L. 117-169, 60301) DESIGNATED FOR THE RECOVERY OF HISTORICALLY UNDER-FUNDED SPECIES LISTED AS ENDANGERED AND THREATENED UNDER THE ENDANGERED SPECIES ACT (ESA). TO OPTIMIZE SPECIES RECOVERY, INSTEAD OF FUNDING A FEW ACTIONS FROM MANY SPECIES RECOVERY PLANS, THE FWS HAS PRIORITIZED SELECT UNDERFUNDED SPECIES AND WILL FUND ALL REMAINING RECOVERY ACTIONS CONSIDERED NECESSARY TO ACHIEVE THE RECOVERY FOR THOSE SPECIES WITHIN APPROXIMATELY 10 YEARS.. IMPLEMENTATION OF THESE ACTIONS WILL ACCELERATE RECOVERY OF THIS SUBSET OF SPECIES TOWARDS MEETING DELISTING AND DOWNLISTING OBJECTIVES. A SMALL SUBSET OF FUNDING WILL ALSO BE PROVIDED FOR RECOVERY ACTIONS FOR UNDERFUNDED LIST SPECIES TO HELP PREVENT THEIR EXTINCTION. THE RECOVERY ACTIONS FUNDED IN THIS CATEGORY WILL NEED TO DEMONSTRATE A CLEAR AND SIGNIFICANT IMPROVEMENT IN THE TRAJECTORY OF THE SPECIES SELECTED. THE PROGRAM WILL FUND PARTNERS UNDERTAKING IMPLEMENTATION OF PRIORITY RECOVERY ACTIONS DESCRIBED IN THE SPECIES DRAFT OR FINAL RECOVERY PLAN, RECOVERY IMPLEMENTATION STRATEGY, OR RECOVERY OUTLINE. ACTIONS MAY INCLUDE THE PROTECTION AND RESTORATION OF HABITAT, INVASIVE SPECIES REMOVAL, POPULATION MONITORING AND SURVEYS, AND CAPTIVE BREEDING AND RELEASE. ELIGIBLE APPLICANTS ARE ANY U.S. OR FOREIGN ENTITY OR INDIVIDUAL WITH DEMONSTRATED KNOWLEDGE AND UNDERSTANDING OF THE BIOLOGY OF THE IDENTIFIED SPECIES AND THEIR ECOSYSTEM. HAVING ALSO WORKED WITH THE SPECIES IS PREFERRED. HAVING A VALID ENDANGERED SPECIES ACT PERMIT OR PREVIOUSLY HAVING ONE IS ALSO PREFERRED. APPLICANTS SELECTED FOR FUNDING THAT DO NOT HAVE A VALID PERMIT MAY HAVE TO OBTAIN ONE BEFORE BEGINNING PROJECT ACTIVITIES. DESCRIPTION:THIS COOPERATIVE AGREEMENTS PROVIDES FEDERAL FUNDS TO NFWF FOR THE ADMINISTRATION OF THE INNOVATIVE NUTRIENT AND SEDIMENT REDUCTION (INSR) GRANT PROGRAM, WHICH SUPPORTS EFFORTS WITHIN THE CHESAPEAKE BAY AND ITS WATERSHED THAT USE INNOVATIVE STRATEGIES TO VASTLY ACCELERATE SUB-WATERSHED AND/OR REGIONAL-SCALE IMPLEMENTATION OF NUTRIENT AND SEDIMENT REDUCTIONS WITH APPROACHES DEMONSTRATED TO BE SUCCESSFUL. THIS AWARD PROVIDES INCREMEMTAL FEDERAL FUNDS OF $10,000,000. FEDERAL FUNDS OF $45,000,000 ARE CONTINGENT UPON AVAILABILITY. ACTIVITIES:ACTIVITIES THAT WILL BE PERFORMED UNDER THIS AWARD INCLUDE IMPLEMENTATION OF A COMPETITIVE SUBAWARD PROGRAM; TECHNICAL AND GRANTS MANAGEMENT ASSISTANCE TO ENHANCE COLLECTIVE CAPACITY TO IMPLEMENT ON-THE-GROUND NUTRIENT AND SEDIMENT REDUCTION PRACTICES, PROGRAMS, AND APPROACHES MORE EFFICIENTLY AND EFFECTIVELY; MONITORING, REPORTING, AND EVALUATION TO ENSURE COMPREHENSIVE UNDERSTANDING, ACCOUNTING, AND COMMUNICATING OF THE INSR PROGRAM'S ENVIRONMENTAL OUTCOMES AND TO SUPPORT ONGOING ADAPTIVE MANAGEMENT EFFORTS TO ENHANCE THOSE OUTCOMES THROUGH TIME; AND NETWORKING, INFORMATION-SHARING, COMMUNICATIONS, AND OUTREACH TO ACTIVELY TRANSFER AND DISSEMINATE LESSONS LEARNED TO THE WIDER CHESAPEAKE BAY REGION STAKEHOLDER COMMUNITY AND TO INSTITUTIONALIZE THE CONTINUED AND EXPANDED IMPLEMENTATION OF SUCCESSFUL NUTRIENT AND SEDIMENT REDUCTION PRACTICES AND APPROACHES VALIDATED BY THE INSR PROGRAM.SUBRECIPIENT:SUBAWARDS WILL BE ISSUED ON A COMPETITIVE BASIS TO SUPPORT PROJECTS WHOSE GOAL IS TO DEVELOP, SUPPORT, AND VASTLY ACCELERATE IMPLEMENTATION OF INNOVATIVE, SUSTAINABLE AND COST-EFFECTIVE APPROACHES THAT DRAMATICALLY REDUCE NUTRIENT AND SEDIMENT POLLUTION ON A SUB-WATERSHED AND/OR REGIONAL SCALE.OUTCOMES:THE INSR PROGRAM SUPPORTS ACHIEVEMENT OF THE WATER QUALITY GOALS IN THE CHESAPEAKE BAY WATERSHED AGREEMENT, PARTICULARLY THOSE INCLUDED IN JURISDICTIONS' WATERSHED IMPLEMENTATION PLANS (WIPS) AND THE TWO-YEAR MILESTONES OF THE CHESAPEAKE BAY TOTAL MAXIMUM DAILY LOAD (TMDL). THE EXPECTED OUTCOME IS REDUCTION OF NUTRIENT AND SEDIMENT POLLUTION TO THE CHESAPEAKE BAY AND ITS TRIBUTARIES. OUTCOMES:THIS AWARD SUPPORTS ACHIEVEMENT OF THE GOALS AND OUTCOMES OF THE 2014 CHESAPEAKE BAY WATERSHED AGREEMENT. THE EXPECTED OUTCOME IS LOCAL WATERSHED IMPROVEMENT NECESSARY TO SUPPORT THE AQUATIC LIVING RESOURCES OF THE CHESAPEAKE BAY AND ITS TRIBUTARIES. THE SWG PROGRAM HAS DEVELOPED STRATEGIES TO MEET COMMUNITIES WHERE THEY ARE AND HELP THEM ACCESS RESOURCES - WHETHER THROUGH TECHNICAL ASSISTANCE, GRANT FUNDING, OR PEER-TO-PEER LEARNING -- TO TAKE THE NEXT STEP IN ADVANCING ON THE GROUND HABITAT RESTORATION AND WATER QUALITY IMPROVEMENT PROJECTS. UNDER THIS COOPERATIVE AGREEMENT, NATIONAL FISH AND WILDLIFE FOUNDATION (NFWF) AND U.S. FISH AND WILDLIFE (FWS) WILL MANAGE THE DELAWARE WATERSHED CONSERVATION FUND. AUTHORIZED BY THE NATIONAL FISH AND WILDLIFE FOUNDATION ESTABLISHMENT ACT, 16 U.S.C. 3701 OF 1984, NFWF WILL ASSIST FWS BY DEVELOPING A COMPETITIVE GRANT PROGRAM WITH THE GOAL OF IMPROVING RESTORATION AND PROTECTION OF THE RESOURCES IN THE DELAWARE RIVER WATERSHED BY ENHANCING EFFORTS TO COORDINATE THE MANY, ALREADY COMMITTED, PARTNERS. NFWF HAS A LONGSTANDING COMMITMENT TO WATERSHED RESTORATION AND STEWARDSHIP, FOCUSED ON DEMONSTRABLE IMPROVEMENTS FOR NATURAL RESOURCES AND SOCIAL VALUES, INCLUDING NATIVE BIODIVERSITY CONSERVATION AND RECOVERY OF KEY INDICATOR SPECIES. NFWF HAS A TRACK RECORD OF ENGAGEMENT WITH COMMUNITY LEADERS AND PRIVATE LANDOWNERS AND HAS PREVIOUSLY ASSISTED FWS USING THIS PROVEN GRANT PROGRAM MODEL. THE DELAWARE WATERSHED CONSERVATION FUND (DWCF) WILL MAXIMIZE CONSERVATION, BOLSTER THE ECONOMY, FURTHER PROTECT COMMUNITIES, IMPROVE HUMAN HEALTH, PROVIDE GREATER OUTDOOR RECREATION OPPORTUNITIES, AND HELP BUILD A MORE ADAPTABLE WATERSHED FOR ALL CITIZENS TO ENJOY TODAY AND INTO THE FUTURE.

THE PROJECT WILL ADMINISTER A NORTH ATLANTIC RIGHT WHALE GRANT PROGRAM FOCUSED ON ADMINISTERING SUBGRANTS WITH THE FOLLOWING FOCAL AREAS (1) AGGREGATION OF DATA RELEVANT TO WHALES AND VESSEL STRIKES (2) WHALE DETECTION AND IDENTIFICATION (3) TOOLS TO DISSEMINATE KNOWN WHALE PRESENCE AND RECOMMENDED ACTIONS TO VESSELS (4) AND OTHER TOOLS INCLUDING MODIFYING VESSELS, ENHANCING AND UNDERSTANDING OF EXISTING DATA, AND MEASURING IMPACT OF OTHER EFFORTS. THE PROGRAM WILL FOCUS ON ENGAGING THE MARITIME INDUSTRY AND RELATED STAKEHOLDERS INCLUDING TECHNOLOGY DEVELOPERS, ACADEMIC, AND NGO GROUPS TO DRIVE THE DEVELOPMENT, TESTING, AND IMPLEMENTATION OF TECHNOLOGY AND OTHER INNOVATIONS. DESCRIPTION:THE PURPOSE OF THIS AGREEMENT IS TO PROVIDE ASSISTANCE TO THE NATIONAL FISH AND WILDLIFE FOUNDATION TO IMPLEMENT ITS PROJECT TO SUPPORT THE LONG ISLAND SOUND COMPREHENSIVE CONSERVATION AND MANAGEMENT PLAN TO PROTECT AND RESTORE LONG ISLAND SOUND BY: 1) DEVELOP THE LONG ISLAND SOUND FUTURES FUND REQUEST FOR PROPOSALS AND ASSOCIATED MATERIALS; 2) DISSEMINATE THE LONG ISLAND SOUND FUTURES FUND REQUEST FOR PROPOSALS THROUGH MULTIPLE VENUES; 3) PROVIDE MULTIPLE FORMS OF TECHNICAL ASSISTANCE TO APPLICANTS AND SUBRECIPIENTS INCLUDING ONE-TO-ONE OUTREACH, WEBINARS, SHARED LEARNING AND NETWORKING OPPORTUNITIES, GEOGRAPHICALLY FOCUSED TECHNICAL ASSISTANCE, AND GUIDANCE MATERIALS; 4) DEVELOP AND MANAGE GRANT EVALUATION; 5) DELIVER A VIRTUAL GRANT ANNOUNCEMENT EVENT; 6) DELIVER AND SUPPORT MULTIPLE FORMS OF EDUCATION ABOUT THE LONG ISLAND SOUND FUTURES FUND INVESTMENTS AND IMPACTS; 7) ENGAGE FEDERAL AND NONFEDERAL PARTNERSHIPS; 8) SUPPORT DEVELOPMENT OF AN ENHANCED COMMUNITY-FACING, COMMUNITY OF PRACTICE NETWORKS; 9) ADMINISTER SUBRECIPIENT GRANT AGREEMENTS AND THE RECIPIENT COOPERATIVE AGREEMENT FROM INCEPTION TO CLOSURE; 10) MANAGE AND UPDATE A SPATIAL DECISION TOOL WHICH INFORMS PRIORITIES FOR CONSERVATION INVESTMENT FOR THE LONG ISLAND SOUND FUTURES FUND IN THE LONG ISLAND SOUND WATERSHED AND RELATED GEOGRAPHY AS PART OF THE MULTI-YEAR NATIONAL FISH AND WILDLIFE FOUNDATION NORTHEAST WATERSHEDS BUSINESS PLAN; 11) COMMISSION EVALUATION OF LONG ISLAND SOUND FUTURES FUND GRANT PROGRAM BY A THIRD-PARTY NEUTRAL EXPERT TEAM FOCUSED ON LONG ISLAND SOUND FUTURES FUND CLOSED GRANTS 2015-2021; AND 12) PARTICIPATE IN ACTIVITIES TO UPDATE THE COMPREHENSIVE CONSERVATION MANAGEMENT PLAN.ACTIVITIES:SPECIFICALLY, UNDER THIS COOPERATIVE AGREEMENT THE RECIPIENT WILL: 1) DEVELOP THE LONG ISLAND SOUND FUTURES FUND REQUEST FOR PROPOSALS AND ASSOCIATED MATERIALS (NARRATIVE APPLICATION, EVALUATION CRITERIA, TIPS FOR PREPARING AN APPLICATION, AND EDUCATIONAL MATERIALS AND TOOLS INCLUDING POLLUTION CALCULATORS, BUDGETS, LONG ISLAND SOUND STUDY EDUCATIONAL RESOURCES, QUALITY ASSURANCE PROJECT PLAN MATERIALS AND PORTAL, ETCETERA); 2) DISSEMINATE THE LONG ISLAND SOUND FUTURES FUND REQUEST FOR PROPOSALS THROUGH MULTIPLE VENUES. PROJECTS MUST HAVE ONE OR MORE OF THE FOLLOWING COMPONENTS IN THE PROPOSAL: CLIMATE ADAPTATION, RESILIENCE, MITIGATION BENEFITS MEASURE OUTCOMES FOR ECOLOGICAL AND UNDERSERVED COMMUNITIES WATERFOWL CONSERVATION AT-RISK LISTED SPECIES (FEDERALLY LISTED SPECIES) CONSERVATION AND OR INVASIVE SPECIES CONTROL. SUBRECIPIENTS ARE IDENTIFIED THROUGH A COMPETITIVE PROCESS AND CAN INCLUDE NON-PROFIT 501(C) ORGANIZATIONS, STATE GOVERNMENT AGENCIES, LOCAL GOVERNMENT, MUNICIPAL GOVERNMENT, TRIBAL GOVERNMENTS AND ORGANIZATIONS, AND EDUCATIONAL INSTITUTIONS. DELIVERABLES WILL INCLUDE IMPLEMENTATION AS WELL AS OUTREACH AND EDUCATION PROJECTS THAT ADDRESS LONG ISLAND SOUND NEEDS IN THE FOLLOWING CATEGORIES: 1) CLEAN WATERS AND HEALTHY WATERSHEDS, 2) THRIVING HABITATS AND ABUNDANT WILDLIFE, 3) SUSTAINABLE AND RESILIENT COMMUNITIES, AND 4) SOUND SCIENCE AND INCLUSIVE MANAGEMENT. NATIONAL FISH AND WILDLIFE FOUNDATION NFWF RESPECTFULLY REQUESTS 1 5 MILLION IN FUNDING TO SUPPORT THE RENEWAL OF NFWF AND BUREAU OF LAND MANAGEMENT S BLM LONGSTANDING CONSERVATION PARTNERSHIP FOR FISCAL YEAR 2022 FY22 NFWF HAS ESTABLISHED LANDSCAPE SCALE CONSERVATION PROGRAMS AROUND THE COUNTRY MANY OF WHICH HAVE OVERLAPPING GEOGRAPHIES WITH BLM LANDS, SHARED PRIORITIES WITH BLM HEADQUARTERS NATIONAL WILDLIFE PROGRAM, AND HISTORICAL INCLUSION OF BLM AS A KEY PARTNER DRIVEN BY SCIENCE BASED GOALS, AND FOR MANY OF THE GEOGRAPHIES, BUSINESS PLANS NFWF S PROGRAMS BRING TOGETHER FEDERAL AND NON FEDERAL PARTNERS AND PRIORITIES TO GENERATE REQUESTS FOR PROPOSALS RFPS THAT LEVERAGE PARTNER RESOURCES, SOLICIT TARGETED PROJECTS, AND GENERATE ROBUST ANNUAL GRANT SLATES TRACKED THROUGH METRICS AND SCORECARDS FOR THIS FY22 PARTNERSHIP, BLM AND NFWF WILL COORDINATE ON AND UTILIZE APPROXIMATELY SIX OF NFWF S PROGRAMS AND THEIR RFPS TO SOLICIT COMPETITIVE PROJECTS THAT ADDRESS SHARED BLM NFWF CONSERVATION PRIORITIES NFWF WILL WORK WITH BLM TO ENSURE BLM S PRIORITIES ARE CAPTURED IN EACH PROGRAM RFP, WILL HAVE BLM PARTICIPATE IN THE REVIEW COMMITTEE FOR EACH PROGRAM AND PROVIDE RECOMMENDATIONS FOR PROJECT FUNDING, AND WILL ENSURE THAT BLM FUNDS ONLY GO TO PROJECTS SUPPORTED BY THE AGENCY THROUGH THESE NFWF PROGRAMS, AND SUBSEQUENTLY SELECTED PROJECTS, BLM PARTNERSHIPS FUNDS WILL BE LEVERAGED BY NFWF AND ITS PARTNERS WITH A MINIMUM 1 1 IN NON FEDERAL FUNDS NFWF WILL REMOVE ADMINISTRATIVE BURDEN FROM BLM BY UTILIZING NFWF S GRANTS MANAGEMENT EXPERTISE AND PROCESSES TO ESTABLISH SUBAWARD AGREEMENTS AND MONITORING OF SUBRECIPIENT OUTCOMES OVERALL, NFWF WILL HELP BRING OTHER RESOURCES TO BLM INTERESTS, CREATE A STREAMLINED PROCESS FOR FUNDING TARGETED PROPOSALS ACROSS SELECT GEOGRAPHIES AND SPECIES INTERESTS, AND MANAGE REPORTING TO BLM ACROSS SUBRECIPIENT PROJECT DELIVERABLES AND METRICS THIS APPROACH WILL NOT ONLY PRODUCE THE STRONGEST PROJECTS TARGETED TO SPECIFIC SCIENCE BASED OUTCOMES, BUT WILL BE DRIVEN AROUND EFFORTS THAT PROTECT BIODIVERSITY, CONSERVE AND RESTORE PRIORITY

FOR THIS AGREEMENT, THE FUNDS WILL SUPPORT CONSERVATION ACTIONS ON JAMES CAMPBELL NATIONAL WILDLIFE REFUGE TO BENEFIT SEABIRDS AND OTHER AT-RISK SPECIES. THIS INCLUDES CONSTRUCTION OF A MAMMALIAN EXCLUSION FENCE AND RESTORATION OF THE PROTECTED HABITAT. BY POOLING THE FUNDING IN ONE LOCATION, NFWF CAN SEAMLESSLY ADMINISTER GRANT AWARDS NEEDED TO IMPLEMENT THE DESIRED OUTCOMES. AS FUNDING ALLOWS, NFWF CAN ALSO SUPPORT LONGER-TERM NEEDS SUCH AS SOCIAL ATTRACTION AND MONITORING. DEVELOPING STORMWATER STORAGE AT EXISTING SEDIMENT DAMS AND BUILDING OFF-CHANNEL STORAGE HAS THE POTENTIAL TO SLOW DOWN BASEFLOW DURING MONSOON EVENTS, CAPTURE STORMWATER TO RECHARGE THE AQUIFER, AND IMPROVE AND CREATE RIPARIAN HABITAT. BLM AND NFWF WILL COORDINATE ON AND UTILIZE NFWFS (1) PECOS WATERSHED CONSERVATION INITIATIVE AND (2) SOUTHERN PLAINS GRASSLAND PROGRAM ANNUAL RFPS TO SOLICIT COMPETITIVE PROJECTS THAT ADDRESS SHARED CONSERVATION PRIORITIES. THE BLM FUNDING WILL BE UTILIZED ON BLM LANDS IN NEW MEXICO AND ON THE CROSS BAR SPECIAL RECREATION MANAGEMENT AREA (SRMA) IN TEXAS. ADDITIONAL NFWF FUNDING IS AVAILABLE TO SUPPORT PROJECTS IN THE BROADER CANADIAN RIVER WATERSHED IN TEXAS. TOGETHER, THIS FUNDING COULD ALLOW FOR LANDSCAPE LEVEL PROJECTS THAT SPAN BORDERS AND ARE FUNDED WITH A MIX OF BLM AND OTHER NFWF FUNDS. THESE BROADER PROJECTS WILL IMPROVE THE OVERALL WATERSHED QUALITY FURTHER BENEFITING THE BLM LANDS IN NEW MEXICO AND TEXAS. NFWF WILL WORK WITH BLM TO DETERMINE FUNDING ALLOCATIONS ACROSS EACH NFWF PROGRAM, WILL ENSURE BLMS PRIORITIES ARE CAPTURED, HAVE BLM PARTICIPATE IN THE REVIEW COMMITTEES AND PROVIDE RECOMMENDATIONS FOR PROJECT FUNDING, AND WILL ENSURE THAT BLM FUNDS ONLY GO TO PROJECTS SUPPORTED BY THE AGENCY. MORE DETAILS ON RESOURCE PRIORITIES FOR THE PECOS RIVER WATERSHED CAN BE FOUND IN THE SOUTHWEST RIVERS BUSINESS PLAN, HOWEVER IN SUMMARY THE FOLLOWING PRACTICES AND ASSOCIATED OUTCOMES WILL BE DEPLOYED AT SCALE:1. BUILDING DROUGHT RESILIENCE IN ARID WATERSHEDS: RESTORE AND MANAGE GRASSLAND HABITAT AND ADJACENT STREAMS FOR LONG-TERM RANGELAND SUSTAINABILITY.2. IMPROVE POPULATION LEVELS AND RELATED OUTCOMES FOR GRASSLAND WILDLIFE SPECIES.THE NFWF PROGRAMS PROPOSED FOR THIS PARTNERSHIP CONTAIN A MIX OF FEDERAL AND NON-FEDERAL PARTNERS. NFWF WILL LEVERAGE FUNDING FROM THESE PARTNERSHIPS AND SUBRECIPIENT MATCHING FUNDS TO PROVIDE ADDITIONAL RESOURCES TO BLMS FUNDS. THE PECOS WATERSHED CONSERVATION INITIATIVE CONTAINS FUNDING FROM APACHE, BLM, CHEVRON, CONOCOPHILLIPS, OCCIDENTAL, USDA NRCS, USFWS, AND XTO ENERGY. THE SOUTHERN PLAINS GRASSLAND PROGRAM CONTAINS FUNDING FROM BURGER KING, CARGILL, SYSCO, AND USDA NRCS. THE INTENDED BENEFICIARIES OF THE PROJECT ARE THE GENERAL PUBLIC, AGRICULTURAL PRODUCERS COMMUNITIES WITH A PRIVATE LANDS NEXUS AND PARTICIPATING CONSERVATION ORGANIZATIONS. THE GENERAL PUBLIC WILL BENEFIT FROM MORE ABUNDANT AND ROBUST WILDLIFE POPULATIONS FOR CONSUMPTIVE AND NON-CONSUMPTIVE PURPOSES, AGRICULTURAL PRODUCERS FROM A MORE PRODUCTIVE AND RESILIENT LANDSCAPE AND THE CONSERVATION COMMUNITY VIA INCREASED RESOURCES TO DRIVE THEIR MISSION AND PROVIDE INCREASED CAPACITY AND ULTIMATELY LANDSCAPE SCALE CONSERVATION OUTCOMES.
