FOR THE BULK POWER SYSTEM WITH RENEWABLE ENERGY RESOURCES. THE PROJECT TEAM WILL ENGAGE WITH INDUSTRY STAKEHOLDERS IN THE DESIGN, IMPLEMENTATION, AND DEMONSTRATION OF MULTI-LEVEL CONTROL ARCHITECTURES TO SUPPORT ANCILLARY SERVICES FROM WIND AND SOLAR INVERTER BASED RESOURCES (IBRS). THIS RESEARCH WILL DEMONSTRATE THE CAPABILITY OF THESE TECHNOLOGIES TO PROVIDE A COLLECTION OF BULK SYSTEM ANCILLARY SERVICES RELIABLY, INSTILLING THE CONFIDENCE NEEDED FROM SYSTEM OPERATORS, WHILE ALSO DOING SO COST EFFECTIVELY INCLUDING DURING TIMES WHERE THE SERVICE QUANTITY WOULD OTHERWISE BE DEFICIENT. DESPITE HYDROPOWER’S VALUE THERE HAS BEEN LIMITED NEW HYDROPOWER DEPLOYMENT IN THE LAST SEVERAL DECADES DUE TO PROJECT COST AND CHALLENGES ASSOCIATED WITH CONSTRUCTION OF NEW DAMS. ONE POTENTIAL PATH FORWARD IS THE CONVERSION OF NON-POWERED DAMS (NPDS) WITH GENERATION INFRASTRUCTURE TO PROVIDE POWER. NPD CONVERSION PROCESSES AND TECHNOLOGIES ARE STILL EMERGING, WITH ADDITIONAL DEPLOYMENTS NEEDED TO REVISE TECHNIQUES AND HELP BUILD INDUSTRY CONFIDENCE IN THE PERFORMANCE, EFFICIENCY, SAFETY OF THE SECTOR. THE WORK PROPOSED AS PART OF THIS PROJECT SEEKS TO FACILITATE THE DEPLOYMENT AND PERFORMANCE TESTING OF AN NPD CONVERSION TECHNOLOGY, SPECIFICALLY THE AMJET TURBINE SYSTEM (ATS) SYSTEM DEVELOPED BY AMJET, TO HELP OVERCOME DEPLOYMENT AND ADAPTATION BARRIERS FOR THE HYDROPOWER AND DAM OWNER COMMUNITIES. THIS PROJECT BENEFITS FROM PREVIOUS INVESTMENTS IN SPILLWAY ADAPTATION TO FACILITATE THE TECHNOLOGY DEPLOYMENT AT KEOKUK ENERGY CENTER, A HYDROPOWER PLANT OWNED BY AMEREN. FUNDING FROM THE U.S. DEPARTMENT OF ENERGY WILL SUPPORT UNLOCK TESTING OF TWO SIZES OF ATS UNITS, THE RESULTS OF WHICH WILL BE PUBLICLY DISSEMINATED TO ASSIST IN THE UTILIZATION OF NOVEL COMPONENTS, APPROACHES, DESIGNS, AND/OR CONSTRUCTION TECHNIQUES FOR DEVELOPMENT OF HYDROPOWER AT NPDS. THE ELECTRIC POWER RESEARCH INSTITUTE (EPRI) WILL CONDUCT A FULL-SCALE EVALUATION OF DIM, FLICKERING, AND STROBOSCOPIC ULTRAVIOLET (UV) LIGHT AS A DETERRENT TO PREVENT BAT FATALITIES AT WIND TURBINES. THE PROJECT WILL TACKLE THREE RESEARCH INTERESTS: TARGETED BEHAVIORAL RESEARCH STUDYING DETERRENT STIMULI ON BATS, IN SITU BAT DETERRENT TESTING AT A COMMERCIAL-SCALE WIND ENERGY FACILITY, AND ADVANCEMENTS FOR UV DETERRENTS. RESEARCH SUGGESTS THAT BATS BOTH SEE AND MAY BE DETERRED BY UV LIGHTS PROGRAMMED TO FLICKER ASYNCHRONOUSLY THAT PRODUCE AN IRREGULAR QUASI-VISUAL UV NOISE EFFECT (‘UV NOISE’), BUT ROBUST EVALUATION HAS NOT TAKEN PLACE AT AN OPERATIONAL, COMMERCIAL-SCALE WIND ENERGY FACILITY. EPRI WILL EVALUATE THE EFFECTIVENESS OF UV DETERRENTS ON CHANGING BAT BEHAVIOR WITHIN THE ROTOR-SWEPT ZONE USING THREE-DIMENSIONAL (3-D) FLIGHT TRACKING METHODOLOGY AND ACOUSTIC MONITORING TO TEST HOW BAT SPECIES OF CONCERN REACT AND RESPOND TO STIMULI UNDER THREE UV TREATMENTS: LIGHTS OFF (CONTROL), LIGHTS FLICKERING ASYNCHRONOUSLY (‘UV NOISE’), AND LIGHTS FLICKERING IN SYNCHRONY (‘UV FLASH’). SYNCHRONOUS FLASHING OF UV LIGHT IS A NOVEL DETERRENT STIMULUS THAT HAS NOT BEEN TESTED PREVIOUSLY AS A POTENTIAL DETERRENT. UV FLASHES MAY BE MORE NOTICEABLE AND VISUALLY DISRUPTIVE FOR BATS AT A GREATER DISTANCE THAN UV NOISE. EPRI WILL DEVELOP A CONTROLLER MECHANISM TO APPLY LIGHT TREATMENTS AS PART OF A RANDOMIZED BLOCK DESIGN. EPRI WILL VALIDATE THE EFFECTIVENESS OF NOVEL DETERRENT STIMULI/SIGNALS AND UNDERSTAND HOW BATS BEHAVE AROUND DETERRENTS.

THE OBJECTIVE OF THE PROJECT IS TO IMPROVE THE RELIABILITY, OPERABILITY, AND PRODUCTIVITY OF CONCENTRATING SOLAR POWER (CSP) PLANTS THROUGH DEVELOPMENT OF A ‘THEORY & PRACTICE’ GUIDELINE IN COLLABORATION WITH TECHNOLOGY END-USERS. SPECIFICALLY, THE PROJECT WILL SYSTEMATICALLY ADDRESS IDENTIFIED CHALLENGES IN OPERATION AND MAINTENANCE OF KEY STEAM GENERATING AND POWER PRODUCTION COMPONENTS SUCH AS THE REHEAT/SUPERHEAT AND EVAPORATOR/ECONOMIZER LOOPS, HEAT-EXCHANGERS, STEAM TURBINE-GENERATOR, PIPING, STEAM AND WATER CHEMISTRY, AND BALANCE OF PLANT COMPONENTS. THE UNIQUE OPERATING CONDITIONS OF CSP PLANTS, CYCLIC ON/OFF OPERATION AND INTEGRATION WITH DIFFERENT THERMAL STORAGE SOLUTIONS, ARE CHALLENGING TO THE TRADITIONAL STEAM TURBINE DRIVEN POWER CYCLES AND AS-SUCH SPECIFIC GUIDELINES ARE NEEDED BY END-USERS TO ACHIEVE RELIABLE OPERATION. THE DEVELOPED GUIDELINES WILL BE APPLICABLE, TO THE EXTENT POSSIBLE, TO ALL CSP PLANTS WHICH UTILIZE STEAM RANKINE CYCLES TO GENERATE ELECTRICITY.

SEMINAL RESEARCH ON DOCUMENTING INVERTER FAILURES INDICATES THAT ELECTRICAL COMPONENTS ARE, CUMULATIVELY, THE BIGGEST CULPRIT. EXTENDING COMPONENT LIFETIME TOWARDS IMPROVING INVERTER RELIABILITY IS IMPORTANT FOR NUMEROUS REASONS, INCLUDING: CONTINUING TO REDUCE TO THE LEVELIZED COST OF ENERGY (LCOE) FROM PV PLANTS AND INCREASING RELIANCE ON INVERTER-BASED RESOURCES TO PROVIDE GRID SUPPORT AS PENETRATION LEVELS INCREASE. IMPROVING INVERTER RELIABILITY IS ALSO IMPORTANT TOWARDS ACHIEVING THE 2¢/KWH LEVELIZED COST OF ELECTRICITY (LCOE) TARGETED BY SETO, ESPECIALLY FOR THE VISION OF 50-YEAR SERVICE LIVES FOR PV PLANTS. THE PURPOSE OF THE PROPOSED PROJECT IS TO EVALUATE THE ABILITY OF THE FISHHEART FISH PASSAGE SYSTEM TO PROVIDE SAFE, EFFECTIVE, AND TIMELY PASSAGE FOR CERTAIN MIGRATING FISH SPECIES FOUND IN WATERS OF THE EAST COAST OF THE UNITED STATES (U.S.). THE FISHHEART FISH PASSAGE SYSTEM IS A RECENT INNOVATION INVENTED IN FINLAND WHICH HAS ONLY PROVEN PASSAGE FOR CERTAIN FISH SPECIES IN FINLAND AND SWEDEN. PROJECT ACTIVITIES WOULD PRIMARILY BE COMPLETED BY THE ELECTRIC POWER RESEARCH INSTITUTE (EPRI), FISHHEART LTD., VERDANTAS FLOW LABS, AND THE PACIFIC NORTHWEST NATIONAL LAB (PNNL). PLANNED ACTIVITIES INCLUDE THE DEPLOYMENT OF A FISHHEART FISH PASSAGE SYSTEM AT SANTEE COOPER’S SPILLWAY DAM ON THE SANTEE RIVER (SOUTH CAROLINA), USE OF MONITORING TECHNOLOGIES TO EVALUATE FISH ACTIVITY WHILE OPERATING THE FISHHEART SYSTEM, COLLECT AND EVALUATE FISH THAT PASS THROUGH THE FISHHEART SYSTEM, AND ENGAGEMENT WITH HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUS). FINDINGS WOULD BE REPORTED TO THE U.S. DEPARTMENT OF ENERGY (DOE) AND RESEARCH COMMUNITY, WHICH WOULD INCLUDE THE DELIVERY OF A FINAL TECHNICAL REPORT TO DOE. BENEFICIARIES OF THE PROJECT WOULD INCLUDE STAKEHOLDERS AFFECTED BY RESEARCH AND ADVANCEMENT OF FISH PASSAGE TECHNOLOGIES AT HYDROPOWER FACILITIES.

THE ACCOMPLISH THIS, THE SPECIFIC OBJECTIVES OF THIS PROJECT IN BUDGET PERIOD 1 INCLUDE: 1. CONDUCT A TECHNO-ECONOMIC ANALYSIS OF THE PORTFOLIO OF AFFORDABLE HOUSING COMMUNITIES TO IDENTIFY THE MOST APPROPRIATE COMMUNITIES FOR GEOTHERMAL INTEGRATED HVAC RETROFITS. IN THE PROCESS OF CONDUCTING THE ANALYSIS, ESTABLISH A DECISION FRAMEWORK AND BEST-PRACTICES FOR OPTIMAL RETROFIT STRATEGY FOR EACH OF THE IDENTIFIED COMMUNITIES FROM A RANGE OF RETROFITS SUCH AS GEOTHERMAL DISTRICT HEATING/COOLING (GDH), REPLACING BOILER-BASED SYSTEMS WITH GROUND SOURCE HEAT PUMPS (GSHP), AND DUAL-SOURCE (AIR AND GROUND SOURCED) HEAT PUMPS THAT CAN IMPROVE HP EFFICIENCY IN COLD CLIMATES, TO NAME A FEW. 2. DEVELOP WORKFORCE TRAINING IN PARALLEL WITH ANALYSIS/DESIGN. THIS WILL HELP INCREASE ACCESS TO HIGH-QUALITY TRAINED AND CERTIFIED STAFF DURING AND AFTER THE COMPLETION OF BUDGET PERIOD 1 IF THE PROJECT WILL CONTINUE THROUGH BUDGET PERIOD 2. 3. ENGAGE THE COMMUNITY BY WORKING THROUGH COMMUNITY-BASED ORGANIZATIONS (CBO). THIS GRASSROOTS LEVEL EFFORT HELPS TO EDUCATE ABOUT ENERGY AND RESOURCE USE, THE OVERALL RETROFIT PROCESS, AND IDENTIFIES COMMUNITY CHAMPIONS WHO UNDERSTAND THE POTENTIAL FOR COMMUNITY BENEFITS INCLUDING IMPROVED AIR QUALITY, MITIGATING HEALTH RISKS FROM EXTREME WEATHER THROUGH IMPROVED ACCESS TO COOLING AND HEATING, AND REDUCTION IN ENERGY BURDEN ARISING FROM EFFICIENT ELECTRICITY UTILIZATION. 4. ESTABLISH DEPLOYMENT APPROACHES THAT CAN HELP TO SCALE GEOTHERMAL RETROFITS IN LARGE-SCALE AFFORDABLE MULTIFAMILY COMMUNITIES. THIS IS DONE BY INCORPORATING LESSONS LEARNED DURING DESIGN AND DEVELOPING TOOLS AND TECHNIQUES TO IMPROVE PROCESSES FOR TYPICAL PROJECT BOTTLENECKS SUCH AS PERMITTING, ENVIRONMENTAL IMPACT ASSESSMENT, RESIDENT DISPLACEMENT DURING RETROFITS, AND SUPPLY CHAIN CHALLENGES. AT THE COMPLETION OF BUDGET PERIOD 1, THE TEAM WILL HAVE DEVELOPED THE PLANNING AND DESIGN NEEDED TO INSTALL AND DEPLOY THE DESIGNED SYSTEM IN THE PARTNER COMMUNITY, AS WELL AS DETAILED PLANS TO ENGAGE THE LOCAL COMMUNITY AND LAUNCH WORKFORCE DEVELOPMENT EFFORTS IN BUDGET PERIOD 2. THIS INCLUDES THE NECESSARY DESIGN DOCUMENTATION TO OPEN A COMPETITIVE BID PROCESS FOR CONSTRUCTION FIRMS TO SUBMIT BIDS FOR THE PROJECT. IN ADDITION, THE PROJECT TEAM WILL ENGAGE COMMUNITY BASED ORGANIZATIONS (CBOS) AND LOCAL INDUSTRY ASSOCIATIONS AND DEVELOP PLANS TO ENGAGE THE COMMUNITY AND WORKFORCE THROUGH BUDGET PERIOD 2.

PHYSICS-BASED DIGITAL TWIN AND SURROGATE-MODEL OF A HYDROGEN-BLEND COMBINED CYCLE GAS TURBINE WITH POST-COMBUSTION CARBON CAPTURE THIS PROJECT AMBITIOUSLY TARGETS THE DEVELOPMENT OF AN INNOVATIVE DIGITAL TWIN FRAMEWORK, SPECIFICALLY DESIGNED FOR INTEGRATED HYDROGEN-BASED SYSTEMS WITH CARBON CAPTURE, DIRECTLY CORRESPONDING WITH AREA OF INTEREST 20'S EMPHASIS ON ADVANCING ENERGY SYSTEMS THROUGH INNOVATIVE DIGITAL SOLUTIONS. THE AIM IS TO ENHANCE OPERATIONAL EFFICIENCY, OPTIMIZE FLEXIBLE OPERATIONS, AND SUPPORT THE TRANSITION TO CLEAN ENERGY TECHNOLOGIES.
